AGENDA
1. Finalising the operational guidelines for the system operator for calculation of TTC and
ATC. (Draft Guidelines would e-mailed shortly, after attending to observations of
POSOCO).
2. Information to participants on status of funding of NRCE.
3. Injection TTC from W3 bid area (POSOCO is requested to make a presentation on the
same).
4. Any other matter with the permission of the Chair.
Operational guidelines for the system operator for calculation of TTC and ATC�The Ampacity and MW loading (assuming unity power factor) has been calculated for normally used conductors, i.e. Moose, ACSR Bersimis, Zebra and Panther, for every 20C temperature drop below 450C, for maximum temperature of 750C and 850C, as applicable, and is given in the form of Tables at Annexure.
�Since the ambient temperature over the length of the line may vary somewhat, it is proposed that, considering the maximum temperatures, as forecast by Indian Metrological Department (IMD) for the next day, at the two ends of the line.
�There is also a site for temperatures of all places in India, namely “Accuweather”, which predicts temperature for the month ahead, week ahead, day ahead as well as temperatures during the day. These temperatures are more or less in line with the IMD forecast.
Operational guidelines for the system operator for calculation of TTC and ATC�POSOCO may consider the Monthly Mean Maximum and Minimum Temperature of the IMD based on 1901-2000 data, while calculating TTC, ATC and TRM on a three month ahead basis, considering the nearest town to where the line is located, and add 50C to the Monthly Mean Maximum and Minimum Temperature for safety. This climate normal data is available for nearly 100 stations at IMD website at http://www.imd.gov.in/doc/climateimp.pdf. For the month ahead basis, the Accuweather temperatures may be used for the exact site, adding 20C to the maximum and minimum temperatures for safety. This may be revised when needed, i.e. due to outage of an element or otherwise, using the Accuweather forecast after adding 20C to the maximum and minimum temperatures for safety.
�The voltage and power factor may be considered for converting Ampacity to MW.
Operational guidelines for the system operator for calculation of TTC and ATC�The SPS must be considered for the purpose of calculation of TTC and ATC, when used
for n-1-1 criteria, and for n-1 criteria (in situations, wherein Long Term Access (LTA)
itself has been granted with SPS).

Constraints in Western Region
• As on today, we are observing the higher loadings on the following lines when the
Maharashtra Drawal is more than 6500-7000 MW from GRID.
– 400kV Wardha-Parli D/C
– 400kV Parli-Sholapur D/C
– 400kV Aurangabad-Aurangabad D/C
– 400kV Aurangabad-Bableshwar S/C
– 400kV Aurangabad-Pune D/C
– 400 kV 2*1500 MVA, 765/400 kV ICT at Aurangabad(PG)
– 400kV Bableshwar-Padghe D/C etc..
• In order to control the higher line loadings, creating of a bid area for Maharashtra
with TTC of Maharashtra & GOA as mentioned below would relieve:
Constraints in Southern Region
• 400 kV Kolar-Hosur D/C is critically loaded whenever the S1-
S2 drawal exceeds 3000 MW.
• 400 kV Udumulpet-Palakkad D/C is also critically loaded
whenever the Drawal of Kerala exceeds 1700-2000 MW from
Grid.
• A separate control area (S3) for KERALA would relieve the
400kV Udumulpet-Palakkad D/C line loading.
Import TTC for Maharashtra control area
• WRLDC communications regarding declaration of import
TTC for Maharashtra area
– 1st Communication dated: 18.12.13
– 2nd Communication dated: 06.02.14
– 3rd communication dated: 03.02.15
• Till now, no communication received from Maharashtra
regarding the same.
