In these situations, voters aregiven the choice of voting yes or no on a particular issueor proposal. Many people do not vote on these proposals, even if they vote in other elections on the ballot, becausethey are not about candidates for elected office and theyare at the bottom of the ballot.

Now I'd like to read you a bit more about some plans for new gaming in New York...

Governor Andrew Cuomo supports legalizing casino gambling in New York outside of Indian-run casinos and to license seven new

casinos in New York State. However, for these casinos to be built, a ballot proposal needs to be approved by voters this November.

Governor Cuomo also supports passing a law so that if the voters reject the casino gambling ballot proposal, then new video lotteryterminal facilities will be built in New York City and around New York State.

Therefore, under Cuomo's plan, if the voters approve the ballot proposal, then seven new casinos will be licensed. If the voters reject thballot proposal, then new video lottery terminal facilities will be built. In either case, new gambling facilities will be built. What do you think? Do you support or oppose passing a law that will buildnew video lottery terminal facilities in New York State if voters reject thecasino gambling ballot proposal? Governor Cuomo is proposing to build new video lottery terminal facilitieseven if the voters reject casino gambling at the ballot box in November. Thisproposed video lottery terminal law is simply a way for the Governor tobypass the will of the voters and to force feed gambling to the public whether

they vote to legalize it or not. Does this raise.................................................................. 56% 18 19 1 6

Video lottery terminal facilities already exist in New York, including at theResorts World Casino at the Aqueduct Racetrack in Queens. In fact, theQueens casino is the state's single largest taxpayer. Governor Cuomo is onlypushing for this new law to keep existing businesses from opposing hisreferendum this fall. At the same time, he is spending tens of millions oftaxpayer dollars to advertise that New York is open for business. TheGovernor shouldn't be touting the state's friendliness to business and thenpushing for new laws designed to deliberately harm the state's largesttaxpayers.
