Article I. Season & Calendar 1.01 Competition Year

(A) The Competition Year shall commence 1 September and end on 31 August the following year. 1.02 Regional Season

(A) Each Competition Year Affiliated Regions are required to commence and conclude competition for the top Division of each age Grade for which the Association offers an equivalent National Season competition;

(I) Regional League: 1 September to 15 March. (II) Regional Cup: 1 September to 30 April.

(B) Affiliated Regions may conduct competitions at any time in the Competition Year for; (I) Any age Grade for which the Association does not offer a National Season competition.

(II) Any competition Division in any age Grade for which the Association offers National Season competition, other than the Regions top competition Division.

(III) Teams in the Regions top competition Division that failed to qualify for inclusion in the Associations National Season competition or are eliminated in a qualifying round.

1.03 National Season (A) Each Competition Year the Association is required to commence and conclude the following competitions;

(I) Premier League – Senior: 1September to 31 May. (II) National League – Senior: 1September to 31 May.

(III) National Leagues – Youth: 16 March to 31 May. (IV) National Cup: 1 April to 31 May.

(B) Affiliated Regions may not schedule any competition matches on any date a National Competition (excluding Premier League matches) is scheduled to be hosted within their Region for that age Grade of competition, unless written permission is given in advance by the Competition Secretary.

1.04 Representative Season (A) Each Competition Year the Association is required to commence and conclude the following competitions;

(I) Inter Region Championship: 1 June to 15 June. 1.05 Calendar of Events

(A) The General Secretary, with the Competition Secretary, shall be responsible for collation, publication and update of an online a central calendar of all meetings, events, competitions and matches conducted in England each season.

(I) Executive Officers of the Association and its Affiliated Regions are required to notify the General Secretary, via the prescribed form, of; 1) Activities planned for each new Season by 30 June each year. 2) Changes and amendments to activities within three (3) days.

Article II. Regions 2.01 Definition

(A) Regional Associations currently recognised and affiliated with the Association are; (I) Northern Counties Rink Hockey Association (NCRHA)

(II) Eastern Counties Rink Hockey Association (ECRHA) (III) South Eastern Counties Rink Hockey Association (SECRHA)

(B) Regional Associations shall cover a defined geographic area, that may not be extend or altered without first having obtained the written consent of the National Executive Committee.

(I) It is the responsibility of the National Executive Committee to make final determination on which region a club should belong.

(C) Clubs from within the following counties are allocated to these Regions (I) Northern Counties Rink Hockey Association (NCRHA)

Blackburn with Darwen Blackpool Cheshire East Cheshire West and Chester County Durham Cumbria Darlington East Riding of Yorkshire Greater Manchester Halton Hartlepool

2.02 Affiliation

(A) Each Season, Regional Associations seeking to affiliate to the Association must complete and submit the official online application form to the General Secretary, with;

(I) Payment of Affiliation fee within seven (7) of receipt of Invoice from the association Treasurer. (II) A copy of its Constitution and Bye Laws.

1) Updates to the Constitution and Bye Laws must be notified in writing to the Association within 21 days of amendment. (III) Identification of its Registered Officials, including as a minimum it’s;

a) Minimum Accreditation: Level 3 (from Season 2021/22) 7) Referee Executive

a) Minimum Accreditation: National – Open (from Season 2020/21) 8) Disciplinary Committee Delegate

a) This individual may not hold any other role on the Region National Executive Committee. (B) All current Affiliates shall be sent an invoice to renew their Affiliation for the next Season by the Treasurer on or before 30

June each year, with a link to the prescribed online form. (C) All new applications must be submitted to the General Secretary via the prescribed online form, whom shall propose the

application to the National Executive Committee for consideration, and promptly notify acceptance, or otherwise, in writing to the applicant.

(D) Upon Affiliation each season, the Association shall supply; (I) A 2hr ‘Advanced Rules & Refereeing’ seminar at the venue nominated by the Affiliate.

1) Regions must book the session with the Committee of Rink Hockey Referees, via the prescribed online form by 1 September each year and it must be delivered before 28 February.

Article III. Clubs 3.01 Affiliation

(A) Each Season, Club’s seeking to affiliate to the Association must complete and submit the prescribed online form to the General Secretary, with;

(I) Payment of Affiliation fee within seven (7) days of receipt of Invoice from the association Treasurer. (II) A copy of its Constitution and Bye Laws.

a) Season 2021/22: Minimum Accreditation: Level 1 b) Season 2022/23: Minimum Accreditation: Level 3

5) Head Referee a) Season 2020/21: Minimum Accreditation: National – Restricted b) Season 2021/22: Minimum Accreditation: National – Open

(IV) Application for the registration of at least once venue per Article 3 of these Bye Laws. 1) This rule applies even if a venue has been registered by another club.

Article IV. Individuals 4.01 Registration Types

(A) The Association shall have two (2) categories of Individual Registration, being; (I) Non-Competitor - Rule 4.02

(II) Competitor - Rule 4.03 4.02 Non-Competitor Registration

(A) Officers/Officials (I) All Club, Region and National Officers, Timekeepers, Referees, Coaches and Team Officials not holding a Competitor

Registration must register with the Association as an Officer/Official, by the individual submitting the official online application form to the General Secretary.

(B) Supporters (I) Individuals may register with the Association as a Supporter, by the individual submitting the official online application

form to the General Secretary. 1) This Registration should be used for registering;

a) Parent/s of a player that is under the age of 18 years b) Other supporters of the sport so as to enable notification of information relating to the sport and improved

communication with the Association. (C) Training Only Player

(I) Affiliated Clubs must register all players with the Association that attend more than three training sessions in any Competition Year, by submitting the official online application form to the General Secretary and paying the prescribed fee on receipt of Invoice. 1) The applicant Club is responsible for certifying the accuracy of all information supplied to the Association (including

identity, date of birth, contact details, etc.). and ensuring that an identifying photo of each player, current and no older than 5 years, is submitted.

(II) The General Secretary will notify acceptance, or otherwise, in writing to the applicant Club and issue a photographic Player Registration Card. 1) The Training Only Player may attend training sessions with any Affiliated Club and participate in development matches

arranged by Affiliated Regional Associations. (III) Once a player is registered to a Club with the Association, they may not register for another Club unless a Transfer or Loan

has been approved by the Association, via the General Secretary, with infringement resulting in; 1) Suspension of the offending player, for a period of not less than one month, from all competition. 2) Imposition of a fine on the offending Club, of not more than the amount of the annual affiliation fee, and suspension

from competition for up to three months, including all additional competition penalties that may apply. (IV) Training Only Players may upgrade their registration at any time in the Competition Year by paying the difference in cost to

the registration Grade they apply for. 4.03 Competitor Registration

(A) Affiliated Clubs must register all players with the Association, at least seven (7) days prior to their participation in any competition, by submitting the official online application form and having paid the prescribed fee.

(I) The applicant Club is responsible for certifying the accuracy of all information supplied to the Association (including identity, date of birth, contact details, etc.). and ensuring that an identifying photo of each player, current and no older than 5 years, is submitted.

(B) The General Secretary will notify acceptance, or otherwise, in writing to the applicant Club and issue a photographic Player Registration Card.

(I) In order to participate in any match, the Player Registration Card, or a colour copy/digital copy certified by the Club, must be presented to match officials prior to match commencement. 1) Without exception, no player may be permitted to contest a match if their Player Registration Card has not been

presented or the photo on the card is missing. (C) Once a player is registered to a Club with the Association, they may not play for another Club in any competition unless a

Transfer or Loan has been approved by the Association, via the General Secretary, with infringement resulting in; (I) Suspension of the offending player from all competition, for a period of not less than one month,

(II) Imposition of a fine on the offending Club, of not more than the amount of the annual affiliation fee, and suspension from competition for up to three months, including all additional competition penalties applying.

(D) Players shall be classified into age Grades, based on their age at the conclusion of the Competition Year, being; (I) Under 09

4.04 Transfers & Loans (A) Transfers of Registered Players & Officers/Officials

(I) A Registered Player or Officer/Official may apply, via their intended new club, to transfer to that club by that club submitting the official online application form with the prescribed fee to the General Secretary.

(II) A Registered Player or Officer/Official under a period of suspension by the Association, Affiliated Region or Club are ineligible for Transfer until such suspension has been discharged.

(B) Loans of Registered Players (I) A Registered Player may apply, via their registered club, to be loaned to another club to play in a single Grade of a Region

Competition, by their club submitting the official online application form with the prescribed fee to the General Secretary. 1) Players may not be loaned to play for another Club in any National Competition.

(II) All Loans conclude at the end of each Competition Year. (C) Transfer deadline

(I) No transfers of Players are allowed after 31st December of the current playing season, unless exceptional circumstances are approved by the National Executive Committee.

(II) New players can continue to be registered at any point of the season. However new players registering after 31st December of the current playing season are ineligible to play in National Leagues or Cups if they were previously registered with any Rink Hockey Association affiliated with World Skate.

4.05 Participation Information & Images (A) The Association shall record participation information and images at regional, national and international competitions and

during the programs it delivers for promotional or improvement purposes, which may be used in mediums including publications and promotional material, broadcast, print and electronic media.

(I) Registrants, or their Parent/Guardian if under 18, may notify the General Secretary in writing, each season, if they decline permission for their participation information and/or images to be used.

4.06 Playing Up or Down a Grade (A) Players may only compete in Competition Grades for;

(I) Their specific ‘natural’ age, plus Senior Grade, if over the age of 14 years. (II) One (1) age Grade above their ‘natural’ age, excluding for Senior and Veteran competitions.

(B) Female players may; (I) Choose to deduct one (1) calendar year from their ‘natural’ age and if the result of this calculation puts the player in a

younger age Grade, they may play down in this Grade, but shall loose the entitlement to ‘play up a Grade’ per 4.06(A)(II).

Article V. Venue Registration 5.01 Approving Authority

(A) The National Executive Committee shall be responsible for approving rinks and rink markings for the playing of Rink Hockey. 5.02 Approved Rinks

(A) No affiliate may organise or contest a match on an unregistered rink, unless permission has been obtained in writing from the National Executive Committee.

5.03 Responsibility of Clubs. (A) Each season, clubs must register their Home Rink with the Association, via the prescribed online form.

(I) Clubs that do not register a rink, may not hold home tournaments, even if the rink has been registered by another club. (B) Clubs are responsible for;

(I) Ensuring the venue has the correct markings, goal cages, protective netting and a suitable time clock/scoreboard. (II) Noting any deviations in the rink from the standard prescribed in the WorldSkate issued ‘Rules of the Game’ on their

application. 1) Applicants may also submit a risk assessment to support their application.

Article VI. Coaches 6.01 Committee of Rink Hockey Coaches (CRHC)

(A) The administration affairs of the Committee shall be vested in: (I) National Coaching Director, appointed by the National Executive Committee, whom shall act as Chairperson.

(II) Each Affiliated Region’s Coaching Officer. (B) The Committee, shall have the following responsibilities and authorities;

(I) Development and administration of a National Coaching Accreditation Scheme, including; 1) Preparation and online distribution of coaching videos, books, pamphlets and other material. 2) Provision of online and personal coaching accreditation courses.

(II) Co-ordination of the training programme of regional and national coaches, including; 1) Communication and update of all event and international competition fixtures to the General Secretary for inclusion in

the National Calendar, per Rule 1.05. (III) Recommendation to the National Executive Committee for its approval, or otherwise, of selected persons to coach and

manage the various national squads, including; 1) Training and participation in international competitions.

(IV) Submission of reports for each National Executive Committee and Association General Meetings. 6.02 National Accreditation Scheme

(A) Responsibility (I) The Committee is responsible for determining changes to the National Coaching Accreditation Scheme and Minimum

Accreditation Requirements, but subject to ratification by the National Executive Committee. 1) Changes to Minimum Accreditation Requirements, must give Affiliates at least one (1) Season notice, so they have

sufficient time to act to get members appropriately qualified. (B) Accreditation Grades

(I) The National Coaching Accreditation Scheme shall consist of the following levels; 1) Level 1

a) Seminar – Online or delivered by a Committee appointed Asser b) Theory - Online Test

2) Level 2 a) Seminar – Online or delivered by a Committee appointed Asser b) Theory - Online Test c) Practical Coaching, after passing the Theory – Online Test, 20hrs, with each session reported to the Committee via

online form within 72 hours 3) Level 3

Article VII. Referees 7.01 Committee of Rink Hockey Referees (CRHR)

(A) The administration affairs of the Committee shall be vested in; (I) A Chairman, whom shall be elected every three years at an Annual General Meeting of accredited referees.

(II) Each Affiliated Region’s Referee Officer. (B) The Committee, shall have the following responsibilities and authorities;

(I) Development and administration of a National Referee Accreditation Scheme, including; 1) Preparation and online distribution of coaching videos, books, pamphlets and other material. 2) Provision of online and personal referee accreditation courses. 3) Appointment of suitably competent persons as accredited Referees.

(II) Co-ordination of the training programme of regional and national referees, including; 1) Communication and update of all events to the General Secretary for inclusion in the National Calendar, per Bye Law

1.05. (III) Determine matters and provide advice relating to interpretation and application of the Rules of the Game. (IV) Determine the approved uniform that all referees officiating at any competition in England must wear. (V) Nomination of at least three (3) suitable persons for International Referee testing or re-accreditation, each season, whom

shall have their International Registration fees paid by the Association. (VI) Appointment of Officers to be responsible for;

1) Accreditation of referees 2) Appointment of referees to officiate national competitions.

(VII) Submission of reports for each National Executive Committee and Association General Meeting. (C) The Annual General Meeting of the Committee of Rink Hockey Referees shall be;

(I) Held on the morning of, and prior to, the Association Annual General Meeting each year, to; (II) Receive reports from each region Referee Officer and Chairman

(III) Appoint one of their number as Chairman. (IV) Discuss and agree interpretations on the Rules of the Game. (V) Open to all individuals registered with the Association to attend, but only Accredited Referees may vote on matters.

(D) The AGM of the CRHR must be attended by at least one accredited official from each club. If a club does not send a representative, they will forfeit their NRHA AGM bond.

7.02 National Accreditation Scheme (A) Responsibility

(I) The Committee is responsible for determining changes to the National Referee Accreditation Scheme and Minimum Accreditation Requirements, but subject to ratification by the National Executive Committee. 1) Changes to Minimum Accreditation Requirements, must give Affiliates at least one (1) Seasons notice, so they have

sufficient time to act to get members appropriately qualified. (B) Accreditation Grades

(I) The National Accreditation Scheme shall consist of the following levels; 1) Level 1

a) Theory – Online Test 2) Level 2

a) Practical Refereeing - Observation of one (1) or more matches by one (1) referee of at least Level 4 accreditation, with a report submitted to the Committee on the prescribed online form.

3) Level 3 a) Practical Refereeing - Observation of two (2) or more matches by one (1) referee of at least Level 4 accreditation,

with a report submitted to the Committee on the prescribed online form. 4) Level 4

a) Theory – Online Test 5) Level 5

a) Practical Refereeing - Observation of two (2) or more matches by one (1) referee of at least Level 4 accreditation, with a report submitted to the Committee on the prescribed online form.

(II) The International Accreditation Scheme is defined by WorldSkate and WorldSkate Europe and the association shall;

1) Recognise and incorporate within its Accreditation List any accreditation grade given to one of its registrants. 2) Put forward candidates for International Accreditation that it feels are qualified, so long as within the last 12 months

they have; a) Refereed a minimum of five (5) National League – Senior Premier matches. b) Acted as Tournament Head Official a minimum of three (3) times.

(C) Accreditation List (I) The CRHR shall be responsible for entering the following accreditation information into an individual’s record within the

associations Registration System and keeping it updated; 1) Accreditation Level 2) Date of Accreditation issue 3) Active or Inactive in the sport

(II) Inactive Referees 1) Referees shall be deemed ‘Inactive’ if they fail to officiate any matches in a season 2) In order to regain an inactive accreditation, the individual must pass a theory test prescribed by the CRHR Executive.

(D) Accreditation Downgrade (I) At least every six (6) months the CRHR Executive shall meet to consider the performance of referees, and should it

consider the performance of a referee to be inadequate for the accreditation level held, they must; 1) Issue a Letter of Concern to the referee, clearly identifying the specific issues and appointing a mentor referee of at least

Level 4 to work with the individual for a period of twelve (12) weeks. 2) At the end of the twelve (12) weeks the CRHR Executive must meet to review the report of the mentor referee, and

other qualified observers, and determine if the referee’s accreditation should be maintained or downgraded or withdrawn.

(E) Referee Activity List (I) The Match Sheet any competition match conducted in England must be sent to the CRHR as a PDF. within 72 hours of

match. (II) The CRHR shall keep a list identifying;

1) Competition organiser (e.g. NCRHA, ECRHA, SECRHA, Kent League, NRHA) 2) Competition Type (e.g. League or Cup) 3) Grade (e.g. Under 15) 4) Division (e.g. Premier, Division 1 etc) 5) Team 1 (e.g. ABCD RHC) 6) Team 2 (e.g. ABCD RHC) 7) Match Date 8) Referee 1 9) Referee 2 10) Timekeeper 1 11) Timekeeper 2 12) Timekeeper 3

(III) The CRHR shall publish, at least quarterly, a list identifying the contribution of match officials (referees and timekeepers), by competition type and level, expressed by; 1) Individual 2) Club 3) Region

7.03 Accreditation Requirements - Minimum (A) Only Accredited referees may officiate in competitions conducted in England.

(I) The CRHR may invite or authorise Guest Referees from other World Skate registered Associations to officiate in England. (II) All regional or national competition matches must be presided over by two (2) Referees, that hold at least the minimum

referee accreditation required. (B) In exceptional circumstances the CRHR Chairman, Region Head Referee for Region Competitions, or Tournament Head

Official may authorise a match go ahead with a single referee. (I) The minimum accreditation required to referee matches are;

(C) The minimum accreditation required to act as Head Official during a tournament is; (I) Level 4

(D) The system for allocating referees at National League – Senior Division One tournaments shall be as follows; (I) The CRHR shall appoint;

1) Four referees 2) One of these referees may be of Level 3 accreditation, to gain more experience at a higher level. 3) These referees will be paid expenses funded by the clubs in the league, in the same format as the National League –

Senior Premier. 7.04 Uniform

(A) Referees officiating in any Regional or National competition are required to be attired with; (I) CRHR Approved Shirt

(II) Black Trousers (III) Black trainers (IV) CRHR Approved whistle & cards

7.05 Fines & Sanctions (A) The Affiliate responsible for providing a referee for a competition fixture shall be responsible for ensuring attendance of a

properly accredited official, in correct attire, that meets CRHR conduct standards, with the following minimum mandatory sanctions applicable to all regional and national competitions;

(I) Referee fails to present at an appointed match 1) 1st Club Offense in a Season: £50 per match (at the first tournament it occurred) 2) Further Club Offenses in a Season: £100 per match

(II) Referee fails to present in the correct, CRHR approved, attire 1) 1st Club Offense in a Season: £25 per match (at the first tournament it occurred) 2) Further Club Offenses in a Season: £50 per match

(III) Referee does not hold the minimum accreditation level required, but the Tournament Head official allows the match them to officiate 1) 1st Club Offense in a Season: £25 per match (at the first tournament it occurred) 2) Further Club Offenses in a Season: £50 per match

Article VIII. Teams 8.01 Team Size

(A) Teams must present themselves for any match with a minimum of four (4) players, one of which must be a goalkeeper. (B) Where a team has ten (10) players, this number must include at least two (2) goalkeepers.

8.02 Uniforms (A) During any match, players must wear identical shirts, shorts and socks in the colours of the team they represent, with the

exception of the goalkeeper whose shirt must be a different colour from the ones of all other players. (I) Any player not complying must be excluded from the game by the referee until such time as they are correctly attired.

(II) All Shirts must display identification numbers, which may range from 1 to 99 with the numbers 1,10, 20 and further multiples of 10 being exclusively used by goalkeepers.

(B) Should, in the opinion of a match referee, the uniform of opposing teams clashes in colour, the Away team shall always be required to change.

(I) For avoidance of doubt, the Away team shall be the team mentioned second on a Fixtures List. (C) Shirts may not be fluorescent green (or similar) as this colour is reserved by the CRHR for referee shirts.

8.03 Squad Registration Form (A) Affiliates must complete and submit an official Squad Registration Form to the Competition Secretary at least seven (7) days

prior to the first match of any national competition, which may be amended at any time, identifying; (I) Team Officials:

1) Up to five (5), including at least a Team Coach of the required minimum Accreditation level, per Rule 6.03. (II) Playing Squad:

1) Up to twelve (12) Association registered players, that must be age eligible to compete in that Grade of competition., including at least the minimum number per Rule 8.01(A)

8.04 Team List (A) Representatives of teams must report to the match timekeeper with Registrations Cards and their team list written on the

prescribed paper form, at least 15 minutes prior to the published start time for their match, or their first match of a tournament.

8.05 Reserve Bench (A) Only Team Officials and players registered with the Association and entered on the Match Sheet may be on the Reserve

Bench during matches. (I) Failure to comply with this requirement during any regional or national match will result in compulsory fine of the Affiliate

of £100 and any further sanction a Disciplinary Panel may choose to apply. (II) The Reserve Bench Area must be clearly identified.

(B) Any player named on a Match Sheet in a competition is thereafter ‘tied’ to that team and may play only for that team for the remainder of that competition, unless the Association has approved their Transfer.

Article IX. Competitions – General 9.01 General Regulations

(A) Affiliated Clubs and Regions may only enter teams in competitions organized by the Association or its Affiliates. (I) Foreign Events may be entered so long as a ‘Permit to Attend’ is obtained from the Association General Secretary, after

completing the official online application form. (B) Official Association Match Sheets must be used for all matches.

(I) The Home team’s name must be entered in the left most space provided for it. (C) All competitions conducted in England are required to comply with the following rules;

(I) Alignment with Registration Age Grades. (II) Use the points system and rules for determining competitions placings (excluding elimination cups), as defined in the

WorldSkate International Rules of the Game which includes; 1) Win 3 Points 2) Draw 1 Point 3) Lose 0 Points

(D) Each team entering any competition must nominate a registered member of that Affiliate at registration for the competition, for each of the following roles;

(I) One (1) Team Coach, whom must hold at least the required minimum Accreditation level, per Rule 6.03, who; 1) Will be considered ‘In-Charge’ of the team 2) Must be present at team matches in order for the team to be allowed to compete or replaced by a Temporary Coach

that holds at least the minimum required Accreditation level per Bye Law 6.03, so long as they are a registered member of that Affiliate.

(II) One (1) Team Referee, whom must hold at least the required minimum Accreditation level, per Rule Error! Reference source not found., who; 1) Will be considered responsible for fulfilling the team obligation to officiate an equal share of matches of the

competition as other Team Referees. 2) May be substituted by the Affiliate with another referee of at least the required minimum accreditation, so long as they

are a registered member of that Affiliate. 9.02 International Rules of the Game

(A) Except as otherwise provided within these rules, the conduct of all matches in England shall be in accordance with the WorldSkate International Rules of the Game.

(I) In the event of a conflict between rules, these Bye Laws shall prevail. (II) Affiliated Regions may alter Match Times for their competitions from that prescribed in the International Rules of the

Game. (III) For all National Competitions at Under 15 or younger, a lesser amount of accumulated Team Fouls will result in a Direct

Free Hit as follows: a) Five (5) Team Fouls for the first Direct Free Hit. b) A further Direct Free Hit for three (3) Team Fouls and every further three (3) Team Fouls thereafter.

9.03 Tournament Head Official (A) All competitions organized on a tournament basis in England must be presided over by a Tournament Head Official, that

must; (I) Hold at least a National – Open referee accreditation.

(II) Not referee matches, excepting emergency situations. (III) Complete assessments on the performance of every referee, in each match of the tournament via the prescribed online

form, which must be submitted to the CRHR with 24 hours of each match. 1) The CRHR shall use this continuous assessment for referee grading and development purposes.

(B) Tournament Head Official’s shall be responsible for all matters relating to the conduct of any tournament, including; (I) Managing the match schedule of a Tournament.

(II) Ensuring that Referees provided by participants are always properly attired and officiate the matches to which they are appointed.

(III) Policing the conduct of participants. (IV) Completing assessments on the performance of each referee, in each match via the prescribed online form, which must be

submitted to the CRHR with 24 hours of each match. (V) Coaching and mentoring the attending referees, explaining and discussing the correct application and interpretation of the

rules. (C) In extraordinary circumstances, Tournament Head Officials have the authority to stop a match and direct the attention of

the referees to an incident on or outside the rink or issues of safety.

Article X. National Competitions 10.01 List of Competitions

(A) Each season the Association shall organise the following National Competitions, in accordance with these Bye Laws; (I) National League - Senior per Schedule I

(II) National League – Youth per Schedule II (III) National Cup per Schedule III. (IV) Inter Region Championship per Schedule IV. (V) Peter Wimble Cup Tournament per Schedule V.

10.02 Eligibility (A) Association competitions are open only to registered players that represent Affiliates and international teams invited to

participate in accordance with WorldSkate Rules. 10.03 Match Sheets and Notification of Results

(A) Timekeepers must enter the names of all Players and Team Officials onto the Associations prescribed Match Sheet. (I) No Player or Team Official may have their name entered on a Match Sheet or participate in any match without, prior to

commencement of the match, presenting their Registration Card, or digital copy, to the Timekeepers. (B) It is the responsibility of the Match Host to;

(I) Submit the Match Sheet/s via the prescribed online form, attaching a clear PDF, within three (3) hours of the conclusion of the match or tournament.

(C) Failure to observe these rules shall result in the Home Team/Match Host being penalised with; (I) Their forfeit of each affected match

(II) Deduction of three (3) competition points (III) A fine of £50 per offence.

10.04 Match Times (A) All national competition matches must run with;

(I) Warmups, Time Out and Half Time 1) Warm up 5 minutes. 2) Half time 5 minutes. 3) one (1) one (1) minute timeout per team per half. 4) one (1) thirty (30) second timeout per team per half.

(II) Halves - Stopping clock. 1) Premier League 2 x 25 minute. 2) Senior 2 x 20 minute. 3) Senior Female 2 x 20 minute. 4) Under 23: 2 x 20 minutes. 5) Under 19: 2 x 20 minutes. 6) Under 17: 2 x 20 minutes. 7) Under 15: 2 x 15 minutes. 8) Under 13: 2 x 15 minutes. 9) Under 11: 2 x 15 minutes.

10.05 Arrangement of Fixtures (A) Matches shall be held on either Saturdays or Sundays and must be scheduled on;

(I) Saturdays: Start no earlier than 09:00 and finish no later than 22:30 (II) Sundays: Start no earlier than 09:00 and finish no later than 18:00

(B) The organisation and administration of matches shall in all cases be the responsibility of the; (I) Tournaments: The competition organiser.

(II) Home & Away League: Host team. (C) Matches shall be held at the venue, date and time advised in the competition fixtures list issued by the Competition

Secretary, unless the Association issues alternative written notice to all teams participating in the competition. (D) The 15 minutes ‘grace’ period provided for within the International Rules of the Game shall only be applicable for the first

match of a tournament and Home & Away leagues. 10.06 Re-arrangement of Matches

(A) In order to change a fixture or tournament date, an affiliate must make a written request, that includes proposed alternative arrangements, to the Competitions Secretary, via the prescribed online form.

(I) No request shall be deemed approved unless the Competitions Secretary provides written approval, copying all teams in the competition.

(B) Any team having a WorldSkate organised international fixture or more than one player involved in a National team fixture will have the right to a re-arrangement of any conflicting Association fixture but must still make written application to the Competitions Secretary.

(C) No alteration will be made to tournament dates, except if; (I) Due to venue unavailability

(II) Exceptional circumstance of ‘Force Majore’. 10.07 Protests & Complaints

(A) Matches will not be played “Under Protest”. (I) If a team wishes to protest a matter regarding the conditions of a match, it must raise the matter with the referee before

the match commences and the referees will decide to address the matter or not; The referee’s decision is final. (II) Should a team refuse to play after the referees have made a decision, then the match will be abandoned by the referees

and the team that refused to play will be considered as defaulting through non-attendance. (B) Should a team wish to protest following a match, it may do so in writing to the Disciplinary & Disputes Committee, stating

the full detail of the complaint. (I) Protests or complaints may not be written on Match Sheets.

(C) Affiliates may lodge a complaint regarding the conduct of match officials by notifying the Discipline and Disputes Committee in writing, including;

(I) A specific accusation. (II) A request detailing the judgment sort.

(III) Supporting witness statements. (IV) Other evidence, including but not limited to videos, photos, receipts, emails, letters etc, that may support the claim.

10.08 Failure to meet obligations (A) A team that forfeits a fixture shall;

(I) Home & Away competition 1) Have a score of 10-0 recorded against it.

(II) Tournament based competition 1) Have a score equal to the highest score of the round recorded against it, or 10-0 whichever is greater. 2) Face immediate expulsion from the competition in the event of a further offence that Season, with all their matches

being expunged from the record, as well as being subject to further disciplinary action. (B) Failure of a team to take the floor on time, declared at referee discretion, will result in;

(I) Forfeiture of the match (II) Deduction of three (3) additional competition points

(III) A fine of £50 (C) Failure of a team to keep an engagement shall result in;

(I) Forfeiture of the effected matches (II) Deduction of three (3) additional competition points per affected match

(III) A fine of £100 (D) Withdrawal from a competition without providing at least 21 days written notice prior to commencement of the

competition to the Competitions Secretary, shall result in; (I) A fine of £200

(II) Be liable to suspension for up to six (6) months. (E) In addition to fines, a defaulting team shall be responsible for meeting the out of pocket expenses of their opponents in

connection with their default. (I) These out of pocket expenses will be paid to the Association, who will reimburse their opponents.

10.09 Use of Official Ball and Practice Balls (A) Each team must present 2x regulation balls to the referees for use in the match.

(I) The competition organiser may present additional regulation balls. (II) Selection of the ball is at the discretion of the referees.

(B) The match ball must be returned to the referee at timeouts, half time and again at full-time in each match. (I) In the event that a match ball is not returned at the end of a match, both teams will pay an equal share for its

replacement. 10.10 Expenses

(A) The Competitions Secretary shall pre-book all National Competition venues at the beginning of the Competition Year, excluding for Premier League.

(I) Preference must be given to using available venues that conform to the dimensions set out in the International Rules of the Game.

(II) The Association shall fund tournament costs, excluding Premier League and National League – Senior which shall be the responsibility of the host club, of; 1) Venue Hire 2) Head Official expenses 3) Online streaming expenses

(B) For Premier League and National League – Senior; (I) The Host is responsible for all costs, including but not limited to rink hire, but is not responsible for the expenses of Away

teams or their officials, excluding in the event of their forfeit. (C) The Association shall not pay traveling expenses to match officials or teams competing in competitions, unless otherwise

provided for in these rules. 10.11 Marketing & Spectator Fees

(A) The Marketing Executive of the Association shall; (I) At least seven (7) days prior to each tournament, email all Registrants of the Association with notice of each tournament

and invite attendance. (II) Appoint and organise a Cashier/s for each National Tournament (excludes Premier League), whom must ensure the

collection of Entry Charges entry charge from all spectators entering the venue, with the exception of; 1) Players and Team Officials registered via the Squad Registration Form submitted or updated to the Competition

Secretary at least three (3) days prior to the tournament. 2) Referees appointed to officiate matches and the Tournament Head Official. 3) All Region and National Officers, on presentation of their Registration Card

(III) Seek to make arrangements for sponsorship of each Grade of the competition and the hire out of space within competition venues for Trade Booths etc.

(IV) Arrange for the recording and streaming online of all competition matches. 1) The approved travel and subsistence expenses of volunteers will be reimbursed by the Association.

(V) Report the income received and expenditures incurred from these activities for each Tournament to the Association Treasurer 1) Financial Accounts will be published by the Treasurer, with the Annual Accounts, for each competition and Grade in a

fully transparent manner. 10.12 Competition Profits

(A) In each competition Grade, excluding Premier League, if after the association recovers its costs a financial profit is achieved, at the end of the season it shall be dispersed as follows:

(I) 60% to Teams participating in that grade of the competition, divided into equal shares. (II) 30% to Regions participating in that grade of the competition, divided into equal shares.

(III) 10% to the Association. 10.13 Trophies

(A) “National Rink Hockey Association Cups” and other perpetual trophies shall remain the property of the NRHA. (B) At the conclusion of each Competition and after the trophy has been presented to the winners, the captain of the team, or

an officer the Affiliate, will be required to sign the Association Trophy Register. (C) The trophies are insured by the NRHA, but it is the responsibility of the Club of the winning Team to insure against loss,

damage and to return them in good condition, on demand, to the Competitions Secretary. (D) The holder of a perpetual trophy is responsible for engraving it. This engraving must be of high quality and follow the style of

the engraving of the names of previous holders. (I) Failure to do so will result in a Fine of £200, plus the cost of organising and completing the engraving.

(E) Perpetual trophies must be returned to the Competition Secretary at least 30 days prior to the conclusion of the next seasons competition.

(I) Failure to do so will result in a Fine of £200, plus any cost of organising and replacing the trophy, on a like for like basis. 10.14 Referees

(A) The system for allocating referees at all national tournaments is; (I) First match of the day

1) The Tournament Host, as advised by the Competitions Secretary, is responsible for the organisation and appointment of referees for the first match of the day.

(II) Other Matches

1) Teams are responsible for ensuring their Team Referee officiates the match immediately following a match, in that Grade, of their Team.

(B) The system for allocating referees at all national Home and Away Fixtures shall be as follows; (I) The CRHR shall appoint;

1) Team Referees to officiate matches within their region only. 2) Volunteer referees to act as the other match referee, whom will be considered the Senior referee.

(C) The system for allocating referees at National Division One tournaments shall be as follows; (I) The CRHR shall appoint;

1) Four referees 2) One of these referees may be of National Restricted grade, to gain more experience at a higher level. 3) These referees will be paid expenses funded by the clubs in the league, in the same format as the Premier League.

10.15 Table Officials (A) All Matches conducted in England must be presided over by at least three (3) Table Officials;

(I) 1 Timekeeper (II) 2 Assistant Timekeepers, in Premier League only one (1) Assistant Timekeeper is required, but the Away Team may provide

a second Assistant Timekeeper. (B) The system for allocating Table Officials at all national tournaments hosted by the association shall be as follows;

(I) Teams are responsible for ensuring their team provides one (1) Table Official during each match they contest. (C) All Tournaments must also have a Tournament Head Official

Article XI. Permits 11.01 Foreign Event Permit

(A) Applications for permits to attend foreign events must be submitted to the General Secretary at least thirty (30) days prior to the intended date of the event on the prescribed form, including the prescribed fee.

(I) In the most exceptional circumstances, an application will be considered at shorter notice and a double fee will be payable. 11.02 Foreign Tournament Permit

(A) Any affiliate may organise an inter-club competition but must; (I) Clear the date/s with the Competitions Executive and obtain a permit from the General Secretary.

(II) Applications for permits must be submitted to the General Secretary at least thirty (30) days prior to the intended date of the event on the prescribed form, including the prescribed fee. 1) In the most exceptional circumstances, an application will be considered at shorter notice and a double fee will be

payable. (III) Ensure all clubs taking part are affiliated to the Association at least seven (7) days prior to the event.

1) Where foreign clubs are participating, they must ensure they are affiliated to their national association, which must be affiliated to WorldSkate.

(B) The Association may require a deposit when application is made for issuance of a Home Tournament Permit. (I) This deposit will be returned at the completion of the event and if cancelled, only if due to circumstances entirely beyond

the control of the Organiser.

Article XII. Medical 12.01 First Aid Equipment

(A) Teams participating in matches must bring an adequately supplied first aid kit with them to every match, which must be kept in their Reserve Bench Area when not in use and used by their team to treat its injuries.

12.02 Blood Injuries (A) Any player that receives an open wound, is bleeding, or who has blood on them or their clothes, must immediately leave the

playing area to receive medical attention. (I) If the player refuses to leave the floor for treatment, the referees must halt the match and direct them to do so. If they

then fail to do so, the referees must issue a Blue Card followed by a Red Card if they continue to disregard the direction. (B) The player may only return to the playing area when the wound is taken care of, bleeding has stopped, and all contaminated

equipment has been replaced. 12.03 Anti-Doping

(A) Doping by any member of the Association, player or non-player, or by any official is strictly forbidden. (B) Doping is the use by or distribution at any time to a player or official of substance defined as being in contravention of the

Regulations of the WorldSkate, International Olympic Committee or the Sports Council. (C) Players and officials must, if requested by a delegate authorised by the Association, submit to a doping control test.

(I) Failure to take a test will be taken as if a positive test had been obtained. (II) The identification of a forbidden substance and/or one of its metabolites, or the presence of specified amounts of

endogenous substances subject to quantitative analysis, in a body fluid, will constitute an offence and the offender may be penalised.

(D) Any person assisting or inciting others in the contravention of doping regulations shall be considered as having committed an offence against the Association’s rules and may be subject to disciplinary action.

(E) Any person found guilty of a doping offence shall be subject to an enquiry by the Discipline & Disputes Committee who may fine, and/or suspend or recommend expulsion of the offender from the Association, according to the circumstances. The penalty, on proof of a second doping offence shall be permanent expulsion from the Association.

(F) The full medical regulations of WorldSkate shall be binding on all registered players and officials of the Association.

Article XIII. Child Protection 13.01 Child Protection Committee (CPC)

(A) The administration affairs of the Committee shall be vested in: (I) National Child Protection Officer, appointed by the National Executive Committee, whom shall act as Chairperson.

(II) Each Affiliated Region’s Child Protection Officer. (B) The Committee, shall have the following responsibilities and authorities;

(I) Development and administration of the National Child Protection Scheme, including; 1) Preparation and online distribution of educational videos, books, pamphlets and other material. 2) Provision of an online DBS Registration process and its administration.

(II) Development and Co-ordination of a regional and national education programme, including; 1) Communication and update of events to the General Secretary for inclusion in the National Calendar, per Rule 1.05.

(III) Provide advice to the National Executive Committee on matters relating to Child Protection. (IV) Submission of reports for each National Executive Committee and Association General Meetings.

13.02 DBS Registration (A) The following are required to hold a current DBS Registration;

(I) Accredited Coaches (II) Club Officers

(III) Region Officers (IV) National Officers

(B) Any Affiliate that allows an individual per Bye Law 13.02(A) to continue in a role while not in possession of a current DBS Registration shall be subject to fine, per offence, of;

(I) £50 After thirty (30) days (II) £50 For each additional period of thirty (30) days there after

(III) Be subject to further disciplinary action. Including termination of Affiliation to the Association.

Article XIV. Discipline and Disputes Process & Sanctions 14.01 Disciplinary Committee

(A) The administration affairs of the Committee shall be vested in: (I) Chairman, appointed by the National Executive Committee each season.

(II) Chairman – Committee of Rink Hockey Referees. (III) Chairman – Committee of Rink Hockey Coaches. (IV) An Appointee from each Affiliated region.

(B) The Committee, shall have the following responsibilities and authorities; (I) To convene Disciplinary Panel/s to conduct primary hearings concerning any player, affiliate or other person associated

with Rink Hockey in England related to a disciplinary or dispute matter, referred by the National Executive Committee. (II) Propose to the National Executive Committee amendments to Rule 14.05

for ratification. (III) Submission of reports for each National Executive Committee and Association General Meetings.

14.02 Disciplinary Process (A) Summary Penalty

(I) On notification of the issue of a Red Card in any competition organised by an Affiliate of the Association, the Chairman shall consider the referee report/s and may, in addition to the compulsory one (1) match ban for receiving a Red Card, issue the subject with a Summary Penalty, so long as such additional sanction is within the guideline set forth in Rule 14.05, or choose to issue no additional sanction. 1) Upon receipt of a Summary Penalty, the subject or their Club shall have 3 days to request a Hearing by a Disciplinary

Panel by emailing a specific request to the Chairman and submitting a Statement via the prescribed form. If they do not do so within the prescribed time, the issued Summary Penalty shall apply.

(II) For serious offenses and/or unclear circumstances, the Chairman may choose to directly refer the incident to a Disciplinary and Disputes Panel.

(B) Disciplinary Hearings (I) Disciplinary Panel

1) The Chairman of the Disciplinary Committee shall appoint a Disciplinary Panel consisting of any three (3) members of the Disciplinary Committee to; a) Consider any match related issue, including but not limited to Red Cards issued, a complaint or dispute arising

among Affiliates, Associates or Registrants (referred by the National Executive Committee) and, if unresolved, make such decisions as deemed appropriate.

b) Fine or suspend for a period any member or affiliate proven guilty of misbehaviour, unfair practice or of acting in any way that is detrimental to the Association’s objects.

(II) In determining any sanction/s, a Disciplinary Panel must refer to Rule 14.05 but remains free to impose any penalty/s they deem appropriate to the matter.

(III) Upon a Disciplinary Panel being convened, the Chairman of the Disciplinary Committee shall: 1) Give to the Subject of the Hearing notice in writing of the charges against them, sent to their registered email address. 2) Provide at least seven (7) days’ notice for the Subject of the Hearing to provide a written statement and supporting

evidence and/or elect in writing to attend a hearing to give evidence and call witnesses, prior to a determination being made.

3) Notify the subject of the hearing and their club of the outcome of the hearing in writing within seven (7) days, including any fine or suspension that may be imposed.

(IV) The Association shall pay no expenses to any party in respect of any Hearing, notwithstanding the decisions reached thereat.

(C) Appeals (I) Every Affiliate, registered player or other person shall have the right of appeal to the National Executive Committee against

fines, sentences of suspension or expulsion from membership of the Association, after a Disciplinary Panel has issued a determination.

(II) An appeal must be made in writing to the General Secretary within seven (7) days of the date of the notification of sentence, stating the full grounds of the appeal and accompanied with the prescribed fee. 1) If appeal is not lodged within the time limit, the sentence shall become binding upon all affiliates, players or other

persons named in the relevant notice of sentence. (III) Once an appeal has been lodged with the Associations General Secretary, the decision of the Disciplinary Panel shall be in

abeyance until the National Executive Committee has reached a decision. (IV) The National Executive Committee must meet, personally or electronically, to consider all appeals as soon as the General

Secretary can conveniently convene.

(V) If an appeal is upheld, the Appeal Fee shall be returned. (VI) The Association shall pay no expenses to any party in respect of any Hearing, notwithstanding the decisions reached

thereat. (D) Notifications & Communications

(I) All notices, correspondence, statements and determinations relating to Summary Penalties, Disciplinary Hearings and Appeals must be sent via email to; 1) The Subject 2) Subjects Club 3) All Club, Region and National Officers, including Sub-Committee members. 4) All Accredited Referees (for Red Cards and match related matters) 5) The internal correspondence between Disciplinary Panel Members or between the National Executive Committee while

considering a matter before it is excluded. 14.03 Register of Red Cards and Suspensions

(A) A register of all Red Cards and bans will be published on the Association website, disclosing the following information; (I) Match Date

(II) Competition (III) Subject (IV) Role (Player, Coach, etc.) (V) Club

(VI) Opposing Club (VII) Offence

(VIII) Suspension Period (IX) Status (In-progress/Served/Under Appeal)

14.04 Disciplinary Sanctions (A) Red Cards

(I) Any player or team official that receives a Red Card in any match, shall immediately be suspended from participating in the next match of that competition.

(II) Match referees are required to submit a written report on the prescribed form to the Disciplinary Committee Chairman within 24 hours of the incident, on the prescribed form.

14.05 Disciplinary Guidelines (A) The following sanctions are to be a reference for Disciplinary Panels in considering if sanction additional to the compulsory

one (1) match ban for receiving a Red Card, is appropriate. (B) Disciplinary Guidelines are intended to cover the most common offences considered by Disciplinary Panels and provide a

recommended starting tariff for each offense. (I) It is accepted that there will be incidents not covered by the Disciplinary Guidelines, in relation to which the Disciplinary

Panel has discretion on tariff. However, offences should be considered with other offences of a similar nature and consistent tariffs should be applied

(II) Players and clubs should be aware that the recommended tariff / range of tariffs stated in the Disciplinary Guidelines are guidelines only and the Disciplinary Committee has discretion to impose a higher or lower tariff or step outside the range if the Disciplinary Panel: 1) Feel that in the light of the aggravating and mitigating factors present it is appropriate to impose a higher or lower

sanction 2) Has previously advised the Player that it will apply a higher sanction next time the Player is found to have committed a

misconduct offence (III) Where there is a reference to >5 matches in the table below a Disciplinary Panel shall have discretion to impose either a

ban for a number of matches or a term suspension (i.e. a ban that will run until a stated date). (C) Table of Additional Sanctions

14.06 Bans (A) Individuals serving a ban, unless otherwise advised by the Disciplinary Panel, may attend matches that they are suspended

from participating in as a spectator only, so long as they stay at least 10 meters from their teams Reserve Bench at all times, including half time, and maintain a high standard of behaviour.

(B) Any Player or Team Official that does not immediately serve a suspension shall cause their team to concede each match they then participate in as a forfeit, with that team subject to all additional penalties associated with Forfeits and be subject to further disciplinary action.

(C) Players are required to maintain their registered status with the Association throughout any period of suspension and should this registration lapse, it will be deemed the suspension has not been served.

14.07 Suspended Ban (A) A Disciplinary Panel may order that any part of a Ban be suspended for a specified period of time (which is recommended to

be not more than 24 months) such that the suspension only takes affect if the Player is found guilty of a similar offence within such time period.

14.08 Fines (A) All fines imposed must be paid within fourteen (14) days of the date of the official notification.

(I) Late payment of the fine shall result in the fine being doubled and the club concerned, and all its registered players, automatically suspended until the fine is paid.

(II) A club’s affiliation with the Association and or a player registration shall not be renewed until all fines are paid.

Article XV. National Executive Committee 15.01 Meetings & Minutes

(A) The National Executive Committee shall meet at least four times per year, with meetings being conducted in person or via electronic means.

(B) Minutes of the National Executive Committee shall be distributed by the General Secretary within seven (7) days of them being approved, to all;

(I) National Executive Committee Members (II) Region National Executive Committee members

(III) Club National Executive Committee members (IV) Committee and Sub-Committee members

Article XVI. Operational Sub-Committees 16.01 The Sub-Committees

(A) The administration affairs of the following Sub-Committees of the Association shall be vested in these responsible Executive Officers, whom shall act as Chairperson, with their region equivalents acting as members:

(I) Finance Sub-Committee: Treasurer (II) Competitions Sub-Committee: Competitions Executive

(III) Marketing Sub-Committee: Marketing Executive (B) Each Sub-Committee must;

(I) Meet to plan its activity for each new Competition Year and issue a written report, via email, to all Affiliates and Registrants of the Association, that provides clear and quantifiable Performance Goals, by 30 June each year, but prior to the Annual General Meeting of the Association.

(II) Provide written reports on progress in achieving each Performance Goal, via email, to all Affiliates and Registrants of the Association, by the end of September, December, March and June each year.

(C) Meet, in person or via electronic means, at least four (4) times per year, with the Chairperson responsible for keeping Minutes and distributing them per Rule 15.01(B)

16.02 Finance Sub-Committee (A) The Committee, shall have the following responsibilities and authorities;

(I) Administration of the financial affairs of the Association. 1) Including signoff of the Association’s Annual Accounts as true and correct each year for the Annual General Meeting.

(II) Liaising with the Marketing sub-Committee concerning advertising and sponsorship. (III) Negotiation with the Sports Council concerning grants. (IV) Arrangement of insurance cover against relevant risks. (V) Submission of reports for each National Executive Committee and Association General Meeting.

16.03 Competitions Committee (A) The Committee, shall have the following responsibilities and authorities;

(I) Administration and organisation of the National Competition programme, including; 1) Co-ordination of the dates of the various regional and national competitions. 2) Communication and update of competition fixtures to the General Secretary for inclusion in the National Calendar.

(II) Control of the Association’s trophies and awards. (III) Consideration and recommendation of Registered Rinks, for the National Executive Committee, per Article IV. (IV) Submission of reports for each National Executive Committee and Association General Meeting.

16.04 Marketing Committee (A) The Committee, shall have the following responsibilities and authorities;

(I) Negotiating and developing sponsorship/advertising arrangements. (II) Undertaking public relations activities on behalf of the Association and its affiliates.

(III) Development, editing, publishing and distribution of publicity for the sport. (IV) Marketing of each national competition tournament, including;

1) Organizing the collection and banking of spectator entry fees. 2) Video streaming of National League and National Cup matches

(V) Submission of reports for each National Executive Committee and Association General Meeting.

Article XVII. National Development Squads 17.01 National Coaching Director

(A) The affairs of all National Development Squads shall be the responsibility of the Committee of Rink Hockey Coaches (CRHC), through the National Coaching Director, whom shall;

(I) Set performance goals and co-ordinate the training programme. 1) This includes the booking of all training sessions.

(II) With each Region representative on the CRHC, appoint Squad coaches from each Affiliated Region. (III) Manage, mentor and develop Squad Coaches. (IV) Select the players for each Squad.

1) All notifications of selection to a squad must be sent by the National Coaching Director via the Association email system and published on the official website.

(V) Submit reports for each National Executive Committee and Association General Meetings, that provide performance goals and progress updates for each team.

17.02 Development Squad Coaches (A) Each Squad must have a specific Coach, in addition to the National Coaching Director, whom shall;

(I) Be appointed by the National Coaching Director. (II) Shall be required to hold a minimum of;

1) Coach Accreditation Level 3 2) Referee Accreditation National - Restricted

(III) Report to the National Coaching Director and work with them on a day-to-day basis and follow their directions for the training and development of the players.

(IV) Provide the National Coaching Director, with monthly reports that include information on squad members, training attendance, performance and progress.

(V) Act as an ‘ambassador’ of the Association and are expected to conduct themselves in a professional manner at all times. (VI) Be expected to develop a close working relationship with the other National, Regional and Club Coaches in order to share

knowledge and develop a national playing style. 17.03 National Development Scheme

(A) Development Levels (I) The National Development Scheme shall consist of the following levels;

1) Level 1 a) This level is for teaching the basics of skating and how to play roller hockey. Once a player is confident on skates

and has an understanding of the game, including; i) Teaching the basics ii) Basic Skating iii) Turns, Cross Legs, Sprint, Power Leg, iv) Individual Technique v) Ball Control, pass and shots vi) How to play the game

2) Level 2 a) This level will concentrate on developing the basics taught in level 1 and the introduction of reaction capacity, with

players taught the importance of position on the rink on and off the ball, including; i) Basic Skating ii) Turns, Cross Legs, Sprint, Power Leg, iii) Individual Technique iv) Ball Control, pass and shots v) How to play the game vi) Reaction Capacity

3) Level 3 a) This level will introduce the tactics and set up moves used in the England system and explain how and when they

are used, with players also learning about Fitness and Health and the importance of having a sports mentality, including; i) Introduce Team Play ii) Position on the rink iii) Defence and attack iv) Show Man to Man v) Set up moves vi) Reaction capacity vii) Basic Carousel viii) Fitness & Health ix) Sports Mentality

4) Level 4 a) This level will concentrate more on the tactical side, set up moves, reaction capacity and making the players more

robust in play, developing upon the competencies learnt in level 3 to prepare players mentally, build confidence and thought process on the rink, as well as reading the game on and off the ball, understanding their position on the rink and working hard on fitness. It includes; i) Restrict Man to Man ii) Carousel iii) Set Up Moves iv) Reaction Capacity v) Fitness vi) Warm up off rink vii) Sports Mentality

5) Level 5 a) This level focuses on developing and expanding the competencies established in the earlier levels, including;

i) Tactics (defence and attack) ii) Set up Moves iii) Reaction Capacity iv) Fitness v) Sports Mentality

(B) Regional Development (I) Levels 1 and 2 of the National Development Scheme shall be conducted within each affiliated region on a monthly basis.

(II) Levels 3, 4 and 5 of the National Development Scheme shall be conducted centrally on a monthly basis.

Article XVIII. National Teams 18.01 National Coaching Director

(A) The affairs of all National Teams shall be the responsibility of the National Coaching Director, whom shall; (I) Set performance goals and co-ordinate the training programmes of all National Teams.

1) This includes the booking of all training sessions, for all National Teams. (II) Recommend candidates to the National Executive Committee for appointment as;

1) Team Coach/s 2) Team Manager/s (Delegate/s)

(III) Manage, mentor and develop Team Coaches and Managers (IV) Approve, or decline, proposed selections of players and team officials made by Team Coaches

1) All notifications of selection to a squad or team must be sent by the National Coaching Director via the Association email system and published on the official website.

(V) Submit reports for each National Executive Committee and Association General Meetings, that provide performance goals and progress updates for each team.

18.02 National Coaches (A) Each National Team (e.g. Under 17, Under 19 etc.) shall be the responsibility of a National Coach, whom shall;

(I) Be appointed by the National Executive, based on the two (2) recommendations put forward by the National Coaching Director. 1) All candidates are required to hold a minimum of;

a) Coach Accreditation Level 3 b) Referee Accreditation National - Restricted

(II) Work, on a day-to-day basis, with a Team Manager, as appointed by the National Executive Committee. (III) Report to the National Coaching Director.

(B) National Team Coaches shall; (I) Squad Selection and Training

1) Follow the directions of the National Coaching Director in the training and development of the team and in selections of players.

(II) Propose, in writing, to the National Coaching Director the names of players to be invited to participate, or be excluded, in any training squad or Team.

(III) Communication 1) Provide the National Coaching Director, with monthly reports that include information on squad members, training

attendance, performance and progress. (IV) Professional Standards

1) Act as an ‘ambassador’ of the Association, both internationally and domestically, and are expected to conduct themselves in a professional manner at all times.

(V) Be expected to develop a close working relationship with the other National Team Coaches and with Regional and Club Coaches in order to share knowledge and develop a national playing style.

18.03 National Team Managers (A) Each National Team Coach shall be assisted by a National Team Manager, whom shall;

(I) Be appointed by the National Executive, based on the two (2) recommendations put forward by the National Coaching Director. 1) All candidates are required to hold a minimum of;

a) Coach Accreditation Level 1 b) Referee Accreditation Regional - Restricted

(II) Work, on a day-to-day basis, with a Team Coach, as appointed by the National Executive Committee. (III) Report to the National Coaching Director.

(B) National Team Managers shall; (I) Training & Selection

1) Collect training fees from players and keep records of attendance, providing such to the National Coaching Director within 24 hours of each training session.

(II) Ensure that all eligible players are invited in writing to attend practises, as well as advised when no longer required to attend practices.

(III) Organise squad and team photos, including photos of each individual involved, then email them to the Marketing Executive who shall arrange posting on the website.

(VII) Competitions 1) Check and consider the rules relating to any competition a team is participating in, particularly player eligibility, and

ensure compliance of the team and its members. 2) Identify the medical requirements of each individual in the squad, prior to any tournament, and;

a) Medical facilities available at the rink the competition is held at e.g. first aid, physio etc. b) Location and contact details of the closest hospital, after hours doctor and dentist.

3) Make all transport arrangements, and identify costs, prior to departure of a squad for any training or competition. a) Check the passports of each squad member before booking travel and identify any Visa requirements b) provide tour itinerary’s, including travel, accommodation and contact details, to every member of the squad, and

their registered Next of Kin, at least 72 hours prior to departure. 4) Arrange and set mealtimes, as determined by the Team Coach, when traveling with teams, giving consideration to

match times and special diet requirements of members of the squad/team. a) Determine, with agreement of the Team Coach, and provide to team members, a Daily Programme while at

tournaments and training events. 5) Take an England flag (‘Cross of St George’) so that it can be carried in opening and closing ceremonies. 6) Immediately upon arrival at a competition, obtain a full competition draw, check it for changes, understand it and then

provide copies available to the Team Coach and the rest of the squad. 7) Organise a team photo (if possible), preferably before the first match, and email it to the National Executive, whom will

arrange for posting online. 8) Attend the meeting of Team Delegates held at every championship before the first match, representing and exercising

the vote of the Association, as directed by the National Executive Committee. a) Squad travel arrangements should not be made until the Team Manager is aware of the time, date and location of

this meeting. i) Tournament specific conditions should be confirmed and discussed at this meeting. ii) Provide the National Executive Committee and National Coaching Director with;

9) Collect all relevant documents from the players and register them at the designated time and place before the tournament.

(VIII) Before a match, 1) Have uniforms on hand and set out for the players when they enter the changing rooms, with spare socks and shorts

available for those that have forgotten or damaged their own. a) Have plenty of full water containers and refill at halftime and as required. b) Secure players’ valuables during the match and ensure the changing room is locked during the match. Valuables

should be removed even if the room is locked. (IX) During a match

1) Ensure that the team has its own first aid kit on hand, that is well stocked and located in the Reserve Bench Area, and that an individual is available at all times to the team, that has completed at least a basic first aid course.

2) Keep water containers as full as possible throughout the match, particularly in the lead up to half time. Rehydrating players whenever they request it.

3) Keep your own score card and check regularly that it is being done correctly by the officials. This includes Time Outs. (X) Half time

1) Know the requirements of the coach. 2) Help players that have specific needs (e.g. Asthma inhaler) 3) Ensure all players have plenty to drink.

1) Thank match officials and the opposition team management. 2) Gather the uniforms and organise for them to be cleaned. Also collect all equipment such as first aid kit, ice bucket,

water bottles, towels etc and replenish as appropriate ready for the next match. 3) Know correct procedure for lodging Protests & Disputes and work within the set parameters if the situation warrants it. 4) Email the match result immediately to the National Executive Committee and National Coaching Director, followed by a

match report (of not less than 100 words) with any available photos within 24 hours of the match. a) The Marketing Executive will publish these reports online to keep supporters informed.

5) Submit a Competition Report to the National Executive Committee, within three (3) days of the last match in any competition, taking the format of a diary and noting the daily schedules and any problems or aspects that worked especially well.

6) Notify individuals when they are to be involved in disciplinary proceedings and they are aware of the time, date, and venue. Also establish who is able to support them at the hearing and the procedures that will be followed.

7) Identify any injured players and ensure they receive the correct follow up treatment where necessary. This will need to be done directly after the game and then a day or so after the match. If they are in hospital, make sure their teammates and coach are aware they are and when they can be visited. This information must be recorded in the Competition Report to the National Executive.

(XII) After a competition 1) Ensure all players know when and where any function or party is to be held. They should also know what is expected of

them as representatives of England, as well as the importance of being punctual and appropriately dressed. 2) Send emails or visit to thank sponsors and others that have assisted you or the team. This includes the organisers of the

competition attended and the referees. 3) Prepare and submit a full competition report to the National Executive within 3 days of the completion of the

championship. (XIII) Considerations - Under 18’s

1) Written permission from a parent/guardian is mandatory for all players under 18 years of age, particularly if travelling, in order to participate in any training, trip or competition.

2) Act as the key point of contact for parents/guardians and help them to liaise with the Team Coach. 3) Arrange a pre-trip meeting with parents/guardians and state practise and match times, what is required of players and

what is required of parents/guardians. 4) Identify special needs of each child and keep a record. 5) Clearly set out what is expected of the players in terms of behaviour and conduct. This must be adhered to and enforced

at all times so that the players do not get confusing ideas. a) Provide a written list to parents and players so there can be no confession.

18.04 Team Finances (A) All income and expenditure of each National Squad must be accounted for to the Treasurer and recorded in the Financial

Accounts of the Association, including; (I) Payments from players for training sessions, accommodation, transportation, uniforms, equipment etc.

(II) Expenditure on venue hire, accommodation, uniforms, equipment, competition registration etc. (B) A receipt or invoice must be issued by the Treasurer for any payment requested or taken from any squad member. (C) The costs of the squad/team are to be borne prorata by the players. This includes travel, accommodation and meals. (D) The association shall provide a subsidy amounting to £9.00 for each player registered with the Association in the previous

season, which, in consultation with the Treasurer, is to be dispersed at the discretion of the National Coaching Director, between the National Teams.

18.05 Uniforms & Sponsorship (A) Teams may only wear the official uniform of the Association, which shall include playing uniform, warm up shirts and other

essential clothes. (I) Items that must be returned at the conclusion of the Competition will be advised in advance.

(B) Team Managers shall work with the Marketing Executive to obtain advertising and sponsorship, to offset as much of the squad’s costs as possible.

Schedule I. National League - Senior 1.01 Eligibility & Playing Grades

(A) Competition Grades (I) The competition shall consist of the following Grades; 1) Senior

(II) The competition shall consist of the following Divisions 1) Premier 2) Division 1

1.02 Qualification, Notification, Acceptance & Replacement (A) Number of teams

(I) The number of teams in the competition shall be; 1) Premier: Nine (9). 2) Division 1: Six (6) to Nine (9)

(B) Entry & Qualification (I) Entry to the competition is; 1) Premier: Via promotion and relegation from Division 1. 2) Division 1: Upon acceptance of application by the National Executive Committee.

(II) At the end of each season the last placed team of Premier Division shall play one (1) match against the winner of the Division 1, with the winner taking next Seasons competition place in Premier and the other relegated to Division 1.

1) The venue for the Play Off will be booked by the Competition Secretary at the beginning of the season. 2) The Play Off match will be played within fourteen (14) days of the last match of the Premier League and National League.

(III) Clubs in the competition are automatically considered to have accepted their competition place for the following season. 1) Clubs wishing to decline participation in the Competition must notify the Association via the prescribed online form prior

to 30 June each year. 2) Upon receipt of a notice from a Club, via the prescribed online form, declining its place in the Premier Division

competition, the Competition Secretary must within 1 day send the next highest finisher from the Division 1 competition Notice of Qualification.

(IV) Clubs wishing to decline participation in the Competition must notify the Association via the prescribed online form within 3 days of receiving Notice of Qualification.

(V) The Treasurer shall send an invoice by 30 June each year, for the next Season Competition Entry Fee, that must be paid within seven (7) days of issue.

1) Late payment will result in the compulsory doubling of this Fee. (VI) Players under the age of 20 years playing in Division 1 may play in up to three (3) Premier League fixtures for their Club,

before being required to play only in the Premier Division for the remainder of the season. 1.03 Officials

(A) Premier Division (I) The system for allocating referees to matches shall be per Rule 10.14(B)

(II) Clubs from within the same Region will equally share the costs of referees that officiate the Home matches of Teams from within that Region only.

(III) The Association shall initially pay these expenses, then in December and June of each year the Association Treasurer shall invoice clubs in the competition, whom shall then have 14 days to pay.

(B) Division 1 (I) The system for allocating referees to matches shall be per Rule 10.14(A)

1.04 Venues & Costs (A) The costs of each Premier Division Home fixture shall be the responsibility of the Home Club. (B) The costs of each Division 1 Home Tournament shall be the responsibility of the Home Club.

1.05 Marketing & Spectator Fees (A) The Marketing Executive of the Association shall, at least seven (7) days before each tournament, email all registrants of the

Association with notice of each fixture of the competition with an invitation to attend. (B) Home clubs are encouraged to charge a fee for spectators. (C) Players and Officials of teams competing in that fixture shall be exempt from any charge. (D) No team may have more than five (5) Officials, all of whom must be registered with the Association and have their name

recorded on the Match Sheet for that fixture when entering the venue. (E) Home clubs are strongly encouraged to arrange for the recording and streaming online of all competition fixtures, providing

the Marketing Executive of the Association with a link to access and publicize all such recordings. 1.06 Competition Format & Fixtures

(A) Competition Format – Premier Division. (I) The competition shall be contested on a Home and Away basis, with each team playing the other twice on a round robin

basis. (II) Upon notification by the Competitions Secretary of fixture dates, the teams involved in the competition are required to

agree to the fixture date or mutually agree an alternative date with the Away club within twenty-one (21) days of issue. 1) Within seven (7) days of this deadline, the Competition Secretary shall issue a determination.

2) Clubs unable or unwilling to conform to this determination shall be deemed to forfeit the fixture. (III) Alteration to fixture dates may only be allowed by the Competitions Secretary in situations of ‘Force Majore’ and

exceptional circumstances relating to venue availability. 1) In such situations, the participating clubs are required to agree an alternative date, and advise the Competition Secretary,

within seven (7) days. 2) Within seven (7) days of this deadline, the Competition Secretary shall issue a determination.

(IV) Clubs unable or unwilling to conform to this determination shall be deemed to forfeit the fixture. (V) At the conclusion of the League the; 1) Competition winners shall be proclaimed “Champions Of England” and be eligible to enter the European League

Competition. 2) Teams in 2nd, 3rd and 4th positions are eligible to enter the European WorldSkate Competition. 3) The Team in last position shall contest ‘Play-Offs’ and face relegation per Rule 1.02(B).

(B) Competition Format – Division 1 (I) The competition shall be contested on a Tournament basis, with each team playing the other twice on a round robin basis.

(II) Upon notification by the Competitions Secretary of Tournament dates, the teams involved in the competition are required to agree to the fixture date or mutually agree an alternative date within twenty-one (21) days of issue.

1) Within seven (7) days of this deadline, the Competition Secretary shall issue a determination. 2) Clubs unable or unwilling to conform to this determination shall be deemed to forfeit the fixture.

(III) Alteration to fixture dates may only be allowed by the Competitions Secretary in situations of ‘Force Majore’ and exceptional circumstances relating to venue availability.

Schedule II. National League - Youth 2.01 Eligibility & Playing Grades

(A) Competition Grades (I) The competition shall consist of the following Grades; 1) Under 19 2) Under 17 3) Under 15 4) Under 13

(II) Players may participate in more than one Competition Grade, subject to age eligibility. (B) The Association shall only arrange competition for a Grade when at least two (2) Regions conduct leagues for that Grade,

that comprises of at least four (4) teams in each. (I) When this requirement is not satisfied, the National Executive Committee may choose to conduct a competition for a

different Grade that meets the criteria. (C) When only one (1) Region conducts a league, that is comprised of at least four (4) teams, for a Grade, per Schedule 2.01

(A)(I), the Association must conduct a 1 day National League Finals tournament for the four (4) highest placed teams from that Region league.

2.02 Qualification, Notification, Acceptance & Replacement (A) Number of teams

(I) The number of teams in the competition shall be six (6). (B) Entry & Qualification

(I) Entry to the competition is via qualification from each season’s regional competition, with; 1) 1st and 2nd placed teams of each Region’s competition (making 6 teams total) gaining entry. 2) Regions must notify the Competition Secretary of the final placings in their competition by the last day of the Regional

Season - Bye Law 1.02(A)(I). (C) Qualified teams shall be referred to in these rules and as;

(I) 1st Place: NC1, EC1, SEC1 (II) 2nd Place: NC2, EC2, SEC2

(D) The Competitions Secretary must issue a Notice of Qualification to qualifying clubs within 3 days of the conclusion of the Regional Season.

(E) Clubs qualifying for the competition are automatically considered to have accepted their competition place. (F) Clubs wishing to decline participation in the Competition must notify the Association via the prescribed online form within 3

days of receiving Notice of Qualification. (G) Upon receipt of notice from a Qualifying Club via the prescribed online form declining its place in the competition, the

Competition Secretary must within 1 day send the next highest finisher in that region competition Notice of Qualification, until the vacant place is filled by a team from that Region.

(H) Should no team from a Region/s take up the available competition place/s, the Competition Secretary shall allocate these additional places to Region/s that have entered, with award to teams per Bye Law (e).

(I) Where the playing season is unavoidably truncated due to a national crisis such as a Pandemic, the National League programme for defining the National League Champion for approved regional leagues to progress to National Leagues, shall be contested as follows: On a 1 tournament basis, with only 4 teams per age group taking part. 1 winner per region, plus 'Best 2nd place' team adjudged from the 3 regions.

2.03 Competition Format (A) The competition shall be contested on a Tournament basis, with each team playing the other twice. (B) The teams from each region will attend;

(I) Regional Derby - 1 Tournament per region 1) A tournament contested by the qualifying club teams of the region they qualified from. 2) Teams play against the other team from their region twice. 3) All competition Grades shall play at the same tournament.

(II) Home Tournament - 2 Tournaments per region 1) A tournament contested by the qualifying club teams of two (2) regions. 2) Two (2) matches per team attending 3) Teams do not play against the other team from their region, as these matches were contested at the Regional Derby.

(III) Away Tournaments - 2 Tournaments per region 1) A tournament contested by the qualifying club teams of two (2) regions. 2) Two (2) matches per team attending 3) Teams do not play against the other team from their region, as these matches were contested at the Regional Derby.

(C) Combined Tournaments (I) The tournaments of the following Competition Grades will be conducted on the same day at the same venue; 1) Senior & Under 17: 2nd & 4th Saturday of the month 2) Under 19 & Under 15: The Sunday following above

(II) Applications for entry to the competition required to be lodged on the Prescribed online form by 1 February each year. (III) The Competitions Secretary must issue a Notice of Qualification to all qualifying clubs within three (3) days of the

conclusion of the closing date for competition entries. 3.03 Competition Format

(A) Competition Format & Rounds (I) The competition shall be contested as follows; 1) Senior Grade: Single match elimination basis, played at Home or Away 2) Youth Grades: On a tournament basis

3.04 Fixtures (A) Match Draw

(I) The Competition Secretary must within seven (7) days of competition entry closing, conduct a public draw to allocate teams to matches and notify the outcome to all clubs and Regions.

3.05 Grand Final (A) A single Cup Finals Day shall be conducted toward the end of each season, where the last two (2) teams remaining in the

competition in each Grade shall contest a Grand Final. (B) The winners of each Grand Final shall be proclaimed “National Cup Champions Of England”

Schedule IV. Inter-Region Championship 4.01 Eligibility & Playing Grades

(A) Competition Grades (I) The competition shall consist of the following Grades; 1) Senior 2) Women 3) Under 19 4) Under 17 5) Under 15 6) Under 13 7) Under 11

(B) Players may participate in more than one Competition Grade, subject to age eligibility. 4.02 Qualification, Notification, Acceptance & Replacement

(A) Number of teams (I) The number of teams in each competition grade shall be three (3), being one (1) representative team per Affiliated Region.

4.03 Entry & Qualification

(A) Affiliated Regions are automatically considered to have accepted their competition place for the following season. (B) Affiliated Regions wishing to decline participation in the Competition must notify the Association via the prescribed online

form, by 1 April each season. (C) Should an Affiliated Regions decline their place in the competition no replacement team shall be allowed. (D) Affiliated Regions must submit their Team List to the Competitions Secretary via the prescribed online form, at least seven

(7) days prior to the competition. 4.04 Officials

(A) Each Affiliated Region must contribute; (I) Two (2) referees and two (2) timekeepers, of approved accreditation, for each team it has entered in the competition,

whom must officiate the fixture in that grade not involving their Affiliated Region. 4.05 Competition Format

(A) Competition Format & Rounds (I) The competition shall be contested on a Tournament basis, with each team playing the other once.

(II) Tournament (III) The tournaments with multiple grades in attendance may be conducted at the same venue.

4.06 Fixtures (A) Each season competition fixtures shall be arranged by the Competition Secretary.

Schedule V. Peter Wimble Cup Tournament 5.01 Eligibility & Playing Grades

(A) Competition Grades (I) The competition shall consist of the following Grades; 1) Veteran

(B) Qualification, Notification, Acceptance & Replacement (I) Entry to the competition is open to Club teams, via application on the prescribed online form and payment of the team

Entry Fee. 1) Foreign teams may enter the competition.

(II) Up to ten (10) Teams may enter the event, which shall be organised on a tournament basis with teams organised into groups

(III) Goalkeepers may be underage providing they have not played that position in any Senior or Under 19 National Team in the previous 3 seasons.

(C) Competition Format (I) The competition shall be contested on a Tournament basis, with teams organised into groups and contesting each other

team in their group once. 1) The number of groups shall be at the discretion of the organiser

(II) Semi-finals and final will be organised with the winner declared Champion. (D) Fixtures

1) The Fixtures shall be determined by the Competition Secretary and Published at least seven (7) days prior to the competition.
