The Marine Corps – Some Context

2

Refocused Mission: -  Amphibious Warfare -  Drawdown -  Recapitalization -  Restructuring -  Fiscal Restraints -  New Weapons Platforms

Deliberate Risk in Infrastructure –  Base maintenance funding, personnel reductions, utilities funding

Up to Now (MCI West)

•  $4.5B invested in “smart” infrastructure including utilities

•  $500M in energy efficiency projects •  90% of facilities equipped with smart meters •  24 MW of renewable generation •  $10M invested in microgrids •  Purchase of green power •  Developed enterprise and regional energy and

water strategies

Nearly all funded with DoN capital

Page 5: CAPT Bill Whitmire, MCB Camp Pendleton/MCI West

Current State

•  24 MW of renewable generation…roughly 30 MW more potential

•  On track to meet intensity reduction mandates by 2015…but we’ve only tapped about 60% of what we could do

•  2 of 7 installations capable of islanding critical load •  Roughly 40% of facilities are smart capable…but not

“smart” •  90% of facilities on smart meters…but not connected •  New state-of-the-art water/wastewater systems…but

“SCADA” is 2 guys in a truck •  Future water supply to our installations is a concern

Great progress, but also great opportunity going forward
