    Concept Explanation

Explain how your concept of the Olympic and ParalympicGames ts into your city and regionslong-term planning strategy.

The planning concepts for the 2024 Olympic andParalympic Games are shaped by a shared visionfor Boston 2030 the 400th anniversary of thecitys founding.

Boston is a geographically compact city with diversehistoric and contemporary assets. The city boasts anunrivaled waterfront and Americas cleanest urban

harbor, a network of celebrated park spaces andpublic recreation venues, a history of independenceand historic architecture. Boston is also home toworld-renowned academic and medical institutions,a hub of innovation and invention, and a vibrant, expansive economy.

For the past 400 years, this city has consistentlydeveloped and redeveloped its valuable landresources to the maximum benet of its people and

economy. The city has undertaken some remarkablylarge and complex projects from early landreclamation to later infrastructure reclamation, andrecent air rights development.

As we look to the future, signicant demand for

expansion is projected for the innovation economy. The City of Boston anticipates the need in thenext 20 years for 50,000 new residences in Bostonalone and the creation of 100,000 new jobs. Tosustain the innovation economy and to attract thetalent which will ll the innovation jobs, there are

a number of areas where the city must focus in thenext two decades:

Continued inll through infrastructure reorganization Continued improvements to transportation and

    smart mobility

    Improved resiliency for climate change

Greater access to waterfront and amenities

Enhanced quality of life for all residents

The marriage of innovation and sports infrastructure toimprove health and wellness

We offer our compact city as a canvas for the

Olympics. In turn, the strategic selection of sites forOlympic venues offers opportunities to unlock landareas which meet multiple objectives for the nextgenerations of Bostonians.

    History + Geography

The City of Boston and its core are a compactgeography of 48 square miles of land. This compactgeography has been consistently developed andredeveloped for the last 400 years through:

Land Reclamationmore than two-thirds of the citysfootprint did not exist when the city was founded.

Highway + Rail Infrastructureland takings thatpenetrated through the heart of the city.

Infrastructure Reclamationthe Prudential Centerdevelopment, Copley Place, the Rose KennedyGreenway, Fan Pier and the South Boston Waterfrontand now Beacon Yards have all reclaimed valuable landand made important connections.

This cycle persists as the city continues to densifythe core, building a consistently more livable, sustainable and innovative city. Our proposedvenue sites - especially at Columbia Point, Midtown

and Beacon Yards - represent new opportunitiesfor signicant inll development in the core of

    Location of Key Infrastructure

Explain your motivation behind the choice oflocation of key infrastructure (competition andnon-competition venues).

The overall venue plan for a compact Games in acompact city is based on ve simple principles:

Put the athletes and the sports rst by offering acompact city where 28 of the 33 venues are within a10 kilometer radius.

Plan for meaningful and appropriate legacy in keyinfrastructure and competitive venues - look forward to

2030 and look back to 2024. Deliver our most precious physical assets to the Games

    - our waterfront, our parks and our university campuses.

Establish two major clusters the Waterfront Clusterand the University Cluster as anchors for the Gameswith a series of important venues in between theanchors at the backbone of the city the Back Bay andthe Charles River.

Make the Greenway, the Harbor and Fort Point Channelthe heart of the public celebration.

The 2024 Games are planned around two majorclusters and ten precincts accounting for 28 of 33

venues within a 10 kilometer radius.

    Waterfront Cluster

The Waterfront Cluster is dened by a one-mile

radius and includes a range of key city assets:

11 miles of waterfront and beaches along a cleanBoston Harbor.

Thriving neighborhoods such as South Boston, theSouth Boston Waterfront, Fort Point Channel artistsdistrict and the South End.

Rose Kennedy Greenway and the Harbor Walk.

South Station, the single busiest transit hub inNew England.

University of Massachusetts - Boston and the John F.Kennedy Library and Edward M. Kennedy Institute.

Direct access to Interstate 93 and Interstate 90.

    UMass Boston / Columbia Point

Home to the Athletes Village and the athletes launchfor Sailing in the Boston Harbor.

The Village will enjoy direct access to the SouthBoston Waterfront for recreation, a secure 100-acrecompound, being within one mile of the OlympicStadium and nine additional venues, and being withinfive miles of 28 venues.

    Midtown

Home to a temporary 60,000 seat Olympic Stadium,Midtown is located at the geographic heart of theurban core with unparalleled access to transit MBTAand commuter rail; highways I-93 and I-90; andpedestrian pathways.

The opportunity proposition is simple: transform atangle of maintenance yards and city public worksbuildings into a platform for entertainment and futurecommercial development that transforms an urban scarinto a meaningful seam between neighborhoods.

    South Boston Waterfront Precinct

Includes the expanded Boston Convention and

Exhibition Center proposed host to RhythmicGymnastics, Indoor Volleyball , Taekwondo, Judo,Wrestling and Table Tennis.

Adjacent to a permanent waterfront music performancepavilion which will host Weightlifting.

31 DECE MBER 2014 NU MBER 1: OVE RAL L GAM ES CONCEP T INTERNATIONAL COMMUNICATIONS NARRATIVE

5.4 DELIVERY OF THE GAM ES

    Delivery of the Games

Explain the most signicant challenges to the development, management and delivery of Games venues and infrastructure, and Games operations in your city.

Our primary planning principle is Compact Gamesin a Compact City. The Boston 2024 Olympicand Paralympic Games will be a compact andwalkable Games; the City of Boston will be ourOlympic Park. With that planning objectivecomes a great opportunity and our most signicant

challenges to the development, managementand delivery of Games venues, infrastructure and

Games operations. We have a long track record, however, of delivering context-sensitive designand construction of major infrastructure andredevelopment projects that improve the qualityof life and competitiveness of our city, as well asa century of experience hosting major events thatattract millions of visitors annually.

The vast majority of our competition and non-competition venues are located on land controlledby public entities and the citys great academicinstitutionsminimizing the requirements forprivate land acquisition. For areas like Midtown,

we must relocate key transit and public worksfunctions. While this is a requirement for use of theland, we will demonstrate that these relocationsrepresent opportunities for consolidation offacilities, new efciency of operations and the

    unlocking of legacy possibilities.

The challenges for Games management are again

related to the compactness of the venues: thebusiness of the city and all its residents must goon. We have excellent transit and transportationinfrastructure in place and a plan for bothtemporary and permanent improvements that willsupport the simultaneous essential functions ofthe city. Our legacy planning model and transportmanagement systems will provide predictableoutcomes for mobility, security and emergencyservices, unparalleled in Games history.

We will be able to draw on a highly educated andenergetic local workforce, including our large

college-age populations. We will strive to surpassall previous Olympics in the effective training ofvolunteers. Our universities have already steppedforward with initiatives for recruitment and training.

And, we will deliver. We are doers who are focusedon the big challengewith extraordinary expertisein technology, the commitment of our greatinstitutions and business leaders and the relentlessperseverance of a proud people that embraces theOlympic and Paralympic Games.
