    Another Successful Basic Training!

    CCAWVs Basic Training for Veteran and Newly ElectedCommissioners was held November 19!21 in Bridgeport,WV.The three day event provides comprehensivetraining for newly elected Commissioners and serves as arefresher course for those who have been in o#ce forsome time. In addition, it o$ers an opportunity forCommissioners from across the state to connect andexchange ideas. With well over sixty attendees, theconference was quite a success! Attendees received a copy

    of CCAWVs Commissioners Handbook, which is avaluable resource for Commissioners veteran and new!The program covered a wide range of topics.

    Ron Watson of the Harrison County Commission was onhand to welcome everyone to Harrison County. Greg

    Bailey of Bowles Rice LLP covered ethics and the SunshineLaw. Former Commissioner John Sorrenti led a session on how to conduct an e$ective meeting. Commissioners wereintroduced to NACo by former CCAWV President and NACo Board Member, Tim McCormick.

    A packed agenda awaited Commissioners for the second day.Ora Ash, from the WV State Auditors o#ce, provided anoverview of county finances. Veteran County Administrator,Willie Parker, spoke about the Uniform Budget Process.After lunch, Duane Ruggier, III of Pullin, Fowler, Flanagan,Brown, & Poe PLLC, went over the complexities ofpersonnel issues. Bryan Brown of Brown Communications

    gave attendees tips on working with the media. SteveRawlings of WVCoRP wrapped up the days agenda bydiscussing risk management.

    After a night to absorb all that information, Commissionerswere back at it early on Friday morning. Stephen Sluss,Attorney at Law, explained the Board of Equalization andReview. Dave Barton of Shenandoah Valley Group tackled

    the complicated topic of insurance as it relates to counties.After lunch, the meeting wrapped up with a great, interactive panel comprised of otherelected o#cials. Ernie Dennison, Nicholas County Assessor, explained the role of Assessors in the courthouse.Wyoming County Circuit Clerk David Buggs Stover spoke about the responsibilities of the Circuit Clerk. Jean Butcher,the Gilmer County Clerk, explained the Clerks role. The job of the Prosecuting Attorney was broken down by TaylorCounty Prosecutor, John Board.Tom McComas, Cabell County Sheri$, rounded out the panel.The elected o#cials dida great job of clarifying not only what they do, but how each of their roles intertwine. Elected o#cials rely on each other tokeep the courthouse running smoothly!

    Wed like to thank everyone who attended Basic Training!Wed especially like to thank the speakers, presenters, and theelected o#cials who took time out of their busy schedules to make the trip to Bridgeport. We have a great group of newlyelected Commissioners! We look forward to working with all of you!

    Regional Meetings are in mid %cycle anddiscussions have been good.

    Election Day has come and gone and in Januarywe will welcome 29 new county commissionersto our Association!

    The election has also brought major change tothe legislative landscape, with Republicanscontrolling both House and Senate.

    Th at mean s ne w lea de rs hi p, in cl ud ing allcommittee chairs. The CCAWV LegislativeCommittee held a special meeting last week totweak our agenda and plan our legislative strategy.

    We think there are a number of legislative issues we can collaborate on and areexcited about the upcoming session.

    Please try to make the regional roundtable meeting for your region to discuss

    these issues, and dont forget to invite your legislators, including the newlyelected folks! Look forward to seeing you soon!

    The election is over! I believe that many of you willagree with me that on November 5th our liveschanged. There were no more campaign ads on TV.

    In fact, campaigning had finally stopped. Thewinners had been announced and life was back towhat we call normal.

    For those who won, I congratulate you and I hopethat you enjoy your six year journey as a CountyCommissioner. CCAWV has just completed basictraining for newly elected commissioners and it wasa pleasure to meet everyone and participate in thisorientation session.

    We have 29 new commissioners who bring a variety of backgrounds anddi$erent points of view to our association. We welcome all of you and lookforward to getting to know you better.

    This training seminar was a time for participants to learn exactly whatcommissioners do and a wonderful opportunity to make new friends from allover the state. This is just the beginning of a time of accomplishment, lots offrustration and a time of putting everything you learned to good use.

    Welcome to the world of county government.

    I wish you the very best in all that you do to make your county the best it canbe.

    New Headquarters Construction Update

    CCAWV's new o"ce space at 2007 Quarrier Street is almost complete!

    CCAWVs new Quarrier Street o#ce is on track for completion this month! We hope to bemoved in by the New Year. The floors have been stained and the kitchen is nearly finished.

    The kitchen upgrade included a new sink, painted cabinets, and an updated backsplash. Assoon as the floors are installed, it will be all done. Bathrooms are also looking good! Wehave started packing boxes at the Washington Street o#ce.

    It wont be long now!

    This is a monthly publication for county commissioners, commission sta$, associate members and other interested parties.

    Calendar of Events

    Each year, CCAWV holds eight regional roundtable meetings across the state.Thesemeetings are a crucial component of CCAWVs three%pronged mission: REC&representation, education, and communication'.They provide our members and their

    legislators with an opportunity to discuss issues they are facing regionally.

    Additionally, it is a chance for members to review and discuss the Associations legislativepriorities for the coming legislative session. Each of the meetings bring to light theissues and challenges commissioners from di$erent parts of the state are facing.

    Many times, these issues align &Regional Jail costs, for example', but it is important forCCAWV to learn about problems that are specific to counties or regions. This enablesus to be better advocates for all commissioners at the Capitol.If you havent registered for your roundtable, please do so today.

    Encourage your legislators to attend as well!
