Manager’s Message

The Town of Carbondale recently updated their Parks, Recreation & Trails Master Plan which proposes strategies, provides guidance, and offers suggestions for addressing the challenges and op-portunities that the Town faces today and into the future regarding meeting the recreation, leisure, parks and trail needs of the community. One of the main challenges is a shortfall in Town Rec. Sales Tax revenues in being able to provide for improved operations and maintenance of existing parks, recreation and trails. While it is useful to imagine and aspire to seek GOCO and Federal Mineral Lease District grants to build future needed recreation improvements for our citizens, the master plan acknowledges that additional Rec. Sales Tax funds are needed to provide the necessary required local match to seek outside grant funding. Please buy locally as a ½ penny ($.05) tax is dedicated to parks and recreation. Carbondaleisknownforitspremieroutdoorenvironmentallifestyle,definedbyitsstrongranching agricultural heritage, bicycle culture, healthy living opportunities, access to area mountain and river recreation, its diversity and celebration of arts, culture and community events. The results of the Master Plan citizen survey supports and acknowledges that Carbondale’s parks, recreation and trailopportunitiesconnectpeopletotheoutdoors,contributessignificantlytoourhighqualityoflife,encourages new economic development opportunities, and spurs out-of-town tourists to seek out Carbondale as a destination to come, visit and explore. Thanks to all of you who supported the Master Plan effort by taking the time to respond to the online community recreation survey, participate in focus group meetings and public meetings that were the cornerstone of the planning process. Please continue to shop locally and support future funding efforts to improve parks, recreation and trail, operations, maintenance and facility needs.

Jeff Jackel Have you ever had the dream to come upon an old, ornate and bejeweled bottle sticking barely out of the sand (or snow)? Maybe it is just me, but I know what I would do. I would quickly pick it up, slowly look around, and secretly give it a few rubs, just in case fables are perhaps real. I do know that you have thought about what three wishes you would ask for from that mythological genie. When the smoke clears, my decisions would be rapid and surprisingly easy. I would say, “ Number one: health, number two: happiness, number three: prosperity.” The genie having heard this before, goes POOF, the next thing I knew, I am standing in front of the Carbondale RecreationandCommunityCenter,andinmyrighthand,betweenmyindexfingerandthumb,isa membership card, and in the other hand is this very brochure, chock full of summer programs for allages.Healthandfitnessinthepalmofmyhand,check.Happiness,whichhasbeenscientificallyproventobeintricatelytiedtomyfirstwish,check.Iwonderaboutwishnumberthree,prosperity....(where was my pot of gold)? But this does not last long; the genie hits me upside the head and says as the bottle sucks him back inside, “You can’t have wish number 3 without pursuing number 1 and 2. Go use your card and check out the brochure. They will guide you.” The Town of Carbondale is in the process of adopting a resolution to become a Live Well Colorado HEAL coalition designated city. HEAL stands for Healthy Eating-Active Living. The synergy of the Parks & Recreation mission, the “active living” mantra that we preach, has dovetailed with the precepts of Live Well Colorado’s healthy eating initiative, to showcase the numerous oppor-tunities in Carbondale for physical, mental, spiritual and life-long wellness. Your three wishes are attainable. You do not need the fabled smoke and mirrors or the help of some genie. The answers are right in front of you. Go get them. Eric Brendlinger

The Town of Carbondale Parks, Recreation & Trails Master Plan Recommendations

TheMasterPlanprovidesrecommendationsthatreflectcommunityvaluescapturedfromthepublicengagement process and from input and suggestions collected during meetings with Town Staff, Town Trustees, the Parks and Recreation Commission and the Bike, Pedestrian and Trails Commission. The recommendations also considered the evaluation of current parks and recreation operations, an analy-sis of existing park and recreation facilities and policies, and considerations of future industry trends. The following 11 core themes will serve as a guiding document for future parks, recreation and trails actions and decision-making over the next 10 years. Listed below, in no priority order, are those core themes:

1. Improve the Bicycle and Pedestrian Network | Fill in the gaps in the bicycle and pedestrian network with priority given to creating connectivity to public buildings, parks and major trail networks.2. Enhance Gateways | Enhance and beautify the Town’s gateway outdoor spaces, welcoming visitors and residents.3. Celebrate the Rivers | Highlight the rivers as community assets and recreational opportunities.4. Address Financial Stability |SecuretheTown’sfiscalhealthinordertomaintainexisting parks, trails and recreation amenities.5. Maintain Existing Amenities | Focus on enhancing existing parks before spearheading expansion to new locations. 6. Plan for the Future|Uponsecuringfiscalhealth,createfinancialmechanismstodevelopand maintain new projects. 7. Distinguish Carbondale | Promote and focus on becoming renowned for the unique assets that express Carbondale’s identity. 8. Provide Sports Facilities|Focusonprovidingsportspracticefieldsandindoorrecreation within the community, and partner with valleywide recreation providers for larger complexes and tournament spaces. 9. Build and Enhance Strong Partnerships | Partner with local organizations, individuals and Town departments to generate community based solutions to address current challenges.10. Broaden, Enhance and Promote Recreation Opportunities | Develop strategic partnerships to increase program and activity offerings to underserved user groups. 11. Support the Creative District Plan | Support the Creative District Plan by strategically utilizingpublicpropertiestotheirpotential;positioningthemasflexiblespaceforcommunity recreation special events and the arts.

Thesurveydata,townfinancialsnapshotanddetailedrecommendationsareavailable including a present inventory of parks and recreation programs. Further detail exists in the documentonpotentialfundingsourcestomatchthefinancialneedsoftheaboverecommendations.The Parks & Recreation Commission and the Bike, Pedestrian & Trails Commission are working to

prioritize the recommendations and match the list to existing and future budgets.

Reservations are required at least three weeks in advance and full payment is required when reservation is made.

Climbing Wall PackageIncludes a facilitated climbing session for one hour and 15 minutes on the climbing wall and

45 minutes in the Party Room after climbing. The CLIMBING WAIVER must be signed by participants’ parent or guardian and turned in on the day of the party. Up to 12 participants. Cost: $125

Gymnasium Package Includes 1/2 of the gymnasium and activity room for 2 hours with an optional personal party host, (for an additional fee). A “Bounce House” option can be included for an additional $75.00. Friday nights & weekend availability varies with each season, please call for times. Cost: $125

Pool & Canopy PackageCanopy Rentals at the James M. Fleet Pool. We have 3 canopies for rent. Rentals are

available by the hour or call for a Birthday Party Rental. The Birthday Party Rental includes 1 Party Canopy for 2 hours and 15 admissions to the pool. Birthday parties will have 30 minute

“Facilitated Climbing” Staffed Wall Sessions for Summer

Climbing Wall Safety Orientations: Bouldering, Auto Belay, Top Rope. All climbers must undergo an initial Safety Orientation prior to accessing the wall. This orientation is a review of wall regulations and equipment, knot tying, belaying, rope management skills, use of technical equipment and climbing commands. An emphasis is placed on the skills needed to climb and belay in our indoor environment without supervision and completely self-sufficient.Certificationsduringthesummermonthsareeveryother Wednesday from 5:30 - 8 :30 pm. Outside of that time our climbing wall instructor is available for private lessons. E-mail her to schedule a lesson. “Learn to Lead” ClinicsThis Clinic will provide information on how to Lead Climb and Lead Belay techniques. This three hour clinic is an on-going offering. There is a sign-up sheet at the front desk. When we have 4 people interested we will schedule the next clinic. The clinic will include ourLeadCertificationforclimbingandbelayingwiththesuccessfuldemonstration of these skills to the climbing wall instructor. Severe Weather PolicyTheTownofCarbondalePool’sfirstconcernisthesafety and well being of the patrons. In the event of severe weather conditions, such as lightning, heavy rain, or if the lifeguards cannot see the bottom of the pool, the Aquatics Coordinator or Head Lifeguard on duty may close the pool to ensure the safety of all patrons. In the event of lightning, the lifeguards will clear the pool and wait 30 minutes before allowing patrons to return to the water. If the lightning con-tinues, the pool will remain cleared until the storm passes and the lifeguards feel it is safe to re-enter the water. Rain vouchers will be issued based on the discretion of the Aquatics Coordinator or the Head Lifeguard.

Flotation DevicesFlotation devices are allowed as long as they are being used responsibly. They must be soft and are subject to ap-proval by the lifeguard and /or manager’s discretion.

Both swimmers must have memberships or pay day fees to swim.

Canopy RentalsWe have 3 canopies for rent. Rentals are available by the hour or call for a Birthday Party Package Rental. The Birthday Party Package rental includes 1 party canopy for 2 hours and 10 admissions to the pool. Birthday parties will have 30 minutes set up and clean up time before and after the party. Level 1: INTRODUCTION TO WATER SKILLSLevel 1 helps students feel comfortable in the water and to enjoy the water safely. Triathlon & Water Aerobics Child/Youth Mini Triathlon Summer SeriesSwim,bike(tricycle),andrun.Here’sachanceforyourchildtoexperiencehis/herfirsttriathlon.This summer we have added two more so kids can see their progression through a series of triathlons.
