ARTICULO I

El nombre de esta organización es International Cha-

plains of America, Inc. Esta organización es evangélica.

. Nuestra organización es reconocida y designada como

Voluntarios en el Servicio de Policía de Programa

(VIPS) y apoya nuestro voluntariado aplicación de la

ley. La Asociación Internacional de Jefes de Policía ma-

neja el Programa nacional de VIPS, en colaboración con

la Oficina de Asistencia Judicial, Oficina de Programas

de Justicia, y el Departamento de Justicia de EE.UU.

Esta organización está debidamente registrada bajo la

sección 402 de la ley para corporaciones sin fines de

lucro del estado de New York.

También está registrada bajo la ley en el estado de

New Jersey como corporación Domestica sin fines de

lucro con el número de identificación # 0400340940.

Sección 1-

La palabra asociación indica un conjunto de

ARTICULO II

Objetivos

1. Promover el evangelio de Cristo a todos los

necesitados libres o encarcelados, y su propósito

Article I The name of this organization is International Chaplains

of America Inc. This organization is evangelical.. This

organization is recognized and designated as a Volun-

teers in Police Service (VIPS) Program and supports our

law enforcement volunteerism. The International Associ-

ation of Chiefs of Police manages the national VIPS

Program in partnership with the Bureau of Justice Assis-

tance, Office of Justice Programs, and the U.S. Depart-

ment of Justice.

This organization is properly registered under

section 402 of the Not-For-Profit Corporation Law

of the state of New York. It is also registered in the

state of New Jersey as a Domestic Non-Profit

corporation and was assigned identification number

# 0400340940.

Section 1

The word association indicates a group of people

organized for a joint purpose and legal body formed

by them.

Article II Objective

1- Promote the Gospel of Jesus Christ to all in need

free or imprisoned. Its fundamental purpose is to

cooperate by attending in natural disasters or

do ayuda espiritual y corporal a todas las institu-

ciones del país como: prisiones, hospitales, poli-

cías, bomberos, defensa civil, ejército, y otras or-

ran los servicios de un capellán.

2. Los miembros de esta organización sin fines

de lucro, son personas capacitadas corporal

y espiritualmente para atender cualquier

emergencia ocurrida en el país.

Son cuidadosamente escogidos para estas

funciones.

ARTICULO III

Gobierno

A. Teocrática y Representativa

Sección I – Teocrática

La organización está sometida primeramente a la

voluntad de Dios, quien nos guía y nos ayuda al

sostenimiento espiritual, ya que la misma esta

comisionada para ministrar la palabra de Dios.

Article XII


1. New members will fill out an application for

entry and is required to have:

a) If the applicant is not a U.S citizen he/ she

will have to present a passport or any doc-

ument of residence or citizenship.

b) Drivers license

c) Application must be approved by the

Founding President and the Central Board

of Trustees.

2. New Candidates should attend the Chaplaincy

classes; pass the exams and then graduate as a

certified Chaplain.

3. Should be present in all meetings.

a) If for any reason the Chaplain has to miss

a meeting he should contact his District

Director or the Central Board of Trustees.

b) Should also have a valid written excuse.

c) If the member misses three meetings

without a valid excuse, he will be

sanctioned and his case will be transfer

to the Disciplinary Board.

ARTICULO XII


1. Los miembros nuevos llenaran una aplicación

de entrada y se le requiere:

a)- Si no es ciudadano Americano traerá el

pasaporte o algún documento de residencia

o ciudadanía que obtenga.

b)- Licencia de conducir (si la tiene).

c)- Serán aprobados por el Presidente y la Junta

Central.

2. Deben asistir a tomar las clases de capellanía y

pasar unos exámenes para luego pasar a hacer

capellán graduado. Educación continúa.

3. No debe faltar a las reuniones de la Asociación.

a)- Si por alguna razón tuviera que faltar, tenga

la bondad de comunicarse con su Director de

Distritos o la Junta Central.

b)- Deberá traer una excusa válida por escrito.

c)- De faltar tres veces consecutivas sin excusa

válida será sancionado y su caso será

transferido a la Junta Disciplinaria.

Section 1: Theocratic

This organization is firstly submitted to the will

of God, who guides and helps us by supporting

our spiritual life since it is commissioned to min-

ister the word of God.

conferido a cualquier persona que es aceptada como

miembro para tomar parte de la organización y sus fun-

ciones dentro de la misma.

La International Chaplains of America, Inc es una

organización formada de ministros, pastores, laicos

y personas cualificadas para ejercer estos cargos

formando una misma fe.

Esta organización estará legítimamente reconocida

en todos los países donde sea posible establecerla.

Se registrara conforme a las leyes civiles de cada

nación o país. Se sujetara a las autoridades superiores

o leyes del estado cuando estas no conflijan con las

leyes de nuestro Padre Celestial.

Article X

Academic Institution

The Association has the means of preparation

for its members. To better discipline the

Chaplains, they will learn military formation

such as the salute and the military march.

They will also learn to recognize the military

and civil ranks of each nation.

Chaplaincy

1. A Chaplain Diploma will be given to the chaplain

candidates once they have graduated from the

Chaplaincy courses.

2. This organization is affiliated to the Theological

Seminary and college of Florida Inc.

3. Advanced studies at a university and college lev-

a) Baccalaureate

b) Masters

c) Doctorates

d) Various specialized courses

Institución Académica

La Asociación contara con los medios de

preparación de su membrecía. Aprenderán

formación militar como el saludo y marcha

militar para que los capellanes estén disciplinados

como corresponde. Reconocerán los rangos

militares y civiles de cada nación.

Capellanía

1- Diploma de capellán después de los estudios

que se requiere.

2- Esta organización está afiliada a el Theological

Seminary and College of Florida, inc. (Colegio

Teológico Seminario de la Florida, Inc..)

3- Estudios avanzados a nivel universitario y de

colegio:

a) - Bachilleratos

b) - Maestrías

c) - Doctorados

d) - Cursos especializados

1- Primeros auxilio (CPR)

2- Violencia Domestica

3- Manejo y control del estrés y etc.

Section 2: Representative

It is the ecclesiastical hierarchy right that is conferred

on any person who is accepted as a member to take

part and function in this organization.

Article IV

Organization

Section 1

International Chaplains Of America Inc is an

organization composed of ministers, Pastors, Laymen

and people who are qualified for these positions

forming the same faith.

Section 2

Headquarters is located at 665 E 220th St. Bronx, NY

10467

Section 3

This organization will be legitimately recognized in

every country where it is possible to establish it. It

will be register under the civil laws of each nation.

This organization will be summit to high authorities

of any country or state laws when they are not in

conflict with the laws of our heavenly Father.

personas casadas del mismo sexo lo cual va en

contra de nuestra creencia religiosa establecidas

en la Biblia. San Mateo 19:4-6 dice:

“El respondiendo, les dijo: no habéis leído que el

que los hizo al principio, varón y hembra los hizo,

y dijo: Por esto el hombre dejara padre y madre, y

se unirá a su mujer, y los dos serán una sola carne?

Así que no son ya dos, sino una sola carne; por

tanto, lo que Dios junto, no lo separe el hombre.”

Article VIII

Meeting and determination of quorum

The Central Board of Trustees will held regular

meetings. Special meetings will be held wherever

necessary. Members will be notified of such meet-

ings by mail and by phone. Quorum is determined

by half plus one.

Article IX

Ascension of ranks

Ascension of ranks will be done through a study

of the work done by members. Recommendations

will be made by the Central Board of Trustees

and approved by the Founding President of this

association.

1. Only Candidates to be promoted for a higher rank

will be evaluated annually on its merits, work and

cooperation in this organization also with assistance

and quota up to date.

2. The ranks will be given in succession.

ARTICULO VIII

Reuniones y Determinación de Quórum

La Junta Central celebrara reuniones ordinarias.

Podrá citar a reuniones extraordinarias toda vez

que sea necesario. Se notificara a los miembros a

dichas reuniones por correspondencia y por telé-

fono. Se determinara quórum a la mitad mas uno.

ARTICULO IX

Ascenso de Rangos

Serán hecho por medio de un estudio del trabajo

hecho por los miembros y serán recomendados

por la Junta Central y aprobados por el Presidente

General Fundador de la Asociación.

1- Solamente se evaluaran los candidatos a

oficiales anualmente por sus meritos, trabajos,

cooperación a la organización y labor realizada,

asistencia y cuota al dia.

2- Los rangos serán en sucesión.

Section 4

This organization does not accept as members

married couples of the same sex. This goes against

our religious beliefs established in the Bible San

Mathew 19:4-6 says “Haven’t you read, he replied

that at the beginning the Creator made them male

and female and said for this reason a man will leave

his father and mother and be united to his wife, and

the two will become one flesh? So they are no long-

er two, but one. Therefore what God as joined to-

gether, let man not separate.”

ARTICULO V

Definición

A. Presidente Fundador

Será el que represente la organización en asuntos

legales del gobierno y todo asunto en general que

tenga que ver con la organización.

El Presidente Fundador y la cofundadora,

la esposa, sus posiciones son Vitalicios

(permanente).

B. Junta Central

Está compuesta por:

Presidente Fundador y cofundadora (esposa)

Vicepresidente

Secretario

Tesorero

Director Asociado # 1

6. Members cannot belong to a secret organization

or another Chaplaincy.

7. This organization and none of its members engage

in political campaigns. They only fulfill their

constitutional right to vote.

8. It is the duty as a Chaplain to congregate in a

Chaplain is not fulfilling his duties as a member

in full communion. If the member is put in

Discipline by his Pastor he will automatically

loose his role as a Chaplain. In the event that this

Chaplain completes his discipline, the Chaplain

has the right to request a hearing with the Central

Board of Trustees to be reinstated as an active

member of this association.

6- No puede pertenecer a ninguna organización

secreta o a otra capellanía.

7- Esta organización y ninguno de sus capellanes

se envuelven en campañas políticas; solo

cumplen con su derecho constitucional al voto.

8- Como capellán su deber es congregarse en su

Iglesia. De no asistir los días establecidos de culto

en su Iglesia, el Pastor se comunicara con la Junta

Central para explicar que el capellán no está

cumpliendo con su deber como miembro en plena

comunión. Si el capellán es puesto en disciplina

por su Pastor automáticamente queda fuera de sus

funciones como capellán. Es mandatorio entregar

placa, parchos e identificación. De cumplir con su

disciplina tiene el derecho de pedir una audiencia

con la Junta Central para ser reinstalado como

capellán.

A. Founding President

He will represent this organization in all legal

matter of the government and all issues concerning

this organization. The Founding President and co-

founder, his wife, their positions are permanent.

B. The Central Board of Trustees

This is composed of:

1. El Presidente Fundador con la Junta Central

distribuye tareas a sus miembros en general.

2. Cita para reuniones y asambleas

3. Redacta las reglas y normas que rigen la

organización.

4. Supervisa y vela por el bienestar de la

organización

Directores de Distritos

1. Los Directores son nombrado por el Presidente

Fundador en Estados Unidos y fuera de los

Estados Unidos donde sea incorporada esta

organización.

2. Rendirán informe de sus trabajos a la Junta

Central.

3. Cumplirán con los reglamentos establecidos

por la Junta Central.

4. Son los que imparten clases a los nuevos

candidatos a capellán.

Junta Disciplinaria

Estará compuesta por cinco miembros de la Junta

Central. Serán capacitados para juzgar teniendo

conocimiento pleno de las leyes y prácticas de la

organización. Deben ser imparciales en todo acto.

Esta junta es para disciplinar y sancionar a todo

miembro de la asamblea que haya cometido una

falta en contra de las reglas y normas de esta

organización sin acepción de personas.

The front left side of the shirt will have a metal

badge with the seal of our organization in

the center. Below the badge there will be a metal

identification plate with the last name of the

Chaplain. On the front right side of the shirt there

will be a metal identification plate with the word

Chaplain/ Capellan. This Chaplaincy will use the

United States ranks in metal or fabric. In other

countries the Chaplains will use the ranks of the

correspondent country and the patch of the Unit-

ed States flag will be changed to the flag of the

country where this organization is established.

As long as the authorities in that country give

permission to use their military ranks.

4. Must provide economic assistance for the

support of this association since this is a nonprof-

it organization.

5. It is the duty of each member to fulfill the task

assigned by the Central Board of Trustees.

Se usara una placa de metal con nuestro sello en

el centro y el número de identificación del cape-

llán en la parte inferior de la misma. Esta placa

se usara en el lado izquierdo de la parte frontal de

la camisa y debajo de la placa tendrá una identi-

ficación de metal con el apellido del capellán.

En el lado derecho de la parte frontal de la cami-

sa tendrá otra identificación de metal con la pa-

labra Chaplain/Capellán. Esta Capellanía usara

rangos de los Estados Unidos de América de me-

tal o de tela. En otros países se usara rangos del

país correspondiente y el parcho de la bandera

Americana cambiara al del país donde se encuen-

tre establecida la organización. Siempre y

cuando las autoridades de ese país den el permi-

so para utilizar sus rangos militares.

4- Deberán de aportar una ayuda económica para

el sostenimiento de la asociación, ya que esta

ópera sin fines de lucro

5- Es un deber de cada miembro cumplir con las

tareas asignadas por la Junta Central.

1. The Founding President with the Central Board

of Trustees distributes assignment to the

members of ICA.

2. Set the dates for meetings and assemblies.

3. Drafts rules and regulations governing this

organization.

4. Oversees and ensures the welfare of this

organization.

C. District Directors

1. Directors are appointed by the Founding

President in the United States and outside the

United States where this organization is

incorporated.

2. Shall report his work to the Central Board of

Trustees.

3. Will comply with the regulations established by

the Central Board of trustees

4. They are to teach classes to new Chaplain

Candidates.

D. Disciplinary Board

1. The Disciplinary Board shall consist of five

members of the Central Board of Trustees. They

are qualified to judge having full knowledge of

the By-laws and practices of this organization.

They also must be impartial in any act.

2. This Board is to discipline and sanction any

member of the assembly who has committed an

offense against the rules and regulations of this

organization. No respecter of any person.

En caso de suspensión o Renuncia

1. Se le notificara por escrito por medio del correo

con carta certificada y confirmación de recibo.

2. Tendrá diez (10) días laborales para contestar la

notificación si no está de acuerdo.

3. Se le dará consejería para ayudarle.

4. Luego pasara por la Junta.

5. La Junta Disciplinaria juzgara con justo juicio.

6. El Presidente Fundador será el que haga la

suspensión.

7. El Capellán entregara todo lo perteneciente a la

capellanía como:

Tarjeta de Identificación, placa y parchos.

ARTICULO VI

Admisiones de Miembros

Requisitos:

1. Los nuevos miembros serán recomendados

por los pastores.

2. Serán aprobados por el Presidente Fundador y

la Junta Central.

3. La edad mínima para ingresar a la asociación es

de 18 años en adelante.

Article VII

Duties and Rights of members

1.Members are committed to God, his church, his

council and then to the ICA. Every Chaplain has

to submit themselves to their Pastor. (Hebrews

13:17) Whichever Chaplain that does not submit

to their Pastor will be expelled from ICA.

2. It is the duty of every member to attend meetings

of this organization.

3. A uniform is required for its activities such as a

navy blue uniform pants for men and a navy blue

skirt for women with a length reaching below the

knees; a light blue shirt, navy blue tie for men

and a bow tie for women, black uniform shoes, a

black uniform belt and a 8 point cap. The 8 point

cap will have a badge with the seal of this associ-

ation in the center with the phrase “serving the

communities”. On the left sleeve of the shirt

there will be a round patch with the seal of this

organization. The right sleeve will have a round

patch with the American flag (in case this

organization is incorporated in another country

the flag of that country will be used).

ARTICULO VII

Deberes y Derechos de los Miembros

1- Los miembros están comprometidos con Dios,

su Iglesia, su concilio y luego con la ICA

(International Chaplains of América, Inc). Los

Capellanes estaran sujetos a sus Pastores como lo

establece la Biblia. (Hebreos 13:17) Cual quier

capellán que no se sujete a su pastor tendrá que

recunciar a la ICA.

2- Es deber de cada miembro asistir a las reuniones

de esta asociación.

3- Se requiere un uniforme para sus actividades,

así como un: pantalón azul marino para los

caballeros y para las damas falda azul marino

de uniforme con un largor que llegue debajo de

las rodillas, camisa azul claro, corbata azul ma-

rino para los caballeros, lazo negro para las da-

mas,

zapatos negros de uniforme, correa negra de

uniforme y una cap de 8 puntos.

La cap (gorra) de 8 puntos tendrá una placa

con el sello de la asociación en el centro con la

frase “Sirviendo a las comunidades (Serving the

Communities). También un parcho de la

asociación en la manga izquierda y un parcho

de la bandera Americana en la manga derecha

(en caso de que la capellanía este incorporada

In case of suspension or resignation

1. The member will be notified with a certified letter

sent in the mail and a certified as a confirmation

2. In case of suspension will have 10 (ten) working

days to answer the notice if not in agreement.

3. The member will receive counseling to be helped

with his/her decision of resignation or the

decision of suspension made by the Founding

President.

4. The member will then pass by the Board

5. The Disciplinary Board will judge with righteous

judgment.

6. The Founding President will make any

suspensions.

7. The Chaplain will give all belongings pertaining

to this Chaplaincy such as ID card, Badge and

patches.

Article VI

Admission of members

Requirements

1. New members will be recommended by their

Pastors.

2. Shall be approved by the Founding President and

the Central Board of Trustees.

3. The minimum age to join this association is of 18

years and older.
