    KABATAAN Partylist is the first andonly youth representative in PhilippineCongress today.Kabataan Partylist is a large network ofenergized and pro-active young peoplewho are leaders in various organizationsand formations, as well as youngindividuals that reflect the diversity of theircommunities and social status.Together with some of its foundingorganizations - the National Union ofStudents, College Editors Guild, the Leagueof Filipino Students, Student ChristianMovement of the Philippines, Anakbayanand Kabataang Artisa para sa Tunay naKalayaan Kabataan Party-list vigorouslycampaigns for youth and students interestsand demands concerning education andemployment.

    Kabataan party-list remains at the forefrontof youth and students campaigns againstunabated tuition and miscellaneous feeincreases, for higher state subsidy foreducation, adequate jobs for new graduates,the defense and recognition of human rightsand civil liberties which include consumerrights and the right to health, and theprotection and conservation of nationalpatrimony. It continues to give primacy tothe promotion of holistic development andgenuine youth empowerment throughvolunteer work, leadership and skills trainingand other activities that cater to the needsand interests of young Filipinos.

    Drawing inspiration from great youth leadersand the first youth party in the Philippines,Young Philippines, Kabataan Party-listreaffirms the youths vanguard role andleadership in social transformation andnation building.

    OUR COMMON VISION

    KABATAAN Party-list believes that theyouth should devote its intellect, energyand courage to building a new societydevoid of corruption, inequality andsocial injustice.

    It supports youth and student-ledorganizations working for social, political,economic, cultural and environmentaljustice in the Philippines, and enjoinsyouth from all walks of life to foster activeparticipation in nation-building, goodgovernance and social change.

    OUR COLLECTIVE MISSION

    KABATAAN Party-list is working togalvanize the Filipino youths unity forsocial change. It encourages the youth towork collectively with other sectors to builda bright future. It upholds, promotes anddefends the interest of the youth to be ableto harness its fullest potential as a sector.

    1. Empower the youth to encourage themto take on active participation in nation-building, good governance and socialchange.

    2. Uphold the youths fundamental rightsand democratic interests (education,employment, environment, sports, health,etc.)

    3. Assert the youths right to decentliving, equal opportunities and humaneliving conditions.

    4. Assert and safeguard nationalindependence, respect for nationalpatrimony, love and loyalty to the country.

    5. Guarantee the participation andrepresentation of the youth in all affairs ofgovernance and decision-making bodiesof government.

    FIRST YOUTH REPRESENTATIVE INCONGRESS

    REP. MONG PALATINO

    29-year-old Mong Palatino is considered asone of the most brilliant youth leaders in thecountry. He was chairperson of theUniversity Student Council of the Universityof the Philippines (UP) Diliman in 2000 andpresident of the National Union of Studentsof the Philippines (NUSP), the largest allianceof tertiary student councils nationwide from2001 to 2003. He is also one of the leadingyouth veterans of EDSA Dos. He is also thefirst blogger to be elected Congressman.

    In 2004, Mong was recognized by the QuezonCity government for exemplary youthleadership and was awarded by the UnitedNations Association of the Philippines asan Outstanding Youth Leader for Advocacyon National Concerns.

    Section 1. This youth sectoral partyshall be called Kabataan.

    ARTICLE IIPRINCIPLES AND OBJECTIVES

    Section 1. Kabataan advances thepolitics of struggle and hope. It gives primacy

    to the promotion of genuine politics of thepeople. It recognizes the collective will ofthe youth and the people to effect socialchange and genuine progress in the society.It is a politics which affirms the basicaspirations of the youth for peace and justiceagainst the dominant traditional politics inthe country which promises a bleak futurefor the youth.

    Section 2. Kabataan shall uphold,defend, and promote the interests of the

    We, Filipino youth coming from different regions and backgrounds, being the futureof a society confronted with widespread poverty, deteriorating education, scantylivelihood and violence, and as the generation that witnessed the erosion ofrespect for national patrimony by those in power and the betrayal of public trust in thegraft-ridden political system of the country, recognizing the need to effect fundamentalchanges in the government to fulfill the basic aspirations of the youth for a clean governmentand a peaceful, progressive and bright future, organize ourselves into a sectoral party. Weare young Filipinos imbued with high sense of nationalism and solidarity with the democraticdemands of the people in the fulfillment of our historical role in nation-building and socialtransformation. We are part of the oppressed majority whose name has always been invokedby everyone who aspires for public office, yet we continue to be a marginalized force in thesociety, and now we work with our collective will and vitality in asserting our rightfulinterests. Bearing high our commitment to these indubitable avowals, we hereby promulgateand bind ourselves to this Constitution.

    youth in the attainment of their full potentialas Filipino citizens. It shall uphold youthempowerment by contributing in the processof nation-building and social transformation.It shall enjoin the youth to restore respectfor national patrimony and integrity in thegovernment. It shall carry the principles ofprogressive youth idealism in the politics ofthe country.

    Section 3. In pursuit of theseprinciples, bearing in mind the historical andimportant role of the youth in shaping thefuture of the country, Kabataan shall striveto achieve the following objectives:

    (1) To establish a nationalist andpeople-oriented type of education, againsta colonial and repressive education system,asserting the right of every Filipino to a freeand democratic education in all levels;

    (2) To foster a scientific and liberatingeducation, free from dogma and backwardideas, as the springboard towards aprogressive future;

    (3) To assert the youth and peoplesright to decent employment, equalopportunities and humane living conditions;

    (4) To advocate the inherent right ofevery Filipino to live in a society free fromcrime, unjust wars, militarization,environmental degradation, drug addiction,decadent culture and malnourishment;

    (5) To guarantee the participation ofthe youth in all affairs of governance anddecision-making bodies of the government;

    (6) To promote the development ofcivic programs and facilities that will enjointhe youth to participate in socially-beneficial,life-sustaining and culture-enhancingactivities;

    (7) To contribute in the nation-buildingprocess by harnessing the youth to developa dedication to serve the people, collectiveresponsibility, cultural awareness andcharitable fellowship;

    (8) To forge solidarity of the youth withthe workers, peasants, urban poor,

  • 8indigenous people and other basic massesof the Philippine society;

    (9) To assert and safeguard nationalindependence, respect for nationalpatrimony and love and loyalty to thecountry;

    (10) To promote genuine nationalindustrialization, agrarian reform and pro-poor economic policies.

    (11) To promote international solidaritywith the students and peoples of the globalcommunity who share similar principles withthe Kabataan;

    ARTICLE IIIMEMBERSHIP AND QUALIFICATION

    Section 1. Any Filipino citizen from13 to 35 years old who accepts the Principles,Program and Constitution of Kabataan andagrees to advance these may apply formembership to the party.

    Section 2. Every new applicant shallbe recommended by two (2) members of goodstanding and shall undergo screening by athird member and officer, likewise of goodstanding, authorized accordingly. Anapplicant shall complete a seminar on thePrinciples, Program and Constitution of

    Kabataan conducted by duly accreditedparty organ to become a member. Applicationfor membership shall be decided upon bythe Executive Committee of the School orCommunity Chapter subject to review by ameeting of the chapter or by the next leadingbody of the party.

    Section 3. New and re-admittedmembers of the Party shall first subscribe tothe following oath of affiliation:

    I, _____________, having beenaccepted as a member, do hereby solemlyswear that I will uphold and advance theprinciples, objectives and programs of theKabataan, abide by its Constitution, raiseits prestige and widen its influence amongthe students and the youth, and that I willfight for the interests of my sector whilelinking arms with other oppressed Filipinos,and serve them wholeheartedly andunselfishly.

    Section 4. Membership in the Partymay be terminated through voluntaryresignation or by expulsion on just and validgrounds by the appropriate organ of theParty after observing due process.ARTICLE IVRIGHTS AND PRIVILEGES

  • 9Section 1. Every party member shallhave the following rights and privileges:

    (1) To participate freely andfully in all meetings of the chapter to whichhe/she belongs, and to be represented bydelegates freely chosen by his/her chapterin wider assemblies of the Kabataan.

    (2) To be informed fully of thechapter and all other leading bodies of theorganization of the reasons for policies,programs, projects and actions adoptednationally, regionally or locally.

    (3) To propose in meetingchanges on the stated agenda.

    (4) To elect and be elected tooffice.

    (5) To vote in approval andadoption of resolutions, programs, policiesof the national, regional, and local level.

    (6) To have any dissentingvote and their reasons thereofrecorded.

    (7) To present suggestions,comments, and criticisms to any unit,committee or organ

    (8) To appeal any decision orpolicy to the higher organ ofthe organization; and

    (9) To resign his/hermembership.

    Section 2. All party members shallenjoy all such other rights and privileges asthe National Convention may grant from timeto time, provided, however that such rightsand privileges shall not in any waycontravene any provision of thisConstitution.

    ARTICLE VDUTIES AND RESPONSIBILITIES

    Section 1. Every party member shallhave the following duties andresponsibilities.

    (1) To uphold and abide bythis Constitution and By-Lawsof the organization.

    (2) To abide by the policies,decisions and regulations which may fromtime to time, be promulgated.

    (3) To be a member of anyunit, committee or organ and to attend andactively participate in any meetings of thechapters.

    (4) To take active part in theimplementation of all programs, projects andactions adopted by the Kabataan and itschapters.

    (5) To regularly conductassessments, criticisms andself-criticisms.

    (6)) To adhere the principles,purpose and objectives of the organizationin his/her activities outside Kabataan.

    (7) To pay dues regularly.(8) To safeguard and advance

    the prestige of the Party at all times.(9) To recruit new members

    and widen the influence of the Party.

    Section 2. All party members shallfulfill such other duties and tasks delegatedto them by leading organs of theorganization.

    ARTICLE V1ORGANIZATIONAL STRUCTURE

    Section 1. The organizationalstructure of Kabataan shall be the following:

    (1) The School Chapter andCommunity Chapter which will be the basicunits of the Party, and to be organized at theschool and community level;

    (2) The City and MunicipalChapters which shall consist of school andcommunity chapters;

    (3) The Provincial Chapterswhich shall consist of City and MunicipalChapters;

    (4) The Regional Chapterswhich shall consist of Provincial Chapters;

    (5) The National ExecutiveCommittee

    (6) The National Council; and(7) The National Convention.

    Section 2. There shall be a RegionalCoordinator to be appointed by the NationalCouncil from among Provincial Chairpersonsand Coordinators for the regions which havenot yet established a chapter at the regionallevel.

    ARTICLE VIINATIONAL CONVENTION

    Section 1. The National Conventionshall be the highest governing body ofKabataan and shall have the followingpowers and functions:.

    (1) To ratify and amend theConstitution and Program of the Party;

    (2) To receive reports andrecommendations from the National Council;

    (3) To determine the size andcomposition of the National Council;

    (4) To elect the executiveofficers of the Party and other members ofthe National Executive Committee;

    (5) To decide on candidatesfor national elective position to be fielded

    by the Party as well as other candidates whomay be supported by the Party; and

    (6) To decide on any matterwithin its over-all jurisdiction.

    Section 2. The National Conventionshall be composed of:

    (1) Representatives ofRegional, Provincial, City, Municipal, Schooland Community Chapters of the Party;

    (2) National Officers of theParty;

    (3) Youth Delegates comingfrom different sectors: students, workers,peasants, fisherfolk, indigenous people,women, gays, academe, scientists, healthworkers, artists, employees, professionals,overseas Filipinos, and other youth groupswith special concerns which support theParty; and

    (4) Personages who havesignificantly helped further the cause of theParty but may not be the officers of the Party.

    (5) The size and distributionof delegates to the National Convention shallbe decided upon by the National Council.

    Section 3. It shall be convened everythree (3) years or as decided upon by the

    National Council. The rules of the NationalConvention shall be defined by the NationalCouncil preceding it.

    ARTICLE VIIITHE NATIONAL COUNCIL

    Section 1. Between the holding of theNational Conventions, the National Councilshall be the highest governing body of theParty and shall have the following powersand functions:

    (1) To assume the powers andfunctions of the National Convention whilethe latter is not in session;

    (2) To draw-out andimplement each years specific plan of actionbased on the partys general program andplan of action;

    (3) To consolidate the regularannual reports of the party;

    (4) To submit reports andrecommendations to the NationalConvention;

    (5) To determine the sizeand distribution of delegates to theNational Convention;

    (6) To appoint a RegionalCoordinator for the regions which have not

    yet established a chapter at the regionallevel;

    (7) To amend the By-Laws ofthe Party;

    (8) To exercise such other powersand perform such other functions as maydelegated to it by the National Convention.

    Section 2. Members of the National Councilshall be confirmed by the Convention. Newmembers can sit upon the recommendationof the respective regional, provincial, ormunicipal executive committees andconfirmation of the National Council insession. The National Council shall becomposed of the:

    (1) The Chairpersons ofthe Regional Chapters or theirdesignated representatives;

    (2) The national executive officersof the Party.

    Section 3. It shall be convened oncea year or as decided upon by the ExecutiveCommittee.

    ARTICLE IX

    THE NATIONAL EXECUTIVECOMMITTEE

    Section 1. The National ExecutiveCommittee shall have the authority toconduct and administer the affairs of theParty between the meetings of the NationalCouncil subject to the review andconfirmation by the latter at the firstopportunity. It shall have the followingpowers and functions:

    (1) To decide on any matterwithin its jurisdiction andissue directives;

    (2) To implement the generalprogram and specific planof action as mandated bythe National Conventionand duly delegated to it bythe National Council;

    (2) To submit reports andrecommendations to the National Council;

    (3) To issue statements in thename of the Party;

    (4) To appoint a NationalAuditor and General Counsel for the Partyas well as other officers as the need mayarise;

    (5) To designate temporaryofficers in the National Executive Committeeto replace vacant positions until the NationalConvention elects a permanent replacement;

    (6) To call the NationalCouncil to a meeting;

    (7) To create and supervise,through the Secretary-General, the GeneralSecretariat;

    (8) To create and superviseother committees necessary to carry out thework of the Party; and

    (9) To formulate the by-lawsthat shall govern the administration of theorganization.

    Section 2. The National ExecutiveCommittee shall be composed of:

    (1) The Party President;(2) The Executive Vice-

    President;(3) The Vice-Presidents for

    Luzon, the Visayas and Mindanao;(4) The Secretary-General

    and Deputy Secretary-General;(5) The Treasurer; and(6) Other members of the

    National Council as may be designated bythe latter.

    Section 3. All members of theNational Executive Committee shall holdoffice for three (3) years and until theirsuccessors shall have been duly elected andqualified, unless sooner removed orseparated for cause.

    ARTICLE XPOWERS AND FUNCTIONS OF THENATIONAL OFFICERS

    Section 1. The Party President shallbe the highest official and the chief executiveofficer of the Party. The exercise of suchpowers or performance of such functionsshall be reported to the Executive Committeeat its immediate next session. The Presidentshall have the following powers andfunctions:

    (1) Call and preside over theNational Convention, meetings of theNational Council and National ExecutiveCommittee;

    (2) Issue directives andstatements on behalf of the National Counciland National Executive Committee;

    (3) To oversee theenforcement of this Constitution, by-lawsof the organization, other rules, regulationsand policies which may be promulgated fromtime-to-time.

    (4) Make representation onbehalf of the Party and the National Counciland National Executive Committee; and

    (5) Act as the chief campaignofficer of the Party.

    Section 2. The Executive Vice-President shall have the following powersand functions:

    (1) Assume the powers andfunctions of the Party President in the lattersabsence or incapacity;

    (2) Act as the deputy chiefcampaign officer of the Party;

    (3) Exercise such powers andperform such functions as may be assignedby the National Council, National ExecutiveCommittee and the Party President; and

    (4) Act as the NationalCoordinator of the Party.

    Section 3. The Vice- Presidents forLuzon, the Visayas and Mindanao shall havethe following powers and functions:

    (1) Supervise the regionalcoordinators and chapters of the Party intheir respective jurisdictions; and

    (2) Act as the chief campaignofficer in their respective jurisdictions.

    Section 4. The Secretary-Generalshall have the following powers andfunctions:

    (1) Form and head the GeneralSecretariat which runs the day-to-dayfunctions of the Party;

    (2) Recommend suchdeputies and personnel as may be necessarysubject to the approval of the NationalExecutive Committee; and

    (3) To maintain and preservethe minutes of all the National Convention,committee meetings, the reports of the PartyPresident, the records of all members andother papers relating to the various activitiesof the Party.

    Section 5. The Deputy Secretary-General succeeds to the powers andfunctions of the Secretary-General in caseof failure or incapacity of the latter. He/Sheshall have the following powers andfunctions:

    (1) Assist the Secretary-General in discharging his/her functions; and

    (2) Exercise such powers andperform such functions as may be assignedby the National Council, National ExecutiveCommittee and the Secretary-General.

    Section 6. The Treasurer shall be thechief financial officer of the Party. He/She

    shall have the following powers andfunctions:

    (1) Form and head the FinanceSecretariat to raise funds for the Party;

    (2) Plan the budget of theParty for approval by the National ExecutiveCommittee; and

    (3) Act as the custodian andover-all manager of the funds and resourcesof the Party.

    (4) Prepare and submit afinancial report every National Councilmeeting.

    Section 7. The Auditor shall be thechief auditing officer of the Party. He/Sheshall have the following powers andfunctions:

    (1) Check and audit all fundsand resources of the Party; and

    (2) Form auditing teams toinvestigate any reported financial anomalies.

    Section 8. The General Counselshall:

    (1) Act as the legal counselof the national bodies of the Party; and

    (2) Make representation onbehalf of the Party regarding all legal matters.

    ARTICLE XIINTERMEDIATE LEADING BODIES

    Section 1. The intermediate leadingbodies of the Party shall have the followingpowers and functions:

    (1) To decide on any matterwithin its jurisdiction and issuedirectives;

    (2) To implement the generalprogram and specific plan of action asmandated by the National Convention andduly delegated to it by the National Council;

    (3) To submit reports andrecommendations to the National Council;

    (4) To designate temporaryofficers in the Executive Committee to replacevacant positions until the intermediatebodies elect a permanent replacement;

    (5) To create and superviseother committees necessary to carry out thework of the Party

    (6) All elected officers ofintermediate leading bodies shall serve theirterm for one year.

    Section 2. The City/MunicipalCouncil shall be composed of the following:

    (1) Chairpersons and Vice-Chairpersons of all School and CommunityChapters;

    (2) Representatives of thesectors existing in the city/municipality andother groups with special social concernswhich support the Party; and

    (3) City/Municipal executiveofficers of the party shall include theChairperson, Vice-Chairperson andTreasurer.

    Section 3. The Provincial Councilshall be composed of the following:

    (1) Chairpersons and ViceChairpersons of all City/Municipal Councils;

    (2) Representatives of thesectors existing in the province and othergroups with special social concerns whichsupport the Party;

    (3) The executive officersshall include the Chairperson, Vice-Chairperson and Treasurer.

    Section 4. The Regional Councilshall be composed of the following:

    (1) Chairpersons and ViceChairpersons of allProvincial Councils;

    (2) The executive officersshall include the Chairperson, Vice-Chairperson, Secretary-General andTreasurer. The Chairperson shall act as theRegional Coordinator of the Party.

    ARTICLE XIITHE SCHOOL AND COMMUNITYCHAPTER

    Section 1. The basic units of theParty are the School and CommunityChapters. Every member shall belong to aSchool or Community Chapter.

    Section 2. A School or CommunityChapter shall have a minimum of eleven (11)members.

    Section 3. The powers and functionsof the School or Community Chapter shallinclude the following:

    (1) To implement theprograms, policies and decisions of theParty;

    (2) To ensure theinvolvement of members through education,campaigns and other activities;

    (3) To conduct studies on theprinciples and program of the Party andcurrent issues and to subscribe to Partypublications;

    (4) To recruit members andsee to it that they fulfill the requirements formembership;

    (5) To submit reports andrecommendations to the City/MunicipalCouncil;

    (6) To elect officers of theSchool or Community Chapter; and

    (7) To create organizationalstructures or machinery appropriate to thesize of the School or Community Chapter.

    Section 4. The School or CommunityChapter shall have an Executive Committeewhich shall include the Chairperson, Vice-Chairperson, Secretary and Treasurer as itsofficers. The Chairperson will serve as thecoordinator of the chapter. The officers ofthe School or Community Chapter and othermembers of the Executive Committee shallbe elected by a meeting of the members ofthe chapter.

    ARTICLE XIIIELECTION OF OFFICERS

    Section 1. All elective nationalofficers shall be elected during and by theNational Convention voting delegates.

    Section 2. In cases of one (1)nominee for an elective position, he/she mustget at least a confidence vote of 50percent+1 of all voting delegates.

    Section 3. All candidates forNational office should have at least one (1)year membership in the organization, mustbe of good standing and their nomination orcertificate of candidacy must be endorsedby at least by five (5) school or communitychapters.

    Section 4. There shall be an electoralboard, composed of a chairman and the twomembers who shall be appointed by theoutgoing National Executive Committeeduring the National Convention.

    Section 5. The Electoral Board shall:

    (a) oversee the conduct ofthe election proceedings;

    (b) shall determine who arethe official voting delegates and confirm thequantity of representation.;

    (c) Receive all certificationsof candidacy and nominations, certify thequalification of all candidates, issue anofficial list of qualified candidates, resolveelection complaints and protests and;

    (d) Officially proclaim thewinners of the election

    Section 6. Every chapter shall carryone vote. All elections shall be by secretballot, unless the National Conventiondecides otherwise. This election processshall also apply in the election of officers ofthe intermediate leading bodies of the Party.

    ARTICLE XIVFUNDS AND RESOURCES

    Section 1. The basic funds ofKabataan shall come from membership feesand dues and other special assessments.

    Section 2. Fund-raising activitiesshall be launched. Contributions in cash and

    in kind shall be accepted provided there areno conditions contrary to the principles ofthe Party and to existing laws.

    ARTICLE XVSPECIAL PROVISIONS

    Section 1. Where regular organs ofthe party do not yet exist, provisional bodiesof leadership may be formed until therequirements of this Constitution can beapplied.

    Section 2. The Party shall allow itsmembers to form themselves into regionalparties affiliated with Kabataan, especiallyin the regions where autonomy is beingpromoted, with due recognition to thespecific features of these regions, using adifferent name or slightly different name,provided that their program and constitutionadhere to the essential parts of the Programand Constitution of Kabataan

    Section 3. The Party may establishor enter into coalition or alliances with otherparties, organizations or individualcandidates in line with its principles andprogram for electoral campaigns and long-term plans for the purpose of achievingcommon goal and concern.

    ARTICLE XVIAMENDMENTS

    Section 1. Amendments to thisConstitution may be made with theconcurrence of two-thirds of all delegates tothe National Convention.

    Section 2. Any member or body ofthe Party may propose amendments to thisConstitution but these shall be subject toadoption by the National Council which shallendorse these to the National Convention.

    Article 1Nature of the Organization

    Section 1. Kabataan is a youth sectoral partyadhering to a Constitution and a Programand all policies and decision promulgated byits duly authorized bodies.

    Article 2Offices

    Section 1. The national office shall be locatedwithin the National Capital Region.

    Section 2. Regional, provincial, city, municipaland barangay offices shall be established bythe party in such places as the needs of theparty may entail.

    Article 3Meetings

    Section 1. The National Convention shall beconducted every three years.

    Section 2. The National Council shall meet atleast once a year.

    Section 3. The National Executive Committeeshall meet at least twice a year.

    Article 4Party Discipline

    Section 1. Any member or officer of the partywho commits serious violations of theProgram, Constitution and By-Laws andlegitimate policies and decision of the partyat any level shall be subjected to adisciplinary action.

    Section 2. Disciplinary actions shall be metedout based on the gravity of the violation ofthe party discipline and these shall includethe following: censure, demotion,suspension and expulsion.

    Section 3. Expulsion from the party may beimposed to a member or officer of the partycommitting willful violations of the PartyConstitution and for acts adverse to theinterest of the party and the people.

    Section 4. The party shall also work for therecall or removal from public office of party

    members and officers who have been foundguilty of acts inimical to the interest of thecountry and the people.

    Section 5. In imposing disciplinary action,due process shall be followed, to wit:

    1. Any member of the party whointends to file a complaint againstany body of leadership, officer oranother member of the party maydo so before the chapter to whichhe or she belongs or to the nexthigher level of leadership.Complaints of a serious nature maybe brought straight to the nationalbodies of leadership.

    2. A fact-finding committee shall beformed by the body where thecomplaint has been lodged or byan appropriate body duly assignedto investigate the complaint.

    3. The committee findings shall besubmitted to the body that formedit for appropriate action. In case of

    expulsion, this must be based ontwo-thirds of the votes of themembers of the appropriate body.

    4. Decision on cases for expulsionshall be reviewed by the next higherlevel of leadership.

    5. Any disciplinary action against anofficer of the party shall be decidedupon by the corresponding bodythat elected him/her to the position.

    6. Decisions on complaints anddisciplinary actions may beappealed to the next higher bodyof leadership up to the NationalConvention.

    Article 5Election of Officers

    Section 1. All elective national officers shallbe elected during and by the NationalConvention voting delegates.

    Section 2. In cases of one (1) nominee for anelective position, he/she must get at least aconfidence vote of 50 percent +1 of all votingdelegates.

    Section 3. All candidates for the NationalOffice should have at least one (1) yearmembership in the organization, must be ofgood standing and their nomination orcertificate of candidacy must be endorsedby at least by five (5) school or communitychapters.

    Section 4. Every chapter shall be entitled toone vote. All elections shall be by secretballoting, unless the National Conventiondecides otherwise.

    Article 6Quorum and Decision Making

    Section 1. In all meetings, sessionsor assemblies of the different bodies of theParty, a simple majority of all members presentshall be sufficient to constitute a quorum.

    Section 2. Where a consensus is notpossible, the vote of a simple majority of allthe members present there being a quorumshall be necessary to adopt and/or approvea motion or resolution.

    Article 7Dues and Assessments

    Section 1. A ten-peso (P10) one-timemembership fee shall be charged to anyapplicant.

    Section 2. All members of the party shall payan annual membership due of ten (10) pesos.

    Section 3. Members of the party may becharged with special assessments by theleading bodies of the party on the basis ofspecific projects or requirements.

    Section 4. Additional contributions basedon individual capacity shall be encouragedamong party members.

    Article 8Amendments

    Section 1. Every member and officer andevery level of leadership may propose anamendment/s to the Partys By-laws.

    Section 2. Proposed amendment to the By-laws may be coursed through the body ofleadership where a proponent member orofficer belongs. Said body has the duty ofelevating the proposal to the next higherbody of leadership or directly to the NationalCouncil and or to the National Convention,whichever is in session.

    Section 3. Amendments to the By-laws maybe decided upon by a majority vote of themembers present, in the assembly of theNational Council or the NationalConvention, whichever is in session.
