Mass Care

• Mass care is the ability to coordinate with partner agencies to address the public health, medical, and mental/ behavioral health needs of those impacted by an incident at a congregate location.

• How can health departments ensure public health, medical, mental/behavioral health needs can be met in a situation where people are congregated for an extended length of time?

1. Determine public health role in mass care operations

2. Determine mass care needs of the impacted population

Function 1: Determine public health role in mass care operations

How can health departments identify their roles and support mass care operations?

1. At the time of an incident, activate pre-determined public health roles (e.g., population monitoring, environmental health and safety assessment, accessibility for populations with special needs, and need for decontamination) needed in the mass care response in coordination with Emergency Support Function #6 and other ESF #8 partners.

How does the CDC measure that health departments or other responsible organizations have identified their roles in meeting people’s health-related needs in a situation where many people are located in one place?

Have all of the following topics been addressed:

• In the public health emergency response plan:

Public health mass care response actions (e.g. ongoing shelter, health, and environmental assessments and monitoring; decontamination)?

Triggers for mass care response actions

• Resources to carry out mass care response actions (e.g., staff, supplies, and transportation)

• Signing letter(s) of agreement or MOU(s) that support provision of mass care services, if requested by mass care lead

• Tools or mechanisms to collect and receive health-related data from mass care locations

• Only if requested by jurisdiction’s mass care lead: A formal written agreement for public health to support coordinated mass care service provision in the jurisdiction

Function 2: Determine mass care needs of the impacted population

Tasks: What do health departments need to consider in order to identify the needs of the impacted population?

1. At the time of an incident, coordinate with response partners to identify population health needs in the area impacted by the incident, using risk assessment, environmental, and health demographic information.

2. At the time of an incident, coordinate with response partners to complete a facility-specific environmental health and safety assessment of the mass care locations.

3. During the incident, coordinate with partner agencies to assure food and water safety inspections at mass care locations.

4. During the incident, coordinate with partners to assure health screening of the people registering at mass care locations.

Function 3: Coordinate public health, medical, and mental health mass care services

Tasks: How should health departments coordinate services?

1. At the time of the incident, coordinate with healthcare partners to assure medical and mental/behavioral health services are accessible at mass care locations.

2. At the time of the incident, coordinate with providers to give access to medication and assistive devices for individuals who need them at the mass care locations.

3. At the time of the incident, if needed, coordinate with the lead agency to provide population monitoring and decontamination services, including tracking systems for possibly contaminated (e.g., radiological, nuclear, or chemical) individuals.

7. During and after an incident, coordinate with appropriate organizations to return displaced people to their pre-incident medical environment, if needed.

Function 4: Monitor mass care population health

Tasks: How should health departments monitor population health?

1. During an incident, monitor facility-specific environmental health and safety, including screening for contamination (e.g., radiological, nuclear, biological, or chemical), and assure any identified problems are corrected.

2. During an incident, conduct surveillance at mass care locations to identify cases of illness, injury, and exposure within those populations.

3. During an incident, update information on developing health needs for partner agencies, and provide or coordinate assistance in meeting the needs.

4. After an incident, scale down health response when possible, including creating and executing a health resource demobilization plan.
