International travel and tourism have grown exponentially, driven by advances in aviation and affordable air travel. While the vast majority of international travelers pose no threat, there will always be a minority who will seek to circumvent border controls and security for their own ends.

These threats to your country’s border come in many forms. They include terrorists, illegal immigration, migrant smuggling, human trafficking, money laundering, trade in illicit goods and materials, drug trafficking and cross-border organized crime. Many of these activities will involve some form of identity fraud, which makes identifying fake documents and the correct identity of the bearer central to your success.

RIGHT BALANCEStriking the right balance between effectively securing the border and ensuring that the country remains “open for business” can be a challenge. This is complicated by widespread government austerity, which means there is less money to spend on public services such as police, customs and border security.

While travelers accept that safety and security are paramount, they nonetheless expect governments to be able to process them swiftly and efficiently when they travel. Failure to do so can have a significant adverse effect on tourism and trade as travelers seek alternative routes and destinations.

The concept of a modern border has evolved well beyond the traditional passport control process that typically takes place in the arrivals or departures hall. Border control is now a “multiple stage” process spread across an entire journey – a series of transactions rather than just a passport check at the physical border.

IDENTIFYING PERSONS OF INTERESTAccurately identifying those involved in irregular migration, organized crime, smuggling, trafficking and terrorism is of paramount importance to the integrity of border security.

Imposters, identity theft and the widespread use of counterfeit and forged travel documents continue to pose significant challenges that undermine confidence that the person at the border is who they say they are.

An identity known to belong to a high-risk passenger can be changed or discarded allowing individuals to travel undetected, despite the use of sophisticated risk assessment technologies.

GROWING USE OF BIOMETRICSBiometric technology coupled with automation can help border agencies both improve security and optimize resources. By associating biometric data, such as fingerprint, iris or face with the travel document, border control authorities can be certain of the bearer’s identity. It also allows low-risk travelers to use self-service border crossing facilities, which frees up valuable border control resources to focus on high-risk travelers.

Biometrics are already widely used for trusted traveler programs, where qualified travelers volunteer their biometrics for entry into priority processing at border crossings. There are a wide range of programs in operation, such as the NEXUS, SENTRI and Global Entry initiatives in the US.

According to figures from the Biometrics Research Group, already over 100 countries have issued nearly 500 million ePassports, with around 485 million in circulation. These ePassports have an embedded chip that stores key data, including the passport holder’s picture in digital format along with other information depending on the issuing country. Some 54 countries have chosen to store facial and fingerprint data in the passport.

CAPTURING DATA BEFORE TRAVELGetting traveler information in advance of travel significantly improves and expedites the security process. Even if travelers are not enrolled in a frequent traveler program, border agencies are able to assess and flag persons of interest by comparing advance passenger information (API) to their watch lists. Some countries are trying to export their borders by having a combined passport and customs check in the country of departure, so that suspects are prevented from traveling.
