FP7 Security Call (2009), awarded in 2011, started 01/01/2012
36 months
€15m budget, €10m EC funding
25 partners: end users, academics, governments & supplier organisa1ons A Community open to organisa1ons from across Europe involved in CBRN preparedness, planning, exercising, response or recovery
Coordina1on by NESS Technologies and Systems Group
CATO aims at developing a comprehensive open toolbox for dealing with CBRN crises due to terrorist attacks using non-conventional weapons or on facilities with CBRN material

The challenge: fragmented preparedness & response to CBRN threats
4
Na1onal, regional and local authori1es lack common CBRN doctrines & SOPs to coordinate prepara1on and response effec1vely
Numerous independent systems co-‐exist with li\le or no interoperability in CBRN preparedness, planning, exercising, response and recovery
Knowledge, processes and systems in CBRN incident management are fragmented across agencies and member states
An overall approach to CRBN preparedness and resilience
q The comprehensive CATO Toolbox addresses the needs of all stakeholders with flexibility and innova1on
q The CATO Decision Support System architecture focuses on users and organisa1onal learning

• Two types of generic user interfaces -‐ Opera1onal User Interface and General Public Interface User interface
• Core applica1ons to guide the users in the main usage situa1ons -‐ Planning, Simula1on, Response and Debriefing Core
• Knowledge shared across organisa1ons and countries (guidelines…) • Templates to parameterised DSS ( en11es procedures…) Knowledge Base
• Algorithms tailored to specific user requirements , evolving over 1me Algorithms
• Interac1on with systems of involved agencies and public media System interfaces

Knowledge Base Browser – Way Forward
q Enhance the user interface for handheld devices – greater use of icons, appropriate print format, etc.
q Accumulate more “content” and links between them – par1cularly adding informa1on for biological and R/N events
q Evaluate and improve searching tools q Improve performance q Addi1onal feedback and comments on the Knowledge
Browser will be welcome in the course of this conference and the First Responder Workshops
