2010 CDC Definition - The sustained ability of communities to prepare for, withstand, and recover — in both the short and long terms — from public health incidents.

Community Recovery

2010 CDC Definition - The ability to implement sustainable short and long term recovery and adaptation processes during and after an incident. This capability encompasses the rebuilding of public health, medical and mental health systems to at least a level of functioning comparable to pre-incident levels, and improved levels where appropriate.

Emergency Operations Coordination

2010 CDC Definition - The ability to direct and support an event or incident with public health implications by establishing a standardized, flexible system of oversight, organization, and supervision consistent with jurisdictional standards and practices and with the National Incident Management System (NIMS).

Mass Care

2007 TCL Definition - Mass Care is the capability to provide immediate shelter, feeding centers, basic first aid, bulk distribution of needed items, and related services to persons affected by a large-scale incident.

PH Surveillance and Epidemiologic Investigation

2010 CDC Definition - The ability to create, maintain, support and strengthen routine surveillance and detection systems and epidemiological investigation processes, as well as to expand these systems and processes in response to natural or man-made threats, incidents or situations.

Public Health Laboratory Testing

2007 TCL Definition - The Laboratory Testing capability is the ongoing surveillance, rapid detection, confirmatory testing, data reporting, investigative support, and laboratory networking to address potential exposure, or exposure, to all-hazards which include chemical, radiological, and biological agents in all matrices including clinical specimens, food and environmental samples .

Medical Supplies Management & Distribution

2007 TCL Definition - Medical Supplies Management and Distribution is the capability to procure and maintain pharmaceuticals and medical materials prior to an incident and to transport, distribute, and track these materials during an incident.

2007 TCL Definition - to rapidly expand the capacity of the existing healthcare system (long-term care facilities, community health agencies, acute care facilities, alternate care facilities and public health departments) in order to provide triage and subsequent medical care.
