Spending 10 daysin Putnam Countyin rural Illinoisbrought an acuteawareness of theurgency ofcommunity. Smalltowns can only

thrive with this sense of communityand what that means. How is it thatthe streets are clean; the businessdistrict is well-cared for, the homesare pristine, the lawns are manicuredand well-attended? Everywhere youlook, there is pride of ownership andcommunity driven projects that keepthe parks, streets and sidewalks clean.Public Safety and Quality of Life isnot driven by public funds but bycommunity. A united combination ofefforts to keep the parks mowed andthe baseball diamond clear, thedugouts painted. The sidewalks areweed free and gum free. No Graffiti!

How can a small number of peopleachieve this? Will these communitieslose focus as they grow or will theyhave more resources to becomestronger. Community is all we needas long as we unite.

Our 4th Annual Fine Wine & Food Festival will be ourmonthly mixer on Wednesday, September 22nd, 2010.This is a sparkling event which we all look forward toeach year. The Auto Gallery -Porsche/Audi will be thehost of our elegant showroom location. Chamberrestaurants are hosting food samplings. CorporateSponsors will be pouring fine wines to pair with ourdelicious food tastings. Our committee is dynamicand dedicated, and I see no limits with this group togrow this Wine Festival to a premier event not only forthe Chamber, but also for the San Fernando Valley.

We have the Festival in the Park slated for October24th 2010. The Committee is being led by our Festival Co-Chair, Kandis Landmann. This traditional event is chaired byTracy Myall and Paul Lawler, veteran Chamber members andcurrent Board members. The committee has already drawnsome members whose participation will ensure a great event.

On the heels of the Festival, we have our Board of Directors Election. All candidates submittheir application, biographies and resumés. The Slate of thisprestigious Board of Directors for 2011 will be announced andwe will begin planning the Installation Celebration. The gala isa celebration to pay our respect and gratitude to the departingmembers of the Board of Directors and welcome the new Boardmembers. These are the people who you recognize with leaderqualities with integrity and who have served on committees forbetterment of our Chamber Community. Assemblymember Bob Blumenfield, 40th District, whichincludes most of Woodland Hills and parts of Tarzana, was

named chair of the Assembly BudgetCommittee on March 19 by AssemblySpeaker John Pérez, who assumed thepost of Speaker on March 1. Blumenfield,a first-term legislator, will preside overthe annual budget process that determines

the expenditure of $85 billion in state funds for theupcoming fiscal year.

April 26, 2010: Mobile Billboard Ban Approved by State AssemblySacramento, CA - State legislation authored by Assemblymember

Bob Blumenfield (D - San Fernando Valley) and AssemblymemberMike Feuer (D - Los Angeles) was approved by the full Assembly todayon a vote of 46 - 14. The bill now moves to the state Senate forconsideration.

The bill, AB 2756, would prohibit the parking of an unhitchedtrailer with advertising attached to it on any public street. Not onlyare these mobile billboards a visual blight, they are a safety hazardfor drivers who must swerve around them, and they use up valuableparking spaces.

"I'm tired of seeing these unsightly billboards on unhitchedtrailers all over our neighborhoods. They are nothing more than roadspam. I know many others are sick of them too. Literally hundreds ofpeople in our community have complained to me about theseeyesores. It's time to get rid of them once and for all," Blumenfieldsaid.

"These signs are a distracting safety hazard for drivers, a sourceof blight in neighborhoods, and a drain on scarce parking spacesintended for business patrons. They should be prohibited unless acity or county affirmatively wants to allow them," said joint authorAssemblymember Mike Feuer.

For years, the City of Los Angeles and other local governmentshave attempted to control the proliferation of mobile billboardslocally, but their efforts have been hampered by litigation, andrequirements that signs prohibiting them must be posted at everyentrance to the city.

UNITED CHAMBERS SAN FERNANDO VALLEY April 28, 2010, VAN NUYS, CA. The United Chambers of Commerce has taken officialpositions on the following critical issues facing the San Fernando Valley, Los AngelesCounty and all of California.

1. Support - AB 2466 (Regulatory Oversight) United Chambers of Commercesupports AB 2466, because it extends the time between legislature voting onregulations and implementation from 30 days to 90 days to allow more analysis ofimplementation by regulatory agencies. Frequently the legislature will pass a bill withthe best of intentions only to discover that the agency charged with implementationadds cumbersome rules and regulations not intended by the legislature. We wouldhope that by implementing AB 2466, the regulatory agencies and legislators can usethe extra 60 days to remedy an implementation problems before they get completelyout of hand.

2. Oppose - R 30/10 (Transit Plan) United Chambers of Commerce wholeheartedlysupports an aggressive time table for completing the desperately needed local andstatewide transportation projects. However, we also want to be certain that highwayprojects that we all agree are needed are not postponed or delayed to a latertimeframe in favor of expensive rail and subway projects. We know that transit

projects that will take years to build, willresult in fewer new jobs than highwayconstruction jobs and have little shortterm impact on traffic. Further, we wantregional fairness in the allocation of theproposed projects. We are pleased that

LA County, MTA officials and other elected officials have agreed to support us incalling for further review of the proposed projects and doing more analysis of highwayconstruction, job creation and regional fairness as part of the proposed plan.

3. Support - Prop 17 (allows continuous coverage auto insurance discount) UnitedChambers of Commerce supports Prop 17 because it seems only right that good driverdiscounts incentives should not be lost because a driver decides to change carriers.United Chambers of Commerce supports competition and we believe that companieswill sign up more customers if they recognize the rewards they have already earned.

4. Opposed - AB 1594 (Huber) United Chambers of Commerce opposes this billbecause we believes that additional detailed analysis of water conveyanceconstruction projects in the Sacramento Delta at best put a critical state water assetin serious jeopardy. The Delta is a fragile system, not because of its diverse andprecious biological treasures but because it is at risk of structural collapse. A Katrinatype disaster is a very real probability. Thousands of homes and lives are threatenedalong with the drinking water supply for most of Northern and Southern California.Politics are fine in their place but delaying projects when lives and the states'economic vitality hang in the balance is just plain wrong.

5. Support HR 4349 and S 2891 (Hoover Power Allocation Act of 2009) UnitedChambers of Commerce supports the effort to continue to receive the benefit of lowcost and emission free hydropower from Hoover dam to help move water in SouthernCalifornia. Southern Californians are critically dependent on Hoover Dam for freshwater. Any tampering with the delivery mechanisms for Southern California's life'sblood will be devastating to our region's economy, but more importantly our health."Whiskey is for drinking; water is for fighting over." Let us not fight.

6. Support - SB 955 (Huff) putting education ahead of special interests andprotecting classroom spending. United Chambers of Commerce supports SB 955because it beings common sense management to school districts by allowing shorternotification periods while placing class room needs and teacher performance aheadof teacher tenure. Our school districts need the flexibility that SB 955 will provide toimprove the school system in these very economically challenging times.
