As a result of this motion the sustaining level of membership became no longer available to those companies engaged in construction or those who distribute or supply to construction companies for work on job sites. These associate memberships are now intended for those supporting the construction industry, but not working in it. As a board, we feel that this change is for the benefit of the membership as a whole and that the move aligns our members better with the services they require from the association so they continue to see the value we provide them. In November, 2012 the provincial government introduced Bill 7, a legislative amendment to the Planning Act that would give municipalities the authority to encourage or require new residential developments to include homes that are affordable to low and moderate income households. Bill 7 was a hot topic in our area that created a lot of debate and a motion was put forward at Brandon City Council by Jim McCrea to request that the Province withdraw the bill. CARM sent a letter to the editor of the Brandon Sun supporting the motion and I followed that up with a presentation to City Council on December 17th. President’s Message: ...continued on Pg. 6

RURAL REPORT

The Annual General Meeting to wrap up the 2012 year was held in the CARM boardroom in February. During this meeting we reviewed the work that the Board has been doing during the year. Here are some highlights of the major activities.

The Construction Sector Council annually releases a forecast report called Construction Looking Forward. The reports off er a nine-year scenario of workforce supply and demand by trade, province and region to help industry, training providers and government decision makers manage workforce

requirements. The 2013 version has recently been released and a copy of the report for Manitoba can be obtained at http://www.csc-ca.org/en/products/manitoba-2013-highlights

The forecast projects continued expansion in Manitoba with the pressure beginning to ease in 2014 and 2015. This continued growth is expected to leave the construction labour force in our province at an all-time high. Once the peak has been reached, the markets should balance out in the latter part of the decade.

The continued pattern of growth we have been experiencing and are expected to continue to experience, creates challenges in recruiting skilled workers. We have been working in conjunction with the Manitoba Construction Sector Council (“MCSC”) and Apprenticeship Manitoba at various events to continue to promote skill trades as a career choice.

In January, 2013, we hosted a presentation with MCSC at Crocus Plains Regional Secondary School where students heard about the opportunities available in construction, watched a video on construction careers and played a trivia game for prizes. We are hoping to share the presentation to some other schools in the area later in the school year.

The Brandon Career Symposium and the IANE Job Fair provided more opportunity for us to share the news about construction trades. At the Career Symposium, students got to participate in a hammering competition to win prizes. This was a very popular contest and the students, and some of the teachers, had a great time showing their stuff . Thank you to Rona, McMunn & Yates and the Construction Safety Association of Manitoba who helped out by donating materials, safety gear and prizes for the competition. We were able to connect with over 1,000 high school students at the event and provide information to them as they look towards their future.

As the shortage of skill trades continues throughout the foreseeable future, CARM will continue to promote the available opportunities and look for ways to encourage people to choose careers in construction.Heather Dodds

Becoming a new supervisor in construction used to mean taking on new leadership responsibilities without any training or support. It was sink or swim trying to fi gure out how to guide a crew on the construction site. The New Construction Supervisor Program developed by the Manitoba Construction Sector Council has been developed to guide supervisors in this transition. The 12 courses are developed to assist the new supervisor to lead others, com-municate, work on teams, delegate, plan, manage performance and resolve confl ict. It is about addressing issues before they arise in a safe comfortable setting that prepares leaders for situations before it happens to them on the job. This is a proactive approach in the transition to leadership.

Supervisors in the program are given case studies, simulations, individual and group activities to help them to solve problems and make decisions on situations that are far too familiar to the seasoned construction supervisor. The best part is the courses are taught by industry leaders, those who have been there themselves and those who know what happens on a daily basis on a construction site. The new supervisor learns from the stories they are told in class. They respond to the situations, discuss alternatives and best practices.

Construction companies have come together in the past to learn about how to work more safely. This is the fi rst time the sector has come together to learn fundamental Human Resource practices that will raise the bar on construction management across the province. The topics are not related to trade secrets; these are human resource topics all companies face and would benefi t from learning from one another. You have heard the expression, two heads are better than one. The same holds true with learning. The industry will only prosper if all companies come together to share best practice when it comes to human resource practices. In addition, the Construction Supervisor Program has caught the attention of the Canadian Construction Association. The level one and two programs for new and advanced supervisors are gold seal accredited. Assiniboine Community College, Red River Community College and Winnipeg Technical College are currently in discussion with MCSC to deliver and accredit these programs. The Colleges see the value of connecting education to the workplace. Trades students from the college and instructors in the management programs are attending the supervisor training sessions. The colleges see level one and two programs brining updated, relevant and applicable learning to their existing programs. The MCSC instructors speak about new construction projects in Winnipeg and address ways in which supervisors can better plan and lead construction projects.

Participants in the program come away with the tools they need to get the job done. Has your company struggled with documentation? The MCSC instructors will share the documentation and practices that will keep supervisors out of court. Does your company need a recruitment and/or retention strategy? Find out ways to recruit and retain valuable employees. These strategies will change the way you do business and will improve the profi t margins in the future. Doing things the same way will only lead to the same result. It is time to make a commitment to change that will aff ect the bottom line and retain your company’s competitive edge.

City council voted 8-3 in favor of the motion to request the withdrawal of Bill 7. I also attended the meeting the provincial government and local developers in Brandon on January 29th.

2013 is CARM’s centennial year and we have some plans to celebrate this achievement. Our building is in the midst of renovations to the upper fl oor offi ces and are temporarily located in the boardroom.

What better way celebrate than to give back by supporting a project within the communities in which we serve? The board is in the process of reviewing applications for proposals from community groups that would benefi t the citizens of Rural Manitoba for years to come.

On March 21, 2013 our annual round table meeting with delegates from the City of Brandon and any member of CARM wishing to attend was held at the Royal Oak Inn. As a result of this meeting, we will be partnering with the City to create a development workgroup. The mandate of the workgroup will be to discuss the roadblocks faced by each side and come up with solutions to help make it faster and easier to move development projects forward in the future.

Our board looks forward to continuing to work for you and your business in 2013. Please plan to join us at our 100th anniversary celebration events and help us continue to make CARM a vital part of your business.

Offi ce Renovations

Spring might be a little late this year, but the CARM offi ce renovation is already under way! We are excited to have this new facelift as well as much needed updating which will help to serve our members better! The estimated completion date will be mid-May. During this time, we ask members to feel free to visit us at our temporary offi ce located in the lower level boardroom of our building. We will do our very best to serve you with any items or inquiries, as well as assist with any plans and specs you may need. Regular offi ce hours are 8:00am to 4:30pm, Monday - Friday at our 10th Street location.
