8. General Business 8.1 Alcohol Accord – Skipper Program Cr Cook distributed a list of local venues and requested members put their name down to
speak to the manager/owner of each venue. 8.2 Mobile Phone Promo - Dardanup and Bunbury Initiative Cr McCleary advised that this promo will take place in 25 September 2014 encouraging
people not to use mobile phones while driving by the use of bumper stickers and other promotion, with the slogan “M8 it can W8” on them.

CARRIED 8.3 SDERA – Newton Moore Acknowledgement Lee-Marie Gallo to offer publicity to Newton Moore High School and their continued use of
the “Keys for Life” Program for the last 10 years. Highlight the encouragement of RoadWise to continue the “Keys for Life” Program.
8.4 Christmas Parade invitation The RoadWise Committee decided to consider this for Christmas 2015.

Bunbury Region RoadWise Committee Action Plan 2014 – 2015
This strategic plan is written under the framework of the State Road Safety Strategy and the principles of the Safe System and Shared Responsibility approach to road safety that has been used throughout Australia and the world. A Safe System benefits all road users and has four essential elements: - Safe Road Use - this is about fostering a culture that supports alert and compliant road users and improving road user behaviour and enforcement. - Safe Road and Roadsides - provide safer roads by improving the road and the road environment. - Safe Speeds – category aims to improve speed management on roads and foster a community and driving culture that supports lower travel speeds. - Safe Vehicles - aims to improve awareness of vehicle safety features and ANCAP ratings and to encourage purchase of at least four or five star ANCAP rated vehicles. There are four guiding principles behind the Safe System:
1. The limits of human performance: We all make mistakes and we all need to acknowledge the limits of our capabilities. 2. The physical limits of human tolerance to violent forces: We are physically vulnerable when involved in a traffic crash. 3. Shared responsibility: This means all of us take an individual and shared role in road safety. 4. A forgiving road system: so that when crashes do happen, deaths can be avoided and injuries minimised.

Cr McCleary to discuss with Goomburup.
Promote to drivers the importance of keeping safe distances from Cyclists.
COB/MRWA Brad Brooksby Promote advertisement and signage in the Bunbury Region on safe distances between vehicles and cyclists “Share the Road”.
Signs in place on Koombana Drive and Ocean Drive.
Advocate for new road rule based on “Share the Road”.
RoadWise/Cycle clubs / Triathlon club
Brad Brooksby Advocate on behalf of local cycle groups that “Share the Road” become a new road rule as in the 1m rule in place in Queensland.
Letter to Minister for Police?
Consider altering bus route from Blair Stirling St Spencer to Blair Cornwall Spencer.
COB/PTA Brad Brooksby Improve Public Transport Systems in and around Bunbury area.
Disadvantaged Youth (50 hours)
RoadWise / Gavan and Cr McCleary Encourage involvement and support in the Youth Driver Development Program (RAC).
Margaret River Trial – Liaison in progress with Goomburup. Goomburup are still running their Program. Gavan to liaise with the new Officer in Charge.
“Click to Save” Online First Aid Course
St John’s / RoadWise/COB
1. Promote the use of the “Click and Save” First Aid Course in the Bunbury Region.
2. Advocate for the “Click and Save” First Aid Course to be included in the Driving Test.
Letter received by Cr McCleary. Another letter to written to the Minister with examples of first aid training being included as part of obtaining a driver’s license, from other countries, and request that an assessment be done on the proposal. Cr McCleary to discuss with Hon John Castrilli MLA.
Speak Out Program RoadWise/Schools Cr Cook Targeted toward teenagers and calls on car passengers to act as back seat

“Keys for Life” Pre-Diver Education Program
RAC Lisa Gartrell Promote the “Keys for Life” pre-driver education resource and targeting students in Years 10 – 12. Included in school curriculum, teachers are trained to deliver course on driver safety.
In progress – in place in all 7 high schools and 15 schools in the Bunbury region. Newton Moore has had the “Keys for Life” Program for 10 years and requires recognition by the RoadWise Committee “Media Opportunity”. Cr McCleary will contact Lisa Gartrell.
Skippers Program RoadWise/Venues Cr Cook VAT 2 (Jenny Spencer) is operating a service whereby when booking a meal you can book a ride home for free. Promote this type of service for other venues to take up.
Cr Cook to speak to Cr Steck re the Alcohol Accord. Peta Nolan will put this on the AA Agenda – for follow up. Peta replied to Cr Cook advising that RoadWise Members individually approach licensees (List provided by Cr Cook).
“Lights on Campaign”. RoadWise Sgt Clarke / RAC Promote vehicles to drive with their lights on, especially in 100 km/hr plus zones.
In the media, old sign with life rings around headlights near College Grove requires replacing/updating.
Cycling helmets and road use education.
RoadWise / Police Sgt Clarke / Gavan Promote the use of helmets when cycling and educate cyclists what road signs mean.
No update – lots of media on this subject at present. RoadWise head office looking into it.
“Blow 00 to Win” Campaign
RoadWise / Police Sgt Clarke / Gavan Promote Midwest campaign in the Bunbury Region.
Gavan to send through Fleet Policy from Dardanup.
City of Bunbury “Safe Mobile Use” Work Procedure.
COB Phil / RoadWise Phil to bring the newly developed “Safe Mobile Use” Work Procedure to the RoadWise Committee when finalised – could be publicised.
COB Mobile Phone Policy; Gavan set up a program with the Dardanup Shire – possible to replicate?

Promote safe reaction times for senior drivers.
Cr McCleary advised that the SW Seniors Show Case is being run by Merv Mancer on the 26 October 2014. Cr Cook to talk to the Police about setting up the RoadWise table next to theirs delivering messages on fatigue and medication etc… Cr McCleary will keep talking to Merv. Keith advised that the RAC have seniors’ material that could be included.
Mobile Phone Safety RoadWise / City of Bunbury / Shire of Dardanup
Cr McCleary Promote mobile phone safety while driving – lessen distraction.
Cr McCleary has organised bumper stickers “M8 it can W” and promotion supporting “Mobile Off, Drive to Survive”.
2. SAFE SPEEDS
RoadWise/COB/MRWA MRWA Promote advertising in the Bunbury Region relating to Safe Speeds.
Feasibility? Funding?
Use the current shared SAM Trailer and investigate the purchase of a new SAM Trailer for the City of Bunbury.
RoadWise Committee / Shire of Dardanup (Ranger)
Brad Brooksby To use the current SAM Trailer in three events per year.

Gavan researching possible funding available for purchase of a SAM trailer. COB may contribute to cost of upgrade to current SAM trailer. SAM Trailers to be hired.

Rescue Helicopter for Bunbury Airport
COB Cr Cook Bunbury Airport to receive a Rescue Helicopter.
Progressing DFES and Council for December 2015. Revised brief going to Parliament. Draft brief for Design Consultancy ready to go. Agreed on Scope of Works and discussion of financial arrangements.
Blessing of the Roads RoadWise/COB Blessing of the Roads Event – Easter. Easter 2015 – start in Feb, as increased volumes of traffic in small period of time.
