I am privileged again to
get this opportunity on
this space to communi-
cate with the Jozini
Community and other benefi-
ciaries.
The financial year 2013/2014
has began and that simple
means the people of Jozini
are waiting for what we have promised for during
our public participations that took place between
May/June months. I just want to emphasise that no
other projects other than prioritised will be done in
the wards for the people because the service is for
them not for any Municipal Official or Council-
lor. Hopefully all our ultimate goals will be
reached through Operation Sukuma Sakhe ,
where we expect all Jozini citizens to cooper
ate to engineer collective efforts to change
the lives for all and obviously do more.
As we start 2013/2014 Financial
year we promise to align your
budget through what we have
been doing during public pati-
cipation. We, again like to
remind our commnity
about the national priorities which involve,
education as one of them, that as Jozini Mu-
nicipality we are continuing in endeavouring
bursaries to all young people who wants to
enrol in skills development studies especially
scarce skills.
On the 19th June 2013 we hosted the Parlia-
mentary Careers EXPO where again we are
pushing by all means to bring as much infor-
mation as possible to the Jozini Citizens.
Therefore I urge all Matriculates to start now
do their applications for admission to tertiary
institutions as to place themselves on a very
better chances to receive bursaries.
To the family of Jozini Municipality, without
you nothing should have happened. Let us
continue make a legacy to the live of the peo-
ple so that when we are done one could see the
marks and say well done. You must acknowl-
edge the opportunity God has given you be
cause others could not get it, and excel to your
level best.

As an Accounting Officer of
Jozini Municipality I am de-
lighted to announce that Jozini
Operation Sukuma Sakhe is
doing a tremendous job in in-
tegrating the services to the
community.
And mind you, where ever the service is being sup-
plied, there will always be insufficiency and discon-
tents, and as a result, the municipality has devel-
oped a mechanism for Customer Care e.g. Complaint
mechanism and client surveys to redress dissatisfac-
tion but, hopefully together we will do more than
expected.
Articulating the most important item is of course,
the visit of the Auditor General and the commitment

made by the Leadership and the Administration in
ensuring that the audit status of the municipality is
gearing on the road to a clean 2014 audit. It is in-
deed an attainable objective if the municipality can
glue to its vision and mission statement.
I therefore plead for the continuation of the commit-
ment shown by the Administrators, public & private
sectors, business sector and stable political climate
in the Jozini Municipality because scattered we fall
but together we stand.

Introduction and Background
The Chapter 5 of the Municipal Sys-
tems Act No. 32 of 2000 requires all
South African Municipalities to com-
pile the IDP and Review it on annual
basis as per the requirement of Sec-
tion 34 of the Act.
The IDP is the out-
come of the planning
process and it is the
key tool for guiding
and informing all
planning, budgeting,
management and
good decision-making
for the benefit of the
communities of the
municipal area.
Under the new Con-
stitution, municipali-
ties have been
awarded major devel-
opmental responsibilities to ensure
that the quality of life for its citizens
is improved.
The role for local government in-
cludes provision of:
1) Basic Services;
2) Creation of jobs;
3) Promoting democ-
racy; and
4) Accountability
and Eradication of
poverty
The IDP has been designed in a very much feasible and economizing way at Jozini Municipality. It is ward based for each ward out of 20 that exist.
This is emanating from the Mayoral Budget Speech
eluded by Honorable Mayor Cllr. B.N. Mthethwa on the
9th of April 2013 at Gujini, ward4.
Every community member is taking a full responsibility in making inputs to the budget in place.
Therefore the community in this also
directing on the basis of prioritization
of their small projects. Hopefully it will
be good news for all Jozini community
that their budget has been increased
by 37%.
This budget will contribute to the five
year plan in place of poor access to
basic infrastructure, maintenance of all
towns., improve poor access to land,
high unemployment rate, poverty, lim-
ited Resources, poor access to social
development services (rural communi-
ties) , Jozini has an estimated number
of households of about 38 991, of that
13 806 HHs still do not have access to
water (35%), 13 676 HHs is without
access to sanitation (35%) , Jozini Mu-
nicipality has a huge backlog for elec-
tricity, 37 020 HHs out of 38 991 still do
not have access to electricity (95%),
ESKOM is already addressing this huge
backlog and about R37m (Dpt of En-
ergy) will be spent on electrification
projects for Jozini Municipality , 90% of
the population earns less than R1 600
per month, & about 16 425 of house-
holds (49%) has no income at all.

Crime: Its Cause and Treat-ment
Many writers claim that nearly all crime is caused by economic
conditions, or in other words that poverty is practically the whole cause of crime. Endless statistics have been gathered on this sub-ject which seem to show conclu-sively that property crimes are
largely the result of the unequal distribution of wealth. But crime of any class cannot be safely as-
cribed to a single cause. Life is too complex, heredity is too variant
and imperfect, too many separate things contribute to human be-
havior, to make it possible to trace all actions to a single cause.

On the 19th July 2013 the Jozini Municipality led by the Mayor Cllr.
B.N. Mthethwa, Senior Members
of the Parliament of KwaZulu-
Natal, Chairperson of Safety &
Liaison from the office of the MEC. Willies Mchunu, Mr. Ish-
mael Ntuli, Municipal Councilors,
Amakhosi as well as the capacity of 3000 community members gath-
ered in prayer for the recovery of
the former President Dr. Nelson
Mandela coupled with crime awareness campaign at Ward 4
eGujini.
This has been a tremendous action in this ward following the call of
the MEC Willies Mchunu earlier
this year in the same ward against crime. It seems as if nothing is
being recovered in terms of hu-
manity in this ward.
Recently, a cer-tain woman
was going at
work but ended up being killed
b e f o r e s h e
reached her destination. Therefore this has also brought the Municipal-
ity to do an intervention by bringing
this awareness in a form of Opera-tion Sukuma Sakhe in order to give
attention to all Public service de-
partments.
Mr. Ishmael Ntuli emphasized the
importance of humanity and passion
on his speech as a guest speaker by
quoting inspiration conclusion
clause of the then President Dr. Nel-
son Mandela`s address to a rally in
Cape Town on his release from
prison, 11 February 1990 where he
said , “I have fought against white
domination and I have fought
against black domination. I have
cherished the ideal of a democratic
and free society in which all per-
sons live together in harmony and
with equal opportunities. It is an
ideal which I hope to live for and to
achieve. But if needs be, it is an
ideal for which I am prepared to
die”
The overarching objective of Mandela Day is to inspire indi-viduals to take action to help change the world for the better, and in doing so build a global movement for good. Ultimately it seeks to empower communi-ties everywhere. “Take Action; Inspire Change; Make Every Day a Mandela Day.”
Individuals and organizations are free to participate in Mandela Day as they wish. We also as Joz-ini Municipality however urge everyone to adhere to the ethical framework of “service to one’s fellow human”.
The Municipality has taken an initiative of collecting clothes and food from individual and business people to make change for the neighbor.

The Department of Eco-nomic Development and Tourism in KwaZulu Na-tal led by Mec Mike Ma-buyakhulu held a 3 Days Mandela’s Children Ca-reer’s Expo at Jozini on
the 19th-21st June 2013.
What is The Careers Expo?
T he Careers Expo” is designed as an exhibition that provides both
current and prospective students with the necessary tools to succeed in professional tertiary education and beyond. It is the only opportu-nity the MEC Mike Mabuyakhulu is offering for especially all rural learners and post graduates to mix, mingle and meet the best employers from across the Prov-ince, Universities, and Student Fi-nance houses, find out about accom-modation & student loans and bur-saries. All Public, Private, Civil society
and Business society converge to-gether to offer help for the career needy young people. The initial concept was to aid in pro-curing student accommodation, but now has broaden its scope to en-compass a breadth of information to facilitate a successful, fulfilling and stress-free student experience. Jozini Graduates have benefited in exploring career opportunities both locally and internationally, learning how to develop and write an effec-tive and professional CV, gaining in-valuable interview skills to secure their desired professional position and also meeting with other gradu-ates for information sharing. Jozini Prospective Postgraduate students have benefited in meeting with rep-resentatives from a wide-range of universities to determine which post graduate program & PHD’s best meets their needs, gaining insight and career advice from leading field specialists to better understand the expectations and roles of their con-templated professions, equipping to make educated decisions regarding their futures through dis-

11 R9m The project currently is about 92% complete, we are just awaiting outages. Engineers have a meeting on Monday next week with the TSC from Eskom to finalize dates regarding the outages. The contractor is on site, but is only completing the last few loose ends regarding house connections, and Bush Clearing. He will remain on site until the outage schedule has been confirmed. Once we have the outage Schedule we will have a greater understanding on when the final completion will take place and the people will be connected.
