All vessels are kindly requested to send 72 and 24 hours Notice of Arrival to Varna Traffic Control fax

The message shall be prefixed by “TALL SHIPS REGATTA” and include:
• Ships’ name
• Draft
• Gross Tonnage
• LOA
• Date and Time of Expected Time of Arrival
• Requirements for Pilot and/or Tugs
• Last port of call
• Origin of message.
Vessels should contact Varna Traffic Control (VHF Ch.16/11) 2 hrs prior of arrival pilot’s embarking
position. Pilot will embark about 1 n. mile East of breakwater light.

However pilots will be available to all ships requesting this service.
2.4 Pilots
Pilotage is compulsory for vessels above 100 GT. Pilotage is FREE OF CHARGE once in and once out for all
ships.
2.5 Tugs
Tugs will be available on request and/or according pilot’s recommendations.
Tugs must be informed 2 hours before arrival/departure (please, see Arrival Procedures above).
Tugs are FREE OF CHARGE once in and once out.
2.6 Customs & Immigration (Forms available in attached excel file)
IMMIGRATION
Please note the following information on Immigration is applicable to vessels entering the port from a
foreign voyage outside the country. As Bulgaria is not yet in Schengen area the rule for minimal or non-
check of ships coming from EU ports is not valid. All ships are obliged to pass a border check on their first
arrival/ departure to/from Bulgaria.
Case A: According to Bulgarian legislation the registry documents of the vessels are checked by border
police on entry in Bulgarian territorial waters or in the ports. If the vessel is written as “Passenger /Cruise
vessel”, “Training vessel”, “Cargo vessel”, “Offshore support vessels” or other cases when the vessel has
to have a professional crew, the ships are treated in a similar way and they need to present all the
documents listed in the IMO convention. (2 crew lists with seafarers documents, 2 passenger lists, IMO
general declaration, Nil list, Last 10 ports of call list).
Case B: In cases when the vessel is written as a “Pleasure craft”, “Pleasure boat”, “Pleasure yacht” or in
another way connected to pleasure or free time, when the crew has to have the necessary documents
for steering a vessel, but does not have to be professional crew, the vessel is treated as pleasure craft.
The owner or the “Captain” of the vessel has to present before the border police authorities 2 copies of
the “Control Form for Pleasure Boats” form, copies of registration and ownership documents.
Case C: In cases of Military Vessels you will find the applicable rules described below.

Applicable rules for the vessels described in Case A:
Crew and trainees which are in possession of seafarers documents should be entered in Crew List as
Crew Members. Crew members /trainees/ listed into the Crew List and holding a Seaman’s
Passport/Seaman’s Book do not need visa.
Passengers, if any and other people present on board should be listed in Passengers List.
Passengers and other people on board holding international passports, listed in a passenger list should
have visa for entering and stay in Bulgaria in their international passports in all cases different from:
- they are EU country citizens (EU citizens may enter Bulgaria only with passport or ID);
- they are not EU citizens but are in possession of valid Schengen Viza, or valid EU Residence Permit;
(information on issuing country, number of visa and validity (or copies of the visas) will be highly
appreciated in order to reduce the time for formalities).
- they are citizens of countries listed in the following list:
- Australia, Albania /el. passport/, Andora, Antigua and Barbuda, Argentina, Barbados, Bahamas, Bosnia
and Hertsegovina /el. passport/, Brasil, Bruney, Vanuatu, Vatican, Venecuela, Grenada, Guatemala,

2.8 Security
All visiting vessels are responsible for their own security arrangements.
Vessels should note that public has free access to the quaysides at all times.
Crew member/s on duty should remain on board at all times. Regrettably, as in most ports of the world it
is necessary to ensure that all cabins etc. are locked when not in use and that all valuables belonging to
the vessel or crew are securely locked away.

International Ship and Port Security (ISPS):

At present in Bulgaria Tall Ships fall outside of the requirements of the ISPS Code. However, ships that
wish by the requirements of their Ship’s Security Plan (SSP) to comply with the Code should send their
declaration to RSO not less than 24 hours before the Ship arrives in Port.
At the port’s discretion ships that are exempted from the ISPS Code may be asked to complete a
“Declaration of Security” before arrival in port.
2.9 Port health
In most cases it will be not necessary for vessels to request free pratique and there will be no restrictions
on persons boarding and leaving vessels.
However, there will be cases where it will be necessary for the pratique procedure to be followed and
Masters should make themselves familiar with the requirements as detailed in the Maritime Declaration
of Health.
In some cases, it may be possible to grant “free pratique” by radio, otherwise a port Health Officer will
meet the vessel on arrival. Vessels requiring pratique should show the appropriate signal as described in
the Maritime Declaration of Health.
3. BERTHING
3.1. Special Berthing Instructions
- All vessels and yachts will be berthed according Berthing Plan (see Berthing Plan on next page).
- The A & B Class vessels will be directed by Pilot or Varna Traffic Control VHF Ch 16/11 and
“follow me” boats provided by Organizers.
- Yachts (C & D Class) will be directed to the breakwater by Varna Traffic Control VHF Ch.16/11
and then directed to their positions by “Follow me” boats.
3.2 Formalities
- No special requirements other than normal naval etiquette.
- All ships are requested to fly their national flag from 0800 to sunset. All non-Bulgarian ships are
requested to fly a Courtesy Ensign whilst in port.
- The Ships are kindly invited to dress their ship whilst in port and if practicable illuminate during
the hours of darkness.
- It would be very much appreciated if the ship’s crew wears their uniforms when they are
ashore.

- Discharging bilge water, oil, grey, wastewater or blackwater into the Harbour is strictly
prohibited.
- Arrangements are to be made via the Liaison Officer or appointed Agent if disposal of liquid
waste is necessary.
- In case of significant pollution, please report as soon as possible to

There is a center of communication services of Vivacom (the Bulgarian Telecommunications Company) at
the regional headquarters at 2,“Suborni” Blvd. It offers various communication services: phone calling,
faxing, e-mail and is open throughout the day till 11 pm.
You can buy phone cards from post offices, kiosks and other street vendors.
Mobile operators:
There are three mobile operators in Bulgaria - Telenor, M.Tel and Vivacom.
All of them have sufficient coverage throughout the country. Every operator has pre-paid service cards,
which do not involve contract signing. Upon request, your operator will gladly give you information
about phone calling from a mobile phone in Bulgaria.
Medical services:
All medical establishments in Bulgaria perform medical checks, tests and treatment of foreigners.
Foreigners pay for the medical services in exchange for an invoice, in Bulgarian levs, in cash, at the cash
desk of the medical establishment, by credit cards, or with a bank transfer from abroad.
Banks and money exchange:
There are numerous banks in Varna, both Bulgarian and foreign. There is also a branch of the Bulgarian
National Bank. Working hours of banks
are from 9.00 am to 4.00 pm.
You may exchange cash in banks or in the numerous exchange bureaus, many of which are open on
weekends. Some of the exchange bureaus charge additional commission, though. Eurochecks may be
cashed in many of the banks. There are many ATM terminals, as well as POS across the city and the
bigger supermarkets, petrol stations and stores.
Couriers:
Many of the world famous global courier services are to be found in Varna - TNT, FeDex, DHL, etc. - as
well as local ones like City Express.

Tourist Agencies:
There are a lot tourist agencies in Varna that offer complex services not only to groups, but to individual
tourists as well. These agencies are often in the back streets so keep an eye on our site and we will
deliver their services and offers right here in no time! If you want to reserve a hotel or arrange other
details of your stay for the summer holidays, it is advisable to contact them in advance. In this way you
will find what you seek within the highest possible choice.
TV, Radio and Press:
Bulgarian National Television or BNT is the public broadcaster of Bulgaria. Popular privately owned
televisions are BTV, Nova, TV7. Satellite channels from Bulgaria appeared prior to the existence of a DTH
operator. Generally, Bulgarian television companies do not require a high fee for their channels’
availability to viewers. Currently, most channels that broadcast nationally
are available via satellite.
Bulgarian National Radio is Bulgaria’s national radio broadcasting organization. It operates two national
and seven regional channels, as well as an international service – Radio Bulgaria – which broadcasts in 11
languages.
There also many privately owned radio stations broadcasting in Bulgaria - Radio City, Vitosha, Fresh,
FM+, Energy, Radio1, Darik, Focus,
BG radio, Enjoy etc.
There are also many Bulgarian newspapers that cover different aspects of news such as politics, tourism,
economy, business, finance, sports.
Taxi:
There are many firms that offer taxi services in Varna. You can arrange a taxi to take you from an
address, bus stop or even in the street by calling to the appropriate telephones from any public phone.
All firms charge day fees and slightly higher night fees after 9 pm.
Rent-a-car:
There are numerous rent-a-car companies in Varna. Information is also available at hotels and tourist
agencies. To drive in Bulgaria you need an EU driving license and a valid insurance card. Petrol filling
station with all types of fuels as well as gas stations are to be found in all towns and along the roads.
Public Transport:
Varna has a public transport network of buses, vans and trolleys, which run from 5 AM to 11 PM. City
public transport will be free of charge for ship’s crewmembers only with wristband.

The crews meet their LO’s in front of the vessel at 16:15 and will be guided to the Parade Forming
Area to gather with the other crews. Line up and “warm-up” at 16:45, the march begins at 17:00 and
goes through the city centre and ends up in front of the main stage at 17:30 to the Prize Giving
Ceremony. The route distance is about 2,3 km and goes through the central part of the city and main
streets.
All crews are expected, as far as possible, to attend the parade. All crews are encouraged to
entertain, sing or dance for the many spectators along the route.
Vessel signs for the Crew Parade can be picked up by an Officer from the vessel in the LO Centre from
Saturday, 01.10.

7. CITY CULTURAL PROGRAMME
Details of other cultural activities taking place in the City whilst the fleet is in port.
Aladzha Monastery
Aladzha monastery is located 17 km. northeast of Varna sheer cliff of Frangen Plateau, almost 40 meters.
He belonged to a large group of natural caves, some of the soft limestone sediments on the bottom of
the ancient Sarmatian Sea. The real Christian name of the monastery is unknown, it is assumed that
“aladzha” called from Ottoman rule. Aladzha translated from Arabic-Persian means motley, colorful - the
name given to it probably kept to the time frescoes of the chapel.

Cathedral “The Assumption of Holy Mother”
The cathedral in Varna is one of the symbols of the city. It is situated on “St. Cyril and St. Methodius”
square in the center of Varna. The view from the belfry towards the city is splendid, but you have to
overcome the 133 stairs of the narrow caracol. The first stone upon the construction of the temple was
placed by Prince Alexander I of Battenberg (1857 - 1893) in 1880. After the consecration, the prince
reprieved all the prisoners from the Varna prison, for which three months of their sentences were
remaining. The name that was chosen, The Assumption of Holy Mother, was to the memory of the
Russian Empress Maria Alexanrovna, benefactor of Bulgaria and aunt of the Prince.

Ethnographic Museum
Ethnographic Museum in Varna opened on July 27, 1974. The museum is located in a renaissance house
of the “symmetrical houses”, which was built around 1860. The museum shows the rich diversity of
culture and lifestyle of the population of Varna region in the second half of the XIX and early XX century.
On the first floor of the museum shows the main occupations of the population - agriculture and animal
husbandry, beekeeping, fishing, wine and crafts - cooperage, copper, leather and homespun interesting
exhibit in the museum is the old small plow “dyolmedzha” used for plowing the ground to start of XX
century Showing more containers to store grain, and making bread - chit, kuhel, noshtovi (wooden
bowl), bread shovels. In the museum are presented and two custom work associated with seeding and
harvesting.

Museum of History of Varna
The building, which is an exposition of the Museum of History of Varna was converted in 1851 to the
Belgian consulate. Later the building was converted into a hotel, and from the late 19th century to 1929.
used as a prison.

The museum was established in 1969. The exposition is arranged on three floors with a total area of 600
square meters and follows the development of the city as a major port, Inustrialna trade, cultural,
educational and tourist center in the years 1878 to 1939 year. The Museum of History of Varna visitors
will get acquainted with his one of a kind exhibition in the country, revealing the atmosphere of old
Varna in the period 1878-1939 year. In the rooms have been restored with original objects, craft
workshops, room, shop, inn, photo studio, law firm, millinery shop, bookstore, toy shop, radio shop,
sitting on the beach with cabins made of cane living and patio Varna house.
Park Museum “Varnenchik”
The park-museum „Vladislav Varnenchik” is a memorial complex, situated in the center of the battlefield,
in the middle of an unique park on an area of 30 decares. It is located at the western part of Varna at the
place of the battlefield from 10.11.1444 , where the Polish- Hungarian King Vladislav Yagello lost his
life.In our museum exposition are displayed the unique in the country knight’s armour from that period.
In the exposition every visitor has the possibility to see:
• arms and equipment from XV century, found on the battlefield (helmets, cross-bows, swords, shields,
spears, etc.)
• paintings, sculptures, prints and other works of art, dedicated to the battle of Varna
• flags, models, tickets and coats of arms

The Naval Museum
The Naval Museum is one of the symbols of Varna. Situated in the southern part of the Sea Garden.
Beautiful museum building was built in 1890 for the Italian consul Asaretto. The park is arranged
collection of marine guns, the old lighthouse at the port of Varna and one of the first Bulgarian
minesweepers. In the museum includes almost 1,000 exhibits, which is only one percent of the wealth in
his funds. It traces the chronological navigation along the shores of our land from ancient times to the
present day. Moreover, you can see the boat “Cor Caroli” and two helicopters from the helicopter
squadron of the Navy. The most valuable exhibit is the destroyer “Daring” placed there in 1957, glorified
by torpedoing the Turkish cruiser “Hamidie” on 12 November 1912. This is the only ship of its kind to be
preserved until today.

Varna Archaeological Museum
Varna Archaeological Museum is a Established in 1887 by brothers Herman and Karel Shkorpil. The
museum keeps the oldest gold in the world discovered in 1972 near Varna . Varna Eneolithic treasure
dates back to 4200-4600 BC. It consists of jewelry and bracelets, mostly forged or cast. The alloy gold
purity of 13 to 23 carats with a total weight of 6 kg. Guarded by special arrangement.
The museum is housed in the old building of the Girls’ High School in Varna on “Maria Luisa” № 41. It
was built in 1892-1898, designed by architect Petko Momtchilov. The building is neo-Renaissance style,
on two floors and a large patio. The museum has a repository libraries, educational children’s museum
and a large exhibition area. The museum is arranged in thematic rooms.

Museum of Natural History
Natural History Museum in Varna study and promote the organic world of the Bulgarian Black Sea coast.
Scientifically exposure is built on the principle of evolution and it is divided into three sections: geology,
flora and fauna.
Completely remodeled is the “Geology and paleontology”, where contemporary popular science level is
presented the complete classification scheme of minerals, the origin of rocks, modern geochronological
table, fossils from the Mesozoic and Cenozoic, including the impressive remains of Proboscidea
mammals inhabit our coastline. For the first time, a unique for Bulgaria fossil teeth from discoveries in
Aksakovo prehistoric elephant Prodinoterium bavarikum. Renewed botanical exhibition provides
information about all types of vegetation typical of the Bulgarian Black Sea coast and flora of marine
algae. Of particular value are those plant species of conservation. Refreshed are three halls representing
fauna classes: fish, amphibians, reptiles, birds and mammals, where e exhibited globally endangered
Red-breasted Goose.

Тhis is one of the unique natural phenomena, both in Bulgaria and in the world. The area is located near
Varna coastal lakes. The whole face is covered by a naturally formed rock pillars, hence the name in.
They have an area of 70 sq.km. Their height ranges from 5 to 7 m and a thickness of 0.3 to 3 m columns
are hollow, solid foundations and are heavily eroded. Their shape resembles a cylinder. According to the
researchers formed 50 million years ago, when South Eastern Europe was the bottom of the sea due to
underwater volcanic activity, accompanied by the release of methane gas. Gas bubbles coming out of the
seabed, dragging molten lava that instantly cools and solidifies upon contact with the cold water. After
the formation of columns methane continues his way, making them hollow in the middle. ADS is a
landmark in 1937.

8. LIAISON SYSTEM
8.1 Explanation
Chief Liaison Officer (CLO) is the leader of volunteer liaison system.
Senior Liaison Officer (SLO) is the Deputy of CLO.
Sector Liaison Officers are leaders of sector ship’s LOs.
Your Liaison Officer (LO) will board your ship upon arrival at the berth and will assist you with your
requirements and provide further information on the social programme. In the event that the ship
arrives late at night the LO will come aboard next morning after daily briefing which will take place at 8
a.m. each morning.
In order to provide maximum assistance your LO will spend as much time as possible on board.
Your LO will be available daily from 7 a.m. until 10 p.m.
Ships may wish to appoint their own Agent to provide services. Please, advise CLO the contact details
prior of ship’s arrival in the port.

9. SHIP SERVICES
9.1 Fuel
Tax free fuel could be provided by truck or by bunker barge to the vessels (excluding those registered as
pleasure boats/yachts referred to as “pleasure crafts”).
Ships that are entitled to buy tax free fuel need to fill in the TAX FREE FUEL REQUISITION FORM (see
forms in the back of this Manual) and send it to [email protected] along with a copy of the vessel’s
Certificate of Registry and nationality no later than April 23rd 2014 at 12:00. Payment - bank transfer in
advance.
According to the Bulgarian customs rules tax free fuelling shall take place daytime only on the last day of
the port stay in Varna.
The “pleasure crafts” are to order the amount of requested fuel to the LO’s upon arrival. Fuel will be
delivered by tanker vehicle at the berth. Fuelling shall take place only between 5:30-8:30 directly to the
vessel. Payment in cash in Bulgarian Leva upon delivery. No credit cards are accepted
9.2 Water
Fresh water will be provided to the fleet free of charge. Upon arrival please require your LO for day you
need fresh water. Please, note that fresh water filling should be completed before 09.30 hrs each day.
There are hydrants all around the port quayside and port watermen will come to connect your hose.
Additionally there are standpipes for class C and D boats.
9.3 Electricity
Electricity is available 220V 50Hz and 380V 50Hz at all berths free of charge, although large A class ships
will be encouraged to use their own generators.
Please complete Electricity Reception Form (ER Form) which can be found in Section 12 of this Manual.
9.4 Waste

All vessels are prohibited to discharge any contaminated liquids from their holding tank in Varna
Harbour. Black water may be collected by road or floating tanker or in pumping station. Please, contact
your Liaison Officer or Ship’s Agent to order this service and fill in the Waste Reception Form (WR Form).
If this service is required it must be completed before 9.30 a.m. and arrangements for access to the
quayside must be made via your Liaison Officer.
Garbage collection is free of charge during the event. Wastes have to be packed in plastic bags by crews.
At all berths bagged dry ship’s waste will be collected between 7 a.m. and 9 a.m. daily.
The bagged waste will be collected from each vessel and must NOT be left on the quays, pontoons or on
access ways to them. Garbage must NOT be left out overnight or after the daily collection has been
made.
For smaller vessels suitable containers will be arranged on the quaysides.
9.5 Gas
Please complete Gas Requirement Form (GR Form) and handover to your Liaison Officer or Ships Agent.
9.6 Repairs
Repairs should be notified to the LO or Ships Agents who will make the necessary arrangements.

10.1 Crew Centre & Information Centre

Facilities – a Wi-fi net will exist especially for Trainees. Please, ask Information Center for pass word (pass
word will be changed twyce a day).
10.2 Telephones
Pay phones are located several places close to the harbour.
10.3 First Aid
24 hours Emergency Team is located near Sector II quay side (see map).
For minor cases requiring medical care please contact the Liaison Officer who will arrange for a trained
First Aid Officer to attend.
In the event of serious medical emergency please call 112 and ask for an Ambulance. You should also
then notify your Liaison Officer.
If you require medical advice or treatment you must call your Liaison Officer or ask Emergency Team.
10.4 Laundry Facilities
Please, ask your Liaison Officer. Laundry service will be paid.
