Milford Haven to Brecon 1220mm Gas Pipeline

Capita Symonds was awarded the contract for project services on the 200km gas pipeline project which required the provision of project managers, project supervisors, construction managers, construction engineers, quantity surveyors, land agents, ALO’s, document controllers, health and safety managers, environmental managers, and archaeologists. As a cross country pipeline, it encountered many land and environmental issues. Our team worked alongside National Grid and its appointed Land Agents to ensure a compliant and buildable route was agreed which avoided the need for another major reroute. We were involved from the start of the project, undertaking feasibility studies, risk workshops and design and reroute advice. We continued on the project through the tender stage and construction stage including reinstatement works, providing a major scope in the development of the design and construction of the project.The project has involved over 2,000 people from a variety of companies and disciplines, making over 140 river and water crossings, passing under 19 railway lines and 216 roads (2 of them motorways).

National Grid LNG Storage, Avonmouth

This project was awarded by National Grid two weeks prior to commencement of a key four-week strategic outage during which it was planned to replace the inlet high pressure LNG pipework on 6 No. Vaporisers. The LNG site is a top tier COMAH site and although the vaporisers were isolated and purged during the outage period, the rest of the plant remained live. We were Principle Contractor and Designer, and carried out the following main activities:

• Full CDM Project & SHEQ Management.• Full time Site Construction Management.• Detailed design, including materials verification and

selection, and stress analysis.• Pre-fabrication and testing of pipe spools, to ASME B31.3,

carried out in-house.• Site installation, 100% Radiography, Testing and

Commissioning.• Preparation of Handover Documentation, including 100%

traceability.

Maximum offsite fabrication was employed to improve quality and safety, and to minimise plant downtime. Our work was completed on time and compliant with NG requirements with a 100% safety record.

Scotland Gas Network – Burnhervie Offtake

Working for both Scotland Gas Networks and National Grid, Capita Symonds was awarded contracts for the Detailed Engineering and Design of a new Minimum Offtake Connection (MOC), Regulator Station, Pipeline, and Multi Junction Site in Scotland. The works consist of:

• New MOC on the 1050mm NB No. 13 Feeder at Burnhervie (between Balhalgardy and Craigearn block valve sites). This is being carried out for National Grid, and will require the installation of a 1050mm – 450mm NB grouted tee, complete with buried construction valve arrangement.

• New Minimum Offtake Regulator Station for Scotland Gas Networks (SGN) which will include full pressure regulation system, fiscal metering, and odorant injection.

• New 450mm NB pipeline running 1.7km from Burnhervie to Broadsea, also for SGN.

• New Multi Junction Site at Broadsea for SGN, which connects the Aberdeen to Connon Bridge Pipeline and the new Northern Transmission Pipeline.

Having already carried out conceptual design studies for the Regulator Station and Pipeline, we are now completing fully detailed designs for construction, in compliance with National Grid and SGN standards. Construction is to take place during 2011.

Energy Centre for UK’s Largest Exhibition Centre Capita Symonds provided services for a new energy centre and infrastructure development for the largest exhibition centre in the UK – ExCeL London. This included design of standby power generation, combined heat & power (CHP), district heating & chilled water production, HV/LV distribution, small power and lighting, fire alarm system, access control, CCTV, security systems and comprehensive generator control systems. Capita Symonds was responsible for the design and specification of all work packages, including mechanical, electrical and structural engineering. The role also included the management of architectural support and CDM compliance and site engineering support staff for the contract works and complex commissioning activities.

University of Bath Electrical Infrastructure Capita Symonds was selected by University of Bath to provide building services design and project management services for the replanning and reinforcement of primary infrastructure services across the site to accommodate site development proposals. A full assessment of the existing site electrical infrastructure and option analysis demonstrated potential for significantly increased electrical loads. The adopted proposal enabled the reconfiguration of the 11KV electrical infrastructure into two ring main systems, reconfiguration of main incoming substation and provision of a number of substations on the site to cater for proposed developments. Utility incoming supplies were upgraded and provision made in the scheme to allow future utility upgrading of main substation to a primary substation. Provision of complete IT infrastructure ducting and containment systems for the future cabling provisions was also part of this scheme.

Airedale Hospital Electrical Infrastructure Replacement The existing electrical infrastructure at Airedale Hospital is over 40 years old and the electrical load has increased to a point where system resilience and ability to accept additional electrical load is now affected. Capita Symonds’ building services division was appointed by the award-winning Airedale NHS Trust to assist in the replacement of the existing electrical infrastructure thus enabling future expansion at the hospital. The existing HV/LV power distribution system and emergency generation plant is being replaced in its entirety; space limitations of existing plant accommodation prevent implementation of improved resilience measures and the ability to conduct modifications without isolating electrical supplies to patient areas including Category 3 and 4 clinical risk areas. The new infrastructure will include a central energy centre to house 4no. synchronised generator sets to ensure standby electrical supply to all areas of the hospital during mains failure.

WaterCapita Symonds has extensive engineering capability within the water and waste water sectors.

Our team contains all of the disciplines required to deliver innovative, cost effective and efficient designs and services to the water industry. Capita Symonds is experienced in infrastructure and non infrastructure works both in clean and waste water and we are able to provide services both nationally and internationally. Our organisation has extensive multi-disciplinary skills that enable us to provide value added services to our clients. Working with our water environment specialists we provide a holistic flood engineering service. The Capita Group Plc, our parent company, is also able to provide extensive back office business support including call centre and transformation services. Capita Symonds has considerable experience in water network infrastructure in particular within our work on the Northern Ireland Water framework. This experience is augmented by other general and specialist engineering design capability which we have within our core business in particular our East Grinstead office. Cost Management at Beckton & CrossnessCapita Symonds provided cost management for the turnkey construction of two new sewerage treatment and sludge regeneration plants at Beckton and Crossness, East London for Thames Water plc. Also included was the management of the contingency fund and claims management on behalf of the client.

28 km Pipeline – Water TransferWe provided services on a 28Km pipeline with 6Ml command reservoir for water transfer including all associated process engineering, chlorination, booster station and decommissioning of redundant plant. Services included feasibility, preliminary design, planning application, and EIA, commercial and cost management, project management of construction and site supervision.

Pumping Station ModificationsEngineering, design and full project execution for civil, structural and MEICA. Capita Symonds provided project management services, laser scanning, 3d modelling, hazard studies, new pumping arrangements, control system updates and 3km pipeline to reservoir designs.

Flood Alleviation SchemeCapita Symonds undertook EIA and hydrological risk assessments including consideration of, and soft engineering design options for intake and outfall structures, development of weirs downstream and intake and provision of potential wetland habitat at the outfall, prior to joining the River Wye.

Durham Sewage TreatmentMEICA engineering, procurement and construction management. Capita Symonds supported the contract as a sub-contractor through modifications to sewage treatment facilities, storm tanks, agitation & pumping arrangements.

Waste Processing CentreOur services included process engineering, detail design and commissioning of water deluge and extraction systems associated with centrifuge arrangement and dewatering presses. We also provided technical consultancy support to the pipe work contractor during installation phase. The Mersey Valley Processing Centre (MVPC), owned by United Utilities, is a major wastewater sludge dewatering and incineration facility located at Shell Green in Cheshire. The project included upgrading of the front end waste reception and dewatering facility and an additional fluidised bed incineration stream, with associated electrostatic precipitators and waste gas scrubbing. The MVPC also recovers energy from the flue gases in a waste heat boiler which generates steam, and ultimately electricity via a steam turbine. Working in conjunction with BAMAG gmbh we delivered the process, mechanical and electrical design. We also used our intelligent 3D CAD systems to produce the overall CAD model for the plant – a fully navigable and interactive system set up at the project outset to eliminate clashes and provide an as-built tool for future plant operating and maintenance requirements.

Airwave: Public Safety Radio Communications ProjectCapita Symonds played a key role in the delivery of the UK’s first ‘joined up’ public safety (blue light) communications system serving the emergency services. Airwave has implemented the Public Safety Radio Communications Project to police forces throughout England, Scotland and Wales as part of a £2.9bn government contract. Working closely with Airwave procurement throughout project inception Capita Symonds established the role of design guide co-ordinator deriving tender and procurement strategies, specifications through to tender evaluation and recommendation. This initial role as lead design consultant continues to this day with maintenance, upgrade and revision of Design Guidance, Design Specification and Drawings whenever changes arise within the network. All Capita Symonds personnel are registered with PITO and government security cleared. Change control, revision, distribution and complete document management have been fundamental attributes in procuring and maintaining documentation for a national program with excess of 60 recipient companies throughout the United Kingdom.

BT Hightower

Capita Symonds was directly appointed by BT to assess the commercial value of the existing high tower site infrastructure, cost evaluation of existing site share revenue versus actual / potential site share revenue. 47 BT nodal transmission sites providing the backbone infrastructure to the UK’s largest telephony network were surveyed to assess the asset value, utilisation and future potential. The scope comprised full site asset audit including structural climb surveys of structures, desk top evaluation, structural analysis and remedial scope of works. Since inception in 2002 this project has saved BT in excess of £7m net.

Consultancy Services:RTU Gas Telemetry ProjectCapita Symonds provides pre and post contract project management services to support National Grid’s internal management. Capita Symonds provides a comprehensive range of professional services associated with the RTU Gas telemetry project on a national basis. The project involved the design, FAT, dummy install and subsequent site installation at approximately 48 sites around the UK of an IP connection to the Gas Sites via satellite and support of the Open Modbus over IP protocol, with ISDN backup to each Site to replace existing out-dated telemetry. Our services for the project are offered through the following disciplines; project supervision/ quantity surveyor/ project planner/ CDM co-ordination/ health & safety advisor/ environmental advisor/ document controller/ quantity advisor. The roles are a combination of full and part-time support to meet the requirements of the project and ensure it is managed in compliance with National Grid’s policies and procedures.

Radar Infrastructure Design Services

The design of radar apparatus infrastructure by its nature needs to encompass strength, resilience and durability in the support of this key component of the avionics industry. Capita Symonds provides bespoke design solutions to support all aspects of radar installations from new antenna support structures to redesign of existing equipment accommodation. Bespoke radar support structures are designed in conjunction with client prescribed parameters ensuring adherence to all limitations associated with rotation and deflection. In addition all structures are compliance checked to ensure the natural frequency of the structure is outside the range for dynamic excitation. Structure foundations are designed using information collated from desktop appraisal and intrusive geotechnical investigation. Where structural analysis of existing structures reveals the need for structural strengthening and / or foundation remedial works Capita Symonds provide the complete solution from Design and CDM Co-ordination to tender procurement, contract administration, site supervision and handover. All Capita Symonds communications personnel are certified to work at height using harness access techniques and rescue trained enabling all climb condition and assessment surveys to be undertaken in house.

Re-allocation of 2 cable Jointing resin compound plantsCapita Symonds moved 2 of Prysmians Cable Jointing Resin Compound Plants from their own factory in Knowsley to the new facility in Wrexham. Plants consisted of Raw Material Storage Silos, Batching, Mixing and Packaging Plants. No drawings of the existing Plants were available and needed to be surveyed manually using our Multi Pix System. The first Plant was cut into sections and lifted onto low loaders for transportation by road to the new facility where it was reassembled. For the second Plant a new Structural Frame was modeled, designed and built at the new facility. The existing items of equipment were removed, transported and installed at Wrexham.

Design & management of greenfield vegetable oil plantCapita Symonds was awarded the contract for the design and management of a project to build a new Vegetable Oil Refinery in Liverpool UK. We were responsible for delivering the project from conceptual and detailed multi discipline design through to testing commissioning and handover to the client for commissioning. Capita Symonds offered full in-house multi-discipline engineering. We ensure that the most appropriately skilled resource is utilised for specific applications, and in this case made full use of our chemicals industry experience dating back to 1990. We also provided full project and construction management services for this prestigious high profile fast track project.

Installation of a new drum filling line for a plasticizer productThe new drumming facility replaced an old labour intensive system which was inflexible and slowed drumming rates, as well as being the cause of several minor incidents (slips, strains etc). The new facility was a purpose built, temperature controlled environment with a PLC controlled filling system, inline product filters and empty/filled storage facility. The result was improved output in terms of drums per hour, improved flexibility in terms of packaged output sizes, less re-work or contaminated material and less spillages.

Reactor conversion to new dutyThe reactor vessel had been out of service for a number of years, a new product had been identified and the existing reactor was to be re-configured for its production. This involved total redesign of the reactor system, associated equipment and safety systems, removal of existing plant and refitting of new equipment. Services provided were: project management, feasibility study, front end process design, detailed design (piping, instrumentation, control systems), HAZOP study, safety risk assessment, construction management and CDM coordination.

Waste water treatment plantThe client had a waste stream from its processes with a high concentration of a compound required by the EA to be reduced. To do this new technologies were required, necessitating a complete redesign of the water treatment system. Capita Symonds provided a complete project management and design service for this project, enabling the plant to be installed to specification, on time and on budget. Services provided were: project management and process design from concept to construction, conducting extensive trials to select a particular technology, construction management, risk assessment and safety management.

WRAP, Leading on best practiceCapita Symonds has provided multidisciplinary consultancy services to WRAP (Waste & Resources Action Programme) since its creation including:

We work with WRAP on its advocacy and implementation programmes to embed best practice material resource efficiency in construction, from corporate practice and project procurement through to site waste management. As part of this we work with construction clients, designers and contractors to raise awareness of construction waste issues by providing both training and practical assistance to support WRAP in meeting its Halving Waste to Landfill target.

Under its Capital Grant programmes WRAP provides funding to waste management companies to assist them in improving the performance of their facilities. As part of the grant application assessment process Capita Symonds undertakes Environmental and Health and Safety Assessments of the grant applications. This involves an assessment of the proposals set out in the applications together with an initial desk study of the proposed site to identify potential environmental impacts and assess the mitigation measures proposed by applicants. Following short listing of successful applications the facilities and sites proposed by applicants are visited and more comprehensive assessments are made.

We also undertake post investment project monitoring of facilities supported by WRAP to confirm that the grants made have been spent in accordance with the applications, the material processing targets are being met, and that environmental and health and safety requirements have been implemented.

STE Integrated Waste Management

Facility, PadworthThe Integrated Waste Management Facility (IWMF) at Padworth is a major, strategic waste management facility comprising an In-Vessel Composting Plant; Materials Recovery Facility; Household Waste Recycling Centre; and refuse collection vehicle maintenance and parking facilities. The project will manage the recovery of 80,000tpa of residual wastes while maximising their resource potential. Capita Symonds has a long-running involvement with the scheme, having initially been appointed as contractor BAM Nuttall’s Designer undertaking flood risk assessment, preparing the foul and surface water drainage strategies, and designing the outline site infrastructure, highways and structural designs. We were also appointed directly by West Berkshire Council to provide contaminated land advice on the site, a former gravel pit backfilled with railway wastes and bordered by a railway line, a canal and a strategic oil pipeline, all of which pose constraints to the development. We are currently assisting the Council with the handover of the enabling works in readiness for the construction on the main works.

STECumbria Household Waste

Recycling Centre ProgrammeCapita Symonds is working with Cumbria County Council on its £11m Household Waste Recycling Centre (HWRC) Programme which encourages local households to maximise their recycling and composting, as well as ensuring that the County meets its Landfill Allowance Trading Scheme (LATS) targets.Capita Symonds is providing a variety of services on the programme’s various HWRCs across the region including site search and land acquisition through feasibility review, environmental and traffic impact assessment, planning andlicensing to detailed design, contractor procurement, construction phase supervision and commissioning.The sites are designed for ease of use by all visitors - a split-level format ensures that public access is segregated from service vehicles - and there is a canopy over the various skip areas where users can recycle different types of waste.There is also an emphasis on sustainable design with rainwater harvesting, solar panels, wind turbines and sustainable drainage systems for all new sites. Surplus energy is also exported to the national grid and sold to the local utility company.The scheme’s first site opened in January 2009 at Brampton which has been designed as a ‘best practice’ HWRC facility and an exemplar for the other sites. 13 other facilities at various, rural, semi-rural and urban sites have since progressed through the design stages with one (Barrow) currently about to undergo construction. There are also plans for a further three sites to progress to construction throughout 2011.

Waste Material Recycling Management CentreCapita Symonds is supporting M+W Group’s UK team for the engineering, procurement and construction (EPC) of Biffa’s new Waste Management facility at the company’s Brookhurst Wood site. The new facility is to be built as part of a 25-year contract between Biffa and West Sussex County Council to treat the county’s residual municipal waste using the latest Mechanical Biological Treatment (MBT) technology. The £1 billion+ deal will see Biffa, and the M+W Group’s UK team supported by Capita Symonds, construct the MBT facility next to its Brookhurst Wood landfill site near Horsham, in the north of the county. It is estimated the facility will save the Council around £300 million over the life of the contract, with up to 80% of the residual waste set to be diverted from landfill. It will also significantly reduce the carbon footprint of household waste management in the County. The MBT facility, which received planning consent in April 2010, comprises an integrated mechanical sorting and anaerobic digestion plant, and a visitor centre. The contract will create up to 80 new jobs in West Sussex. The facility’s mechanical sorting plant will also produce a Refuse Derived Fuel (RDF). Subject to a joint exercise by the Biffa team and West Sussex County Council to find a long-term sustainable market for the RDF, it will either be sent to a third party outlet or used to fuel an additional thermal treatment facility that will produce energy in the form of electricity and heat. If required, subject to planning and operating consents, the thermal treatment facility would also be constructed at the Brookhurst Wood site.

National Grid GasOn behalf of National Grid we are currently undertaking a major contract to install PMAC equipment into the retained network areas of the UK. MTOM are authorised to access National Grid owned live gas sites and to break into the Gas envelope with no staff presence from National Grid. Competent MTOM teams are installing additional pilot valves in the auxiliary rails, together with a bypass and slam-shut. These are then connected to a new panel mounted profile control board, which is fitted with smart pressure logging, control instrumentation and telemetry equipment. The profiling systems communicate by GSM technology which is powered by solar panel. The PMAC contract is environmentally focussed to reduce network leakage, by controlling network gas pressures to satisfy minimum supply pressure at selected extremity points within the network.

Capita Symonds is exploring opportunities to apply its extensive expertise in Gas pipelines to Carbon Capture and storage (CCS). Capita Symonds have been awarded a Feasibility Study contract by National Grid, working alongside Fluor, as part of a project aimed at developing the UK’s first CCS Project. The project is typical of Capita Symonds continued engagement and passion for technological advancements and improvement in the management of pollution in the UK and across the globe. The Government’s Department of Energy and Climate Change (DECC) believes that CCS has the potential to reduce CO2 emitted from fossil fuel power stations by up to 90 percent (it is estimated that power stations account for around a third of UK CO2 emissions). We believe our capability base will allow us to positively contribute to this growing industry. //

What is Carbon Capture & Storage?CCS is a three-step process which includes capturing the CO2 from power plants and other industrial sources; transporting it, usually via pipelines, to storage points; and storing it safely in geological sites such as deep saline formations or depleted oil and gas fields. Capita Symonds specific work involved assessing compression technologies for CO2 transportation. Our team assessed the options for compressing the CO2 along the pipeline network from the CO2 capture sites to the storage location.

Feasibility Study for National GridThe project is part of a competition being held by the Government’s Department of Energy and Climate Change (DECC) to demonstrate the viability of commercial scale Carbon Capture & Storage. National Grid – a long term client of Capita Symonds - is part of a consortium which has entered the competition, the winner of which is expected to be operational by 2014.

1. Capita Symonds has been appointed directly by National Grid Carbon Capture to undertake extensive feasibility studies for Compression options at the St. Fergus Terminal as part of the Longannet Power Station Carbon Capture DECC competition.

2. The study also required a separate report to study the options of constructing a new pipeline around the St. Fergus terminal site.

3. National Grid Carbon Capture has also requested Capita Symonds to undertake a similar feasibility study compressor station arrangements at generic sites associated with carbon capture schemes. 4. Capita Symonds is also developing a detailed lifecycle costing model on behalf of National Grid Carbon Capture to assist in identifying the feasibility of similar carbon capture transportation schemes.

Capita Symonds appointed Fluor to provide specialist support in producing the reports which incorporated comprehensive sections dedicated to process safety.
