1. Introduction to the Brochure and the European Master in Childhood Studies and Children’s Rights

This brochure should serve as orientation to the joint study programme European Master in Childhood Studies and Children’s Rights. It contains information on the course structure,

possible fields of work after graduation as well as a description of the exact content and teaching methods in the individual modules at the participating institutions, incl. time schedule. The European MA is a project of the European Network of Masters in Children’s Rights (ENMCR). The network brings together universities, academics, researchers, public institutions, NGOs, social and human rights institutions, Foundations, enterprises and individuals. Originally

it was founded in Berlin, Germany in September 2004 by five West European Universities with the support of the Non-Governmental Organisation Save the Children Sweden. By July 2007, 24 universities and research institutes have joined the network and it is continuously growing.

The members of the network are connected by the common belief that childhood is a social,

historically changeable phenomenon and that children∗ are social subjects who are to be

respected as such, with own views, interests, competences and the right to comprehensive participation. The members of the network cooperate in order to exchange experiences, to consult and advice each other, to promote exchange between teachers and students, to enhance research on the implementation and further development of children’s rights and to influence

children’s policies on a national and European level to achieve a far-reaching and sustainable implementation of children’s rights. In order to promote an international exchange also beyond European borders, ENMCR also cooperates with the Latin American Network of Masters in Children’s Rights (www.redmaetsriasinfancia.net) and aims at cooperating in the future also with similar networks and institutions on other continents.

The members of the network offer Master study programmes in Childhood Studies and Children’s Rights, some of which are offered in close cooperation with other members. The European Master in Childhood Studies and Children’s Rights is a joint study programme which

was developed by the five founding member universities and two newer member universities from Eastern Europe. The reasons to establish the MA are the following: The UN Convention on the Rights of the Child (UNCRC) was agreed in 1989 and has been ratified by all United Nations member states with the exception of the United States and Somalia. However, despite the commitment and intentions from state parties in Europe and different

efforts from civil society, it has become evident that professional human resources dedicated to the development and promotion of children’s rights requires specialised education at a higher level. Over the same period, it is clear that, in respect to children’s rights, new knowledge, methodologies and techniques of working with children within a children’s rights framework have been produced mainly within the civil society sector. In general, European universities have not participated actively and systemically in providing professional technical services relating to

children’s rights. By offering a higher university degree that includes international and interdisciplinary perspectives, the programmes associated with the European Network extend and complement existing training courses and seminars on children, childhood, human and children’s rights.

The study programmes of the European Network emphasise children’s active and meaningful

participation. Children’s views and perspectives and their organised participation underpin all aspects of the Master’s courses and seminars, as well as the research, and the provision of services. In the courses, children’s testimonies and their participation in qualitative research, as well as the study findings from both Master degree teachers and students are utilised. According to these principles, ENMCR has an understanding of children’s rights that does not

only view children as subjects of rights in the formal sense but also in a material sense as social subjects who can claim their rights themselves. This requires conditions in society that allow children to really claim their rights. The rights groups determined in the UNCRC, which are generally categorized as protection, provision (development) and participation rights are seen as an inseparable and interdependent even though at times controversial unit, whose interpretation

and implementation requires that children are respected, supported and strengthened in society with their own views and competences. Scientific dealing with children’s rights requires that they are not understood as a fixed and completed canon of codified rights. The development of rights is always an uncompleted social process in which besides the UNCRC other rights that are at times articulated and claimed by children themselves (unwritten rights) are to be considered. In this sense the UNCRC and its

practical implementation has to be subject to critical analysis that aims at further developing children’s rights and improving the conditions for their implementation. This holds true not only

for the civil and political rights of children but also for the further development and practical implementation of their social, economic and cultural rights. Children are the future but also the present, they must be respected as social subjects with own

views, ideas and feelings. Children should have the possibility to play an active and responsible role in the design of their living space. Therefore it is necessary to protect their rights and to ensure their full implementation.

If children’s rights are to be implemented, this world will be a different one. Studying the European MA in Children’s Rights will enable you to contribute to making this a reality.

2. Course Objectives and Addressees

The courses aim at promoting an understanding of

• the social, economic, political and cultural conditions and characteristics of childhood, including its social representations.

• children’s rights as part of the international discourse on human rights including their legal,

philosophical, sociological and anthropological foundations. • legal and judicial aspects of children’s participation and protection rights in a local, national

and international context. • children as competent subjects and their individual as well as collective social and cultural

manifestations. The students of the courses will develop competencies e.g.

• for the promotion of participation and self-organization of children, especially in underprivileged living-conditions.

• for the development of cooperative fields of action, focusing on living-conditions and life-

strategies of children and their families, including perspectives on “alternative economies”. • in intercultural communication and global learning, especially taking into account migration-

and cultural hybridity processes. The programmes enable the students to acquire a sound theoretical understanding of children and childhood based on new research and academic literature that has transformed the academic

understanding of children and childhood over the past decade.

The Master courses are designed for

• graduates from social sciences and other faculties who are interested in specializing in children’s rights.

• professionals working in educational, health, social care, law sectors, media or other fields relevant to children who want to acquire new knowledge about the social reality of children in a globalizing world and learn new methods for working with children within a children’s rights framework.

4. What are Possible Fields of Work and Options of Action for Graduates of the European Master in Childhood Studies and

Children’s Rights?

Graduates of the EMCR will be able to take on leading positions in • human rights, children’s rights and child help organisations • national and international NGOs • international organisations (e.g. EU, UNESCO, UNICEF, UNHCR) • social affairs ministries, public administrations • international development cooperation

They will be able to conduct • research and training related to childhood and children’s rights • internationally and intercultural oriented learning • PhD studies

And work on issues such as • campaigns for the promotion of children’s rights • children’s public health • child rights promotion in law

5. Where can I study the European Master in Childhood Studies and Children’s Rights?

The European Master is a joint interdisciplinary study programme of East and West European

universities.

There are two alternatives on how to study the 1 year programme:

1. You begin your studies at one university (e.g. FU Berlin) and conclude the programme at a partner university in the second semester. Successful graduation leads to the award of a "dual

degree" of the two universities you studied at. In the first cycle of the programme (2007/08) this

alternative was available at the partner universities: Freie Universität Berlin, Germany and Universitatea Babes-Bolyai in Cluj- Napoca (UBB), Romania. This alternative will possibly be

available with other partner universities in 2008/09. Please check out the website for updates (www.fu-berlin.de/emcr).

2. Students enrol at one partner university (e.g. FU Berlin) and have the possibility to take a module at a different partner university in the second semester. The credits earned are recognized as part

of the curriculum at the host university and form part of the degree.

Exchange is organized via Socrates-Erasmus bilateral agreements. There are limited places at each partner

For the Serbian and Moldovan universities exchange is organized in 2008/09 through scholarships in the frame of a TEMPUS grant of the European Commission.
