PREAMBLE For the more certain preservation of the principles of our faith, and to the end that this body may be governed in an orderly manner consistent with the accepted tenets of the Scripture and for the purposes of preserving the liberties inherent in each individual member of this church and the freedom of action of this body with respect to its relation to other churches of the same faith, we do declare and establish this constitution.

CONSTITUTION ARTICLE 1-NAME This body shall be known as the Calvary Baptist Church of Perryville Missouri

ARTICLE 2-PURPOSE The purpose of this church shall be making disciples, which includes: worship, the spiritual growth of its members, the sharing of Christ with those who are not saved, and the advancement of Christ’s Kingdom throughout the world.

ARTICLE 3-STATEMENT OF FAITH This church has adopted the most recent version of the Baptist Faith and Message as our statement of beliefs.

Section A: General Statement of Faith The sole authority for faith and practice in this local church is the Scriptures of the Old and

New Testaments. This local church adopts and affirms as its Statement of Faith the Baptist Faith and Message,

current edition, of the Southern Baptist Convention. We commit ourselves to make decisions about membership, personnel and other matters

consistent with the biblical passages and principles expressed in this statement. Section B: Human Sexuality and Gender This local church affirms God’s original design to create two distinct and complementary

sexes, male and female, to glorify Him. (Gen. 1:27; Isa. 43:7; Matt. 19:4-6; Mk. 10:6) Marriage is the first divine institution, essentially rooted in the created order, uniting one man and one woman in an exclusive covenant commitment for their joint lifetime, for their good and for the good of any children who may be conceived and born into this union. (Gen. 1:28, 2:19-24; Malachi 2:13-16; Mark 10:11-12)

The assignment of biological sex at birth is a gift of God and part of God’s glory in creation. The Fall of Man into sin and God’s subsequent curse have introduced brokenness and futility into God’s good creation (Gen. 3:1-24; Rom. 8:20). We extend love and compassion to those whose experience of this brokenness includes a perceived conflict between their biological sex and their gender identity (Rom. 8:22-23). We affirm God’s good design that gender identity should be determined by biological sex and not by one’s self-perception—a perception which is often influenced by fallen human nature in ways contrary to God’s design. (Eph. 4:17-18) We affirm distinctions in masculine and feminine roles as ordained by God as part of the created order, and that those distinctions should find an echo in every human heart. (Gen. 2:18, 21-24; 1 Cor. 11:7-9; Eph. 5:22-33; 1 Tim. 2:12-14)

3

Page 4: CALVARY BAPTIST CHURCH PERRYVILLE MISSOURI file · Web viewFor the more certain preservation of the principles of our faith, and to the end that this body may be governed in an orderly

We believe that efforts to live contrary to birth sex, whether by behavior, attire, cosmetics, or even medical or surgical therapy, are resisting or rebelling against the gift of God and a central dimension of His will for that person, and therefore such behavior is sinful. We condemn efforts to alter one’s bodily identity (e.g., cross-sex hormone therapy, gender reassignment surgery) to bring it into line with one’s perceived gender identity. We love our transgender neighbors, seek their good always, welcome them into our congregations as they repent and believe in Christ, and spur them on to love and good deeds in the name of Christ (2 Cor. 5:18-20; Gal. 5:14; Heb. 10:24).

We continue to oppose steadfastly all efforts by any court, or legislature or policymaker to validate transgender identity as morally good, right or praiseworthy (Isa. 5:20). We commit ourselves to make decisions about membership, personnel and other church matters based on this biblical perspective of human sexuality.

Section C: Marriage and Civil Unions This local church affirms the biblical truths that marriage is the first divine institution,

essentially rooted in the created order, uniting one man and one woman in an exclusive covenant commitment for their joint lifetime, for their good and for the welfare of any children who may be conceived and born into this union. Marriage is based on the truth that men and women are complementary, the biological fact that reproduction depends on a man and a woman, and the lived experience that children need both a mother and a father. Re-defining marriage to fit popular norms rejects these truths. By encouraging the norms of true marriage—man-woman monogamy, sexual exclusivity, and permanence—the state strengthens civil society and promotes human flourishing, including the well-being of children.

Christian marriage is God's unique gift to reveal the union between Christ and His Church, as illustrated by the wedding of a Christian man and woman in this exclusive and permanent covenant relationship. As such, this local Church believes that Christian wedding ceremonies on Church property are spiritual observances of worship of God who created this divine institution. As worship services, weddings on Church property shall be officiated by one or more ordained ministers of the gospel approved by the pastor.

The Church may decline to make its facilities or ministers available for any wedding if it is determined that one or both of the parties are not biblically qualified to marry. Such determinations may be made by the pastor and leadership board, subject to the direction of the Church.

The Church may also decline to participate in or recognize in any manner any marriage, so-called marriage, civil union, commitment ceremony or other activity which may, directly or indirectly affirm, approve or communicate behavior or beliefs which are contrary to the Church’s beliefs about biblical morality. Such actions would violate the religious conscience of this Body and its members. We must obey God, who is Lord of our conscience.

No minister [member, or employee] of the Church shall officiate at any marriage or similar ceremony unless such event or ceremony is consistent with this policy. No minister [or employee] of the Church shall officiate at any civil union or commitment ceremony that is not approved by the Church as being consistent with this policy.

ARTICLE 4-DENOMINATIONAL AFFLIATIONS The church’s government is vested in the body which composes its membership. Because our mission is worldwide in scope, we recognize the privilege to cooperate with other religious bodies having the same general objectives. We have chosen to be affiliated with the Southern Baptist Convention, the Missouri Baptist Convention and the Cape Girardeau Baptist Association. Because this participation is voluntary, this body may decide at any time to not cooperate in these ways.

Should this body cease to hold regularly scheduled services for a period of one year, the entire church property shall be dispersed by the board.

ARTICLE 5-MEMBERSHIP Section A: Membership Benefits and Responsibilities

When a person accepts membership into this Church, he or she enters into a special covenant relationship with fellow Christian believers. Certain responsibilities are inherent to Church membership and the members are expected to fulfill them as best they can. Among these responsibilities are:

Giving due honor and support to the Pastor and other Church leaders: offering them love, prayers and other support.

Accepting instruction and guidance in the Christian faith offered by the Church while being mindful to test such instruction by the Bible

Being responsible stewards of their time, talents, and resources. The church recommends to each member that they enter into the Lord’s blessings by paying to him the tithe. (Genesis 14:17-20, Malachi 3:7-10)

Participating in the worship, programs, and purpose of this Church while abiding by the Constitution and by-laws thereof.

Cultivating and cherishing Christian love for each other, striving by all means to promote the spiritual benefit and prosperity of one another.

All members shall enjoy the rights and privileges to which membership in this Church entitles them.

Active members are entitled to the following privileges:o A voice and vote at all elections and on all questions submitted to the Church in

conference, provided the member is present.o Being eligible for consideration by the membership as candidates for elective offices

in the Church.

Section B: Membership Procedures

The membership of this Church shall consist only of those persons who confess Jesus Christ as their Savior and Lord, present themselves as candidates for membership in accordance with the procedures listed hereafter, and are accepted by vote of the membership.

Any person may offer him/herself as a candidate for membership in this Church at any regular worship service or stated meeting of the church. They may become members of the church in one of the following ways:

o By profession of faith and a request for baptism (as practiced in this Church).

5

Page 6: CALVARY BAPTIST CHURCH PERRYVILLE MISSOURI file · Web viewFor the more certain preservation of the principles of our faith, and to the end that this body may be governed in an orderly

o By promise of letter from another Southern Baptist Church.o By statement that he/she has trusted in Jesus Christ as personal Lord and Savior

and was subsequently baptized by immersion as a believer by a Baptist or other church of like faith and order.

o By request of restoration: From those who have been removed from membership due to inactivity. From those who were dismissed by Church discipline and have shown

evidence of repentance and reformation. When a candidate presents himself for membership the Church should show support for the

person’s decision and welcome him or her by either vocal sign or a show of hands. 51% of the active members present must vote affirmatively to approve membership. If an objection to membership is raised the vote for membership will be tabled until the pastor is able to discuss the matter with the prospective member and the objecting member.

Section C: Membership Roll

To provide for the sustained ministry from and to the members of the church we will seek to maintain an accurate accounting of our membership. To facilitate this aim we will practice the following:

Any member of the church failing to support the church by their attendance for three months, and have not participated in the life of the church through giving financially, time and/or talents, shall be placed on an inactive list. This action shall be taken at a regularly scheduled congregational meeting.

Any member removed from the active roll for non-support or non-attendance shall be automatically reinstated when they again support the church regularly.

The church will make an exception to this policy upon notification by a member of a valid reason for their nonattendance.

Section D: Termination of Membership

Church membership shall be terminated due to any of the following:o Death of the membero Member joining a different church by transfer of lettero Request for revocation of membership by the member. o Revocation of membership by church action.o At the request of the Church because the member has joined a Church of another

denomination or been designated as inactive for more than a year. All termination of membership shall be reported at congregational meeting. Those which

are not due to death or request of the member shall require a majority vote, and for disciplinary exclusion a three-fourths majority, of those present and voting. Upon request from another Baptist Church and majority vote of this Church, a letter of transfer of membership shall be sent to the requesting Church.

6

Page 7: CALVARY BAPTIST CHURCH PERRYVILLE MISSOURI file · Web viewFor the more certain preservation of the principles of our faith, and to the end that this body may be governed in an orderly

Section E: Discipline

It shall be the practice of this Church to emphasize to its members that every reasonable measure will be taken to assist any troubled member. The Pastor, other members of the Church staff, and Deacons are available for counsel and guidance.

The attitude of members toward one another shall be guided by a concern for redemption rather than punishment.

Any disciplinary action should be in accordance with the Biblical Resolution Covenant found in the Church Constitution.

Should some serious condition exist which would cause a member to become a liability to the general welfare of the Church, the Pastor and the board will take every reasonable measure to resolve the problem in accord with Matthew 18:15-20.

If it becomes necessary for the Church to take action to exclude a member, a three-fourths vote of the members present is required; and the Church may proceed to declare the person to be no longer in the membership of the Church.

A spirit of Christian kindness and forbearance shall encompass all such proceedings.

ARTICLE 6: BUILDING/GROUNDS USAGE All real property facilities of Calvary Baptist Church (collectively, the "Church Facilities"),

including without limitation its sanctuary auditorium, fellowship hall, educational facilities, conference rooms and other meeting rooms or facilities used for the mission of the Church, wherever located,

o when used by the Church, its ministers, officers, staff or employees or its congregation members or Church attendees, and

o if used by other persons or groups with the permission of the Church or the ministerial or administrative staff of the Church,

o shall be used solely for purposes consistent or compatible with the mission, faith and doctrine of the Church, as defined in the Constitution and Bylaws, or in Statements of Faith adopted by the local Church from time to time, it being acknowledged and understood that the Church Facilities are intended not to be facilities of “public accommodation” as defined by law, but are facilities owned by the Church, dedicated solely for such permitted uses.

The Church’s facilities were provided through God’s benevolence and by the sacrificial generosity of Church members. The Church desires that its facilities be used for the fellowship of the Body of Christ and always to God’s glory. Although the facilities are not generally open to the public, we do on occasion make our facilities available to non-members, both individuals and groups, after approval by the Church consistent with this policy.

Facility use will not be permitted to persons or groups holding, advancing, or advocating beliefs, or advancing, advocating, or engaging in practices that conflict with the Church’s faith or moral teachings, which are summarized in, among other places, the Church’s [Articles,] Constitution, Bylaws and other policies or statements of faith adopted by the Church. Nor may facilities be used for activities that express viewpoints that contradict, or are deemed by the pastor to be inconsistent or incompatible with the Church’s faith or moral teachings. The Church designates the pastor and leadership board as its final

7

Page 8: CALVARY BAPTIST CHURCH PERRYVILLE MISSOURI file · Web viewFor the more certain preservation of the principles of our faith, and to the end that this body may be governed in an orderly

decision-maker on whether a person or group is allowed to use Church facilities for particular activities.

This restricted facility use policy is necessary for two important reasons. First, the Church may not in good conscience materially cooperate or participate in activities or beliefs that are contrary to its faith. Allowing its facilities to be used for purposes that contradict the Church’s beliefs would be viewed by some as material cooperation with that activity and complicity in that viewpoint, and would be a grave violation of the faith and religious practice of the Body and its individual members. See 2 Corinthians 6:14; 1 Thessalonians 5:22.

Second, it is very important to the Church that it presents a consistent message to the community, which the Church staff and members conscientiously maintain as part of their witness to the Gospel of Jesus Christ. To allow facilities to be used by groups or persons who express beliefs or engage in practices contrary to the Church’s faith would have a severe negative impact on the message that the Church strives to promote. It could also be a source of confusion and scandal to Church members and the community because they may reasonably perceive that by allowing use of our facilities, the Church is in agreement with the beliefs or practices of the persons or groups using Church facilities.

Therefore, in no event shall persons or groups who hold, advance, or advocate beliefs, or advance, advocate, or engage in practices that contradict the Church’s faith use any Church facility. Nor may facilities be used in any way that contradicts the Church’s faith. See Colossians 3:17.

The foregoing policy shall apply to any ceremony, whether or not recognized by law, involving persons of the same birth gender or transsexual persons, including a civil union, commitment ceremony, or so-called same-sex marriage.

BYLAWS ARTICLE 1-MEETINGS Meetings for public worship and instruction shall be held on Sundays throughout the year. Congregational meetings shall be held as needed throughout the year provided that two weeks

notice are given to the congregation for such a meeting. Special congregational meetings may be called by the pastor or active deacons with the consent of

the church at any regular scheduled meeting for emergency or other special purposes. Said meetings may only deal with the issue causing the calling of the meeting.

At any congregational meeting those members present shall constitute a quorum. A majority vote of 51% of active members voting shall be needed to pass any motion unless specifically spelled out in these documents.

It shall be the duty of the moderator, or in his absence, the vice president of the Leadership Board to maintain order. Robert’s Rules of Order is the authority for parliamentary rules of procedure for all congregational meetings of the Church.

The following guidelines for congregational meeting shall be followed:o The moderator shall allow no second motion to be entertained until the one under

consideration has been disposed of, except motions to amend, postpone, adjourn, or vote on the main question.

8

Page 9: CALVARY BAPTIST CHURCH PERRYVILLE MISSOURI file · Web viewFor the more certain preservation of the principles of our faith, and to the end that this body may be governed in an orderly

o The moderator shall call to order any member who, while speaking, introduces any subject foreign to the one under discussion.

o The moderator may speak upon any subject under discussion by inviting a member of the congregation to preside in his place.

o Every member who wishes to speak shall rise, and respectfully address the moderator.

o Every proposition presented for action of the church must be introduced by the motion of one member and seconded by another.

o No member shall speak more than twice on the same subject without the express consent of the church.

o A member may appeal a decision of the moderator by asking the church to override the moderator’s decision.

o All questions shall be decided by the vote of a majority of only the members in good standing, unless a different percentage is required within this document.

As spiritual and administrative leader, the Pastor is responsible for leading the Church to function as a New Testament Church. He shall lead the congregation, organizations, and Church staff to perform their tasks.

In leading the Pastoral ministries, the Pastor works with the Church leaders and staff to:

Lead the Church in achievement of its mission. Proclaim the gospel and lead Church members to do likewise. Care for the Church members and other persons in the community. Some of the Pastor’s specific duties would include: Supervise regular and special worship services Act as moderator, preside at congregational meetings, and serve as President of the

Leadership Board Supervise the Church staff Arrange for pulpit supply and participation of members in worship services Attend Deacon’s meetings, give advice, and assist in their training Conduct wedding ceremonies, Church ordinance services, and funeral services

Process of Calling a Pastor

9

Page 10: CALVARY BAPTIST CHURCH PERRYVILLE MISSOURI file · Web viewFor the more certain preservation of the principles of our faith, and to the end that this body may be governed in an orderly

A Pastor shall be chosen and called by the Church whenever a vacancy occurs. Until a permanent Pastor can be found, the church shall appoint a committee from among

their members to find an appropriate Interim Pastor to recommend to the Church. The man they recommend shall be invited to preach a Sunday morning worship service for which at least one week’s notice has been given. At the close of the service the Church will vote by ballot whether to issue a call with three-fourths majority affirmation required.

The search for a new permanent Pastor begins with the Church voting on Sunday morning by ballot for seven members who will constitute a Pastor Search Committee. Notice of one week shall be given prior to voting. The names submitted shall be tabulated and reviewed by the Leadership Board. The names of the seven people receiving the most votes and willing to serve will be reported at the next congregational meeting as constituting the Pastor Search Committee. To ensure a good representation of the church body, the tabulating Deacon committee shall have the option of adding two additional members as alternates to the Pastor Search Committee. The names of these two individuals shall be submitted for approval by the Church at congregational meeting. The Pastor Search Committee will elect its own Chairperson, Assistant Chairperson, and Secretary.

After a careful search the Pastor Search Committee shall submit only one Pastoral candidate at a time for Church consideration. Only names of persons studied by the Pastor Search Committee shall be eligible for consideration. The committee will make its recommendation to consider a particular candidate and answer questions at a specially called Sunday Morning congregational meeting for which at least one-week advance notice shall be given.

On the day the prospective pastor is to be considered, time to meet with the leaders of the church should be scheduled. After the Church membership has had opportunity to hear, meet with, and question the prospective Pastor, it would vote by ballot on the recommendation made previously by the Pastor Search Committee. A ninety percent vote of approval by those present and voting will be required to issue a call.

The committee shall present to the prospective Pastor a packet of information disclosing what the Church expects of its Pastor and what the Pastor can expect regarding salary and benefits, vacation policy, convention attendance and expense, revivals held away, etc.

Termination of Service

The Pastor may relinquish his position by giving the Church at least two weeks official notice when he presents his written resignation.

Church members may request the Pastor’s position be terminated by presenting written reasons for the request to the Leadership Board. This shall be done only after following the steps outlined in the Biblical Resolution Covenant found in this document. If those two groups in conference determine that the request is justified, then they shall give their recommendation at a special called congregational meeting announced at least two weeks in advance. A majority of 75% vote by ballot of those present and voting shall be required to dismiss the Pastor and declare his position vacant.

Upon termination of service of the Pastor (non-Interim), the Church shall compensate the Pastor with a two-week salary when he is terminated. This compensation may be reduced or deleted by vote of the Church Council due to extenuating circumstances.

10

Page 11: CALVARY BAPTIST CHURCH PERRYVILLE MISSOURI file · Web viewFor the more certain preservation of the principles of our faith, and to the end that this body may be governed in an orderly

Section B: Staff The Church may vote to add, delete or combine any staff positions as needed to accomplish

the mission of the Church. A job description shall be written when the need to fill or create a staff position is determined.

All ministerial staff candidates shall show evidence of a personal call of God to Christian ministry before being recommended to the Church by the Personnel Committee. Upon such recommendation, the Church should have opportunity to meet with and question ministerial staff candidates. A ninety-percent approval vote of those attending a specially called congregational meeting would be required to employ such candidates. The Personnel Committee may fill non-ministerial staff positions without a Church vote if timeliness is a factor.

Staff members shall work in conjunction with and under the leadership of the pastor. The pastor shall provide leadership to the staff members. Should a disagreement arise between the pastor and the staff members they shall seek to resolve the conflict between them alone according to the principles of the Biblical Resolution Covenant. Should resolution be impossible the staff member and the pastor shall bring the concern to the Leadership Board who will work towards a harmonious solution.

When a staff member resigns, at least two weeks notice shall be given to the Church. The Church may vote to vacate a staff position upon recommendation of the Personnel Committee with such termination being immediate. A non-interim staff person who is terminated shall be compensated upon leaving his position with two weeks salary for a year or more of service or one week salary for less than a year of service. This compensation may be reduced or deleted by vote of the Personnel Committee and Pastor due to extenuating circumstances.
