EXECUTIVE SUMMARY

A new position of Director of Nursing, Mental Health Service has been created at the Northern Adelaide Local

Health Network to provide senior nursing leadership for the implementation of new strategic and operational

directions for the service.

A dynamic, resilient, compassionate and inspirational leader is now sought to support staff at all levels through

the challenges inherent in significant cultural and structural change. Strong frameworks for clinical

governance, fiscal management, contemporary practice and accountability for quality patient care along with

new models of care are being implemented across the service.

The Director of Nursing will work in collaboration with the Clinical Director (Medical). Reporting directly to the

Director of Nursing are the Nursing Director, Older Person’s Mental Health; the Nursing Director, Forensic

Mental Health; and the Nursing Director, Adult Inpatient Mental Health Services and the Senior Manager Allied

Health Services and Community Mental Health.

NORTHERN ADELAIDE LOCAL HEALTH NETWORK

Northern Adelaide Local Health Network (NALHN) was established in 2011 and provides health care for around

345,000 people living in the northern metropolitan area of Adelaide as well as providing a number of state-

wide services, and services to those in regional areas. More than 4,200 skilled staff provide high quality patient

care, education, research and health promoting services. The LHN includes some of the least affluent parts of

the state. As a whole, residents of NALHN rate lower on population health measures than residents of other

LHNs and are also more likely to have chronic disease or risk factors for chronic disease.

In the last 2 years or so, NALHN has developed strong Clinical Directorate structures. Strategically this has been

about implementing the Single Service, Multiple Site model with services being amalgamated across campuses

to create single services.

NALHN provides a range of acute and sub-acute health services for people of all ages including the following:

• Modbury Hospital

• Mental Health Services

• Ambulatory and Primary Health Care Services

NALHN Mental Health

NALHN has a comprehensive range of public mental health services for youth, adults and older people in northern Adelaide.

Services are provided through community health centres and hospitals, and to consumers in their own homes.

Lyell McEwin Hospital

The Lyell McEwin Hospital (LMH) is a 336-bed specialist referral public teaching hospital which has links to the University of Adelaide, University of South Australia and Flinders University.

Forming part of the Northern Adelaide Local Health Network, LMH provides a full range of high-quality medical, surgical, diagnostic, emergency and support services.

Modbury Hospital

Modbury Hospital, in conjunction with the Lyell McEwin Hospital (LMH), forms the NALHN acute and

community services and has consistently built a strong reputation for providing well-rounded training in a

community hospital.

Modbury Hospital is a 174-bed, acute care teaching hospital that provides inpatient, outpatient and emergency

services to a population living primarily in Adelaide’s north-eastern suburbs.

DIRECTOR OF NURSING, MENTAL HEALTH SERVICE

POSITION PURPOSE

The Director of Nursing (DON), Mental Health Service, in partnership with the Divisional Director (Medical), is

jointly accountable for the strategic and operational leadership of the division and significantly contributes to

the achievement of NALHN strategic objectives and South Australia’s Health Care Plan.

In conjunction with the Divisional Director (Medical), this position is also accountable for the achievement of

relevant key performance indicators and strategic and operational deliverables for Mental Health Services

across all NALHN sites. This includes operational service delivery, responsibility for nursing and operational

staff, support services, budget, risk management, WHS, and quality and safety. The DON is therefore jointly

accountable with the Divisional Director (Medical) for holding and managing the divisional budget.

KEY RESPONSIBILITIES

The Director of Nursing, Mental Health Services (classified as Registered Nurse Level 6 – RN6.5) is responsible

for:

• Contributing to the development of strategic and operational directions for the Division

• Implementing and maintaining new contemporary models of care designed to ensure quality care and

professional practice

• Managing change processes associated with implementing new strategic and operational directions,

culture, and organisational structures

• Effective comprehensive management of human and financial resources of the Division in collaboration

with the Divisional Director (Medical) in order to meet Key Performance Indicators

• Providing professional leadership to the nursing workforce within the Service

SELECTION CRITERIA

• Registered nurse with at least five years’ experience, including senior leadership roles and Mental

Health experience

• Demonstrated success in leading complex change processes in health care settings in an environment

of fiscal constraint

• Previous experience in achieving challenging strategic and operational outcomes and deliverables

within agreed timeframes

• Ability to communicate and foster strong, supportive, results-driven teams with a focus on safe, high

quality care and positive consumer outcomes

ESSENTIAL QUALIFICATIONS & EXPERIENCE

Educational/Vocational Qualifications

• Registered or eligible for registration as a Nurse with the Nursing and Midwifery Board of Australia and

who holds, or who is eligible to hold, a current practicing certificate; and

• Enrolled in an approved Mental Health course or holds a qualification in mental health practice.

REMUNERATION Currently $163,644 (increasing to $167,735 on 1/10/18), inclusive of

9.5% Employer Contributed Superannuation

• Depending on work requirements the incumbent may be transferred to other locations across SA

Health to perform work appropriate to classification, skills and capabilities either on a permanent

or temporary basis subject to relevant provisions of the Public Sector Act 2009 for Public Sector

employees or the SA Health (Health Care Act) Human Resources Manual for Health Care Act

employees.

• The incumbent may be required to participate in Counter Disaster activities including attendance,

as required, at training programs and exercises to develop the necessary skills required to

It is mandatory that no person, whether or not currently working in SA Health, will be eligible for appointment to a position in SA Health unless they have obtained a satisfactory Criminal and Relevant History Screening Assessment clearance.

Prescribed Positions under the Children’s Protection Act (1993) must obtain a satisfactory Criminal and Relevant History ‘child-related’ employment screening through the Screening and Licensing Unit, Department for Communities and Social Inclusion.

Criminal and Relevant History Screening Assessment must be renewed every 3 years thereafter from date of issue for ‘Prescribed Positions’ under the Children’s Protection Act 1993 (Cth) or ‘Approved Aged Care Provider Positions’ as defined under the Accountability Principles 2014 made in pursuant to the Aged Care Act 2007 (Cth)

Depending on work requirements the incumbent may be transferred to other locations across SA Health to perform work appropriate to classification, skills and capabilities either on a permanent or temporary basis subject to relevant provisions of the Public Sector Act 2009 for Public Sector employees or the SA Health (Health Care Act) Human Resources Manual for Health Care Act employees.

The incumbent may be required to participate in Counter Disaster activities including attendance, as required, at training programs and exercises to develop the necessary skills required to participate in responses in the event of a disaster and/or major incident.

Educational/Vocational Qualifications

Registered or eligible for registration as a Nurse with the Nursing and Midwifery Board of Australia and who holds, or who is eligible to hold, a current practicing certificate; and

Clinical leadership of care systems is central to the current national and state wide health reforms. NALHN care delivery is configured within clinical divisions that are patient–focused, clinically led groupings of services.
