Na1onal,  regional  and  local  authori1es  lack  common  CBRN  doctrines  &  SOPs  to  coordinate  prepara1on  and  response  effec1vely  

Numerous  independent  systems  co-­‐exist  with  li\le  or  no  interoperability  in  CBRN  preparedness,  planning,  exercising,  response  and  recovery    

Knowledge,  processes  and  systems  in  CBRN  incident  management  are  fragmented  across  agencies  and  member  states
