    The members of the Livestock Advisory Council were there toprotest Neumanns support of alawsuit recently filed by theHumane Society of the UnitedStates (HSUS) and some neigh-bors against the GourleyBrothers hog facility built earli-er this year in Gordon Township.The suit contends that the DNRshould not have approved theconstruction of the facilitybecause the hog farm uses morethan eight million gallons of groundwater per year, accordingto an HSUS press release pub-lished Nov. 26, 2013.

    LAC members Mark Buntjerand Delvin Durheim criticizedNeumann for his support of thesuit and for not attending theirmeetings, which they interpret-ed as showing that Neumann is

    against agriculture.Neumann vehemently denied

    being against farming. Im just against putting these facili-

    ties tooclose toh o u s -es, hesaid, indefend-ing hisp o s i -t i o n .He saidhe canta t t e n dL A Cm e e t -i n g sbecauset w oo t h e rc o m -m i s -sioners

    Neumann also criticized theLAC for not contacting himabout their concerns beforeshowing up at a public meetingto condemn him. He said, Its

    just common courtesy for you tonotify us. He said the LAC hasnot been sending its minutes tothe board, as required by anyorganization that receives coun-ty support.

    TCCC member Nancy Juddspoke on behalf of what shedescribed as many concernedcitizens to thank Neumann forlistening to the citizens of ToddCounty, showing leadership, andproving that an administratoris not necessary to the runningof the county.

    Nancy Judd presented RandyNeumann with a plaque in recogni-tion of what the TCCC sees as hisleadership and recognition of citi-zens concerns during his term aschair of the county board.

    children we loved to play the game hide-n-seek. Who would be clever enough to outwit the other andavoid being found by the seeker? Of course great strategy went into such decisions. Would you choosea secluded place, or an open space? Would you journey high or stay down low? How much cover of camouflage would be needed? It seems that times were simpler back then. There were no GPS sig-nals to track you, or cell phones to text. It seemed like there was more than enough time. One mighteven struggle with the occasional case of boredom, but dont tell mom!

    Today things just seem to be different. Life went and got itself busy. With all of the hustle and bus-tle of the Christmas season one might forget how Christmas began, or what it is all about. Pleaseremember that Jesus is the reason for the season. Prepare to make room in your heart for his com-

    also met on the cross, so that today you and I might be among those who, for the love of Jesus andone another, comfort the grieving, tend the suffering, and work together with courage and hope forthe day when we wont need to anymore.

    We ache in the wake of senseless violence throughout the world, especially when it is our children

    who suffer. We want to do what we can to shield ourselves and those we love. But what good does thatreally do us? Mary sings in the story from Luke 1:39-55 of a day when the world is turned upsidedown. She encourages us to grasp this hope that is meant for us. Even as we sort out our rage, grief,and fear, there is hope born in us today.

    My soul magnifies the Lord and my spirit rejoices in God my Savior.Marys song begins by singing praises to God. She knows her own lowliness. Her faith looks beyond

    the obstacles to the possibility, knowing Gods blesses her anyway.For he who is might has done great things through me.God reached out to her. This unexplainable generosity completely disrupted her life. She sings of

    great things God is doing in her, while living in exile with constant unknowns.He has shown strength with his arm, he has scattered the proud in the imagination of their

    hearts. He has put down the mighty and exalted those of low degree. He has filled the hungry withgood things, and the rich he has sent empty away.

    Marys song inspires a few questions: Do we believe that a blessing is waiting within us to be born?Do we realize that in our hunger, depression, grief and questioning we open ourselves to acceptingJesus birth as meaningful and significant? As uncomfortable as these feelings are they are the vehi-cles through which deeper meaning is born. When we run or deny the powerful presence and dis-

    comfort of grief, disappointment, outrage, or loss, we deny ourselves an even greater birth of hope.Christmas is a time in which our hopes and fears unite. In this union, God with us is revealed.I pray this Christmas to sing with Mary the Good News of what is about to take place. A child came

    to be a deeper and fuller manifestation of Gods love in the world.I pray that we let go enough of trying to control the messiness of life to recognize our blessed low-

    liness our own need for God.I pray we say yes to our calling to birth into being again this year the blessing of God with us,

    revealed where hopes and fears meet tonight. Ask as the spiritual writer, Meister Eckhart once did,What good is it that Christ was born a long time ago if he is not born now in your heart?

    rowerville, passed away onecember 16, 2013, at Centralodd County Care Center inlarissa. Funeral services forlbina were held Friday, December0, 2013, at Christ the Kingatholic Church in Browervilleith Fr. Peter VanderWeyst offici-ing. Interment was at Christ theing Catholic Cemetery, Brower-lle. Albina was born March 12,

    917, in Iona Township, Toddounty, to John and Mary (Wrobel)oligowski. She graduated fromrowerville High School andtended business college. Albinaorked in Long Prairie until herarriage. On May 7, 1940, shearried Matt Biermaier; she andatt farmed until his passing in

    993. Albina enjoyed playing cards,

    oing needlework and always hadhuge garden on the farm. Shepecially enjoyed little children. Albina was a member of Christe King Catholic Church inrowerville, helped with the funer-lunch program for many yearsd volunteered at Christ the Kingatholic School and therowerville Food Shelf.     About $10,000 will be availableor donations in this round. Grantpplications are reviewed andwards determined by aommunity Trust Board, a seven-

    member, independent, volunteerroup.

    To qualify for an Operationound Up grant, organizations

    must be nonprofit entities servinghe Todd/Wadena County area.

    Qualifying projects may be for gen-ral community service, economicevelopment, education, youth,nvironmental, emergency energyssistance or disaster relief.ontributions are not made to

    olitical or religious organizations,und-raising dinners, raffles, capi-al fund campaigns, national fundrives, for advertising or to individ-als.

    Operation Round Up grants forocal community service projectsre made possible by the membersf Todd-Wadena Electricooperative, who allow their

    monthly electric bills to be roundedp to the nearest dollar. Thehange is placed in the Todd-

    Wadena Community Trust accountnd awarded for community serv-e projects every four months. The

    verage individual contribution is

    ss than fifty cents a month, yetodd-Wadena members raise about30,000 annually. Since the pro-ram began in 2001, more than350,000 has been donated tobout 475 local service projects.

    Browerville picked up twoPrairie Conference victories lastweek with wins over St. JohnsPrep and Long Prairie. Tuesdaynight in Collegeville, the Tigersovercame some early shooting woeswith great hustle and defense andtook a 38-13 lead into halftime.Paige Callahan dropped in 15 of her team high 21 points in the firsthalf including including 9 of 11 atthe free throw line. CrystalPearson was also dominant in thepaint as the sophomore chipped in15 points as well in the first half.Kendra Buchta overcame someearly foul trouble and finished with15 points including 11 in the sec-ond half. Kate Kellen and QuinnKircher each tallied four pointswhile Rakel Bryniarski added alone bucket. Kale Knutson playedsolid defense all evening and fin-ished with 7 assists and 2 pointswhile Kate Middendorf chipped ina free throw. Browerville shot aseason best 18 of 26 at the charitystripe.

    Browerville 90Long Prairie-Grey Eagle 73Browerville scored 45 points in

    both halves as they pulled awayfrom the Thunder for a 90-73 victo-ry Thursday night in Long Prairie.Kendra Buchta put together herbest performance on the young sea-son with a 26 point 12 rebound per-formance. Crystal Pearson andPaige Callahan were equallyimpressive in the paint as Pearsonpounded out 21 points andCallahan collected 17 points. KaleKnutson ran the fast break withsuccess and collected 16 points and8 assists. Quinn Kircher chipped inseven points for the orange andblack while Kate Kellen added abucket and Kate Middendorf a lone

    free throw. The Tigers got to thefree throw line 33 times in the con-test and cashed in on 23. LP-GEsMaddie Zastrow led all scorerswith 35 points.

    Browerville currently sits withan overall record of 5-0. The Tigers

    will travel to the Wood City Classicin Cloquet on Dec. 27th and 28thfor a holiday tournament. Fridaynight the orange and black will betested by 3A opponent Cloquet andthen will turn around and battle4A opponent Bemidji on Saturdayafternoon.

    their first loss of the season in aPrairie Conference match up withthe West Central Area Knights lastThursday in Barrett. WCA playeda solid defensive game that keptthe Tigers out of sync for much of the night.

    Early in the contest, the Tigersappeared to have an answer for theKnights defense as they attackedthe basket and knocked down someoutside shots for an early 17 11lead. With the score 24 20 infavor of the Tigers, neither teamwould score for the next 4 minutes.The Knights Andrew Lindor scoredto pull WCA within 2, before BryceIrsfeld made 2 free throws to againtake a 4 point lead. Then in thefinal 4 minutes before the half, theKnight outscored the Tigers 10 to 6to notch things up at 32.

    Dakotah Kashmark scored 20points for the game to lead all scor-

    ers, and opened the second half scoring for the Knights to givethem the lead. The Tigers CodyHansmeyer answered to tie thingsup at 34. Jordan Thielen thenscored from behind the arc to givethe Tigers a short lived lead. WCA went on a 9 0 run for a 43 37lead which they would not relin-quish. Browerville was able to keepthe score close, but couldnt get anycloser than 4 points the rest of way.WCA shot well from the free throwline down the stretch to close thisone out with a final score of theKnights, 67 and Tigers, 58.

    Bryce Irsfeld led the Tigers with

    18 points. Jordan Thielen finishedwith 14 points and Trent Johnsonscored 9 points to go along with 8assists. Cody Hansmeyer andTrevor Johnson scored 7 points and6 points respectively.

    Cranberry Orange CookiesOrange sugar:1/3 c. sugar 1 t. freshly grated orange zest

    Cookie:1 c. sugar 3/4 c. butter, softened1 egg 2 c. flour

    1 1/2 t. baking powder 1/4 t. baking soda1/2 c. dried cranberries, chopped 1/2 c. macadamia nuts1 T. grated orange zest

    Heat oven to 350. Combine orange sugar ingredients in a bowl; mixwell; Set aside.

    Combine 1 c. sugar, butter and egg in bowl; beat until creamy. Addflour, baking power and baking soda; beat until well mixed. Add remain-ing ingredients. Mix well.

    Shape dough into 1 inch balls; roll in orange sugar. Place 2 inchesapart on ungreased cookie sheets. Flatten with bottom of a glass.

    Bake 7-11 minutes, until edges are lightly browned. Do not over bake.Cool 1 minute on cookie sheet; remove to cooling rack.

    Sunday morning found Zane and I at the same corner of thecedar pasture and the hayfield where we had been the daybefore. We kicked the empty shell casing out of our way so wehad a level place to stand while we waiting for the deer to comeout. Things had changed a lot in twenty-four hours. Jason devel-oped a blister on his foot from walking the hills, so Damon wasour only driver. Two inches of fresh snow blanketed the area andthe temperature was ten or fifteen degrees warmer. The lightbreeze was nothing like the wind yesterday that felt as thoughit would rip the f lesh off our frozen faces. We didnt have to waitvery long before three deer ran out to our right. Two almostgrown fawns were following their mother off to our right whenZane drew down on the doe. Another deer was dodging throughthe cedars coming in from our left. When Zane fired at his doe,the other deer stopped with just its head blocked from my view.I pulled up, fired, and the deer went down. I told Zane I got mydoe. He said he missed his, but he thought mine was a buck, not

    doe. When Damon emerged from the woods, we went over to check it out. Zane was right. Itwas a young buck, taken down with a clean shot.

    I field dressed my deer and went to get the truck while Damon and Zane dragged it into anpen area. We tagged it and took it back to the house to hang and cool. We took a break while

    we discussed the next plan of attack. The South place is too large for on person to push deer. Wewere lucky to get some of the deer out with two drivers the day before. Zane thought we shouldrive the Ten Acres and he could block at the Willow Crossing. The Ten Acres connects to a linef timber extending about a quarter of a mile to an open pasture with a heavy patch of willowrees around the edge of the lake. When the water level was low, we cut a path through the wil-ows so we could drive the Mule to the next timber. Deer have found this crossing to be a con-

    enient way to get from one place to another. If they will leave The Ten Acres and follow theence, a blocker will be in perfect position at the Willow Crossing.

    We decided since I had already gotten my deer, Damon and Zane would block while I walked.was only a few feet inside the timber when a doe jumped less than twenty feet away. She wasuick and I was unprepared. She was out of sight before I could shoulder my gun. As I slid downitches and fell up the other sides, I saw several white tails flagging ahead of me. Some deer

    were circling around behind me, but several seemed to be staying ahead, going toward my block-rs.

    If a person is outside during deer season in an area they can hear the shooting, it is possibleo predict with a fair amount of certainty what is going on. If a person hears several shots inapid succession, it generally means the hunter missed the first shot and is desperately throw-ng lead in hopes of getting a hit. A single shot usually means the hunter dropped the deer ins tracks and there is no need for a follow up shot. I was getting close to the end of my drive

    when I heard a single shot. When I came out into the pasture, I saw a thumbs up from Zane.When we went to get it, it had fallen into one of the deepest ditches on the farm, but thats whatDads and Grandpas are for.

    foremost we want to thank you for supporting the success of the DonorConnect Program. The pro-gram helps connect Minnesota Disabled veteransand/or family members in need of medical equipment with medical equip-ment donors. The goal is to build better lives for all Minnesota veteransand/or family members. This past year used durable equipment valued over$500,000 has been transferred from donors to disabled veterans inMinnesota. All donations are fully tax deductible.

    Over 70% of the Minnesota County Veteran Service Officers are activelyparticipating in the Program. Twelve MN DAV Chapters have a designatedequipment coordinator to collect and disperse medical equipment to veter-ans in their area. The Beyond the Yellow Network has assisted in findingequipment as well as transporting equipment to various areas of Minnesota,i.e. Rochester to Fargo, Minneapolis to Duluth, etc. More and more donorsare submitting their donations using the DAV MN website. We have hadmany unique situations behind the scenes, so discreet... by simply playingthe role of connecting the "quality of l ife line" between a very generous donorand a disabled veteran / veteran family in need of that connection.     Holidays can be a trying time for many. Some getdepressed around this time of year. Many reasons cancause this...however, you need to take the time to stepback when you are feeling a bit down and look at the

    good things in your life. Everyone has something dur-ing the holidays to be thankful for. Your family,friends, health, etc. Christmas is a time to gather withyour loved ones and celebrate the year, and look for-ward to the beginning of a new one.

    No matter how you celebrate Christmas, or what itmeans to you, MERRY CHRISTMAS to all!

    Our family Christmas is this Saturday. We will allgather at my parents home in Minneapolis to enjoyeach others company, exchange a few gifts, and eatway too much food, again. I seem to have been doingan awful lot of that lately. The past few says we havehad a wide variety of treats here at the office, cookies,

    chocolate, cheese, meats, and crackers, and way toomuch else to list. I have got to stop eating......

    I am going to make this real short. We are doing thepaper today due to early print schedules, and we needto get it sent to the printer by early afternoon. It isalso my Birthday today, so I would like to take a cou-ple of hours this afternoon and do something fun. Idont know what, but I will find something.

    Question: I am a 34-year vet-eran police officer, nearing theend of my career. The recentsnowfalls made me angry, seeingall the drivers not using theirheadlights! I was kind of shockedbecause during these snowfalls, I

    bet at least 25 percent of driversor more did not have any lightson at all, and many just had day-time running lights, which of course, are not considered legalheadlights for inclement weath-er, because as everyone shouldknow by now, when lights arerequired then all vehicle lightsare required, not just headlights.Headlights are used so you canbe seen, not just so you can see many drivers dont seem tounderstand that fact!

    During the snowstorms, I alsosaw that many drivers only hadtheir parking lights on too while

    driving! Arent people aware of the law? I think all of us officersshould start really going afterthese drivers with tickets, andmaybe we will get somewhere. Ihave talked with a lot of officersabout this, and they are fed uptoo. Maybe you could keep ontrying to educate the publicabout this, and do another arti-cle saying that having yourheadlights on can save lives.Maybe at least some drivers will

    wise up! Many officers havewritten serious injury or evenfatal crashes that could havebeen avoided if only someonehad their headlights on. In fact,we (officers) see it all the time.When I am at a stop sign, and Ilook left or right, I always seethe vehicle that has its head-

    lights on first, even if there areother closer vehicles that donthave their headlights on! Evenafter all these years of seeingthis, I can hardly believe that somany drivers just dont get itand are driving in this unsafemanner.

    Please do what you can toinform drivers that they need toactually turn the headlights onmanually in many cases, andthat some vehicles with (sup-posed) automatic headlightsdont actually turn all the otherlights on that are required whenheadlights are too. Sometimes

    we (officers) are busy at a sceneand we dont have time to gochasing after the non-headlightdrivers, but some of them pay forit when they are in a crash. Youwould think that drivers wouldwant to do all they can do to besafe and keep their passengers who are often family members safe. Thanks for whatever youcan do, and good luck!

    Answer: You about said itall, and very well at that. I willadd that traffic safety officialseverywhere are advocating justdriving with your headlights onall the time, so you dont have toworry about what all of the spe-cific requirements of the law are.

    After the recent lengthy snowstorms, I heard this same exactcomplaint from numeroussources and regions.

    Just to cover all the bases: Inpart, M.S.S. 169.48 says: Everyvehicle upon a highway withinthis state: at any time from sun-set to sunrise; at any time whenit is raining, snowing, sleeting,or hailing; and at any other timewhen visibility is impaired byweather, smoke, fog or other con-ditions or there is not sufficientlight to render clearly dis-cernible persons and vehicles onthe highway at a distance of 500feet ahead; shall display lightedheadlamps, lighted tail lamps,and illuminating devices... A good rule of thumb: If your

    wipers need to be on, then yourheadlights should be on too.If you have any questions con-

    The winter months in centralMinnesota can be severely coldand many of us in rural areashave concerns about our septicsystems freezing up, especiallywhen we have little snow cover.There are a few things that we ashome owners can do to preventour systems from giving us trou-ble at this time of the year. Hereis a list of things that we can doright now to help minimize thechances of septic system freeze-up:

    Repair leaky water fixturesinside your home. Dripping sinksand toilets can create ice to formin the sewer line from your houseto the septic tank.

    Place straw mulch (8-12 inch-es thick) over your sewer pipes,septic tank and drainfield to helpinsulate the soils from freezing.

    Allow yourself the luxury of taking longer showers and bathsduring cold spells. Keeping theliquids in your septic tank warmwill help alleviate some freeze-

    up problems.If your system has any

    cracked or missing inspectionpipes or caps over the tank anddrainfield, replace them. Thissituation delivers cold air direct-ly into your septic system andcan cause it to freeze up.

    If your septic system has hada history of freezing up in previ-ous winters, there may be someinherent problems with the sep-tic system that should beaddressed. A sewer professionalshould be able to trouble shootmany of these issues. These mayinclude:

    Repair of sagging or settledpipes that trap water and havepotential to freeze up.

    Installation of insulation overshallow tanks and inlet/outletpipes

    Regular maintenance includ-ing pumping of septic tanks andcleaning of drainfield distribu-tion lines.

    Older drainfields oftenbecome water logged and nolonger drain efficiently creating

    a freeze-up potential.Finally, here are a few moretips that you can use to minimizethe chances of freeze-up:

    Keep the turf over your drain-field in good shape. A thick greenlawn does a terrific job of insu-lating your drainfield.

    Do not park cars, boats,campers etc. on your drainfield.Compaction from heavy vehiclesallows frost to go deeper into thesoil and parked vehicles preventsnow from making contact withthe ground. Snow is a great insu-lator!

    Hopefully, well get our share

    of snow this winter and few of uswill have any problems. But if you do have issues, contact yourlocal septic system maintainerfor assistance. We hope you havea trouble free winter.

    Septic system freeze-up problemsin the winter months?

    Many farmer have a problemspot they are trying to farm. Itsthe area next to the ditch thatfloods every spring, or the cor-ners of a center pivot field. Itsthe spot where the producersays, I never have time to get inthere. or That spot didnt pro-duce. Sometimes these acresalso create soil and water prob-lems such as erosion and runoff.When a landowner decides totake these acres out of produc-tion, it can have a positive effecton soil and water quality and is

    also beneficial to wildlife. A strip of grass planted next

    to a ditch or on center pivot cor-ners provides valuable nestingcover to a variety of waterfowland upland birds. It can alsobecome an important hidingplace or travel corridor for otherwildlife including white-taileddeer fawns. Planting these areasto a variety of native grasses andforbs can have an even greaterbenefit for wildlife by providingpollinators and insects withhabitat. These insects are essen-

    tial for a growing pheasant orturkey chicks diet.

    Rev. Gena Maria Koeberl, Pastor of Zion Lutheran in Browerville, says the first timehe saw Browerville, "It looked like a Norman Rockwell photo." This is what she tolder friends when they asked her about her new home here and her first assignment tocongregation of her own.

    Rev. Gena has now been at Zion Lutheran since mid July, and has had a goodhance to meet many members of the community, both in and out of the congrega-on. Gena said she is still in the learning process. It can take some time to figure outhat people want, don't want, and what changes they may or may not like to see fromnew pastor. You have to listen to the members, and be willing to ask questions. It can

    ke a long time to learn a communities values and traditions, many of them handedown from generation to generation.

    Gena was raised in Hector, MN, and attended college at Concordia, Moorhead. Sheen moved to the metro area, where she was involved in area churches and enjoyedaying music in a Christian rock band in the Uptown Area of Minneapolis. It was whilethe metro that she decided to become a pastor, and completed her schooling at

    uther Seminary in St. Paul. When asked how she decided to become a pastor, sheplied that you don't really choose it, it chooses you.Gena said of being a pastor in a small community, you really get a chance to know

    e people of the community and the congregation. Being Browerville is a small, tightnit community, there is a good deal of partnership between the congregations of Zionutheran and Christ the King. The sharing of the Thanksgiving Mass is one example,nd Gena was given the honor of leading the mass this year. She said it did make her little nervous, and it may well be the first time the mass was lead by a female pastor.

    The board appointedMaintenance Supervisor Pete Bleessto head the cleanup project at thestorage buildings owned and rentedby the county, and to procure adumpster and sort out recyclableand salable materials with the assis-tance of Solid Waste Director MikeHanan. The Todd County HistoricalSociety may view the items in thestorage buildings and claim any-thing that the TCHS believes should

    be saved for its historic value.The board discussed the condition

    of the Main Street GovernmentCenter following the water damagethat occurred during the night of Dec.11-Dec. 12 due to a break in thebuildings sprinkler system.Commissioner Rod Erickson told theboard, We have an opportunity to gothrough things and get paid to do it[by insurance]. The

    Auditor/Treasurers and AssessorsOffices can log the hours they spendmoving and handling stored materi-als [to check for water damage andprepare the materials to be properlystored].

    Auditor/Treasurer Karen Buschexplained, The tax books from the1800s to the present are stored inthat building. We want to use the oldboard room as a tax library [goingforward]. STS can build the shelv-ing. The Historical Society could useit and we could use it. These taxbooks are the only place that certaininformation is recorded. We need tokeep those books. The old boardroom has been dried out from theflood and we are going to use it tosort things.

    Commissioner Dave Kircher said,We need security for those recordsand the type of atmosphere, climatecontrol, that is needed for properstorage and retention of records.There are statutory requirementsfor records retention and data prac-tices. Some of those records need tobe transferred to the MinnesotaHistorical Society.

    Shirley Lunsford, president of theTodd County Historical Society, said,This has been discussed with thestate, and Legacy Funds are avail-able.

    Commissioner Randy Neumannsaid, Weve got to get those books off

    the floor and on shelves.Erickson said, The clean-up crew

    from Servicemaster will bring us arecommendation on what to doabout the moisture in the walls, andwhat needs to be done to renovatethat building back to a normal con-dition. Jenna Peterson will takeover Cheryl Schneiders duties onthe Renovation Committee afterCheryl resigns on Dec. 30.

    --approved a gambling permit forSt Marys of Mt Carmel CatholicChurch to hold a raffle on Jan. 25,2014, at Head of the Lakes Resort inOsakis.

    --approved a contract with Peters& Churchwell, attorneys, to providepublic defender services for 2014 tothe Todd County District Court incertain types of cases.

    --voted 3 to 1 to request approvalfrom the DNR to offer tax-forfeitedlands for sale.
