Last 13 of December in the Multifunctional Center Tramvia took place the discussion of

the FIRST MEETING RIGOBERTA MENCH directed to the public and private entitiesin order to create and consolidate the Insular Network of Coordination.

On 13 of December in theMultifunctional Center Tranvia tookplace the First Meeting RigobertaMench in which there were in alltwelve entities: among them there wererepresentations of Cabildo, Town halls(Ayuntamiento), diverse Associations andConsulates; belonging to different pointsof the island, where the above mentionedentities are located.

This action, framed within the general aims of the project, affect the necessity toguarantee that the information, advice and awareness about equality and genderviolence will be extensible for the biggest number of social entities working directlyor indirectly with foreign women.

The participated entities have been the protagonists in the above mentionedmeeting in which they have sat the bases for the creation of the network ofcoordination that will be named Network Rigoberta.

During the Meeting they detected different necessities in the intervention with

foreign women victims of gender violence, by what they valued the creation ofStrategic Lines of Intervention, as a tool that will allow to define rules of proceedingand establishment of resource network facilitating the orientation of professionalsthat could broach a case of gender violence.

Finally, between the other questions, they valued the creation of a list ofdistribution of entities that allows to maintain the coordination in the network; bymeans of this list it will be possible to communicate needs that should emerge in the

attention on gender violence amongforeign women, requesting advice andexchanging information that could beeffective to intervene with the same onesand by this way to optimize the existingresources.

The date for the II Meeting of the

Network Rigoberta Mench is agreed

on April 20th, 2012.

Throughout four months of validity of the second Edition of the

Project Rigoberta Mench we have carried out the following actions:

Different technical meetings with womans specific areas in the Town hallsof Arona, Adeje, Santiago del Teide, Buenavista of the North, Garachico,Puerto de la Cruz between others. The above mentioned meetings havecentered on the presentation of the Project and its aims in addition to fixingactions to develop.

Technical meetings with associations, trade unions, consulates and healthcenters; presenting the aims of the Project and fixing the actions to develop.

Different formative and sensitization chats have been realized recounted to

Gender Violence among the Foreign Women. The same ones weredestined for different groups, such as: Forces and Bodies of State Security,health environment, technical staff and women in general.

Workshops of Interculturalidad directed to improve the social coexistence indifferent municipalities, and workshops of self-esteem directed to foreignwomen.

There have been covered the demands of psychological attention andindividual legal aid to foreign women who have derived us from differentresources.

The First Meeting Rigoberta Mench of entities has developed on purposeto settle the bases of the network of coordination.

We communicate that the next 31st of December, the second Edition ofthis Project comes to an end, for what its technical team and the managingentity, the Association for Integrated Development of Women MercedesMachado, want to be grateful for the interest and agreeable reception of theSecond Edition of the Project Rigoberta Mench

What actions have we developped?

Victims of Trafficking in human beings.

In case of the victims of trafficking in human beings, thesuspension of the expulsion expedient in case of being inirregular situation in Spain derives from the opening of arecovery and reflection period of at least 30 days. Such aperiod shall be sufficient for the person to decide if shecooperates with the authorities in the investigation of thecrime and, in her case, in the subsequent penal process. Inthis case, it pretends to perfect the normative coherence withthe Convention number 197 of the European Council, dated

May 16th

, 2005, on Action against Trafficking in humanbeings, that demands to offer integrated assistance to thevictims of trafficking, independently if they collaborate or notand of their administrative situation.

Frequently the victim of trafficking does not have sufficient information about herexploiters or, for simple fear, does not dare to denounce. In such situations from theAdministration a suitable protection to the victim must be guaranteed. In this sense, itis necessary to assume the condemnation that the Spanish State received in theJudgment 2009/143/TJCE, of May 14, for not applying the Board 2004/81/CE of theCouncil, of April 29, relative to the expedition of a residence permit to nationals fromcountries of third world, who are victims of trafficking in human beings or they havebeen an object of an action of help to the illegal immigration, cooperating with thecompetent authorities.

With regard to the victims of trafficking in human beings, the Law tries to facilitatetheir cooperation with the authorities in the investigation and incrimination of those whocommit this class of crimes, the introduced reforms are summed up in;

It is extended to the children of the victim who find in Spain the right that helpsto request of the competent Public administration the corresponded measures to

guarantee their safety.

Also this right is extended to any other person who maintains familiar links orany other connection with the victim, in order that trafficking networks could not blockthe cooperation of the victim by means of serious threats to her relatives.

It is specified in this Law that the resolution of refusal or revocation of theperiod of recovery and reflection will have to be motivated, as well as that the right tointerpose administrative resource against the above mentioned resolutionwill submit to the norms that regulate the common administrativeprocedure.

M ERCEDES MACHADO was an exceptional woman.She was born in Tenerife in 1896. After her fathers death she movedto France with her mother. Her mother got married with a man, whobecame the promoter of her studies. He insisted on the universityeducation for all his daughters in order to not depend economicallyfrom their husbands. When Mercedes returned to her native Island,she studied the career of Teaching and, later, Philosophy and Letters,specializing in Classic

Languages.

She wasnt satisfied withthis and decided to study in theFaculty of Law, also in theUniversity of La Laguna. In thisway she became the first womenlawyer in the Canary Island. Butdue to condition of being womanand social situation of beginningof the century , she could not

exercise her profession.

She taught in the CanaryInstitute, in the School ofTeaching and in the University,giving classes of Philosophy,Literature, Latin and Greek. Shewas a tireless combatant whenshe was learning and developing

professionally. She wasdominating, until her death,French, German, English, Greek and Italian, and she left incompleteRussian studies. For her pedagogic work in the University and in theother centers where she was developing her profession, she received

the medal of Alfonso X The Wise person.

She was a woman of an extreme simplicity, an avid reader ofeverything which was passing through her hands (especially ancientEncyclopedies of Law), lover of music and great interpreter of piano.

She died in Santa Cruz de Tenerife, on 2nd of September, 1970.

A Good Practice

Last 16 of December The Project Rigoberta Mench together with TheAssociation Mercedes Machado has taken part in IV Days on Prevention and Attention

to the Gender Violence ofthe National School of Health, Institute of Health Carlos IIIof Madrid (Escuela Nacional de Sanidad, Instituto de Salud Carlos III de Madrid).

Through the round table called; Experiences of the women's movement onAction against the gender violence, were explained the aims of the Project RigobertaMench and the actions developed by the Association Mercedes Machado, among themthe one, which emphasized the work realized with International Cooperation of the RedCross Project.

The reception and interest given by the participants to the Days were verypositive, they allowed the diffusion beyond the insular limits of those so important

functions and of vital necessity that are carried out from the Association to eradicate thissocial mark that is the Gender Violence.
