IndustryhascalledforanevengreateremphasisonsafetybyrequestingthattheendorsedunitCPCCWHS3001Identifyconstructionworkhazardsandselectriskcontrolstrategiesbeaddedtothecoreunits.

Thisisaresponsetotheever-increasingobligationforworkerstounderstandrisk,howbesttocontrolitandtodevelopdocumentationintheformofjobsafetyanalyses(JSAs)andsafeworkmethodstatements(SWMSs).

Industryviewsarehighlightedbythisparticularstakeholdercomment:‘Therequirementforindividualstoidentifyworkhazardsandselectriskcontrolstrategiesisasimportantasthephysicalskillsrequiredofaconcreteplacer.WHSonsiterequirementshaveincreasedoverthepast20yearsandcontinuetoincrease.ToensurethesafetyofpersonnelontheworksiteitiscriticalthatWHS3001beincludedasacoreunit.’

StakeholdersintheconsultationforumheldinBrisbanerequestedthatCPCCC03051Conductoff-formverticalconcreteoperationsbemovedfromanelectivetoacoreunit.Off-formverticalconcreteapplicationhasmanyusesincommercialconstructionincludingsounddampeningwallingalongmajortransportcorridors,amongothers,howeverthereisnoapplicationinfootpath,drivewayandresidentialfootingconstructionforthismethod.Theinclusionofthisunitinthecorewouldrequirestudentswhoarenotinvolvedincommercialorcivilconstructiontoundertakeextraneoustraining,whichisnotsupportedbyotherstakeholdersincludingapeakindustrybody.

IndustryandpeakbodiesintheconsultationsheldinAdelaide,Canberra,QueenslandandSydneystronglyarguedthatCPCCC03053Slumptestconcretebemovedfromanelectivetoacoreunit.Thischangeisintendedtosupportgreaterawarenessofconcretequalityandhighlightshowconcretestrengthcanbecompromisedthroughtheaddingofunspecifiedadditionalwater.Commentsfromapeakindustrybodyforconcretingnoted:‘...Theslumptestisthestandardindustrytesttoensurethatconcretearrivesonsitewithintheappropriatetoleranceofthespecifiedconcrete.

Allconcreteplacersshouldknowhowtoperformaslumptestirrespectiveoftheirsector.Therequirementforresidentialconcreterstocompletethisunitwouldhaveapositiveoutcomeinrelationtotheissueofuncontrolledwateradditionintheresidentialmarket.’

IndustryhasadvisedthatformworksystemshavechangedexponentiallyintermsofcomplexityandchoicesincetheoriginalBCGCA2003BErectanddismantleformworkforfootingsandslabsonground(whichissimilartothecurrentunit)wasendorsedapproximately15yearsago.

Industrycontendsthattherehasbeennorecognitionoftheincreasedcomplexityofthevocationalrequirementassociatedwiththisunitandstronglysupportsre-codingtheunitfroma2000seriestoa3000seriestocorrectlyaligntheunit.

Are-codingofthisunitwillprovideconsistencywhencomparingthecomplexityofother3000seriesunitswithinthequalification,suchasCPCCCO3041Placeconcrete,CPCCCO3042FinishconcreteandCPCCCO3043Cureconcrete.

Duringthe2014to2016datacollectionperiodtherehavebeenmorethan12,2001enrolmentsinCPC30313CertificateIIIinConcreting.Ofthese,approximately50%ofstudentshavecompletedtheirtraining.QueenslandandNorthernTerritorydatashowscompletionratesof78%and0%2respectivelywhenenrolmentandcompletiondataiscomparedoverthesameperiod.

Lessthan10%3ofenrolmentsduringthe2014to2016periodwererecordedasbeingundertakenviaanAustralianApprenticeshipspathway.Unemployedstudentsaccountforapproximately1.5%andthevastmajority,atalmost90%,identifiedasbeingemployedandnotunderanAustralianApprenticeshipspathway.

Futuredemandforthisqualification

Demandforconcretersisprojectedtoriseby6,0004by2022representinganincreaseof14%ofthecurrentworkforce.Thisisasignificantstatistic,whichaccountsforapproximately10%oftheoverallincreaseindemandforallskilllevel3vocationalrequirements.
