Previously known as COAG…

Established by the IATA Cargo Committee in 2011

Mixed membership: Carriers and Cargo Handlers, providing recommendations on industry standards to the Cargo Committee and the Ground Handling Council (GHC)

From COAG to ICHC…

2015: New governance structure on IATA Cargo Committee’s requestCOAG became the IATA Cargo Handling Consultative Council (ICHC)New reporting line under CSC

IATA Cargo Handling Manual (ICHM)

2011 - The industry requested a cargo handling manual.

• IATA proposed initially the newly formed IGOM to contain Cargo

content.

2015 - Analysis of Airline Cargo Handling Manuals

compared to current IATA Standards

It revealed a large gap between the content (75% not covered).

• Gap analysis brought to IGOM TF who agreed to the development of a

Cargo Handling set of standards and the creation of the ICHM.

2017- ICHM 1st Edition is published

Page 11: Cargo Handling Manual Implementation...Cargo Handling Manual Implementation Maria Jitomirski, Project Manager, CEIV, IATAJussi Mattila, Manager Global Ground Handling, Cargolux Joseph

ICHM based on Industry MOP

The Solution

• The ICHM brings together, in one easy-to-refer-to place, the 90% of common information from individual carrier cargo handling manuals.

• With its door-to-door scope, the ICHM guides the entire supply chain in core cargo operations.

• The ICHM was reviewed and endorsed by all the CSC Boards (DGB, ULDB, LAPB…)

• ISAGO now references the ICHM in the CGM (module 7).

Hundreds of Handlers @ Thousands of Airports

The Benefits

Harmonization & StandardizationICHM is the single industry standard that ensures core cargo operations are performed in a harmonized way.

QualityICHM eliminates the complexity of today, to make the industry more scalable for tomorrow’s demands.

EfficiencyICHM provides a streamlined approach which helps reduce costs, improve speed and efficiency

Logistics chainFreight forwarders and shippers are able to see where their processes impact the cargo operation

AHM803 - (SLA)

The primary purpose of an SLA in the air cargo environment is to measure critical elements of service to manage the customer expectation ensuring a consistent delivery of operational standard as contractually agreed.

However…

The ICHC members noticed very large variations in the type and length of SLAs. These variations resulted in inefficient application of the SLAs and in many cases non-measurement, defeating the purpose.

Recommended SLA

ICHM

An IATA Recommended Practice (RP1685)

In March 2017, the IATA Cargo Services Conference adopted the ICHM as a recommended practice.

What we want to do?

Build a common industry audit program focusing on operational capacity in cargo facilities

Objective 1 - Reduce audit complexity, redundancy and cost for CTOs and Airlines

Build an industry platform for cargo capacities and IATA certifications, providing the same user experience known from prominent online search platforms into the cargo industry

Objective 2 - Create transparency and visibility for customers

Page 21: Cargo Handling Manual Implementation...Cargo Handling Manual Implementation Maria Jitomirski, Project Manager, CEIV, IATAJussi Mattila, Manager Global Ground Handling, Cargolux Joseph

Facility Operational Capacity Audit Validates ICHM implementation

Assesses all IATA Regulations relevant to Cargo Handling Operations, e.g. ICHM, DGR, ULDR etc.

a. Remote Validation: Infrastructure

b. SFOC On-sight Audit: Procedures +Infrastructure

Allows Airlines to reduce audit scope to SLAs and unique services, reducing industry burden up to 50%

Allows CTOs to benchmark against industry standards and identify gaps in processes

Increases operational handling capacities to a consistently higher baseline level

Page 23: Cargo Handling Manual Implementation...Cargo Handling Manual Implementation Maria Jitomirski, Project Manager, CEIV, IATAJussi Mattila, Manager Global Ground Handling, Cargolux Joseph

Facility Operational Capacity AuditComplements existing IATA Cargo Accreditations

Full alignment with ISAGO and CEIV standards

Leverages content touchpoints with existing IATA certifications for further audit scope reduction:

a. Mutual recognition – allowing for audit scope reduction for entities with existing IATA Certifications (CEIV and ISAGO)

b. Complementary joint audits – allowing combined audits utilizing the same auditor to attain multiple certifications in one audit session (ISAGO confirmed, CEIV under investigation)
