    identity? Is it the buildings? Our infrastructure atwork? Certainly. But take a closer look at whatsbehind all of it. The people. The forward-thinking,proud, indomitable spirit of the people. This is theheartbeat of Boston.

    Together we show a proud legacy of forwardprogress. From our early days as colonial settlers toour next chance to dene the course of our history.

    You can see it worn into the footsteps of theFreedom Trail, in the pursuit of knowledgewithin the more than one hundred universities

    and colleges in the Greater Boston area andthrough the cradle of innovation that makes theCommonwealth an international hub for research,technology and medical advancement.

    You can feel it in our thoughtful infrastructure:among the top ve most walkable, bike-friendlyand transit-friendly cities in America, a top tengreen city and the most energy-efcient city inthe United States.

    And you can hear it in the power of sports to

    unite and carry our hopes and dreams for a bettertomorrow. Its the recognition that athletics area catalyst for our educational and economicprosperity, and that youth sports can shape ournext generation of leaders and innovators.

    Over the past several months, we have hadmeetings, conversations and events with ourpeople elected ofcials, business leaders, collegeand university presidents, economic experts,Olympic and Paralympic athletes and taxi drivers,teachers, parents and so many others who make upour community.

    Our goal was simple: to explain why we believe in a

    Boston Olympic bid and to listen to their response.

    Time and again our gatherings concluded with astrong and consistent reply: ringing enthusiasmfor a Boston 2024 bid. From the Mayor of Bostonto students cheering on rowers at the Head of theCharles Regatta, we have found remarkable supportfor bringing the Olympics to Boston.

    It has been a tremendous and humbling experienceto listen to our peoples dreams for our region andimagine how the 2024 Olympic and ParalympicGames can create a positive legacy for us all. Just

    as importantly, it has been extremely inspiring tounderstand our peoples belief in the power of theOlympic and Paralympic Games how they unite us,how they represent the best in humanity, and howthe Games, like no other event on the planet, are thephysical embodiment of elevating the human spiritto new heights.

    We are proud to present this chapter detailing thePolitical and Public Support for the 2024 Olympicand Paralympic Games, knowing that the voice of ourpeople is simple, strong and growing. We are all in.

    We are here to put our history, technology,academics, infrastructure, and, of course, our peopleto work in dening the next chapter of the OlympicMovement, together.

    Status of Support

    What is the status of support of the local, county and

    state government authorities, and your local

    Congressional delegation?

    Boston 2024 has conducted a series of meetingswith local and state elected ofcials, all of whomhave expressed enthusiasm for and excitementabout our bid. Our most ardent advocates continueto be Governor Deval Patrick and Boston MayorMartin Walsh, whose combined leadership has beena key component of our effort. To further reinforcetheir commitment, both leaders have specically

    assigned senior staff to serve as ofcial liaisons toBoston 2024 to coordinate the necessary resourcesfrom their transportation, planning, legal andoperations departments.

    We have had positive discussions with Governor-elect Charlie Baker (R-Swampscott), and we arecondent that he and his new administration willcontinue to be important partners as the processmoves forward. Support from current SenatePresident Therese Murray (D-Plymouth), SenateMajority Leader Stanley Rosenberg (D-Amherst), whowill become Senate President in January, Speaker of

    the House Robert DeLeo (D-Winthrop) and membersof the Boston Legislative Delegation representsimportant bipartisan leadership on Beacon Hillthat will strengthen our plan to engage legislatorsacross the Commonwealth in the coming months.

    In addition to state ofcials, mayors of citiesand towns outside of Boston have shared theirsupport of our bid. While the City of Boston willbe the ofcial host city of the Games, Boston 2024envisions strong collaboration with municipalitiesthat may host venues or accommodations, and our

    partnership with their local leaders will be criticalto our effort. The cities of Cambridge, Newton,Somerville, Medford and Lowell have alreadystepped up to the plate, and we expect more tojoin our Olympic quest in the coming months.Discussions with members of the Boston CityCouncil have been very positive, and they too willbe key partners as we embark on a comprehensivecommunity process in concert with Mayor Walshand his team. We have had positive and productive

    initial conversations with members of our

    Congressional Delegation and have organized a fullbrieng of the delegation.

    Boston 2024 is pleased with the breadth and depthof support we have received from governmentofcials to date, but we recognize that this is justthe beginning of what we know will be a broaderpublic discourse in the near future. Boston 2024remains ready and looks forward to working withthe USOC and elected government leaders to ensurean open, honest and transparent public outreachcampaign throughout the bid process.

    Decision-Making Mechanisms

    What are the management and decision-making mechanisms

    you envision to facilitate planning and operations within

    multiple political jurisdictions during and in preparation for

    the Games?

    As stated in previous submissions related to security,Boston 2024 anticipates that multiple politicaland operational jurisdictions will be involved insecurity planning and execution. The greater Bostonregion has demonstrated a proven track recordof success with multi-jurisdictional collaboration

    among federal, state and local authorities andprivate sector safety entities in planning for andimplementing security for large scale events. For the2024 Games, we envision that our comprehensivesafety and security plan will be developed andexecuted under a multi-jurisdictional, multi-disciplined unied command and coordinationstructure similar to what was created for theDemocratic National Convention in 2004 andannual events such as the Boston Marathon andFourth of July Celebration.

    Boston 2024 recognizes that the City of Boston willbe a lead partner during and in preparation for theGames. We are also committed to pursuing closecollaboration with other municipalities hostingvenues and ensuring that they, too have a seat atthe planning table.

    Legal Obstacles

    What are the legal obstacles, if any, to the organization of the

    Games in your city/county/state?

    As described in other submissions, Boston 2024anticipates that a number of venues will belocated on land owned by public entities, includingthe Commonwealth of Massachusetts, the MBTAand the City of Boston. Use of such land wouldrequire relocation strategies for existing facilities.Such relocation and utilization of the land, eithertemporarily for the 2024 Olympic Games or forlegacy purposes, would require special legislation to

    avoid limitations on sale, lease or other dispositionof certain publicly-owned lands under existing

    Massachusetts laws. Other legal considerations

    include the existing permitting and approvalrequirements needed both for venues and fornecessary transportation improvements.

    In addition to the license requirements and

    exceptions thereto, there are a few otherMassachusetts laws that relate to sport.

    Massachusetts law permits any employee whoqualies for a world athletic or Olympic competitionteam to take a paid leave of absence to compete.

    Another law imposes a ne of up to $50 for anyperson who directs profane, obscene, impure orslanderous language at a participant or ofcial in asporting event.

    Finally, there are a few additional Massachusetts

    laws that relate to professional athletes, such as alaw that makes it a crime for a professional athleteor those involved in professional sporting eventsto give or receive any valuable thing with intent toinuence [the athlete] to lose, or try to lose, or causeto be lost, or to limit [the] teams margin of victory.Further, there are state tax regulations that governthe tax treatment of out-of-state professional teamathletes.

    New Laws

    Do you envisage the implementation of any new laws to

    facilitate the organization of the Games?

    Boston 2024 could envision proposal ofcomprehensive Olympic legislation to facilitatevenues and transportation in a unied manner.Such new legislation would, among otherthings, facilitate public control of the land andinfrastructure for the duration of the 2024 Gamesand facilitate public/private joint ventures forcertain development projects.

    While Boston 2024 does not anticipate anysignicant issues related to securing the necessaryapprovals and permits under existing law, Boston2024 may propose, in any special legislation,provisions to provide for expedited and streamlinedpermitting processes. There is precedent inMassachusetts for such a streamlined approach forlarge infrastructure projects, including, for example,the development and expansion of the BostonConvention and Exhibition Center.

    Impact of Elections

    List all elections planned at the city, state and regional levelsthrough December 2015 and indicate whether the outcome of

    such elections could have any impact on the preparation and

    staging of the Games in 2024.

    In the City of Boston, non-partisan elections willbe held in 2015 for City Council, the municipalityslegislative body comprised of four at-large and ninedistrict seats. A preliminary election will occur ona date to be determined in September to narrowthe at-large pool to eight candidates and thedistrict pool to two candidates for each seat. Thenal election will occur on November 3, 2015. Theoutcome of these elections will not have an impacton the preparation and staging of the Games in2024. There are no planned elections in 2015 at thestate and regional levels.

    Jurisdictional Covenant

    Provide a covenant from each level of government and

    political jurisdiction of your bid stating the following:

    [Duly authorized representatives] hereby conrm that thegovernment of [political jurisdiction as identied in theHost City Contract]: Has reviewed the current IOC Host City

    Contract, understands the requirements and conrms abilityfor the city to sign. Guarantees the respect of the Olympic

    Public Opinion

    What is the general public opinion in your city/region toward

    bidding for and hosting the Games?

    Bidding for and hosting the Games in the Bostonarea are generally popular ideas. Support isconsistent across the Commonwealth, and over thepast seven months, we have seen this support growsteadily as residents begin to learn more about apotential Olympics in the Boston area. In Bostonalone, nearly 60% of residents favor the proposalto host the Olympics in the city, which represents astrong baseline of support garnered with minimalpublic outreach. Even before hearing details aboutthe proposed bid, residents are receptive to theidea, and support jumps to a clear-cut majorityafter residents receive more information. Support isstrongest among young people, African-Americansand Latinos.

    Boston 2024s formidable presence on social mediaillustrates this broad-based support we currentlyhave 4,200 followers on Twitter, our likes onFacebook have increased by 80% since August andafter only one month on Instagram, the number offollowers grew by 75%.

    Is your city willing to sign the Host City Contract unedited?

    Yes, Boston 2024 and the City of Boston recognizethe necessity in agreeing to sign the 2024 Host CityContract in the form to be provided by the IOC.

    Boston 2024 has been working collaborativelywith the City of Boston in reviewing the Host CityContract, both the 2020 version, as well as themodications in the recently-released 2022 version.

    Boston 2024 and the City value the demonstrated

    willingness of the USOC staff to provide insightsinto provisions in the contract that cannot, in and ofthemselves, be satised solely by the City of Bostonor Boston 2024, given the nature of the specicundertakings and the jurisdiction, for example, ofthe federal government on certain matters. We willcontinue to act in good faith with the USOC onmeeting all of the obligations.

    We welcome the recent modications by the IOC tothe Host City Contract, including relaxing certaincondentiality requirements in recognition of thelegal and political implications, prohibiting anyform of discrimination, modifying the scope ofcertain venues like the Athletes Village and OlympicStadium and limiting changes in the Program of theGames. We look forward to working with the USOCon understanding other potential modications tothe Host City Contract.

    Recognizing the risks undertaken by the City ofBoston in executing the Host City Contract, Boston2024 and the City of Boston have been developinga structure in our bid to minimize exposure by theCity of Boston to such risks. The City of Boston

    will agree to the terms, without reservation, butwill benet from indemnities from Boston 2024,insurance policies, investment from the businesscommunity and other protections.
