New programme: scope and objectives

Definition RI:

Research infrastructure (RI) comprises all facilities and sources that promote the performance of cross-border and strategic basic research across all scientific disciplines. Besides scientific infrastructure, this includes collections, natural habitats, corpora and databases (including digital opening up).



Definition International RI:

• RI operating in a partnership between countries and regions

• IRI can be single-sited, distributed or virtual



• Replaces Big Science, ESFRI funding, …

• Merger of infrastructure investments (Hercules) and exploitation costs (Big Science)

• Structural and organised evaluation and reporting (2-year cycle)

• Regular 2-year call cycle in line with changingopportunities (EU-global)

• 5 > 4 years: follows introduction of regular 2-year cycle



• decision for Flanders to participate at IRI (+ membership fee)• Evaluation & prioritising of new proposals (roadmap exercise)

• funding of activities and investments for the participation at IRI• Reporting on obtained funding> more structural support (now:

ad hoc)

Funding

Funding percentages:

• 80%: standard rate (without collaboration)

• 90%: consortium

• 100% (if cofunding is impossible / duly motivated)

Cofunding is needed !

• 4 yrs• (call 2018 : period 1-1-2019 to 31-12-2022)

• One-off and recurrent costs

• Eligible costs (not all mandatory)• Equipment

• Operational costs (maintenance, institutional, logistics, coordination,…)

• upgrading the international research infrastructure

• operating or maintenance once the infrastructure is up and running

Evaluation procedure

• Peer review + rebuttal• At least 3 international reviewers/proposal

• Plus rebuttal by applicants

• Science Commission : scientific evaluation

• Strategic Commission (prioritisation for Flanders)

• Decision by the Board FWO • only approval or rejection



Science Commission : scientific evaluation

• Composition : max. 20 international experts –interdisciplinary

• Advice: A, B, C, D category (NO RANKING !)

A = scientific excellent

B = very good scientifically or not yet mature

C = former funded projects scientifically not in A and B anymore, and intention to withdraw

D = all other



Strategic Commission: prioritisation for Flanders• Max. 10 p. (not yet assigned)• International and/or Flemish expertise

• In management of investment projects• In science and innovation policy• In the management or policymaking of IRI

• Advice based on:• Quality of investment and operational plan• Strategic importance for Flanders• Evaluation by ESFRI or other IRI
