DEPUTY SPEAKER OF PARLIAMENTADVISER TO MARINE PARADE GRC GROs

Dear Residents, 2014 got off to a good start when PM first held an event to honour and recognise our Pioneer Generation. DPM and Minister of Finance revealed details of the Pioneer Generation Package [PGP] subsequently during Budget 2014. This commitment costing us $9 billion will impact some 450,000 pioneers. I had described this PGP as filial piety of the first order - that of a country and all Singaporeans honouring our pioneers. Indeed, this news has been much welcomed and appreciated by all. I daresay every family is impacted as there is bound to be at least a pioneer or more in each household - our parents, grandparents, uncles and aunties. In a few months’ time, each Pioneer will get a personalised letter from government to inform them of the PGP and what it

means to them. There were many other announcements in the budget which will enhance and improve our various social programs - housing, education, health and transportation. Gaps and some pain points remain but we know these are being addressed and things will improve. Over at our constituency, there have been many happenings in the past 6 months. Some HDB blocks have seen their lift upgrading projects completed whilst other blocks are still in progress. Then there are the various neighbourhood renewal programs taking place. Also, the drainage and estate upgrading works at the Bartley private estate have commenced. The old bus interchange has been completely transformed and renamed Braddell Heights Community Hub. The hub now houses a childcare centre, a senior care centre and a Family Medical Clinic, all of which have started operations progressively from Jan 2014. In addition, some 118 new surface car park lots were created. The multi storey car park at Block 407A also saw a new lift commissioned and operating. These and other projects have brought much

greater conveniences to all. We will continue to work on other improvements. There were also several community projects and activities that were organised for our residents. Two in particular stood out for me - one was the Edusave awards which were given out to over 1,200 recipients on 12 separate occasions where we shared the joy and pride of these recipients and their families. The other new project was the free legal clinic for residents that we started in January. Currently held on the first Monday of each month, we will increase the frequency of such clinics if needed. There is much to look forward to. My grassroots leaders and I are committed to doing our best to serve you and to make our estate a better home for you and your family. We also seek your support and understanding so that together, we can achieve these goals.

Best Wishes & Regards,

Seah Kian PengDeputy Speaker of ParliamentAdviser to Marine Parade GRC GROs

MESSAGE FROM MR SEAH KIAN PENG

Seah Kian PengTimbalan Speaker ParlimenPenasihat Kepada Kumpulan Perwakilan Kawasan Pilihan Raya Akar Umbi Organisasi Marine Parade

Dear Residents,

Have you noticed the physical changes around our neighborhood? I am sure you are thinking about the new Braddell Heights Community Hub and the Lift Upgrading Programme. Yes! In this issue, we will tell you what we know about the Community Hub as well as the Estate Upgrading Programme (EUP) on pages 9 and 13.

Moving on from all the infrastructure “hardware” to community “heart-ware”, volunteers and partners have put together, their reflections on their commitment to give back to society through monthly door-to-door distributions of necessities and groceries to needy families within the Braddell Heights estate. These are featured on pages 15 and 16. If that inspires you, we would like you to join us. To appreciate and encourage our youths in their respective educational pathways, we also had our annual Edusave Scholarships and Awards Presentation Ceremony albeit in a different way in January this year. Students received their awards from their loved ones - parents/siblings/ grandparents and thanked their loved ones with bear hugs on stage. These meaningful and touching moments can be seen on page 12. In March 2014, our grassroot leaders, together with Mr Seah Kian Peng, Deputy Speaker of Parliament and Adviser to Marine Parade GRC GROs reached out to many residents through house visits to emphasize the importance of practicing the 5-step mozzie wipeout. Please protect yourself from dengue fever, by doing the mozzie wipeout. More details can be found on page 18. Our Youth Chapter, on the other hand is recruiting volunteers to join them in reaching out to other fellow youths in our community. Their activities are showcased on page 17.

Our editorial mission works on informing, involving and inspiring you. We scour around the neighborhood for news on the latest estate developments, inspiring reflections from volunteers participating in social activities happening right here and photographs which capture those sharable moments in the community where its story takes over.

We hope that as you read the Braddell Heights News, you will discover more for yourself and more of yourself. Be part of this meaningful journey as a volunteer in Braddell Heights. We would also like to hear from you – your thoughts and aspirations as a resident living in Braddell Heights. Tell us candidly on what you would like to see more in your newsletter. Write to us at [email protected] and connect with us on Facebook (http://bit.do/BHCC) to be updated of all the latest information on governmental policies, estate and community news.

Official Opening of theBraddell Heights

Community Hubn 9 February 2014, Sunday, a series of exciting programmes was lined up in preparation for the official opening of the Braddell Heights Community Hub, located at Serangoon Central.

The line dance first began, with dancers from the Braddell Heights Women’s Executive Committee (WEC). Following which, there was a magic performance by Captain Star Dazzlev on stage. In addition, simple yet fun-filled games were organized for all participants present, with 30 sets of goodie bags to be given away. There were also other fringe activities happening at the same time, including a caricature artist who performed drawing on a mug as a keepsake and a sand-art activity with kids. Booths that were set up for enquiry and outreach purposes included My First Skool - Kiddies Play group, Serangoon Moral Family Service Centre, Community Health Assist Scheme (MOH) Booth, NTUC ElderCare SeniorCare Booth and Active Ageing Activity Awareness.

For every official opening, it will not be without the lion dance troupe to create vibrancy in fanfare and zest. Present to initiate the opening of the Community Hub were Mr Seah Kian Peng, Deputy Speaker of Parliament and Adviser to Marine Parade GRC GROs, Ms Jennifer Lim, Principal of My First Skool @ Braddell Heights, Mr Linus Tham, Chief Operating Officer of the National Healthcare Group, Mr Chua Song Khim, Executive Director of NTUC ElderCare, Mr Liau Meng Siong, Deputy Director (Commercial Marketing) Properties & Land Group of Housing & Development Board, Mr Ng Cher Yan, PBM, Chairman, Braddell Heights CCC and Mr Gary Tan, PBM, Organizing Chairman of the official opening of Braddell Heights Community Hub.

After the confetti was blown, more goodie bags were given out to residents who shared with us, their thoughts about the Braddell Heights estate then and now. Most of the residents interviewed said that they have lived for more than eight years in Braddell Heights and they have experienced greater commuting and shopping convenience and ease. They also praised the enriching activities and courses organized by Braddell Heights Community Club which many of them attend and participate frequently. In addition, three hundred pieces of NTUC cash vouchers were given out to residents aged 50 and above when they signed up with the Active Ageing Committee. The Active Ageing Committee seeks to engage Singaporeans and permanent residents aged 50 and above in programmes and activities which would help them to stay mentally, physically and socially active through activities such as brisk walks, morning exercise, heavily subsidised health screenings programmes and day tours.

It was indeed a fulfilling and relaxing morning for all present at the Braddell Heights Community Hub.

My First Skool at Braddell Heights Community Hub sets out to be a forerunner for future pre-schools in terms of its design, curriculum and practices. Children’s learning is also enhanced with creatively carved out spaces, such as specialised learning studios aimed to encourage meaningful explorations and courtyard spaces for spontaneous play. Technology is employed to optimise children’s learning experiences, to help them gain competence and experience using technology and develop critical thinking. The centre has an unconventional physical size that caters to more than 200 children at one time, with flexible spaces serving different functions according to each age cohort and social group. There is also a teachers’ resource room to address teachers’ need for a discussion and planning space as well as a parents’ corner where parents can engage teachers and access relevant resources and information. My First Skool at Braddell Heights Community Hub was officially opened by Mr Chan Chun Sing, Minister for Social and Family Development, on 2 January 2014.

To many people, “Health is wealth.” Indeed this saying is very true because only when one is in the pink of health can they enjoy time with their family and loved ones. Now, there is a Family Medicine Clinic which caters to the medical needs of all family members located in the heart of Serangoon Central. The Unity Family Medicine Clinic was opened in March 2014 and since then, has been steadily attracting a stream of patients to the clinic. Qualified family physicians are at hand to offer expert medical advice as well as offer medical assistance to the patients.

The Unity Family Medicine Clinic is a one-stop shop medical clinic to all family members. Patients visiting the clinic can also request to see the same doctor who is familiar with their medical history. This personalized service offered by the clinic is one of the reasons why patients like to come back to the clinic for repeat visits. Most of the patients who have sought medical assistance at the clinic are impressed with the excellent level of service offered by the doctors as well as the staff at the clinic. To make children feel at home and not to be intimidated by the medical environment, stickers are given to the children.

The Unity Family Medicine Clinic offers a wide range of services and listed below are just some of these services:

(a) Acute Primary Care: Treatment for common conditions like cold, fever, gastrointestinal discomfort and pain.

(b) Chronic Care: Management of chronic conditions like diabetes, high blood pressure, asthma, hepatitis and arthritis.

(c) Treatment Procedures: Treatment of skin lumps and bumps and removal of foreign bodies.

(d) Laboratory Services: Basic laboratory tests and electrocardiogram services

If you qualify for the Community Health Assist Scheme (CHAS) or the Public Assistance (PA) scheme, you can ask for subsidized care at the clinic. In addition, to shorten your waiting time, the clinic accepts booking via the following ways:

Phone : 6281 2638Email : [email protected] Booking : www.unityfmc.com.sg

If any of your family members is unwell or needs help with the management of chronic conditions, drop by the Unity Family Medicine Clinic to receive comprehensive care for your family member.

Situated in the heart of Serangoon Central is the NTUC Eldercare Silver Circle Senior Care Centre which opened its doors to the senior citizen community in January 2014.

Senior Care Centres are integrated day care facilities which feature different eldercare services in one location which is easily accessible to all senior citizens. Through the string of activities and services rendered at these centres, it is hoped that the elderly can benefit from these services and at the same time, enhance their physical, mental and social well-being.

What are the services which are available at these Senior Care Centres?

(a) Dementia Day Care: Maintenance Day Care, Support for caregivers of elderly with dementia(b) Community Nursing: Medication Administration, Continence Management, Nutritional Management(c) Active Rehabilitation: For strokes, fractures, spinal cord injuries and Parkinson’s disease(d) Social Activities: Regular exercises, festive celebrations and interactive games

Many senior citizens at the care centre like the idea of having the centre in the neighbourhood as the activities at the centre enrich their lives. The caring and passionate staff who treat each of the senior citizens with respect, as well as the availability of additional services related to nursing, rehabitation and dementia care are some of the reasons why most of the elderly visit these centres.

Yuan Xiao Celebrations 2014t was a hot afternoon on 15 February 2014, Saturday! The sun was blazing but that did not deter the enthusiastic volunteers from preparing for the Yuan Xiao Celebrations,

scheduled to take place in the evening at the Amphitheatre, Serangoon Central. Chairs and tables were put up at the site, signages, to the different stalls, were prominently displayed, and 1500 goodie bags were transported from the Braddell Heights Community Club to the site. All of the above begun as early as 4 p.m.

It was at 6 p.m., where all things were set up and ready for the event. Many more grassroots leaders also began to appear at the site, rendering assistance to the different stalls, where the fringe activities would be held. On the other hand, the main stage was all set, with performers all ready for the respective shows!

The time finally arrived! The stage programmes began with dance and song items from the various Braddell Heights Grassroots Organizations including the Dance Fit Club of the Braddell Heights Women’s Executive Committee (WEC), Braddell Heights Senior Citizens’ Executive Committee (SCEC) and Braddell Heights Chinese Traditional Arts and Planning Committee (CTAPC). Stage games, with small tokens, were also organized for the participants present at the site. The fringe activities, on the other hand, also began. Residents had the opportunity to participate in Chinese tea appreciation, Chinese calligraphy, games, children’s and adults’ riddles, community art contest, paper cutting and sudoku. They were also treated to balloons, ice-cream and kachang puteh! These stalls were set up by the Braddell Heights Chinese Traditional Arts and Planning Committee (CTAPC), Braddell Heights Youth Executive Committee (YEC), Braddell Heights Family Life Champion (FLC), Braddell Heights Active Ageing Committee (AAC), Braddell Heights Community Arts and Culture Committee (CACC), Marine Parade Town Council, National Environment Agency (NEA) and Serangoon Neighbourhood Police Centre (SNPC).

The sought-after Lion and Dragon dance, a favourite amongst the young children, appeared at the site an hour later, to welcome the arrival of our Guest-of-Honour, Mr Seah Kian Peng, Deputy Speaker of Parliament and Adviser to Marine Parade GRC GROs. The Lion and Dragon dance took centre stage, followed by other exciting programmes, including dance, music and song performances, by the Braddell Heights Zumba Club, Braddell Heights Harmonica Interest Group and the well-known TV personality, ‘二姑’. Residents thoroughly enjoyed the programme line-up on the stage, as seen from the smiles and satisfaction on their faces.

The event eventually concluded at about 10 p.m., as Guest-of-Honour, Mr Seah picked the winners for the lucky draw.

Edusave Scholarships & Awards Presentation Ceremony

n the first three Saturdays of January this year, Braddell Heights held twelve ceremonies of the annual Edusave Scholarships & Awards Presentation Ceremony for

students residing in this estate. The Edusave Scholarships & Awards scheme recognizes students who perform well or who make good progress in their academic and non-academic work, and provides students and schools with funds to pay for enrichment programmes or to purchase additional resources. To achieve these milestones, we believe it is only possible because of the strong support from their family members. As such, to celebrate this proud moment, the loved ones of the recipient were invited up on stage to present the certificate to the student. In emphasis of the importance of gratitude to the parent, every student was encouraged to demonstrate an outward expression of appreciation to their parents with a hug or high-five or simply a word of thanks. Thereafter, Mr Seah Kian Peng, Deputy Speaker of Parliament and Adviser to Marine Parade GRC GROs joined the entire family for a group photograph.

In addition, the presentations this year were further segmented into the various precincts and zones where the recipient resides in. The volunteers, who were involved in the organizing of each ceremony, are also residents living in the same precinct and zone as the award recipients. Thus, the people within the hall itself were in fact neighbours of the same block or stretch of road. It was a good platform to promote interactions amongst neighbours. With a decentralized approach, each ceremony comprises of a smaller group of people, which in turn resulted in a shorter waiting time for recipients and their family members. During the mingling session for grassroots leaders and residents after the ceremony, recipients came forth to have more photographs taken and autographed by Mr Seah, our Hosting Adviser.

The presentation ceremonies were very meaningful, emotional and poignant with various expressions from various families. Some families had three children receiving awards; some had their grandparents presenting the awards; some recipients were shy in their expressions but their parents were otherwise. It was dynamic and moving for each family as they were physically and emotionally involved in the process. This new format of Edusave awards was very well received by the residents - in fact, some of us were of the view that the parents liked it more than the recipients! All things said, the events tugged many hearts and we spotted many shedding a tear or two of joy. We are glad to do something different for our residents. If you were there, tell us your what you think of the ceremony. Email us at [email protected] so that we can improve our planning for future Edusave Scholarships & Awards presentation ceremonies.

he food ration for the needy families has been well received by the residents and we ushered in 2013 with more good news as we managed to secure another party involved in

this meaningful project.

They are the management and staff from a businessman who is a resident in the Braddell Heights estate himself. He involved all his staff as part of their CSR / community outreach project. With their involvement, we were able to embark on the ration distribution on a monthly basis to all needy households compared to a bi-monthly one in 2012. This is definitely good news for the needy families. The total number of beneficiaries has now gone up to

100 households and each of them would receive a food ration pack worth about $60 each month. On festive occasions, we would include some NTUC Fair Price vouchers to go with the food ration. The total cost of this project is about $75,000 per annum.

As usual, the students from Nanyang Junior College [NYJC] continued to collaborate with and support us in our project, helping us with the monthly packing and distribution together with various community leaders. With each year, a new batch of JC1 students would undertake the meaningful project from their seniors (JC2 students) of the previous year.

On 22 February 2014, community leaders, volunteers and 51 students from the NYJC Interact Club spent their afternoon braving the heat to pack and deliver food rations directly to the doorsteps of some 107 needy families living in Braddell Heights estate (Serangoon Central, Serangoon Avenue 1/2/3 and Lorong Lew Lian). Many needy families have benefitted from and are appreciative of this scheme, and all look forward to it.

Our community leaders, volunteers and students spent about an hour packing basic necessities such as rice, oil and instant noodles etc. into reusable bags, which were then personally delivered to the 107 needy households, to lighten their financial burden and help them cope with the rising cost of living. Though the bags of food were heavy, the students’ spirits remained high after experiencing the joy of giving and the gratitude of the residents.

What a Typical Food Ration Scheme Entails …

T

‘’I have learnt more than what I have expected in this food rationing experience. It was really an eye-opener each time I visited the homes of the beneficiaries. Sending the food ration was really a joy each time as I see the smiles on their faces, I realize that all my hard work has paid off. I enjoyed myself on this journey and I would do it all over again if given another opportunity.’’

‘’My involvement in food rationing to the needy residents of Braddell Heights estate for the past year has definitely taught me a lot about life. It has taught me to ponder and comprehend beyond what could be seen on the surface of the lives of these needy residents - the various problems they encounter beyond what we could see at first glance. It is important that we do not judge a person by what we see. More importantly, I learnt the power of a simple act of caring for those facing difficulties in their lives. If you wish to see the smiles and gratitude that people have for a simple act of service you do, then Food Ration Scheme will be a great service learning event that you should participate in.’’

This food ration initiative is successful because of the dedication and selflessness of our community leaders, volunteers and the students of NYJC Interact Club. More importantly, it is made possible because of the generosity of our donors which have made a significant difference to the lives of the 107 needy families, living in the Braddell Heights estate. Braddell Heights Community Club would like to say a big “THANK YOU” to the many stakeholders in this project - from the caring and generous donors to the students of NYJC Interact Club, and our community leaders and volunteers. The distribution would not have been successful without their diligence, altruism and perseverance, and they have played an indispensable role towards making Braddell Heights a more caring community and a better home for all.

Our earlier offer to all donors to join us on any of these monthly rations delivery to the lower income households is an open one. We welcome your participation and value your support and benevolence.

2,300 less-privileged households in the South East District have received goodie bags from Nestle Singapore as a New Year boost to start the year 2014 on a positive note. As part of this project, Nestle has donated more than 21,000 products for distribution to less-privileged families across all 13 divisions in the South East district.

On 19 January 2014, Mr Seah Kian Peng, Deputy Speaker of Parliament and Adviser to Marine Parade GRC GROs, together with grassroots leaders from Braddell Heights Zone ‘B’ Residents’ Committee and management representatives from Nestle and NTUC Fair Price brought cheer to the benefitting families at the final goodie bag distribution. The goodie bag distribution held at Lorong Lew Lian was the last in a series of five goodie bag distributions jointly organised by NTUC FairPrice, South East Community Development Council (CDC) and sponsored by Nestle.

Nestle Singapore’s Managing Director, Mr Valerio Nannini said that through Nestle’s collaboration with NTUC Fair Price and South East CDC, these food hampers would provide residents with more nutrition and joy for the New Year. Grassroots Adviser, Mr Seah Kian Peng also highlighted that business organisations are increasingly becoming more involved in Community Projects in recent years. This is an encouraging trend as more support channels are being set up to help low income families and individuals.

Mr Varatharaja Nadarajan, Chairman, Braddell Heights Zone ‘B’ Residents’ Committee said that “Distributing monthly rations to our needy residents is a privilege for us. Seeing them smile and thanking us gives us the motivation to do more for them. Nowadays, more of our residents are getting to know us better and they appreciate what the Resident’s Committee is doing for them’.

group of youths living within the Braddell Estate Neighbourhood Committee (BENC) recently came together recently to form one of the newest Youth Chapters in Singapore. In recent months, Youth Chapters, an initiative by People’s Association

Youth Movement (PAYM), have been sprouting up around the island. Each Youth Chapter (YC) aims to bring youths living close to one another together, to fortify within them a stronger sense of belonging to the community. It seeks to create a nurturing and vibrant environment for youths to explore their values, hopes and passions.

On 30 July 2013, members from the newly formed BENC-YC committee attended the ‘Youth Chapters Meet, Share and Learn’ session. At the session, best practices were shared amongst old and new YCs. BENC-YC was honoured to receive an inauguration plague from the Guest-of-Honour, Mr Lim Boon Heng, Special Adviser to Chairman of PA Board.

After listening to selected YCs’ presentations on their various successful youth engagement events at the session, BENC-YC committee is all hyped up to get the ball rolling! Some interesting ideas include a movie screening, visits to charity homes and an Amazing Race-styled challenge around Braddell Estate.

Our recent events included a Halloween Potluck held on 9 November 2013, where a demonstration on kimchi preparation was conducted by our very own member, Owen Choi. We had the privilege of having our Grassroots Adviser, Mr Seah Kian Peng, who was game to try his hands at making kimchi! In addition, we organized a flea market with a twist, “Pasar Merah”, where we incorporated the RED NOSE concept with the aim of creating a happy and joyous community. This event took place on 5 April 2014, Saturday at the Braddell Heights Community Hub.

Mr Teo Cheng Peow, Chairman, BENC said, ‘I am pleasantly surprised by the passion and the great enthusiasm of this group of young people who has come forward to serve the community. They are focused on their mission and are already planning a number of activities to engage the youth living in our estate. Well done!’

The Youth Chapter provides youths of age 12 to 35 years old the opportunity to meet more like-minded people, make new friends and the opportunity to do volunteer work and contribute back to the community.

If you are keen to be part of it, please call us at 62881258 or email [email protected] for more information.

raddell Heights Zone ‘B’ and ‘C’ Residents’ Committees, and Bartley Neighbourhood Committee (BNC) collaborated with the National Environment Agency (NEA) and St Gabriel’s

Secondary School to conduct a ‘Mozzie Wipe-Out’ house visit to residents staying within the Braddell Heights Zone ‘B’ and ‘C’ precincts and Bartley Neighbourhood. The National Environment Agency first held a briefing at St Gabriel’s Secondary School two weeks prior to the house visit to educate students on the recent dengue situation in the constituency and shared with the pupils, the National Anti-Dengue Campaign.

On 8 March 2014, Saturday, Mr Seah Kian Peng, Deputy Speaker of Parliament and Adviser to Marine Parade GRC GROs joined grassroots leaders, teachers and Secondary 2 pupils from

St Gabriel’s Secondary School to visit and educate residents on the ‘5-Steps Mozzie Wipe-Out’.

The students felt that the Mozzie Wipe-Out Campaign was very meaningful, especially since they had grassroots leaders conducting the house visits with them. The students and teachers look forward to more of such collaborations in the future.

Zhong Hua Secondary School, St Gabriel’s Primary School, Braddell Heights Grassroots Organisations and the National Environment Agency will again be collaborating on a similar project, ‘Stamp-Out Dengue Campaign’, which will be held in the month of May this year.
