All results were in to me by 9.30 p.m. on Sunday, October 27th. This was only achieved because Returning Officers and their assistants worked throughout the-nigh, h wo °L h c o u

fn t , n 8 s t a f f h a d already w ° * e d a long day as Presiding Office* and were extremefy tired. In future'

t would be preferable if separate staff could be specially appointed to help count the poll. The Gu'ide to Returning Mfttcers also needs to be modified to give more detailed instructions to Returning Officers on the conduct of the count Finally, the only equipmetu provided foi* the Elections which proved unsatisfactory were the staplers provided for the count. In future, ReturrhngX)fficersjjxust be provided with special heavy-duty ones 3A6' ' . S S S ? t J i a , ' . t W amendments should be made to the Presidential Elections (Supplementary Provisions) Act, lybST 1 he hrst is to make it necessary for a candidate for election to the office of President to be r eg i s t e red^ an election roll and to require him to declare the number under which he is registered on his nomination paper. The second is to remove the need foil the presidential candidate'to attend in person to submit his nomination and support papers fcnd to tenable him to cause such papers to be handed to the Returning Officer on his behalf. The last suggested amendment is to enable the Returning Officer to declare a presidential candidate nominated as soon as he is satis-fied that the candidate has complied with the requirements of Section 5 of the Act and he~has counted not less thai) 998 authenticated support papers. The existing provision requires the Returning Officer to wait until 5 p.m. on Nomination Day before he can declare a candidate to be validly nominated. • *•

Conclus ion

37. I would like to record my thanks to all the public officers, teachers and private individuals who assisted with the election arrangements. With a few exceptions, public officers co-operated whole-heartedly and without their assist-ance the elections would not have been as successful as they were. 38 In particular I would also like to record my thanks to the Commissioner of Police, to members of the Botswana Police and to the Government Printer and his staff who never failed to provide the assistance required from them Mr A. Seager, who was once again seconded from the Ministry of Agriculture to be responsible foi^Tnuch of the planning and organisation of the Election arrangements, deserves a special mention for his tireless and good natured approach to his duties. 1
