    Inc., the engineering firm hired bythe city, and from MnDOT, took

    turns going over the details of the

    project, as best they could so early

    in the planning process.

    Mayor Mike Aksamit and City

    Administrator Lynn Fabro helped

    to lead the meeting and answer

    questions. Engineer Kent

    Louwagie from Bolton & Menk pre-

    sented a short slide show. A list of

    property owners, their properties,

    and preliminary estimates of the

    assessments that would be charged

    for the city improvements, along

    with a summary of the project,

    were available to all who attended.

    Louwagie has worked with the

    city on three previous projects,

    according to Fabro. All the projects

    were carefully planned, with no

    need for change orders. The costs

    he estimated were very accurate.

    The city of Browerville is consid-ering a project that would involve

    complete reconstruction of the

    street and utilities along U.S. 71

    through town. The proposed proj-

    ect extends from Drayer Creek on

    the south end of town to Harris

    Creek on the north end. Also

    included are 5th Street, from the

    alley west of U.S. 71 to Railroad

    Avenue, and the alley east of U.S.

    71 from 4th St to 5th St.

    The project would be performed

    under a cooperative agreement

    between the city and the

    Minnesota Department of

    Transportation (MnDOT). MnDOT

    will design the storm sewer, street,and sidewalks on U.S. 71. The

    citys engineers, Bolton & Menk,

    will design all sanitary and water

    main improvements, street

    improvements on 5th Street, and

    the improvements of the two alleys.

    Two clay pipe sewer mains that

    cross U.S. 71 will be replaced, and

    the cast iron water main from 1st

    St to 8th St will be replaced.

    Where a water main is replaced, all

    hydrants, valves, and water service

    connections will be replaced.

    The plastic water pipes and

    plastic sewer pipes will not be

    replaced.

    All street surface, curbs, and

    sidewalks on U.S. 71 and on 5th

    Street (in the project area) will be

    removed and replaced. The new

    sections of U.S. 71 in the downtownarea, from 4th St to 8th St will be

    reduced in width from the present

    64 feet wide, to 56 feet wide, to

    allow new sidewalks to be con-

    structed to meet current state and

    federal standards. The rest of U.S.

    71 will remain at 52 feet wide.

    The new area of 5th St will be 48

    feet wide with curbs. The alleys

    will be 18 feet wide.

    In addition to sidewalks and

    street surfaces, street lights along

    U.S. 71 will also be removed and

    replaced. MnDOT will contributed

    a fixed amount of money for the

    new lighting. The Browerville City

    Council will select the style and

    pole height of the new lights and is

    responsible for the remaining cost

    not paid by MnDOT.

    The estimated cost of the entireproject is $3,527,970. Of this

    amount, the city would pay

    $972,370, and the state would pay

    $2,555,600.

    About $300,000 of the citys

    costs would be assessed against

    Local residents learn the scopeof U.S. 71 project

    At the Aug. 6 meeting, the Todd

    County Board of Commissioners

    processed a number of routine

    issues, but at the end of the meet-

    ing, things got heated.

    Board Chair Randy Neumann

    had added a new item to the agen-

    da, to be discussed at the end of

    the published agenda, regarding

    the hiring of a consulting firm to

    help prepare the 2014 countybudget.

    When Neumann brought up the

    subject, he reported he had con-

    tacted a firm called KDV (Kern,

    DeWenter, Viere, Ltd, Certified

    Public Accountants in

    Minneapolis), and received a quote

    of $12,000 for three weekswork by

    an accounting consultant to pre-

    pare the countys budget. The

    work needs to be done immediate-

    ly, because the board is required to

    set the countys preliminary prop-

    erty tax levy by Sept. 15. The

    property tax levy is one of the

    main sources of county income.

    Neumann appeared to be tryingto provide a way out of the budget

    raised $1669.90, which will go to

    the Staples Community Center.

    The triathlon consisted of aquarter mile swim, six mile bike

    ride and a one and half mile run.

    Participants competed either as

    individuals, or as a three-person

    team.

    SHARE THE ROAD DURING

    LOCAL BICYCLE EVENT

    Motorists will notice an

    increased number of bicyclists on

    central Minnesota highways Aug.

    15-18 for the annual Bicycling

    Around Minnesota event.

    The Minnesota Department of

    Transportation reminds all travel-

    ers to share the road and follow all

    traffic safety laws.

    Approximately 275 bicyclists

    will travel through Cold Spring,

    Albany, Spicer and Hutchinson on

    several trunk highways, localroutes and bicycle paths during the

    four days.

    The law is clearbicyclists and

    motorists share responsibility.

    There are eight rules of the road

    to improve bicycle safety:

    1. Bicyclists may ride on all

    Minnesota roads, except where

    restricted such as interstates.

    2. Bicyclists should ride on the

    road and must ride in the same

    direction as traffic.

    3. Motorists must maintain a

    three-foot clearance at all times

    when passing a bicyclist.

    4. Bicyclists must obey all traffic

    control signs and signals, just as

    motorists.

    5. Motorists and bicyclists must

    yield the right of way to each other.

    6. Bicyclists must signal their

    turns and should ride in a pre-dictable manner.

    7. Bicyclists must use a head-

    light and rear reflectors when its

    dark.

    8. Bicyclists should always wear

    helmets and bright reflective gear.

    How can I save money

    on my lighting bill?Lighting a typical Minnesota

    home accounts for about 10 percent

    of the energy needed to power ones

    home. One of the best ways to

    reduce your electricity bill is to

    replace traditional incandescent

    light bulbs with compact fluores-

    cent light bulbs (CFLs) or light

    emitting diodes (LEDs).

    Halogen bulbs are one lighting

    option. They last about three times

    longer and use 10 percent less

    energy than a standard incandes-

    cent bulb with the same light out-put. But they rank well below

    CFLs and LEDs in efficiency and

    longevity.

    CFLs use about one-third of the

    energy and last up to 10 times

    longer than an incandescent bulb

    with the same light output. Also,

    CFLs have overcome many of the

    problems associated with their ini-

    tial production in the 1990s. Newer

    CFLs have electronic ballasts

    which eliminate most of the flicker-

    ing and slow starting of earlier

    models, and standards have

    improved reliability and expected

    lifetimes considerably.

    LEDs are the longest lastingbulbs on the market, lasting about

    10 years and about three times

    longer than CFLs. They are rough-

    ly equivalent to CFLs in efficiency.

    Their longevity makes them a good

    choice for locations where bulb

    change-outs are either difficult or

    costly. Manufacturers are provid-

    ing a growing selection of LEDs to

    meet specific lighting needs and

    compete with CFLs.

    Strange Names Band atMusic in the Park

    Strange Names, a folk-rock

    band lead by Staples native,

    Francis Jimenez, will perform at

    Music in the Park in Staples on

    Sunday, August 18, at 7:00 PM.

    Named one of the Twin Cities

    Best New Bands of 2012 by City

    Pages, Strange Names has since

    put out two self-released EPs and

    one single 7". Strange Names is

    currently recording a debut fulllength record in Minneapolis with

    no set release date.

    Music in the Park Concerts are

    held in the Northern Pacific (NP)

    Park at 7 PM and will run through

    northeast of the Grandstand will

    numerous non-livestock exhibits

    prepared by Todd County 4-H ers

    from 11:00 a.m.-10:00 p.m. Also,

    during that time there will be a

    variety of animals on display in the

    barns.

    Civil War Re-enactor at

    Todd County FairBy Rita Stracek of the Todd

    County Historical Society

    Dr. Daniel Hand (a re-enactor

    from Fort Snelling) will give a

    presentation at the Todd County

    Fair on Friday, August 16, 2013

    at 3:30 p.m. at the

    Entertainment Pavilion.

    The Doctor will also include

    information about Horatio Van

    Cleve who was living in LongPrairie when the war began and

    went to St. Paul to take com-

    mand of the 2nd Minnesota.

    Dr. Daniel Hand was a distin-

    guished doctor and Civil War

    veteran. Hand served in the

    Union army with the famous 1st

    Minnesota Infantry, cared for

    sick and wounded soldiers

    throughout the war, and sur-

    vived a Confederate prison

    camp. Learn about how experi-

    ences on Civil War battlefields

    changed the way medicine was

    practiced forever.

    A Civil War display in the

    Todd County Historical Societybuilding at the fairgrounds will

    show the status of Todd County

    during the period of the Civil

    War (1861-1865), A Demographic

    Portrait of the Civil War Soldier,

    Gettysburg and other informa-

    tion.

    Also in the building will be an

    exhibit on Evolution of

    Communication in Todd

    County, a replica of a Red River

    Ox Cart, displays of kitchen and

    home artifacts and farm related

    historical objects.

    On Saturday, August 17 two

    demonstrations will take place in

    or near the Historical Societybuilding. At 1:00 p.m. an apple

    press demonstration will be

    given by Gary and Mary Schultz

    of Browerville using a refur-

    bished (100 year old) apple press

    and at 2:30 p.m. Mary Zastrow

    from Long Prairie will give a but-

    ter making demonstration.

    Join us in learning about Todd

    County History. The fairgrounds

    building will be open on

    Thursday beginning at 4:00 p.m.,

    on Friday from 12:00 to 9:00

    p.m., Saturday from 12:00 to

    DNR seeks publiccomments on proposed

    Miller-Black Bear AreaATV Trail inCrow Wing County

    Comments are due by Monday, Sept.

    The Minnesota Department of Natural

    Resources (DNR) invites public comment

    on an application for off-highway vehicle

    (OHV) grant-in-aid funding for a 20-milelong all-terrain vehicle trail in Crow Wing

    County. About 19 miles of the trail are in

    place on existing OHV trails or forest roads;

    the remainder would be new trail.

    Crow Wing County Land Services would

    sponsor the trail and would provide trail

    monitoring, development and maintenance

    in cooperation with the Cuyuna Iron Range

    Riders ATV Club. Trail development and

    maintenance would be partially funded

    through the state off-highway vehicle grant-

    in-aid grant program.

    The trail is primarily on Crow Wing

    County forest lands, with about 3 miles

    crossing state forest land. The trail is open

    to motorized recreation from May 1 through

    Oct. 31 each year, subject to closures as

    warranted for safety considerations or to

    prevent erosion or damage to the trail.

    THE WEEKQ: What causes many lakes,

    rivers and ponds to turn green by

    mid-summer? Some even have an

    odor.

    A: By mid-summer many water-

    bodies turn green due to the

    growth of small microscopic plants

    in the water called algae. Algae

    grow in all bodies of water when

    light and nutrients levels are suffi-

    cient.

    In many lakes, algae abundanceis determined by the amount of

    phosphorus dissolved in the water.

    The more phosphorus present, the

    more abundant algae become and

    the greener the water gets.

    There are many different types

    of algae. During mid-summer one

    particular group of algae, called

    blue-green algae, are often particu-

    larly abundant. When this algal

    group becomes abundant, a strong

    musty or earthy odor many occur.

    Algae that have died and are

    decomposing cause the odor.

    Because algae abundance strongly

    depends on the amount of phospho-

    rus available, the best long-termstrategy is to improve land-use

    practices to prevent phosphorus

    and other nutrients from getting

    into our lakes and ponds.

    Chicken Dumpling Casserole3 boneless, skinless chicken breasts, 2 cups chicken stock

    boiled and shredded 1 stick of butter

    1/2 c. chopped onion 1 box of frozen mixed vegetables

    2 cups Bisquick 2 cups milk

    1 can herbed cream of chicken soup 3 chicken bouillon cubes

    1/2 t. dried sage 1 t. pepper & salt

    Preheat oven to 350 degrees. Place chicken breasts in sauce pan with enoughwater to cover the chicken. Bring to a boil, then turn off the heat; place a lid on your pot

    and allow to sit for 10-15 minutes to finish cooking. Remove chicken from stock

    (reserve the stock) and allow to cool, then shred.

    When building the layered casserole, do not mix the layers.

    Layer 1 - In 9x13 dish, melt 1 stick of butter. Spread shredded chicken over butter.

    Sprinkle black pepper and dried sage over this layer. Add layer of frozen vegetables

    now.

    Layer 2 - In small bowl, mix milk and Bisquick. Slowly pour over chicken.

    Layer 3 - Whisk together 2 cups of the chicken stock, chicken granules and soup.

    Once blended, slowly pour over the Bisquick layer.

    Bake until the top is golden brown- approx. 50-60 minutes.

    Our lake has not been used to its full potential this year. A late wet and rainyspring made fishing a futile sport and the cool early summer did not encourageswimming. It hasnt helped that the early spring floods totally destroyed our dock,again. I have yet to get it repaired which makes even going for a boat ride more dif-ficult. Fortunately, the last two or three weeks of dry weather has allowed the laketo clear and the fishing to improve.

    Damon and Zane, my son and grandson, decided they needed to have an out-ing on the lake Saturday afternoon. They were going to boat, fish, have a bonfireand a picnic. Three families with a total of six kids showed up for the festivities. We

    have a Jon boat, two paddle boats and a canoe. One friend brought two kayaks, sothere was no shortage of transportation. With paddle boat races, kayak races, twoboys in a canoe seeing if they could make it fly, and people jumping in just for aswim, the lake has not seen so much activity in years.

    As the hours rolled by, the adults were wearing down to the point they didntcare if they fished or had a campfire. It took a while, but the kids finally wore off the

    xcess energy they must have been storing for days. Nobody could wake up with that much enthusiasm for life every morn-ng. If they do, its just not fair.

    The party moved to Damons house where it is easier to cook than carry in a picnic. Sitting around the bonfire at Damonslace was a mellow and relaxing end to the day. Fishing was the only thing left out of the days plans, but that may haveeen difficult with boat races and swimmers everywhere.

    Damon and Zane stopped back at our house Sunday afternoon. I could tell, Damon was still tired, but Zane was readyo go again. Since nobody had gone fishing the day before, he thought we should all go catch a bunch of fish. We couldave a fish fry perhaps, or maybe we could just go fishing for a little while.

    My wife begged off, so Damon and I decided to go with Zane. The weather was pleasantly warm, not the hot sticky tem-erature a person expects this time of year. The water was calm as we started working our way up the weed beds that line

    he shore. There are days when at least one person has a fish on their line at any given time. It can get to be hectic pullingn so many fish. Other times, we can work hard at catching one or two fish per hour. Sunday was right in between. Nothingwould bite for several minutes and somebody would start to complain. Thats when one of us would get a strike. We wouldwork along the edge for another ten minutes or so, discussing giving up on the whole idea when another person would catchne. It went on like that for several hours. We were all ready to quit and go back to the house, but we couldnt stop in casenother big old bass was just waiting to get caught.

    It was getting dark enough we couldnt see the shoreline when we finally decided we really had to quit. If we had keptll the fish, we would have had enough for a fish fry, but we didnt save any, we didnt have to clean them.

    The original purpose of our lake is for flood control, but this weekend we found it to be multipurpose for all sorts of recre-tion.

    Hi all,

    Another busy week is past, and an even busier one coming up.

    Last Friday, after work, Sonny and I traveled to the Morrison County

    Fair, as our grandson, Orry, age 9, had taken a blue ribbon on his dog proj-

    ect, and grandson, Mason, 7, got a blue ribbon on his open class tractor

    project and ended up getting the Best of Show ribbon too. Of course we had

    to go see them, and Orry was working in the 4-H food booth and anxious

    to serve us our food. He was so excited to see us he ran around the count-er, hugged us, and said, Ive been waiting all day for you to come! He

    delivered our food to our table, and had his supper with us. Mason came

    running in to have supper with us too. He had spent the day at his Dads

    plumbing booth and was happy to spend some time off the chair. He said

    he was very bored sitting there all day listening to his Dad talk to people

    about plumbing. I bet he was, I would have been too.

    Anyway, after we ate we had to go to the 4-H exhibits to see the boys

    prize winning exhibits. They were really cute and the boys had put a lot

    of work and effort into them. They deserved to win--of course I may be a

    teeny bit biased.

    After admiring the projects and taking some photos, Mason wanted to

    take Grandpa Sonny to see all the farm machinery on display. I passed on

    that, just isnt my thing. Mason said he cant believe that I am so lucky to

    live on a farm with tractors with cabs on them and I dont go out and sit

    in them when I have the opportunity. He thinks there is something seri-

    ously wrong with me, because being in the cab of a tractor is one of his

    favorite things to do. Especially when he can drive it and make bales withGrandpa Sonny.

    Saturday was our annual Goligowski Family Reunion. It was a smaller

    group then normal, but a great day and fun. It was held at Kate and

    Gregs home and the kids had a blast running around, making rivers to

    search for gold, etc. What imaginations. They were dirty and muddy at the

    end of the day, but who cares. A bath took care of that.

    Sunday, Sonny had to f inish up some field work in the afternoon, and I

    worked on the latest baby quilt. We went to Brainerd that evening as he

    had to get something for his sprayer at Home Depot, so we took the oppor-

    tunity to go out for supper and use the Target gift card he won at work.

    So, after all that activity, you will understand why I had a hard time

    getting up and going off to work this morning. I told Aaron I really had to

    force myself to come in today, and he said he did too, so I guess we all had

    busy weekends. I know Stacey did. There isnt room on this page to detail

    her activities. News flash--she and Rod and getting an exchange student

    this year. She needed one more thing in her life! Yikes.

    Letter to the EditorTraffic Deaths on the Rise

    Minnesota is suffering a deadly year on our roads. Traffic deaths this week topped the 200-deathmark for the year and we are on pace for around 450 deaths for 2013, which would be 55 more than2012.

    It may be easy to glance over these numbers and see them as figures and data. But we all knowtheres much more behind them that that.

    These numbers stand for Sherwin Johnson, 73, who was killed on his motorcycle July 29.These numbers include Krista Suronen, 42, killed on July 27.And these numbers represent Naw Wah, 48, and La Yin, 48, who also died in a crash on July 27.Our hearts go out to these victims and their families. These are just a few of the 18 people we lost

    on the road in the past two weeks. Sadly, there are another 200-plus names that we could add to thelist of 2013 traffic crash victims.

    We cant forget the lives lost. As drivers, motorcyclists, bicyclists and pedestrians, its up to each ofus to remember these victims as the reasons to practice safe behaviors to prevent future tragedies.

    Its a scary thought, but a crash could happen to any of us. You may not have heard about any ofthese crashes in the past week. Theres a good chance these violent episodes didnt occur in yourcommunity, and you may not have had any connection to the victims or those involved.

    But we are all connected when we are on the road. All it takes is a simple mistake to turn a routinedrive into a fatal or life-changing collision.

    Driving is a privilege. Its an activity that carries a great amount of responsibility, as well as focusand attention. When we are behind the wheel, our primary goal must be to get to our destination safe-ly.

    Driving is not a time to conduct other business. Its not an opportunity to daydream. Its not a race.Far too many lives are lost on Minnesota roads each year. Its up to each of us to stop these

    tragedies.We can prevent crashes and we can reverse this trend to reduce the deaths.Please, buckle up, drive at safe speeds, pay attention, drive sober and drive cooperatively, not

    A fungus dangerous to bats has been confirmed at Soudannderground Mine State Park and Forestville/Mystery Caveate Park, according to the Minnesota Department of Naturalesources (DNR).

    The fungus is known to cause white-nose syndrome (WNS),disease that is harmful and mostly fatal to hibernating bats,d has decimated bat populations in the eastern portions of the

    nited States and Canada.The DNR will step up its efforts to slow the spread of the fun-

    s. While the disease is transmitted primarily from bat to bat,ngal spores may be inadvertently carried to caves by humans clothing and caving gear. The syndrome is not known to posethreat to humans, pets, livestock or other wildlife.

    While only a few bats have tested positive for the fungus, thescovery has serious implications. If Minnesota follows trendsother states, the disease is likely to be present in Minnesotats within two to three years.This is bad news for an important mammal in our ecosys-

    m, said Steve Hirsch, director of the DNRs Ecological andater Resources Division, which oversees the agencys

    ongame wildlife program. Were prepared with special proto-

    ls to help keep the fungus from spreading.Public tours of Soudan Underground Mine and Mystery

    ave will continue, but visitors will begin each tour with a briefsson on how they can prevent the spread of the fungus.

    After tours, visitors will be required to walk across specialats designed to remove spores from footwear. They will bevised not to visit other caves or mines with any clothing,

    otwear or gear they have used in areas where WNS or thesociated fungus is present because washing alone cannotfficiently disinfect clothing.Ed Quinn, natural resource coordinator for the DNRs Parks

    d Trails Division, said, Education is one of the most effectiveols we have to slow the spread of the disease.

    DNR nongame biologists and park managers have beenorking for several years with the U.S. Fish and Wildlife Serviced leading bat researchers to learn more about and prepare for

    e disease.

    The DNRs actions are consistent with the National White-ose Syndrome Decontamination Protocol, part of a nationwidefort to slow the spread of the disease. The DNR urges owners

    of private caves to learn about WNS and take similar visitor pre-cautions as outlined in the protocols.

    Sampling for the fungus at the two parks occurred in 2012and 2013. Recent testing to track the spread of the disease

    found that four bats of 47 sampled were positive for the fungus.Testing was part of a national study funded by the NationalScience Foundation and led by researchers at University ofCalifornia Santa Cruz and Northern Arizona University.

    Minnesota has seven species of bats, four of which hiber-nate during the winter and are at greatest risk of contracting thedisease. Mystery Cave, located in southeastern Minnesota, hasabout 2,300 bats. Soudan Underground Mine, in the northeast-ern part of the state, has 10,000 to 15,000 bats.

    Gerda Nordquist, a DNR mammalogist, said the DNR willcontinue to monitor Minnesotas bat populations closely,because healthy bat populations are important both ecological-ly and economically.

    Many species of bats feed voraciously on insects, resultingin an estimated $1.4 billion of savings to Minnesota farmerseach year by providing pest control, according to a 2011 articlein Science.

    WNS is named for the fuzzy white growth of fungusobserved on infected bats. In bats infected with the WNS fun-gus, unusual behavior often will be observed, such as flying dur-ing the day in the winter or roosting outside when temperaturesare below freezing.

    The DNR asks people to help monitor bats statewide.If you see anything unusual sick or dead bats or bats act-

    ing strangely at Minnesota state parks or elsewhere, pleasereport it as soon as possible, Nordquist said.

    Reports can be submitted online, using the bat observationreport on the DNR website, www.mndnr.gov/wns. These reportswill be reviewed by DNR staff, and additional follow-up or test-ing will be conducted, as needed.

    On motion by Blessing and sec-

    ond by Erickson, the following

    County. Feasibility is a concern for

    the northern portion of the County

    for the Friendly Rider and Rainbow

    Rider for lack of use. Commissioner

    Neumann suggested they put this

    on the next Work Session July 23,

    2013 and invite 2 representatives

    from the Eagle Bend area to be

    present.

    2013 MN Legislative update

    was given by Cheryl Schneider for

    the Social Services and Public

    Health Services.On motion by Blessing and sec-

    ond by Erickson, the following

    motion was introduced and adopt-

    ed by unanimous vote: To recom-

    mend the Electronic Document

    Management System for the

    Health & Human Services be pre-

    sented at the July 2, 2013

    Commissioner Board Meeting.

    Kneisl gave an update on the

    South Country Health Alliance.

    Two main changes were the bi-law

    changes and approval of expendi-

    tures. Financial report was 2.6 mil-

    lion net income for the year. He will

    bring the final draft to the next

    board meeting in July.On motion by Kircher and sec-

    ond by Kneisl, the following motion

    was introduced and adopted by

    unanimous vote: To approve a

    client continuing care at the

    Willows Program with anticipated

    cost in the amount of $4,171.44 and

    transportation assistance in the

    amount of $520.00 for the year

    2013.

    mous vote: To recommend to the

    Custodian and the Department

    Heads work together to arrange to

    sell the items left over after the

    renovation that are in the storage

    units at the Hillig auction this fall.

    ed by unanimous vote: To approve

    the increase from $10 to $15 for the

    Law Library fee adopted by the

    Law Library Committee on April

    23, 2013.

    Public Works

    On motion by Kircher and sec-

    ond by Kneisl, the following motion

    was introduced and adopted by

    unanimous vote: To authorize the

    County Engineer to take necessary

    steps to expediate the proposed

    Bridge #92041 Replacement

    Project in cooperation with Stearns

    County and to approve theattached Todd County Budget

    Request Form allocating Cash

    Reserves from the Road and Bridge

    Fund to cover the local required

    project funding match for the State

    Bridge Bond Fund Grant.(listing

    on file in the Administration

    Office).

    Soil, Water & Conservation

    District Division

    On motion by Kircher and sec-

    ond by Kneisl, the following motion

    was introduced and adopted by

    unanimous vote: To authorize the

    signing of the grant agreement for

    MPCA 2012 County Feedlot

    Performance grant totaling$6,236.00

    Ditch & Ag

    On motion by Kneisl and second

    by Blessing, the following resolu-

    tion was introduced and adopted by

    unanimous vote:

    ABANDONMENT AND

    REPLACEMENT OF COUNTY

    DITCH 1

    WHEREAS, In January 1900 a

    petition was submitted to the Ditch

    Authority to establish County

    Ditch 1. In 1902 there were com-

    plaints from petitioners that the

    ditch was not functioning properly.

    A surveyor was hired by the Board

    and was directed to investigate thecomplaints. The surveyor submit-

    ted a new survey to lengthen the

    ditch. There is no documentation

    showing any further construction

    was done on County Ditch 1.

    RESOLVED, the Todd County

    Ditch Authority officially abandons

    CD1 and the 1900 CD1 Viewers

    Report and replaces it with CD43

    and the 1918 CD43 Viewers

    Report.

    On motion by Blessing and sec-

    ond by Kircher, the following reso-

    lution was introduced and adopted

    by unanimous vote:

    ABANDONMENT AND

    REPLACEMENT OF COUNTY

    DITCH 2

    WHEREAS, the petition was

    submitted for CD2 in 1902.

    Construction took place from 1903

    1910; there is no documentation

    found that indicates the ditch was

    ever completed. There are many

    landowner complaints that the

    ditch system does not work as it

    was supposed to. RESOLVED, the

    Todd County Ditch Authority offi-

    cially abandons CD2 and the 1903

    CD2 Viewers Report and replaces itwith CD33 and the 1916 CD33

    Viewers Report.

    On motion by Kircher and sec-

    ond by Erickson, the following res-

    olution was introduced and adopt-

    ed by unanimous vote:

    ABANDONMENT AND

    REPLACEMENT OF COUNTY

    DITCH 10

    WHEREAS, January 28, 1905 a

    petition was submitted to establish

    CD10 which follows Bear Head

    Creek from the center of section 21

    in Bruce Twp until it enters the

    Swan River in section 33. The

    ditch was finished in early 1906.

    RESOLVED, the Todd CountyDitch Authority officially abandons

    CD10 and the 1905 CD10 Viewers

    Report and replaces it with CD46

    and the 1921 CD46 Viewers

    Report.

    Health & Human Services

    On motion by Blessing and sec-

    ond by Erickson, the following res-

    olution was introduced and adopt-

    ed by unanimous vote: To approve

    purchase of the Application

    Xtender Workflow System from

    Information Systems Corporation,

    and purchase the required scan-

    ners, monitors and cost share of a

    server from other vendors. The

    total cost is $120,786.00 but not toexceed $121,000.00.

    Commissioners Report

    Kircher reported on the Grey

    Eagle District Meeting. Erickson

    reported on the Parks and Trails,

    met with DNR Representative to

    discuss the parking lot at the canoe

    access on the Long Prairie River.

    The meeting was recessed by

    action of Chairman Neumann until

    July 16, 2013 at 9:00 am.
