Impact of regional policies on economic development in Bulgaria:
European practices and national perspectives

Abstract: The paper presents the main objectives of the EU regional policy and the state
policy for regional development of the Republic of Bulgaria, the discussions and amendments to the
Regional Development Act in the context of the realized and expected effects on the economic
development of the country. Тhe economic centers in Bulgaria and the prospects for rural
development are analyzed. Comparisons have been made with other European countries and
recommendations are made for a justified territorial zoning under European cohesion, rural
development and regional policies, as well as socio-economic and spatial-territorial, natural,
geographic, historical and cultural features of the country.

Резюме: Докладът представя основните цели на регионалната политика на ЕС и
държавната политика за регионално развитие на Република България, дискусиите и промени
в Закона за регионалното развитие в контекста на реализираните и очакваните ефекти върху
икономическото развитие на страната. Анализирано е обособяването на икономическите
центрове в България и перспективите за развитие на селските райони. Направени са сравнения
с други европейски държави и са изведени препоръки за обосновано райониране на
територията съгласно европейските политики за сближаване, политиките за развитие на
селските райони, регионалната политика и социално-икономическите и пространствено-
териториалните, природните, географските, историческите и културните особености на
страната.

Socio-economic approach in subdividing territory into regions in
Bulgaria – traditions, current achievements and problems

Abstract: In the past, the Bulgarian geographic science has its studies and elaborations for
economic subdividing the territory into regions, which, without ignoring the administrative
boundaries, set out in different schemes other dimensions of the territorial organization of the
Bulgarian economy. Unfortunately, once again, the scientists have been kept away from the rapid
process of "dividing" the country and, as in the past, have been forced "to comply" without
participating as organized government partners.

Farm based rural tourism as a socio- economic development strategy
in rural livelihood development; experience from Europe and Asia

Abstract: Tourism resources available in rural areas can be used effectively and efficiently
by practicing farm based rural tourism and they can provide solutions to a number of economic, social
and environmental issues in rural areas. Farm based rural tourism can also be used to enhance and
extend the agri - based industries, develop agri - tourism services, promote nonfarm employment in
farming areas, decrease the rural migration to urban zones, increase income of farmers by introducing
alternative income generating sources and manage the risk faced by farmers both in crop production
and livestock. This paper uses the method of SWOT analysis to make a comprehensive evaluation
and analysis on strengths, weaknesses, opportunities and threats in the development of farm based
rural tourism in selected Asian and European countries. By a comparative study on agri and farm
based rural tourism in emerging and developed economies in two continents, this paper clearly
determines the advantages, opportunities, disadvantages and threats in practicing of farm based
tourism in both regions. Further, it discusses means and ways that can be used in socio- economic
and rural livelihood development of these rural areas by practicing farm based tourism.
This paper further discusses how farm based rural tourism can be practiced in rural sector as
a supplementary income source to the farming community as a risk management strategy which is
less susceptible to external factors such as local & international politics, climate change and whether
pattern changes, market and trade slumps, etc.
Rural tourism is the best way to explore the traditions and values in a country or region.
Traditional cuisines, authentic handicrafts, folk cultural events and activities, beauty of the nature,
rural hospitality, farms and livestock, less polluted environment, all these can be used to enhance the
tourist attraction to the rural areas. Improving the tourist attraction means increasing the number of
visitors to rural areas as tourists. Literature indicates that majority of the rural and farm tourists are
wealthy and their buying power is higher than mass tourists. At the same time they are more
disciplined and environmental loving visitors.
Increasing the number of tourists to the rural areas increase the money transactions in the area
as a whole. Obviously, this will help for a rapid socio-economic development of the rural areas.
Statistics have proven that majority of the people in rural areas are farmers or communities related to
farming.
Socio-economic development of the rural areas has a positive relationship with the
enhancement of rural livelihoods and this will extend solutions to most of the problems in rural
communities such as rural migration to urban areas, managing the risks in farming, socially as well
as politically empowering the masses and etc.
Experiences in Europe and Asia show that by introducing well organized farm based rural
tourism can improve the rural economy & social status of their community and as a result, rural
livelihoods.

The New Challenges on Reshaping of Regional policy in Lithuania in
Geographic and Demographic Approaches

Abstract: The definition „region“ in Lithuania is associated with three types of territorial
units: administrative units of the state territory of higher level – counties (apskritys); ethnocultural
regions; territorial units where Lithuania’s national regional policy and the European Union’s
cohesion/neighbourhood policy are implemented. Thus, the aim of the national regional policy is the
reduction of regional socio-economic disparities within the country. The strategic provisions of
Lithuanian national regional policy are incorporated into EU structural support programing
documents.
Since 1995, the system of administrative-territorial units in Lithuania has undergone essential
changes. In 1995, 10 new administrative-territorial units of higher level, named apskritys (counties)
which corresponded to the NUTS III level units, were established for the performance of state
administrative functions. Although, compared to the analogous entities in other European countries,
those 10 new administrative-territorial units of the higher level were and still are relatively small.
They are called regions in Lithuania in particular. According to the scientific classification of regions,
the mentioned regions are attributed to the group of administrative regions. Later, in 2000 were
detected a duplication of administrative regions with other public administration entities, and since
2008, a majority of the functions were devoted to municipalities.
Since 2008, discussions had been held in Lithuania concerning the possibility of abolishing
10 counties and establishing 3-5 regions intended to perform the functions related to state
administration, national regional policy implementation and administration of the European Union
support. The actual, practical steps were taken by the 15th Central Government in 2010, when it
fulfilled the reform of the counties. The only result of that reform was the liquidation of part of the
state institutions operating in the counties, but the administrative former boundaries of the counties
still were determined as geographical ones of the regions. In January 2016, two additional statistical
regions (corresponding to NUTS level 2) were formed: Capital region (consisting of Vilnius County)
and Central-Western region (consisting of the remaining 9 counties within the country). Therefore,
the problems of socio-economically and demographically based formation of the regions, they arise
from a plenty of unsolved and unforeseen geographical questions related to efficiency of division of
the country into two regions, which does not correspond to socio-economic, demographic, and even
urban and cultural environments. The purpose of research is to reveal the preconditions for
elaboration of 3-5 regions based on socio-economic geographic, demographic data with application
of GIS functions on spatial analysis in order to maintain the alternative solutions of formation of the
regions in Lithuania. The main result of research gives other alternative and critical approach in
determination of 3 or 5 regions, which can facilitate the processes of implementation of regional
policy in the country.

Socio-economic zoning: from the theoretical bases to the practical
realization

Abstract: Socio-economic regions are formed and developed under the influence of objective
laws that represent a specific territorial form of manifestation of economic laws. In general, there are
two main concepts regarding the coincidence of areas with other territorial combinations
(administrative and territorial units, industry districts, etc.). According to the first one, the
administrative and teriitorial structure should not reflect the objectively formed areas. According to
the second concept, there must be a maximum match between the administrative and territorial units
and the naturally occurring boundaries of the regions. To achieve an effective regional policy, the
relation administrative and territorial structure - regional development - regional policy is important.
With the Regional Development Act change project, a new type of regional policy and a new
approach to it are presented for the development of the regions. A differentiated approach based on
the natural and socio-economic potential will be applied. The new zoning creates prerequisites for a

Резюме: Социално-икономическите райони се формират и развиват под влияние на
обективни закономерности, които представляват специфична териториална форма на
проявление на икономическите закони. Най-общо съществуват две основни концепции по
отношение съвпадение на районите с други териториални съчетания (административно-
териториални единици, отраслови райони и др.) Съгласно първата от тях, административно-
териториалното устройство не трябва да отразява обективно формираните райони. Според
втората концепция трябва да има постигането на максимално съответствие между
административно-териториалните единици и естествено възникващите граници на районите.
За провеждане на ефективна регионална политика важно значение има отношението
административно-териториално устройство – регионално развитие - регионална политика.
С проекта за промените в ЗРР се дава възможност за нов тип регионална политика и
нов подход към нея с цел развитие на районите. Ще се прилага диференциран подход базиран
на природния и социално-икономически потенциал. Новото райониране създава предпоставки
за целенасочен модел на въздействие върху регионите. Проектът за нови статистически
райони - Югозападен, Дунавски. Черноморски, Тракийско-Родопски, е един от моделите на
социално-икономическото райониране.

borders. Different policies on both sides of the border, notably in the areas of law, governance,
taxation, economy, culture and social affairs, have helped to transform state borders into real barriers
between countries. The EU is the first and most typical example of a large institutionalized space
where integration processes are particularly strong and the leading role of regional policy and regional
development.

The position of the capital cities and urban agglomerations in

Abstract: The study aims at outlining the position of the capital cities and urban
agglomerations within the System of the classification of territorial units for statistical purposes used
in the European Union. Eurostat data for the different territorial units included in the NUTS 1, NUTS
2 and NUTS 3 levels of the classification is analyzed. The emphasis is on the comparison of the
Bulgarian capital Sofia to the capitals of countries comparable to Bulgaria by population and territory
and by time of accession to the EU. Conclusions related to the discussion on the feasibility of
separating a metropolitan region at NUTS 2 level were made.

Акцентът е поставен върху сравнението на българската столица София със столиците на
страни, съпоставими с България по население и територия и по време на присъединяването им
към ЕС. Направени са изводи, свързани с дискусионния въпрос за целесъобразността от
обособяване на столичен регион на ниво NUTS 2.

Socio-economic regional disparities in Bulgaria

Abstract: The study presented in the paper concerns important aspects of the spatial
development of the Bulgarian economy. The main objective is to determine the regularities and
specificities of the impact of the factors determining the regional differences, to assess the extent to
which the emerging economic structures at the regional level determine the potential for development;
to envisage expected changes in these structures and their impact on economic development,
respectively the processes of regional convergence / divergence. The survey is carried out at the
following levels: analysis of differences in the regional economic structure at the level of statistical
regions and districts. The statistical information is based on data from the National Statistical Institute
and Eurostat. The analysis uses statistical and economic methods, as well as the use of shift share
analyzes and methods.

равнище определят потенциала на развитие; да визира очакваните промени в тези структури и
отражението им върху икономическото развитие, респ. процесите на регионална
конвергенция / дивергенция. Изследването се реализира на следните равнища: анализ на
различията в регионалната икономическа структура на равнище статистически райони и
области. Статистическата информация се базира на данни на Националния статистически
институт и Евростат. При анализа се използват статистико-икономически методи, както и

Smart specialisation - an innovative approach to the economic
transformation of the Republic of Moldova and the role of the

Abstract: Establishing a knowledge-based economy and the transition from a resource-based
to an innovation-based economy, which the Republic of Moldova opts for, requires changing the
approaches of the regional economic development and reconsidering the research-development and
innovation system to turn it into an important progress factor.
While the elaboration and implementation of the National/Regional innovation strategy for
smart specialisation (RIS 3) has become an important component of the cohesion policy for
2014-2020 programming period and an ex-ante condition for the EU countries in accessing structural
funds, in our country concerns in this area are only at an early stage of conceiving this concept and
raising awareness of its importance. A particularly important role in speeding up and successfully
implementing this process lies with universities.
This paper analyses the importance of smart specialization for sustainable economic
development, its concept and content, and argues the need of a strategic approach for economic
development through the support of research and innovation. The paper characterizes the current
situation in research-innovation-development in the country, Moldova’s position in the international
rankings, the challenges it faces and the actions to be followed in order to develop the smart
specialisation strategy in Moldova. A particular attention is paid to the evaluation of the role of the
universities in smart specialization strategy design and implementation.
A comprehensive research methodology has been applied in the study, including methods of
analysis, synthesis, induction, deduction, benchmarking, observation, economical-statistical methods
and others.
The study concludes that a key solution for an innovation-based economic development of the
Republic of Moldova is the implementation of the smart specialization concept based on the European
experience, which has been widely applied in the community countries and has proved its viability
and necessity. One of the main stakeholders should become universities, which have a distinct
mission in this process.

A novel integrated platform for the monitoring of cold supply chains
via IoT, fuzzy logic and adaptive neyro fuzzy inference systems

Abstract: In this paper we deal with the efficient management and life cycle of aquatic
products as their cold supply chain is directly affected by their transport under various climate
conditions, their consumption and their ad-hoc demand in the domestic predominant market. Our
primary concern is the adaptation of necessary procedures in order to guarantee efficient traceability
of these products via appropriate tracking and monitoring mechanisms that handle the quality of the
products. Furthermore, we are interested in the synergy of the fundamental links in the cold supply
chain and how an overlooking wireless web service can manage the just-on-time inventory of
wholesale locations which provide at the final destination consumers with fresh and healthy aquatic
products. For the aforementioned reasons we propose in this work an integrated online platform
equipped by distributed servers which store databases and services, a set of accessible smart devices
that help in the monitoring process, a well-defined and responsive Wireless Sensor Network (WSN)
that incorporates a variety of sensors via an Arduino platform and a dynamic Product Status RFID
system used to uniquely identify every transport package informing for their current status and
conditions. The proposed system complies with the EC legislation and bylaws regarding the consumer
health, appropriate quality of aquatic products when they are transported and the sustainability of cold
supply chain markets. The proposed platform is also equipped with a Decision Support System (DSS)
based on soft computing methodologies that is able to predict the quantities of fisheries that need to
arrive at certain locations satisfying the temperature conditions which guarantee product freshness.
More specifically, the system is based on Fuzzy Logic (FL) and Artificial Neural Networks (ANN)
that try to minimize the waiting time of aquatic products in the intermediate locations of the path from
origin to destination.

Abstract: The organization of each geographical space is based on a set of factors that differ
in character. The natural, socio-economic and cultural-historical characteristics of the territory
continue to play a leading role. Nowadays, an increasingly important influence begin to exert a
number of external geopolitical factors. The strength and the direction of their temporal and spatial
impacts is decisive for the processes of regionalization of the territory. They require adequate
treatment of all participants in this extremely important public process, both from the research
structures and from the administrative and managеment bodies.
The Bulgarian national space has been a subject to different, by its character and above all
territorial scope, zoning schemes. The need for a new spatial and content logic of regionalization is
naturally driven by the dynamics of changes in national, and especially the Balkan, European and
global space.
The creation of modern regional socio-economic entities is based on the definition of their
functions and tasks, which will predetermine their territorial scope and centers. This will create
conditions for reducing the administrative approach in the regionalization of the national space that
has always been involved in this process and has often caused a number of territorial distortions in
our public practice.

фактори, които се различават по своя характер. Водеща роля продължават да играят
природните, социално-икономическите и културно-историческите характеристики на
територията. В нашето съвремие все по-съществено влияние започват да оказват редица
външни геополитически фактори. Силата и посоката на тяхното времево и пространствено
въздействие са определящи за процесите на регионализация на територията. Те от своя страна
изискват адекватно отношение на всички участници в този изключително значим публичен
процес, както от научноизследователските структури, така и от административно-
управленските органи.
Българското национално пространство е било обект на различни, по своя характер и
най-вече териториален обхват, схеми на райониране. Нуждата от нова пространствена и
съдържателна логика на регионализацията е естествено обусловена от динамиката на
промените в националното и особено на балканското, европейското и глобалното
пространство.
В основата на създаването на съвременни регионални социално-икономически
образувания стои дефинирането на техните функции и задачи, което ще предопредели техния
териториален обхват и центрове. По този начин ще се създадат условия за намаляване на
административния подход в регионализацията на националното пространство, който е тежал
винаги в този процес и много често е бил причина за редица териториални изкривявания в
нашата обществена практика.

Overview and analysis of the main tourist regionalizations of Bulgaria

Abstract: Tourist regionalization is a kind of sectoral, targeted regionalization for the needs
of tourism. Like any other regionalization, it has two main aspects – scientific-theoretical and
practical. In both cases, the need to establish a specific territorial basis on which to draw scientific-
theoretical results is recognized, as well as to regionalize the specifics of tourist products and markets
in the different parts of the country. The problems of tourist regionalization have been brought to the
attention of a number of specialists in the field of tourism science and economic geography. Until
now, about a dozen options for tourism regionalization have been created. In 1968 E. Lozanov offered
the first scheme of 7 regions. Another scheme, comprised of 4 complex or integral regions, was
presented by M. Bachvarov in 1970. The next tourist regionalization of Bulgaria was carried out by
a team of the founder of Department of Geography of Tourism at the Faculty of Geology and
Geography of the St. Kliment Ohridski Sofia University – Prof. L. Dinev in 1973. One year later
Dinev offered a taxonomic scheme for complex tourist regionalization. Later Bachvarov and Tonchev
offered their scheme of regions, called resort-touristic regions. In 2008 the former State Tourism
Agency created another regional scheme included in the Project for National Strategy for Sustainable
Development of Tourism in Bulgaria.
In addition to these schemes for complex tourist regions, there are also more specialized
regional schemes, for example, for the purpose of cultural and cultural-historical tourism. Such a
scheme was proposed by a team of Prof. Dulevski in 2009 and was adopted by the Council of
Ministers. As early as 1979 Bulgaria’s cultural and historical heritage was presented in the Unified
Territorial Plan of Bulgaria in not very well-structured territorial forms, but they are the first attempt
to create a cultural-historical scheme, including a number of often nearby situated natural attractions.
A new regional configuration was approved by the Council of Ministers in 2009 as a result of
the work of a large Bulgarian-Italian team of historians, archaeologists, architects and other specialists
and it covers 300 most important archaeological and cultural-historical sites.
By analogy with the concept of transport corridors the team of Prof. T. Krastev created his
territorial scheme of the main sites of the Bulgarian cultural-historical heritage and introduced the
concept of “national cultural roads”.
As a method the comparative critical analysis of the main types of tourism regionalizations of
Bulgaria is used. The starting materials are the individual schemes of tourist regionalizations. As a
result of the analysis an evaluation of the existing tourist region schemes was made, as the author also
offered his scheme of cultural-historical tourist regions.

Anthropogeography and economic geography within two epoices

Abstract: The present study is an attempt for an interdisciplinary analysis of the development
of geography within several epochs in town of Svishtov before and after the Second World War.
Logically, the beginning of geography as anthropogeography is placed under the lecture of the
German geography school by Professor Anne. Ishirkov. His followers undoubtedly were Prof.
G. Gunchev, Assoc. Dronchilov, Prof. Dr. D. Yaranov, and others. The greatest contribution is
undoubtedly Prof. Dr. Iv. Batakliev. Before the Second World War, the only scientist with different
scientific thinking was an acad. Beshkov. He definitely stands behind the views of economic
(economic) geography. It was for this reason that he was appointed to the "D. A. Tsenov "in the town
of Svishtov. Gradually there is a whole school of economic geography, in which a number of
professors take part - T. Yordanov, Hr. Marinov, Sl. Slavev and followers. The present study
highlights the main differences between the two trends in native geography and the role of the
historical age.

Резюме: Настоящето изследване е опит за интердисциплинарен анализ на развитието
на географията в рамките на няколко епохи в град Свищов – преди и след Втората световна
война. Логично началото на географията като антропогеография се поставя под давлението на
немската географска школа от проф. Ан. Иширков. Негови следовници безспорно са били доц.
Г. Гунчев, доц. Кр. Дрончилов, проф. д-р Д. Яранов и др. С най – голям принос безспорно е
проф. д-р Ив. Батаклиев. Преди Втората световна война единственият учен с различно научно
мислене е бил акад. Ан. Бешков. Той определено застава зад възгледите на стопанската
(икономическа) география. Именно поради тази причина той е назначен във
ВТУ „Д. А. Ценов“ в гр. Свищов. Постепенно там се оформя цяла школа по икономическа
география в която вземат участие редица професори – Т. Йорданов, Хр. Маринов, Сл. Славев
и следовници. В настоящето изследване се посочват основните различия между двете течения
в родната география и ролята на историческата епоха.

Abstract: The subject of this paper is the regional development of tourism that will be
discussed through the distribution of hotels in Macedonia. For the purposes of the paper, the eight
statistical regions in Macedonia will be analyzed. Regional tourism development will be presented
through tables that cover regional development programs, tourist arrivals, overnight stays and
regional hotel distribution. Through the analysis, the differences in the regional tourism development
in the regions of Macedonia will be identified. The paper concluding remarks refer to the structure,
past issues and future challenges of regional tourism development in Macedonia.

Perspectives for the development of wine tourism in certain regions of
Macedonia

Abstract: Considering the fact that in Macedonia 24 thousand hectares are under vineyards,
which on average amount to about 240 thousand tons of wine, supplemented with the benefits of
natural development, it can be said that there is great potential for developing a modern form of
alternative tourism. In order to achieve the goal, a SWOT analysis and a TOWS matrix on the resource
basis for the development of wine tourism in Macedonia will be made. This will provide insight into
the current state of wine tourism and will see the possibilities for its development. Successful
examples from other countries will also provide recommendations for activities that should be
undertaken for the development of wine tourism, as well as respect for the principles of sustainable
development.

Features and priorities of tourism development strategic planning in
the Stavropol region

Abstract: The convenient geographical location, rich history and unique natural resources
determined the tourist specialization of the Stavropol territory. Stavropol region is one of the six
leading tourist destinations in Russia, annually showing an increase in tourist flow. The main strategic
planning document in tourism development is the "Strategy of tourism development in the Stavropol
region until 2030", which reflects the goals, objectives and priorities of the destination. The mission
of tourism development in the Stavropol region is that it will become a national leader in medical and
health tourism in Russia. Zoning of tourist areas and resources in Stavropol region allowed to allocate
tourist and recreational cluster "Eco-resort Kavminvody", which has unique climate, natural
resources, beautiful landscapes and has prospects for the various types of tourism development.

Ставропольский край входит в шестерку ведущих туристских дестинаций России, ежегодно
демонстрируя увеличение туристского потока. Основным документом в сфере
стратегического планирования развития туризма является «Стратегия развития туризма в
Ставропольском крае до 2030 года», в которой отражены цели, задачи и приоритеты развития
дестинации. Миссия развития туризма в Ставропольском крае заключается в том, что он
станет национальным лидером лечебно-оздоровительного туризма в России. Зонирование
туристских территорий и ресурсов Ставропольского края позволило выделить туристско-
рекреационный кластер «Эко-курорт Кавминводы», который располагает уникальными
климатобальнеологическими ресурсами и живописными природными ландшафтами, а также
имеет перспективы для развития разнообразных видов туризма.

Analysis and evaluation of resource potential for tourism development
in Shumen municipality

Abstract: This article aims to characterize the resource potential of Shumen Municipality as
a tourist destination. On the basis of the surveys carried out in the spring and summer of 2018, a
quantified SWOT analysis was made to assess the baseline situation for tourism development in
Shumen Municipality, outlining its strengths and weaknesses, threats and competitive advantages. It
should contribute to taking adequate steps to preserve current tourists and to expand the opportunities
for attracting new users to the tourist product in the municipality. On the other hand, it will be the
basis for the preparation of a professional and competent strategy aimed at creating a competitive
advantage and achieving the satisfaction of the visitors.

Резюме: Чрез тази статия се цели да се характеризира ресурсният потенциал на община
Шумен като туристическа дестинация. На базата на проведени проучвания през пролетта и
лятото на 2018 г. е направен квантифициран SWOT-анализ, чиято цел е да оцени изходната
ситуация за развитие на туризма в община Шумен, като очертава силните и слабите страни,
заплахите и конкурентните му предимства. Той трябва да допринесе за предприемането на
адекватни стъпки към запазването на настоящите туристи и да разшири възможностите за
привличане на нови потребители на туристическия продукт в общината. От друга страна, той
ще е основата за подготовката на професионална и компетентна стратегия, насочена към
създаване на конкурентно предимство и постигане на удовлетвореност на посетителите.

Abstract: The presentation discusses the current state and prospects of tourism development
in the Republic of Azerbaijan. The tourist potential is considered in the context of nature diversity,

main conclusion focuses on that for turning existing potential into an opportunity there is a need for
staff development. Additionally, the perspectives fot future development of the educational system
and the international cooperation are discussed.

Abstract: Social-economic reforms implemented in Georgia in recent years have supported
to develop touristic infrastructure, transport and routes, tourism resources have been totally or
partially changed, well-equipped high class hotels, restaurants, cafes and bars, entertainment and
leisure centers have already been in function, rehabilitation works have been carried out on cultural
sites (monuments, museums, theatres, concert and sport centers, squares, recreational sites, etc.)
Adjara takes a leading place in terms of tourism infrastructure among the regions of Georgia.
Rich cultural heritage of this region, diverse nature, various geographical reliefs, curative qualities of
climate and mineral waters, well-equipped beaches, distinguished city and village daily life, delicious
cuisine and industries create the best conditions to develop all type of tourism throughout the year.
Therefore, Adjara after the capital Tbilisi is a leader (31%) among Georgian regions according to
international visits (www.gnta.ge).
Among various tours in Adjara, visitors are most of all interested in city, agrarian and family
tourism. Cultural, historical and natural sightseeing of the region play a significant role in any type
of tourism. According to statistics, most of international visits (47.1%) were carried out for
entertaining, relaxational and recreational purposes (www.gnta.ge).

Maritime spatial planning of the Black sea region - problems and
challenges

Abstract: The main objective of the report is to present the approach of maritime spatial
planning (MSP) as well as to outline some of the challenges arising when applied in practice. A
specific objective is to explain the importance of MSP for the Black Sea maritime area under the
jurisdiction of the Republic of Bulgaria and to highlight its potential and limitations.
For this purpose, information is used both for individual member states on the European Union
(EU) from the MSP Platform (http://www.msp-platform.eu) as well as from scientific publications
and results of the good practices study in different sea basins. Analyzed literature shows that the MSP
practice has evolved over the past two - three decades. As the MSP so far has not been applied as an
„across-the-board“ approach, significant part of the report is based on the "European" expectations
rather than concrete evidence of success.

Резюме: Основната цел на доклада е да представи подхода на ,,морско пространствено
планиране” (МПП /maritime spatial planning – MSP/) и да изложи някои от
предизвикателствата, които възникват при неговото прилагане на практика. Специфична цел
е да се обясни значението на МПП за морското пространство в Черно море под юрисдикцията
на Р България и да се подчертаят потенциалите, както и ограниченията.
За целите на доклада е използвана информация както за отделни държави-членки, от
платформата на Европейския съюз (ЕС) за МПП (http://www.msp-platform.eu), така и научни
публикации и резултати от изследването на добрите практики в различни морски басейни.
Анализираната литература показва, че практиката на МПП се развива през последните две-три
десетилетия. Тъй като МПП все още не се прилага всеобхватно, голяма част от доклада се
основава на ,,Европейските” очаквания, а не на конкретни доказателства за успех.

differentiated by their similar and variable peculiarities of the settlement system formation. The high

Demographic situation and social moods towards emigration in the
municipality of Smolyan - opportunities for economic development

Abstract: The study examines the demographic situation and the social moods towards
emigration in the Smolyan municipality (on the example of the village of Smilyan), by attempting to
take a deeper insight into the reasons leading to the depopulation of the municipality and to the current
economic and social development. The study is based on the results of a questionnaire survey about
the matters of the demographic crisis and migration, conducted in the summer of 2017, as well as on
discussions with business representatives and key public bodies. The regional policies and strategies
concerning the economic development of the municipality are also considered.

Introduction. The relevance of the study is that one of the main conditions for sustainable
agriculture is the constant preservation of the optimal level of soil fertility.
Purpose. The purpose of the paper is assessment of potential of soil for sustainable
intensification of Ukrainian agriculture.
Methodology / approach. Different methods we used to achieve the goal in the research:
abstract-logical, statistical, monographic, calculation-analytical, graphical, expert assessments. As
the main material for these studies, State Statistics Service of Ukraine data, State Institution «Institute
for Soil Protection of Ukraine» data were used.
Results. We consider the current state and trends of the state of soil fertility of arable land in
the regions and zones of Ukraine. The potential of the soil for sustainable intensification of agriculture
in the regions and zones of Ukraine is estimated. This potential was evaluated on the basis of soil
fertility data, in particular regarding the content of organic matter, which is one of the main conditions
for long-term increasing of agricultural land productivity. The role of soil-ecological zoning as a basis
for revealing the agro-resource potential of soils is shown.
Originality / scientific novelty. For the first time an attempt was made to assess the potential
of the soil for sustainable intensification in agriculture of regions and zones of Ukraine; the main
factors influencing this potential are identified.
Practical value / implications. The obtained results can be used to make managerial decisions
on sustainable intensification of agriculture at the regional level. However, on the local (farm) level,
more research is needed.

Abstract: One of the most important resources of the country's economic and social progress
is the human capital. Consequently, education and science are the areas that are of particular
importance for long-term outcomes for the country's development. In the last decade, many reforms
have been implemented to transform the Post-Soviet System in the spheres of education and science
in Georgia. The Ministry of Education and Science has developed a strategic framework for the
development of the education system based on the strengthening of the role of vocational education
in the process of human capital development and increasing involvement in the system through the
provision of accessibility and accessibility. Based on the professional standards developed by the
employers' participation (with the methodology recommended by the European Assistance Project),
vocational programs developed which are the sustainable regional development tools and they have
been created to link the requirements of the labor market.
The development of agriculture is very important for the development of the country, which
starts with the establishment of qualified personnel. Organic agriculture - is a complete,
comprehensive system of production management that promotes agro-ecosystems and ensures their
health, includes biological diversity and biological cycles. EU legislation, organic production of
agricultural products (food and feed) production, processing and marketing of such a system, which
is based on the protection of the environment, biological diversity and ecological balance of the
natural resources, effective use of industrial-use the methods, such as providing the users
requirements, who prefer natural substances and processes using natural products.
National Center for Educational Quality Enhancement of Georgia and the United Nations
Development Program "Expansion of Agriculture Systems and Modernization / Development of
Vocational Education in Georgia" were developed the vocational educational program "Organic
Farming", which is for bio (eco, organic) sector and provides the competitive training courses for the
learners of this field. Biofarmer can product the plants and animals according to agricultural standards
in organic way and use environmentally safe methods, as well as protection and maintenance for
diversities of bio products. Fifth Level Vocational Qualification in Organic Farming will be given to
VET students, who will cover up to 120 credits of the program “Organic Farming” (16 credits for
general modules, 62 credits for common professional modules, 30 credits for concentration(s) and
independent elective modules - in total 12 credits, which should be selected from 36 credits modules).

Diversity of antioxidant properties among Madan (Syzygium cumini)
trees in Belihuloya Region, Sri Lanka: Potential for improvement for

Abstract: Syzygium cumini (L.) Skeels, (Madan, Jambolan) is widely distributed in tropical
and subtropical regions with high diversity and considered as underutilized fruit crop in all over the
world. Though S. cumini is underutilized fruit crop it shows high potential of uses as multipurpose
tree such as food crop (Fruit), medicinal plant, timber crop, tree for forestry etc. S. cumini traditionally
uses as medicinal plant as treatment for various disease conditions. To improve the plant for
promising uses it requires intensive study of diversity for different characters. In Sri Lanka it naturally
growing in wide range of areas from North to South but pay remarkably low attention for use it as
fruit crops or as medicinal plant. In Belihuloya region it grows naturally without having much
intention to use as fruit crop. As the tree adapted to the condition in the region, improved varieties
would have high potential to use by the community in the region. The present study is to investigate
the diversity of antioxidant properties among S. cumini tree population in Belihuloya region.
Phytochemical investigation was carried out on the crude ethanol and methanol extracts of the
pericarp and seed of S. cumini fruit. The results showed that the methanol extracts were more active
than ethanol extracts. The Folin-Ciocalteau method was used to find the Total Phenolic Content
(TPC). Highest total phenolic content was recorded in methanol seed extracts and varies from
98.73±2.64 to 18.970±0.11 mg Gallic acid equivalent/ g of fruit among trees. The lowest TPC was
recorded by ethanol pericarp extracts which is vary from 5.77±0.04 to 0.99±0.004 mg GAE/ g of
fruit. Total Flavonoid Content (TFC) was detected using Aluminium chloride. Highest total flavonoid
content was recorded in methanol seed extracts which was varied from 2.38±0.02 to 0.64±0.05 mg
Quercetin equivalent/ g of fruit while lowest resulted by ethanol pericarp extracts range from
1.52±0.03 to 0.25±0.01 QE/g of fruit. 2,2'-azino-bis (3-ethylbenzothiazoline-6-sulphonic acid) assay
was done to find out the antioxidant activity. The highest IC50 resulted by seed extracts which is range
from 1.63±0.02 to 0.60±0.01 trolox/ g of extract. S. cumini trees exhibit wide range of antioxidant
variability in their natural population in the region and this results will be source for consider the
breeding for improve promising S. cumini varieties to the region.

Abstract: Recommendations given based on the performance of exotic crop species in the
country of their origin has not given expected results under Sri Lankan conditions. Therefore, efforts
have been taken to address major issues in export-oriented floricultural enterprises in Sri Lanka by
adopting slight changes in agronomic practices targeting larger impacts on yield and yield quality
leading to higher profits; more buyers and more exports. The present study is one such attempt of a
series of studies conducted to find customized solutions for real problems specified by the crop
species, management practices and environmental conditions. Platycodon grandiflorus is one of the
major flower plant species cultivated in Sri Lanka for the exportation of F1 hybrid seeds.
Comprehensive knowledge on floral biology (i.e. flowering behavior, time of anthesis, pollen
viability, receptive stage and receptive time of the stigma) of parent lines is very important to produce
F1 hybrid seeds. However, unavailability of information regarding best receptive stage and receptive
time of stigma is a limitation and it has led to reduced seed yield. The present experiment was
conducted to study the effective receptive stage and receptive time of the day of Platycodon
grandiflorus under tropical greenhouse conditions. Average yield obtained under the current
pollination practice at the existing growth stage is 42 seeds/ pod. A combination of parent lines
2012/99 (Female) and 2026/99 (Male) was used to produce F1 hybrid seeds of SPD 2008 variety. All
female parent flowers were emasculated three days before pollination. Pollination treatment was
started three days after emasculation and continued up to the seventh day. Artificial pollination was
done either in the morning or in the afternoon on each day. The pollination days after emasculation
in combination with the pollination time of the day were used as treatments. The ten treatments were
replicated 15 times. Self-pollinating flowers were used as the control treatment. The research was
conducted in Complete Randomized Design (CRD) and data were analyzed using Excel and
Statistical Analytical Software (SAS) packages. The maximum seed yield of 81 per pod was recorded
in the treatment of artificial pollination after five days of emasculation. Pollination between 5-7 days
of emasculation had no significant difference in seed yield. The artificial pollination in the afternoon
between 3-4 days of emasculation is significantly better than artificial pollination in the morning in
terms of yield. There was an inverse relationship between seed weight and number of quality seeds
per pod. Pollinating Platycodon grandiflorus flowers either in the morning or in the afternoon,
5-7 days after emasculation gives nearly a two-times higher yield of quality seeds than that of
contemporary pollination practices under tropical greenhouse conditions.

Regional trends in plant growing in Bulgaria

Abstract: The dominant position of plant breeding in the structure of agriculture (more than
twice) in relation to livestock breeding raises a number of questions to the researcher, including those
related to regional projections in the development of the sub-branch.
In the present study the authors aim to analyze the regional trends in the development of plant
breeding in Bulgaria. The survey is limited to the use of farmland, farms and a limited number of
crops.

Abstract: Nowadays, the organic catering sector emerges as a significant sector within the
European Union countries, since it is considered to be driven up by the increasing consumers’
consciousness towards environmental aspects and healthier food consumption. Especially public food
procurement has the main role to support the development of sustainable food catering services, by
promoting the development of sustainable agricultural production and encouraging the education of
the citizens about sustainable and environmentally friendly production. In fact, the organic approach
concerning catering is mainly a key part of public procurement policies towards school meal
programmes. Thus, in a number of EU countries, public catering is regarded as the driving force for
the further development of the organic catering sector. In the present study, the main aspects of the
organic catering sector within some European countries will be discussed and aspects for the
sustainable development of the Turkish catering sector will be provided. This report was prepared

Low cholesterol egg production

Abstract: Egg is one of the important food due to the its digestibility, protein ratio and amino
acids balance, vitamins and mineral contents in human diets. Additionally, egg is important
ingredients of some processed food products due to the its functional features such as crystallization
control, moisturizer, colorant, emulsifier, foaming agent, binder, thickener, and coating material. On
the other hand, egg is frequently subject of discussion among the dietitians, doctors and food
engineers because of the rich cholesterol level. Particularly, recent year research revealed that there
is a relationship between nutrition and some diseases such as obesity, cardio-vascular, digestive
diseases. It is well known, coronary heart diseases risk increased with increasing low density
lipoprotein serum cholesterol level. Epidemiological studies indicated higher concentrations of high-
density lipoprotein cholesterol were reduced the coronary heart diseases risk. In this study, research
to reduce egg cholesterol level are summarized.

Comparison of soil seed stocks of improved and natural rangelands

Abstract: This research work has been conducted during the years 2011 – 2012 aimed to
examine the changes occur in planting cover in pastures by using different improved methods as well
as to reveal the structure of seed stocks in terms of sustainability of pasture in Çanakkale Province.
Soil samples, taken from the pastures of Gümüşçay town (burning, burning + herbicide, seeded and
natural) and Gerlengeç village (protected and natural) of Biga, used as material in this research work
by applying different improved methods. Soil samples were taken in the month of August with a
cylinder having 10 cm diameter and depth. A total of 92 samples were taken from all applications.
Later, the soil samples have been brought to the laboratory keeping them under dark environment for
averting seed germination. Thereafter, soil samples were transferred to plastic tubs and watering them
to ensure the germination of seeds that already found inside of those soil samples. Emerging seedlings
from the germinating seeds were counted, and their species identification has also been done. In this
research, the highest germination rate has been determined in burned (42%) and seeded (35%) pasture
applications of Gümüşçay while the lowest germination rates have been recorded as 11% and 6% in
burned + herbicide used to pasture and natural pasture of Gümüşçay, respectively; but 3% in the
protected and natural pastures of Gerlengeç village. According to the pasture applications, the
maximum number of germinating seeds were observed in burned while least number from the
applications of natural (grazed) pasture. The highest seeded rate was observed in legumes and grains
as far that in most other species during burning application.

Utilization of olive oil by-products for bioactive compounds extraction

Abstract: Olive oil comprises a significant component of the traditional Mediterranean
cuisine. During processing of olives to olive oil, a substantial amount of by products such as olive oil
cake, oil mill waste water, leaves, stones and seeds is obtained. It is estimated that during olive oil
production, 35 kg solid wastes and 100 L liquid wastes are generated per 100 kg olives. These solid
and liquid wastes are major concern for the environment, since they should be discarded from olive
oil production facilities. Basically, the utilization of these by-products was investigated, in view of
the nutritional characteristics of these by-products. Since, olives are known as being rich in
unsaturated fatty acids and polyphenolic compounds, the composition of the olive oil by-products
was comprehensively investigated for their chemical composition. These researches revealed that
olive oil cake was rich in phenolic compounds such as hydroxytyrosol, oleuropein, tyrosol, caffeic
acid, p-coumaric acid, vanillic acid, elenolic acid, catechol, rutin, etc. These compounds are well-
known for their antioxidant properties. Thus, these compounds with suitable extraction procedures
might be obtained from the olive oil by-products for further evaluation as value-added products in
the cosmetics, pharmaceutics and food industries. In the present study, the major bioactive
compounds in olive oil by products in view of their properties and applications are discussed.

Impact of expected climate change on the average yields of apples in

vegetable production in Bulgaria. The survey uses a system of indicators to determine sectoral and
regional specialization of greenhouse vegetable production in Bulgaria. The conclusion draws
attention to the use of regional specialization indices as one of the methods for easy and accessible
definition of sectoral specialization and more efficient use of the potential of an area.

Abstract: The aim of this study is to see if there are any differences between men and
women’s overconfidence. We have made a social experiment through a survey to get reliable results,
and our audience consisted of both men and women, and also a few people from LGBTQ community
also agreed to participate.
Regarding overconfidence, our research results showed that men are more overconfident than
women and people of LGBTQ community. The outcomes of this research are compatible with many
other aspects of life and can be found even in literature. Moreover, the same results can be observed
in also economy; overconfidence in men may lead to wrong economic decisions that will have
undesirable consequences in many fields, such as stock exchange.

Problems and trends in the development of the Bulgarian village

Abstract: The Bulgarian village has been and always will be a building element in our social-
household and economic relations. Despite of the number of problems and weaknesses that go hand
in hand with its existence, it is still a living organism which, however, must be treated with more and
more care. Undoubtedly, the migration processes, usually expressed in the young people outflow,
outlines its modern look and categorize it as not a preferred place for living. The main weaknesses
identified as a motive are the lack of opportunities for active social life, complications or lack of
access to job vacancies, low income, poor infrastructure, etc. - all categories on which the individual
can not influence or radically change. There is a spiraling downward development, where cause-and-
effect relationships should be sought precisely in the outflow of people on the one hand and not the
possibility of business activity as a function of it on the other. While there are many examples of
successful people connected with the Bulgarian village, they are not mass, but rather isolated or
specific cases. Undoubtedly, without active, adequate and rapid external interference, these processes
will continue and problems will deepen.

Резюме: Българското село винаги е било, е и ще бъде градивна единица в нашите
социлно-битови и икономически взаимоотношения. Въпреки редицата проблеми и слабости,
които вървят ръка за ръка с неговото съществуване, то все още е жив организъм, към който
обаче трябва да се отнасяме с все повече грижа. Безспорно миграционните процеси,
обикновено изразяващи се в отлив на млади хора, очертават съвременния му облик и го
категоризират като непредпочитано място за живеене. Основните слабости, посочвани като
мотив, са липсата на възможности за активен социален живот, усложнения или липсващ
достъп до свободни работни позиции, ниски доходи, лоша инфраструктура и т.н. – все
категории, върху които определен индивид не може да повлияе или коренно да промени.
Получава се едно спираловидно низходящо развитие, при което причинно–следствените
връзки би следвало да се търсят именно в неспиращия отлив на хора, от една страна, и
невъзможността за бизнес активност като функция от това, от друга. Въпреки че съществуват
редица примери за успели хора, свързани с българското село, то те не са масови, а по-скоро
изолирани или специфични случаи. Без активна, адекватна и бърза намеса тези процеси ще
продължат, а проблемите ще се задълбочават.

Opportunities for overcoming the demographic problems of the
Bulgarian village

Abstract: The serious imbalance between urban and rural territorial locations in terms of
number, sex, age, educational and other structures of the population has a significant impact on the
image of our country. The concentration of working population in cities and the depopulation of
villages is a process that develops in its dynamics, and a retardation is hardly observed. The lack of
opportunities for effective employment that can ensure a dignified existence of the individual,
deprives the village of the opportunity to keep young people who prefer the migration instead the
great amount of effort needed to survive on the ground.
The creation of new jobs is not a panacea, as the lack of educated personnel makes these
efforts meaningless. There is a vicious circle that is not subject to self-regulation, but requires external
help and intervention. It is not uncommon for local populations in certain locations to denied asking
for or refuse or just find no sense of being helped because of lack of capacity, opportunity, confidence,
long-term success, etc. From one moment on, it can be concluded that these problems could not be
solved at macro level, but another approach would have to be devised, bringing the relevant
specificities of each area on which it is intended to have an impact.

Възможности за преодоляване на демографските проблеми на
българското село

Резюме: Сериозната диспропорция между градските и селски териториални
локализации по отношение на броя, полово-възрастовата, образователната и пр. структури на
населението показва все по-значимо влияние върху облика на страната ни. Съсредоточаването
на работоспособното население в градовете и обезлюдяването на селата е процес, който се
развива в своята динамика, като забавяне почти не се наблюдава. Липсата на възможности за
ефективна трудова заетост, която да осигури достойно съществуване на индивида, лишава
селото от възможността да задържи младите хора, които предпочитат миграцията пред
полагането на голямо количество усилия, нужни за оцеляването им по места.
Оказва се, че самоцелното разкриване на работни места не е панацея, тъй като липсата
на образовани кадри обезсмисля тези усилия. Получава се порочен кръг, който не подлежи на
саморегулиране, а изисква външна помощ и намеса. Нерядко са случаите обаче, при които
местното население в определени локализации не иска, не може, отказва, не намира смисъл да
бъде подпомогнато поради съответно: липсата на капацитет, възможност, увереност,
дългосрочна успеваемост и пр. Все по-трудно изглежда тези проблеми да се решат на
макрониво. Би следвало да се търси друг подход, който да отчита съответната специфика на
всеки един район, върху който се цели да се окаже въздействие.

Abstract: The paper discusses the connection between regional development policy priorities
and sustainable development goals in contemporary world. Sustainable development is considered as
an organizing principle in the efforts to sustain the ability of natural systems to provide resources and
services for economy and society. The 2030 Agenda for Sustainable Development, adopted by all
United Nations Member States in 2015, is analyzed in the context of the perspectives for regional
development policy in next years in Europe. EU regional policy is presented as targeted to EU regions
and cities for encouraging economic growth and enhancing life quality through strategic investments
and as an active form of solidarity focused on the support of less developed regions. Conclusion and
recommendations are provided regarding the priorities of EU regional policy funding: research and
innovation, information and communication technology, competitiveness of small and medium-size
enterprises and low-carbon economy.

Introduction. Decentralization of the power authorities in Ukraine will greatly bring science
closer to the needs of production in its primary links, and will improve the use of agricultural potential
in each region (Sabluk, 2017). Under these conditions, it is possible to practically implement the
proposed improved model of management of agricultural projects, which is based on the coordination
of efforts of agrarian producers with specialists of the relevant departments of regional state
administrations (Prysiazhniuk and Plotnikova, 2017). Creation of innovative centers for the
development of agricultural production and rural areas in the regions will contribute the activation of
the development and implementation of innovative projects. It actualizes the problem of formation of
sources of financing of agricultural projects.
Material and methods. The purpose of the work is a scientific substantiation of the possibility
of capitalization of agricultural lands as a potential source of project financing on the example of the
regional level of management of agricultural production. The methodological and theoretical basis of
the study is the modern works of Ukrainian and foreign scientists, as well as the results of own
research. In the process of research the following methods were used: monographic, abstract-logical,
statistical-economic, analysis and synthesis.
Results and discussion. The possibility of capitalization of agricultural lands as a potential
source of project financing on the example of the regional level of management of agricultural
production in Ukraine is substantiated. The evaluation of potential volumes of crediting of projects
of the agricultural enterprises of regions of Ukraine depending on size of the collateral value of the
land and the rights of rent is executed. The investment potential of agricultural enterprises of the
regions of Ukraine in the context of project financing, taking into account the collateral value of the
land resource and investment profit (the sum of net profit and amortization of fixed assets) is
calculated.
Conclusion. Estimation of the potential volume of credit support for projects of agrarian
enterprises in the regions of Ukraine, depending on size of the collateral value of the land and the

implementation of these projects and to ensure sustainable development.

Exploring the resource potential for the development of weekend

Abstract: The aim of this study is to reveal the potential of the Laki municipality and small
settlements for development of weekend tourism. . The presence of the recreational and tourist
potential, which will be examined through natural and anthropogenic resources and the recreational
provision of the small settlements in the municipality under consideration, will present the
opportunities for creating a complex regional tourist product. Based on the critical, statistical and
other types of analysis and methods, an attempt will be made to reveal the possibilities of preserving
the tourist specialization of individual settlements, as well as raising the living standard of the whole
Lacky municipality and the small settlements in it. The actuality of the topic is determined by the
current trends in the tourist demand for attractive and varied experiences other than the traditional
attitudes of recreation.

Abstract: Tourism is a leading specialization for Bulgaria and the recreation industry impacts
the overall regional development. The paper described the capacity of climatic, mineral water,
medical and biological resources of the South Central Planing Region for the development of health
and medical tourism. The South Central region has significant natural resources (climate, mineral
waters, curative mud and natural minerals, herbs, essential oils), SPA traditions, well-structured and
equipped spa, wellness and medical centers as well as well-prepared staff in order to develop
successful health tourism. In analyzing the region's resource potential, a particular attention has been
paid to the local features of the relief; climatic specifics; mineral waters; biological and landscape
diversity as highly valued by the tourists benefits and perceptions. In anthropogenic resources, the
focus is on the cultural heritage that is globally significant for our civilization. Synergy in tourism is
dictated by the causality between resources, superstructure, infrastructure, marketing and market. The
opportunities of the sites are presented and the tendencies for development, specialization and
diversification of the specialized tourist products are presented.

The corporate risk forecasting by Cash Flow at Risk Approach

Abstract: The purpose of the scientific report is to illustrate algorithm of corporate risk
calculation using the Cash flow at risk approach. CFaR was calculated according to the Top-Down
methodology. This methodology is applicable to well-developed economic sectors with a large
number of competitors in a given industry and the availability of detailed financial data on business
activity. If a sufficient base of industry-specific surveillance is available, the top-down method is the
most practical and easy to apply. Unfortunately, at present in Bulgaria there is no state agency, branch
or other organization collecting and storing such publicly accessible information about the different
sectors of the Bulgarian economy.

подобна публично достъпна информация за отделните сектори на българската икономика.

Bank`s operational and risk problems

Abstract: The paper discusses the risks in the bank and the associated operational problems.
A simplified map of the different types of operational risks is presented. Additionally, the reasons
causing risks for a bank are examined. GAP analysis is outlined as a key key instrument for analyzing
the potential risks to liquidity and some important recommendations are made regarding the
calculations of the remnants of client funds. Main conclusions focus on the construction of variants
of different scenarios of the bank's liquidity circumstances and the determination of the vulnerability
of the bank to the parameters for the "crisis".

Abstract: Key elements in non-verbal communication are movements, posture, gestures,
distance, touch, verbal follow-up, intonation and voice power, appearance. The distance between the
speakers is very important. Optimal is the distance at which both feel safe and comfortable enough.
Communicating by touch is another modality of non-verbal communication, which in a sense
occupies an intermediate position between physical and psychological attention. Last but not least,
the non-verbal components of behavior are the tone and tone of voice, as they acquire particular
meaning in the meaning-forming elements in the context of the speech.

Abstract: For those working in private health care facilities the percentage of those that the
solidarity in the collective in which they work is good is higher (36.68%) than for those employed in
public health establishments. In the case of the medics working in a team of less than twenty, the
percentage of those thinkung that the collective in which they work is good (51.26%) is higher
compared to the same (15.76%) for the medics working in bigger teams. Just over a third of the survey
respondents believe the microclimate in their workforce is at a good level enough. In the group of
employees in state healthcare establishments, the percentage of those believing that the microclimate
within the group is good is comparatively lower than that of those working in private health
establishments. The most common subject of conversations between medics at their workplace is the
work itself. The majority of participants in our survey believe that their supervisor does not
sufficiently set the methods of communication in their work. Secondary education respondents have
the highest percentage of those who say that their supervisor is well-communicating with their
colleagues.

Резюме: При работещите в частни здравни заведения процентът на намиращите
сплотеността в колектива, в който работят, за добра е значително по-висок (36,68%) от същия
при работещите в държавни здравни заведения. При медиците, работещи в колектив с
численост под двадесет души, процентът на намиращите сплотеността в колектива, в който
работят, за добра (51,26%) е по-висок в сравнение със същия (15,76%) при медиците, работещи
в по-многочислени колективи. Само малко повече от една трета от участниците в проучването
са на мнение, че микроклиматът в колектива, в който работят, е на достатъчно добро ниво. В
групата на работещите в държавни здравни заведения процентът на намиращите
микроклимата вътре в колектива си за добър е сравнително по-нисък от същия при работещите
в частни здравни заведения. Най-често предмет на разговорите между медиците на работното
им място е самата работа. По-голямата част от участниците в нашето проучване са на мнение,
че началникът им не залага достатъчно на методите на комуникация в работата си. При
анкетираните със средно образование е най-голям процентът на тези, според които
ръководителят им прилага добре комуникацията в отношенията с колегите си.

Abstract: More than half of respondents are on the opinion that good communication between
healthcare workers has an impact on the level and quality of the health services offered. The opinion
of the surveyed physicians is that the level of communication at the workplace is important for the
quality of the services provided. Increasing the education of the respondents also increases the relative
share of those who think that good communication between the staff in the health care facility is of
importance for the quality of the offered medical services. Medics, chaning their workplace more
often, register a higher percentage of those who find that communication at their workplace is not
effective enough. According to more than half of respondents the level of communication with their
colleagues affects the image of the health care facility. With increasing labor remuneration (over
BGN 1000), the medics who give priority to good communication for the image of the team become
the most. In the case of the medics working in a team with a number of less than twenty, the
importance of communication with colleagues and its influence on the image of the establishment is
higher than that of the medics working in bigger teams. According to almost half of all participants
in the survey, good relationships and good communication between healthcare workers, working in a
health care facility, are essential to patients' attitudes towards the same.

Проучване на връзката между добрата комуникация в здравните
заведения с качеството на предлаганата здравна услуга и имиджа
на здравното заведение

Резюме: Повече от половината от анкетираните са на мнение, че добрата комуникация
между здравните работници влияние върху нивото и качеството на предлаганата здравна
услуга. При анкетираните лекари преобладават мненията, че нивото на комуникацията на
работното място е от значение за качеството на предлаганата услуга. С повишаване на
образованието на анкетираните се повишава и относителният дял на тези, които мислят, че
добрата комуникация между персонала в здравните заведение е от значение за качеството на
предлаганата медицинска услуга. При медиците, сменяли по-често работното си място, е
по-висок и процентът на тези, които намират комуникацията на работното си място за
недостатъчно ефективна. Според повече от половината от анкетираните нивото на
комуникация с колегите им се отразява върху имиджа на здравното заведение, в което работят.
С увеличаване на трудовото възнаграждение (над 1000 лв.) медиците, отдаващи приоритетно
значение на добрата комуникация за имиджа на колектива, стават най-много. При медиците,
работещи в колектив с численост под двадесет души, процентът на отдаващи значение на
комуникацията с колегите върху имиджа на заведението е по-висок в сравнение със същия при
медиците, работещи в по-многочислени колективи. Според почти половината от всички
участници в проучването добрите отношения и добрата комуникация между здравните
работници, работещи в едно здравно заведение, са от съществено значение за отношението на
пациентите към същото.

Abstract: According to more than half of all respondents (56.31%), criticism of management
should be saved at all costs in order to maintain good communication within the team. By increasing
the education of the respondents, the relative share of those who think that criticism to management
should not be saved is also increasing. For medics receiving remuneration of up to BGN 500, there is
a relatively high percentage of those who believe that criticism to management should be saved at all
costs. For those working in private health care establishments, the percentage of medics who believe
that they should not criticize management, even when there is a reason to do so, is considerably higher
than that for state healthcare workers. Only about a quarter of all survey participants say they do not
save criticism for the management. Most of the participants pose as a primary cause of their
unwillingness to criticize the management to be the 'fear of sanctions'. It turned out that the majority
of the respondents found the cohesion in the team in which they work at an insufficient level.

Резюме: Според повече от половината от всички анкетирани (56,31%) критиките към
ръководството трябва да биват спестявани на всяка цена, за да се запази добрата комуникация
в колектива. С повишаване на образованието на анкетираните се повишава и относителният
дял на тези, които мислят, че критиките към ръководството не трябва да се спестяват. При
медиците, получаващи възнаграждение до 500 лв., е относително висок процентът на тези,
които са на мнение, че критиките към ръководството трябва да бъдат спестявани на всяка цена.
При работещите в частни здравни заведения процентът на медиците, които са на мнение, че
ръководството не трябва да се критикува, дори когато има причина за това, е значително
по-висок от същия при работещите в държавни здравни заведения. Едва по-малко от една
четвърт от всички участници в проучването споделят, че не спестяват критики на
ръководството. Най-голяма част от участниците поставят като първостепенна причина за
нежеланието си да критикуват ръководството ‘страха от санкции‘. Оказва се, че по-голямата
част от анкетираните намират сплотеността в колектива, в който работят, на недостатъчно
добро ниво.

Abstract: The urinary tract infection (IPA) is a bacterial infection that affects a part of the
urinary tract. When it affects the lower urinary tract, the disease is known as common cystitis
(inflammation of the bladder), and when it affects the upper urinary tract, the disease is known as
pyelonephritis (inflammation of the kidneys). Symptoms of lower urinary tract infection include
painful urination and frequent urination or frequent urination (or both) symptoms, whereas symptoms
of pyelonephritis include fever and hip pain in addition to lower urinary tract infection symptoms. In
older and very young people the symptoms may not be so pronounced or not specific. The underlying
cause for both is Escherichia coli, but in rare cases other bacteria, viruses or fungi can also cause it.

Резюме: Инфекцията на пикочните пътища (ИПП) е бактериална инфекция, която
засяга част от пикочните канали. Когато засяга долните пикочни пътища, заболяването е
познато като обикновен цистит (възпаление на пикочния мехур), а когато засяга горните
пикочни пътища - заболяването е познато като пиелонефрит (възпаление на бъбреците).
Симптомите за инфекция на долните пикочни канали включват болезнено уриниране и често
уриниране или често усещане за необходимост от уриниране (или и двете), докато симптомите
на пиелонефрита включват температура и болка в хълбока в допълнение към симптомите за
инфекция на долните пикочни пътища. При по-възрастните и при много млади хора
симптомите могат да не бъдат така изразени или да не са конкретни. Основата причина и за
двете е Ешерихия коли (Escherichia coli), но в редки случаи причинители могат да бъдат и
други бактерии, вируси или гъбички.

The attitude of modern women towards the prevention of cervical

Abstract: Most of the participants in our study would spend up to twenty leva (BGN) per year
for cervical cancer prevention. The highest percentage of women who believe that prophylaxis should
be free of charge after having health insurance is in the group of Bulgarians. Most of the respondents
are ready to spend up to one day per year on prevention of cervical cancer prevention, followed by
women who believe that only a few hours a year are enough. For the age group up to 25 years the
highest percentage of respondents considered that they would not have to spend any time to prevent
cervical cancer. In the group of the lowest educated women, compared to the other groups, there are
predominantly those who think they do not have to take any time to prevent or have no opinion on
the issue. The same decreases significantly in educated women with secondary and tertiary education.

Резюме: Най-голяма част от участничките в нашето проучване биха отделили до
двадесет лева годишно за профилактика на рака на маточната шийка (РМШ). Най-голям е
процентът на жените, които са на мнение, че профилактиката трябва да е безплатна след като
са здравно осигурени. Най много от анкетираните са готови да отделят до един ден годишно
за профилактика на РМШ, следвани от жените, които са на мнение, че само няколко часа
годишно са достатъчни. При възрастовата група до 25 години е най-голям процентът на
анкетираните, които считат че не е необходимо да отделят никакво време за профилактика на
рака на маточната шийка. В групата на най-ниско образованите жени в сравнение с останалите
групи преобладават дяловете на тези, които са на мнение, че не е необходимо да отделят
никакво време за профилактика или нямат мнение по въпроса. Същите намаляват значително
при по-образованите жени със средно и висше образование.

Abstract: The principle of choosing a model for organization and quality management has
set the axiomatic rule that the production of hospital services is carried out by medical and other
specialists (doctors, nurses, midwives, rehabilitators, laboratories, etc.), i.e. in all of their production
human capital is decisive. What unites and links the six factors of quality of hospital services (legal
status, specific labeling, professional ethics and deontological norms, economic context, consumer
pressure and organizational culture), their shared substrate is the human capital and the intellectual
capacity which it possesses. Because of this, quality management of hospital services is ultimately
the impact and management of people, not of things.

Резюме: В основата на избор на модел за организация и управление на качеството
поставихме аксиоматичното правило, че производството на болнични услуги се осъществява
от медицински и други специалисти (лекари, медицински сестри, акушерки, рехабилитатори,
лаборанти и др.), т.е. във всички при тяхното производство решаващ е човешкият капитал.
Това, което обединява и свързва шестте фактора на качеството на болничните услуги (правен
статут, специфично маркиране, професионално-етични и деонтологични норми,
икономически контекст, потребителски натиск и организационна култура), техният общ
субстрат е човешкият капитал и притежаваният от него интелектуален капацитет. Поради това
управлението на качеството на болничните услуги в последна сметка винаги е въздействие и
управление на хора, а не на вещи.

Abstract: Polycystic ovarian syndrome (PCOS) or polycystic ovary syndrome,
hyperandrogenic chronic anovulation, hyperandrogenic ovarianism, scleropolitic ovaries, etc. is one
of the most common disorders in endocrinological practice and according to the World Healrh
Organization (WHO) the most common endocrine disorder in women in reproductive age. In essence,
PCOS is a complex of hormonal disorders that affect the whole body of the woman and the ultimate
health. It was first described in 1935 by Stein and Leventhal in women with infertility, obesity, hair,
amenorrhea and polycystic ovaries. Therefore the condition is also known as Stein-Leventhal's
Syndrome. The concept of hyperandrogenic ovarianism is wider, although in the narrow sense it is
meant polycystic ovary syndrome (PCOS).

Резюме: Синдромът на поликистозните яйчници (СПКЯ) или още поликистозен
овариален синдром, хиперандрогенна хронична ановулация, хиперандрогения овариалис,
склерополикистозни яйчници и др. е едно от най-честите разстройства в ендокринологичната
практика и по данни на СЗО най-разпространеното ендокринно заболяване при жени в
репродуктивна вазраст. По същество СПКЯ е комплекс от хормонални разстройства, които
въздействат върху цялото тяло на жената и нейното здраве. За пръв път е описан през 1935 г.
от Stein и Leventhal при жени със стерилитет, затлъстяване, окосмяване, аменорея и
поликистозни яйчници. Затова състоянието е известно още като Синдром на Stein-Leventhal.
Понятието хиперандрогения овариалис е по-широко, въпреки че в тесен смисъл се разбира
синдром на поликистозните яйчници.

territorial reform in the Republic of Bulgaria. On the basis of the analysis of strategic and normative

the settlement network of the country, suggestions and recommendations are made to the competent
state bodies for preparation and implementation of a thorough administrative and territorial reform,

Socio-economic zoning - traditions, contemporary state and problems

The International Scientific and Practical Conference on the topic "Socio-economic zoning -
traditions, contemporary state and problems" took place from 19 to 21 October 2018 in Plovdiv. The
conference is part of the series of scientific conferences organized by University of agribusiness and
rural development (UARD) under the moto "Bulgaria of Regions". This year's edition was a result of
the work of the Regional Development and Tourism Department and it was carried out with the
financial support of the National Science Fund of the Ministry of Education and Science of the
Republic of Bulgaria.
The topicality of the thematic areas has led to the participation of leading scientists and experts
from the practice of socio-economic zoning and regional planning from 13 countries on three
continents: Azerbaijan, Bulgaria, Georgia, Greece, Lithuania, Macedonia, Mexico, Moldova, Russia,
Serbia, Turkey, Ukraine and Sri Lanka. The working languages were Bulgarian, English and Russian.
Four plenary reports were presented, and the remaining were grouped into the following panels:
Current issues of socio-economic zoning in the EU;
Smart specialization and socio-economic development;
Socio-economic zoning of Bulgaria;
Policies for regional development and tourism;
Regional infrastructure and municipality management;
Regional specialization.
A Round Table " Looking for Solutions for Sustainable Regional Development " was held.

After presenting the plenary reports and finalizing the work on the conference and discussion
panels and the round table, the participants in the conference united around the following:
The topic of the conference is extremely up-to-date. It is under discussion in the process of
preparing changes in the system of spatial planning and regional management of the Republic of
Bulgaria.
Regionalization, as a basic method in geographic research, occupies an important place in
the practice of regional planning in all countries represented at the conference.
The Republic of Bulgaria is among the countries with significant traditions in the field of
socio-economic zoning. Their start was set in the first half of the 20th century and continued in the
coming decades with the creation of regional schemes serving the objectives of economic
development, social sphere and administrative and territorial planning.
The deepening regional disparities in the countries of Central and Eastern Europe pose new
problems to their socio-economic development. The need for sustainable development of the regions
under the conditions of economic transformation and a severe demographic crisis is becoming
increasingly clear.
In Bulgaria, misconduct continues to be done on a top-down basis. New regional schemes
are introduced without objectively identifying existing territorial entities and the links between them.
The proposed amendments to the Regional Development Act, which foresee changes in the
number and scope of the planning regions, will not solve the regional disproportions accumulated
over time. New proposals must be based on clearly defined territories, geographically and socio-
economically homogeneous, linked to the main axes of development, and this can only be achieved
with the help of science. The latest research shows a strong need for administrative reform that is
linked to the objective regional scheme to serve the Bulgarian regions effectively and sustainably.

Социално-икономическо райониране – традиции, съвременно състояние и проблеми

Международната научно-практическа конференция на тема „Социално-икономическо
райониране – традиции, съвременно състояние и проблеми” се състоя от 19 до 21 октомври
2018 г. в Пловдив. Конференцията е част от серията научни конференции, организирани от
ВУАРР под общия надслов „България на регионите”. Нейното тазгодишно издание е резултат
от работата по проект на катедра „Регионално развитие и туризъм” при ВУАРР и се провежда
с финансовата подкрепа на Фонд „Научни изследвания” при Министерството на
образованието и науката на Република България.
Актуалността на тематичните направления стана причина в работата на конференцията
да вземат участие водещи учени и специалисти от практиката на социално-икономическото
райониране и регионалното планиране от 13 страни в три континента: Азербайджан, България,
Грузия, Гърция, Литва, Македония, Мексико, Молдова, Русия, Сърбия, Турция, Украйна и
Шри Ланка. Работните езици бяха български, английски и руски. Представени бяха 4 пленарни
доклада, а останалите доклади бяха групирани в следните дискусионни панели:
Актуални проблеми на социално-икономическото райониране в ЕС;
Интелигентна специализация и социално-икономическо развитие;
Социално-икономическо райониране на България;
Политики за регионално развитие и туризъм;
Регионална инфраструктура и управление на общините;
Регионална специализация.
Проведена беше и Кръгла маса на тема „В търсене на решения за устойчиво регионално
развитие“.

След представяне на пленарните доклади и приключване на работата по отделните
дискусионни панели и на кръглата маса, участниците в конференцията се обединиха около
следното:
Темата на конференцията е изключително актуална. Тя се подлага на обсъждане в
процеса на подготовка на промени в системата на териториалното планиране и регионалното
управление на Република България.
Районирането, като основен метод в географските изследвания, заема важно място в
практиката на регионалното планиране във всички страни, представени на конференцията.
Република България е между страните със значителни традиции в областта на
социално-икономическото райониране. Тяхното начало е поставено през първата половина на
ХХ век и продължава през следващите десетилетия със създаването на регионални схеми,
обслужващи целите на икономическото развитие, социалната сфера и административно-
териториалното устройство.
Задълбочаващите се регионални различия в страните от Централна и Източна Европа
поставят нови проблеми пред социално-икономическото им развитие. Все по-ясно се проявява
необходимостта от устойчиво развитие на регионите в условията на икономическа
трансформация и тежка демографска криза.
В България продължава неправилната практика районирането да се прави по
принципа „отгоре надолу”. Новите регионални схеми се въвеждат, без да се разкриват
обективно съществуващите териториални образувания и връзките между тях.
Предложените изменения и допълнения в Закона за регионалното развитие,
предвиждащи промени в броя и обхвата на районите за планиране, няма да решат натрупаните
с времето регионални диспропорции. Новите предложения трябва да се основават на ясно
обособени територии, хомогенни в географски и социално-икономически аспект, обвързани с
основните оси на развитие, а това може да се постигне само с помощта на науката. Най-новите
научни изследвания показват остра необходимост от административна реформа, която да е
обвързана с обективната регионална схема, за да обслужва ефективно и устойчиво развитието
на българските региони.
