Minutes of the Meeting of June 5, 2014

The Shepherd University Board of Governors met on June 5, 2014 in a regular meeting. Members participating were: John Beatty, Jason Best, Marcia Brand, Gat Caperton, Tia McMillan, D. Scott Roach, W. Mark Rudolph, and Diane Shewbridge. Also present were Shepherd University President Suzanne Shipley, members of the executive staff and others. Board members Alana Gondeck, Holly McCall, and John Younis were absent from the meeting. 1. PUBLIC COMMENTS

No public comments were made.

2. MINUTES OF THE MEETING OF APRIL 3, 2014 M (Best), S (Beatty), PASSED, that the minutes of the April 3, 2014 meeting of the Board of Governors be adopted after amending the spelling of Dr. Brand’s name under item seven.

3. ANNUAL APPROVAL OF THE ATHLETIC PROGRAM PHILOSOPHY M (Best), S (Brand), PASSED, that the following resolution be adopted by the Board:

RESOLVED, That the Shepherd University Board of Governors approves the Shepherd University Athletic Program Philosophy for the period July 1, 2014 – June 30, 2015 as presented in the agenda materials of June 5, 2014.

4. PRESIDENT’S REPORT President Shipley introduced Mr. Charles Blachford, Shepherd’s new director of grant support. She also discussed the focus being made on the capstone experience for all students as being a distinguishing factor of Shepherd. The status on discussions with West Virginia University related to the development of a collaborative doctorate of nursing practice degree being offered was provided.

5. CAMPUS SAFETY ANNUAL DATA REPORT General Counsel Alan Perdue and University Police Chief John McAvoy presented to the Board the Campus Safety Annual Data Report and a background discussion on the emergence of Title IX regulatory challenges from the federal government.

6. QUARTERLY FINANCIALS Mr. W. Mark Rudolph, Audit and Finance Committee Chair, summarized the Quarterly Financials as presented to the committee by Ms. Deborah Judd, Vice President for Administration and Finance. The presentation included a review of the Quarterly Financial Management Report for the period ending March 31, 2014.

7. RECOMMENDATION FOR ADOPTION OF THE FY2015 ANNUAL BUDGET Mr. John Beatty, Audit and Finance Committee member, summarized the recommended FY2015 Annual Budget as presented to the committee by Ms. Deborah Judd, Vice President for Administration and Finance.

8. RECOMMENDATION FOR THE APPROVAL OF THE FY2016 CAPITAL FUNDING PRIORITIES M (Best), S (Rudolph), PASSED, that the following resolution be adopted by the Board:

RESOLVED, That the Shepherd University Board of Governors approves the Capital Funding Priorities as presented in the agenda book, and authorizes the President to submit the Capital Funding Priorities on its behalf to the West Virginia Higher Education Policy Commission.

9. REPORT ON THE DISCUSSIONS OF THE ENROLLMENT MANAGEMENT AND ADVANCEMENT COMMITTEE Mr. Scott Roach, Enrollment Management and Advancement Committee Chair, summarized the discussions of the committee as presented by Mr. Mike Konopski, Interim Vice President for Enrollment, and Dr. Diane Melby, Vice President for Advancement. RESOLVED, That the Shepherd University Board of Governors approves the Legal Studies Concentration in Political Science, the Minor in Nutrition, the R.B.A. Emphasis in Business, and the R.B.A. Emphasis in Social Issues, all effective for the Fall 2014 academic semester.

12. SPRING BREAK JAMAICA TRIP

Dr. Virginia Hicks, Dean of the School of Education and Professional Studies, presented to the Board a synopsis of the Spring Break Jamaica trip taken by faculty and students from education and nursing education.

13. EMPLOYEE SALARY INCREASES JULY 1, 2014 M (Best), S (Rudolph), PASSED, that the following resolution be adopted by the Board:

RESOLVED, That the Shepherd University Board of Governors approves salary increases for all employees of 1.5 percent effective July 1, 2014, and immediately thereafter a further increase for all faculty in the rank of professor of $1,000.

14. ELECTION OF OFFICERS FOR 2014-2015

Chair Caperton nominated a slate of Mr. W. Mark Rudolph as Chair, Dr. Marcia Brand as Vice Chair, and Dr. John Younis as Secretary. There were no other nominations. The slate of officers for 2014-2015 was accepted by acclamation. Chair-elect Rudolph then nominated Dr. John Younis as chair of the Audit and Finance Committee, and Mr. John Beatty and Ms. Holly McCall for its membership. There were no other nominations.

15. PROPOSED 2014-2015 MEETING DATES

Chair Caperton reviewed the meeting schedule for 2014-2015 with the Board.

16. MOTION TO EXECUTIVE SESSION

M (Rudolph), S (Best), PASSED, That pursuant to Section 4 of Article 9A of Chapter 6 of the

WV Code, it was moved that the Board enter into executive session for the purpose of: discussion

of matters relating to personnel matters which, if publicly discussed, would be an invasion of

privacy.

At the conclusion of the executive session, the Board returned to open session.

17. ACTION ARISING OUT OF EXECUTIVE SESSION

M(Rudolph), S(Brand), PASSED, That the Board designates the Chair to act on its behalf, in

consultation with the other members of the Executive Committee, in finalizing the terms of

employment of the President for FY2015, consistent with the discussion of the Board as to the

terms, and authorizes the Chair to execute an annual appointment letter for FY2015 on behalf of

the Board.

18. NEW BUSINESS The following special resolution for adoption by the Board was approved by acclamation:

HONORING MR. GAT CAPERTON

WHEREAS, Mr. Gat Caperton has served with distinction as a member of the Shepherd University Board of Governors from 2006 to 2014; WHEREAS, presiding as Board Chair from 2011 to 2014, Mr. Caperton has provided an inclusive, witty, and expeditious manner of running board meetings to make the best use of board members’ time in service to Shepherd; WHEREAS, Mr. Caperton has ably moved the institution through critical stages in planning to the point for the necessary development of new priorities to match emerging issues; WHEREAS, through his business, political, and leadership skills, Mr. Caperton has assisted Shepherd in navigating dynamic times in the state and region; WHEREAS, Mr. Caperton has upon occasion spent more time at Shepherd University than he did in his factory or with his family during weeks of meetings for the facilities master plan, the President’s triennial assessment, and meetings of the Board; WHEREAS, an energetic personality has been a hallmark of Mr. Caperton’s leadership, eager to congratulate and praise others, while deflecting attention and approbation from himself to others; WHEREAS, Mr. Caperton has provided great personal benefit to the President throughout her tenure, serving as the last remaining member of the Board who selected her, and becoming a valuable provider of support and encouragement during her presidency;

PRESIDENT’S REPORT

What Lies Ahead

As we begin another new academic year at Shepherd University, I am struck by how much we – board members, faculty, staff, students, and community – have accomplished as represented by the graphic above. These accomplishments were realized in spite of a number of negative pressures: decreasing state support of higher education, changing demographics in the traditional college-going age group, increasing competition for students, additional federal oversight, rising costs, and pressures to keep college affordable, and student debt low. Navigating through these challenges has required us to be strategic. We are strategic in identifying and pursuing those we serve. We are strategic in how we utilize our limited resources, whether financial or staffing. We are strategic in how we stay true to our mission as a public liberal arts university, while providing professional training that is relevant to the needs of today’s employers.

But for every challenge, there is also an opportunity. When state support declines, this creates increased independence financially. When the pool of traditional-aged college-going students decreases, there is more deliberation on the part of prospective students and their families, creating a stronger commitment towards enrolling in Shepherd and persisting to graduation. While our level of staffing is lower than our peers, the quality of our faculty and staff remains excellent, and we are able to replace vacancies with highly qualified employees. Our reputation is increasing as a COPLAC leader as we continue to be successful in our pursuits of academic success, external and donor funding, and community collaboration.

As our momentum builds towards increasing enrollments and replenishing budgets, strategic investments will be paramount to Shepherd’s success.

Enrollment Management Enrollment for fall 2014 is expected to meet budget targets approved by the Board in its June meeting, with some programs experiencing increases in enrollment, while others experience decreases. Graduate degree programs are particularly strong, up approximately 8.2 percent over the previous year, which is partially attributable to the success of the Martinsburg Center. These gains will help to offset much of the loss in undergraduate degree programs. The number of students in all degree-seeking programs in fall 2014 has declined approximately 5.5 percent from the previous year.

Declines in undergraduate degree programs are due, in part, to successive years of record-breaking numbers of graduating seniors, 697 in 2013 and 769 in 2014. Efforts to increase the graduation rate have been largely successful, resulting in fewer students returning for the fall term for a fifth or sixth year of education, as was previously the case. That, coupled with a year of staff transitions in the Enrollment Management division, has made this a challenging year for enrollment. With several key positions – vice president, directors in financial aid and admissions, and three admissions counselors – recently filled, the division is in a stronger position to overcome the challenges of the past year.

Student Affairs Opening of the 2014-2015 Academic Year

New students and parents expressed gratitude and appreciation for a smooth move-in. Returning students and Day of Service and Leadership participants were available to unload cars and carry belongings to students’ rooms. Students received their Rambler Identification Cards, which also serve as a student’s building and room key, during Advisement and Registration. This eliminated the need for students to make their first stop on campus at the Bookstore to pick up their ID cards during move-in. This change greatly reduced parking and traffic congestion on and around King Street, and garnered positive feedback from students and families.

Advisement and Registration

The August Transfer and Readmitted Student Registration Session was held on Thursday, August 21, to allow all students to participate in Orientation on Friday, August 22. This was a change from previous years when late registering students signed up for classes on the same day as Orientation. Staff members from the Shepherd Foundation and the Office of Admissions pitched in to greet Advisement and Registration (A&R) participants in McMurran Hall while Student Affairs staff were coordinating new student move-in.

Day of Service and Leadership

A select number of students arrived four days before new student move-in in order to receive leadership development training, perform service in the community, and participate in team building exercises before assisting their peers during new student move-in day. A total of 49 new students participated in the day of service that was led by 16 A-Team members and 23 faculty and staff, producing 528 hours of service to the community.

Orientation

This year’s Orientation program was held in the Butcher Center Arena with a Commencement-like set up offering one location at one time. This change accommodated all new students instead of dividing students into groups and running concurrent sessions in multiple locations. The new set up created a professional and symbolic venue for students as they began their college career.

Another new feature of the Orientation program included breakout discussion sessions facilitated by university staff and upper-class students. New students chose from 14 different session topics including Veterans, Students Who Are Also Parents, Study Abroad, Wellness 101, Greek Affairs, Intramurals, Financial Aid, and several other topics.

Orientation included an academic department and advising meeting for new students, providing the opportunity for individual departments to highlight their areas and share insight into their programs of study.

Advancement Year-To-Date Giving Summary: 7/1/14 through 7/31/14

The Giving Summary provides annual data for year-to-date comparisons with the previous fiscal year. Data presented include outright gifts and payments received on pledges, grants and deferred commitments during the reporting period. Gifts to annual programs yielded $21,916 that is $5,821 more than what had been received in the month of

July last year. The 36 percent gain is attributed to the increase in gifts to the Alumni Association and is a direct result of transitioning to a non-dues model for alumni outreach.

Giving to endowments during July increased from $935 last year to $25,566 in July of this year. This reflects a significant increase in the number of gifts designated for endowment, from 12 received in July 2013 to 38 received in July 2014.

Giving from faculty and staff remains consistent with last year. Forty-five gifts yielding $1,337 were received from employees in July.

Payouts from competitive grants decreased by 87 percent as compared to the same period in FY2014. Grant activity generated $16,183 during the first month of the year as compared to $125,460 generated during the same period in July 2013. This is attributed to two factors. First, a major grant from HUD was closed last year and the final funds were drawn down last July. In addition, the State’s conversion to OASIS has resulted in delayed payments on several grants.

In total, $63,655 was received during the first month of the fiscal year. This is $78,825 less then what was received in July of 2013. The difference is attributed entirely to drawdowns from the competitive grants program and contributing factors detailed above.

Overall, 252 gifts from 225 donors were received in July 2014 for an increase of 45 percent more gifts from 52 percent more donors over the previous year.

Comprehensive Fundraising Report: 7/1/14 through 7/31/14

The Comprehensive Fundraising Report provides analysis of cumulative data from the start date of the fiscal year through the end of the reporting period. The report includes data from all external fundraising programs managed through the Office of Advancement and the Shepherd University Foundation. During the first month of the fiscal year, $47,482 was pledged and/or paid in new, direct gifts. New gifts to endowment equal $25,566 while gifts to annual programs equal $21,916. No new deferred gifts or grants were documented. We continue to be supported by our constituencies as detailed in the following chart:

Capital Projects

Dining Hall Building Renovations

This summer, the Dining Hall was taken offline for major building renovations to enhance the comfort and ambiance of the building. Renovations included new air-conditioning, ceilings for the upper and lower dining areas, and flooring in the lower dining area. The project scope also included the installation of vestibules at the entrance and egress areas, a new fire alarm system and a new roof. Work was completed in early August.  

Reynolds Hall Interior Renovations

The auditorium in historic Reynolds Hall received a facelift that included new carpeting, lighting and a fresh coat of paint on the ceiling and walls. The project was completed in June.  

Ikenberry Roof Replacement/Masonry Repairs

Installation of a new roof on Ikenberry Hall was completed over the summer break. The project also included repairing, cleaning and sealing building masonry. Work was completed in July. 

Frank Center West Wing Renovations

The west wing of the Frank Center was renovated this summer. Improvements included new carpeting, shelving, painting, and sound treatments. The renovations were completed in July.  

Athletics

Baseball and Lacrosse Recognized by Department Peers

The 2014 Athletic Department Awards Night and Ice Cream Social was held on April 28. The coaches nominate a platform of candidates that is voted on by the department coaches and staff as a whole.

Senior baseball outfielder Michael Lott was named Male Athlete of the Year, while junior lacrosse attacker Georgia Karr took Female Athlete of the Year honors. Baseball pitcher Paul Hvozdovic gained Male Senior Athlete of the Year honors for accomplishments over his four-year career, while lacrosse midfielder Christina Ferrara earned the Female Senior Athlete of the Year honors. Senior defensive lineman Robert Hayes of the football team was named the male Mountain East Conference (MEC) Senior Scholar-Athlete, while Senior Hitter Melani Lewis of the volleyball team garnered female MEC Senior Scholar-Athlete accolades.

Longtime assistant athletics director and senior women's administrator Joan Pope was the recipient of the Ram Award. The award is given to an individual who exemplifies the ideals of an NCAA II (Passion-Balance-Resourcefulness-Service-Learning-Sportsmanship). Head baseball coach Matt McCarty who led the Rams to a 39-14 mark and their first postseason victory since 2002, gained Coach of the Year honors.

First Time First Team Academic All-Americans

Along with his departmental awards, Michael Lott was named first team Academic All-American following his final season. Lott is the first baseball player to be named first team Academic All-American in Shepherd University history and joins Robert Hayes of football to be Shepherd’s only first team Academic All-Americans in school history.

As a department, the Rams were recognized by the Division II Athletic Directors Association for their academic achievements. In order for a student-athlete to receive an Academic Achievement Award, the student-athlete must: have a cumulative grade point average of 3.5 or higher on a 4.0 scale, have completed a minimum of two years (four semesters) of college level work at a two-year and/or four-year institution and have been an active member of an intercollegiate team during his/her last academic year. The Rams placed 26 student athletes on this list from nine of the 12 varsity teams.

Spring Sports in the Community

The department is competitive in their sports and academically, but also plays a role in its community development. During the month of April, Shepherd University's baseball, softball and lacrosse teams held "cancer awareness games." The $330 raised from these fundraisers was donated to the mammography program at University Healthcare. The money raised will go towards subsidizing mammograms for those who cannot afford them.

Football and Volleyball Included in Pre-Season Coaches Polls

On the field, the football team as of press time has started the season 2-0. The Rams were picked to win the MEC in the pre-season coaches poll and are ranked 11th in the country in the most recent polls. Coach Monte Cater enters his 28th season as the third winningest coach in all of NCAA Division II. The volleyball team, under new coach Camilo Guerci, was picked fifth in the conference preseason poll.

Staffing

Faculty and Staff Transitions

With the beginning of the 2014-2015 academic year, Shepherd is welcoming several new faculty and staff members to the campus community, including new vice presidents in enrollment management and finance, and directors of admissions, financial aid, and international initiatives.

Dr. Shari Payne, Shepherd’s new Vice President for Enrollment Management, assumed her post in July. Dr. Payne comes to Shepherd from Robert Morris University in Pennsylvania where she held several positions since 1995; Financial Aid Coordinator, Manager-Student Support Center, Director of Financial Aid, Director of Academic Operations, and most recently as Dean of Engaged Learning. A graduate of the University of Pittsburgh with a Bachelor of Arts degree in English writing, Dr. Payne earned a Master’s in Communications and Information Systems from Robert Morris University, and a Doctorate of Education from the University of Pittsburgh.

Mr. Brian De Young joined Shepherd as the Director of Financial Aid in July. Mr. De Young has 15 years of experience in financial aid, beginning at James Madison University, and culminating with his previous position at Shenandoah University in Virginia as Associate Director of Financial Aid. He earned a Bachelor of Science degree in Service Management from James Madison University, and will complete his Master of Education in College Student Personal Administration from the same institution in spring 2015. He has been active with presentations and board service in professional organizations such as the Virginia, Southern and National associations of Student Financial Aid Administrators.

Ms. Kristen (Desantis) Lorenz was promoted to the position of Director of Admissions. Ms. Lorenz joined Shepherd University as an admissions counselor in 2012, since that time, she was promoted to senior admissions counselor in recognition of her leadership and efforts in the Department of Admissions. Prior to joining Shepherd, Ms. Lorenz worked in marketing and customer service industries in Hagerstown, Maryland and Dillon, Colorado. She is a Shepherd alumna, having earned a Bachelor of Science degree in Business Administration with a concentration in Marketing. She is currently working toward her Master of Business Administration.

Dr. Charles Nieman assumed the post of Director of International Initiatives in August. Dr. Nieman has nearly 20 years of international program experience, starting at Kent State University and culminating in his most recent position as Director of the Office of International Services at the University of Pittsburgh. Dr. Nieman received his Ph.D. in Higher Education Administration from Kent State University, with a concentration in international issues, dimensions and program administration. Following a successful 22-year career in the military, where he retired at the rank of lieutenant colonel, he also held teaching positions at Kent State University, teaching courses in their Executive Master of Business Administration and international education certificate programs. He has been an active member of and presenter for such organizations as the National Association for Foreign Student Advisers (NAFSA), Rotary International and the American Council on Education (ACE) Internationalization Collaborative.

Ms. Anna Barker is the University’s new Vice President for Finance/Chief Financial Officer having joined us earlier this month. Ms. Barker comes to Shepherd from Hagerstown Community College (HCC) where she served as Vice President for Administration and Finance. Prior to her arrival at HCC in 1989, she was the Finance Officer for the City of Martinsburg. Ms. Barker is a Shepherd alumna with a Bachelor of Science degree in Business Administration and an Associate of Science in Accounting. She received her Master of Business Administration from Frostburg State University.

QUARTERLY FINANCIAL REPORT

Mr. James Vigil, Vice President for Administration, will present the quarterly financial report. OVERVIEW The presentation includes three documents: 1) fourth quarter draft FY2014 report of net assets; 2) fourth quarter draft FY2014 compared to the annual budget targets; and 3) fourth quarter draft FY2014 year-over-year comparison with FY2013 (Tables 1-3). At the end of the fourth quarter, the University had sufficient cash and other resources on hand to meet operating and capital requirements. Highlights of the quarterly report include: the receipt of state support for the underpass project;  an increase in operating revenue year-over-year;  the impact of the refinancing of the 2003 and 2004 bonds;   decrease in operating expenses year-over-year excluding depreciation; and  the impact of construction for the Center for Contemporary Arts (CCA) II, underpass and soccer

complex projects. 

NET ASSETS The fourth quarter shows a 0.77 percent increase in net assets on the balance sheet. Cash is down due to the use of auxiliary funds for the soccer complex and underpass projects and the slow collection for reimbursement of grant expenses. Inventories increased due to the Bookstore preparing for sales to summer advisement and registration attendees. Noncurrent assets are down due to refinancing the 2003 and 2004 bonds. Long-term liabilities increased due to soccer field turf lease-purchase and more principal coming due as bonds are paid down. Overall, total current liabilities are down mainly due to the use of funds from the Foundation for the Center for Contemporary Arts (CCA) II and reduced summer capital construction project volume. Deposits have decreased due to enrollment shortfall. Other post-employment benefits (OPEB) reflect the change year-over-year in the continued increase of the liability. Although the liability continues to increase, it is doing so at a reduced rate. The annual cost billed to employers was reduced significantly in the current year due to several reasons including: 1) eligible participants hired after June 30, 2010 will be required to fully fund premium contributions upon retirement; and 2) state government will contribute $30 million annually to the West Virginia Retirees Health Benefit Trust Fund (RHBT) starting in 2016 through 2035. RHBT assets will be used to eliminate the OPEB liability starting in 2017 and employers will be issued annual credits to eliminate amounts previously billed. Leases payable have increased because the new soccer field turf is financed with a lease-purchase. OPERATING REVENUE The University generated 96.2 percent of its operating revenue targets for the year and exceeded FY2013 revenue by $1 million.

Tuition and Fee Revenue: Tuition and fee revenue captured 92.5 percent of the fiscal year budget, falling short by $1.5 million due to an enrollment shortfall. FY2014 revenue exceeded FY2013 by $1 million due to an increase in FY2014 tuition and fee rates. Auxiliary Enterprises: Auxiliary revenues are at 97.2 percent of the FY2014 budget reflecting a budget shortfall of $539,000 and an increase of $152,000 over last year. Enrollment and industry bookstore challenges are causing the revenue pressures in Auxiliaries. OPERATING EXPENSE In anticipation of an enrollment shortfall, the University implemented cost containment strategies realizing a savings of $2.2 million. NON-OPERATING REVENUE AND EXPENSE Non-operating revenue and expense are in line with projections for FY2014. State appropriation reflects a decrease in state funding. The increase in gifts over the same period last year reflects earlier access to foundation funds in FY2014 compared to FY2013. INCOME BEFORE OTHER REVENUES, EXPENSES, GAINS OR LOSSES AND INVESTMENT IN MARTINSBURG For FY2014, the University’s net investment in the Martinsburg Center was $290,000. Martinsburg Center revenues are reflected in Tuition and Fees and the expenses are reflected in Core Operating Expenses. Excluding the net investment in Martinsburg, the University’s adjusted income before Other Revenues, Expenses, Gains or Losses is a loss of $232,000. Cost containment strategies were implemented when it became evident the University was going to experience an enrollment shortfall. While significant progress was made towards offsetting most of the tuition and fee short fall for FY2014, the University will continue to work on implementing operational efficiency initiatives in FY2015. OTHER REVENUES, EXPENSES, GAINS OR LOSSES The University received $1.1 million towards the cost of the Underpass project increasing the University’s net assets by $341,000. Capital grants and gifts are down significantly year-over-year due to the completion of CCA II.

RECOMMENDATION FOR APPROVAL OF THE

CLOSURE OF THE MASTER OF MUSIC IN

MUSIC EDUCATION PROGRAM

Last year’s program reviews helped frame our focus on the viability of Shepherd’s Master of Music in

Music Education program. After initially maintaining an acceptable level of enrollment, the experience

of the last several years has demonstrated a much weaker on-going market for the degree program than

was anticipated at its inception. After additional careful study of enrollments and markets and the formal

program review, it is now recommended that the University close the degree of Master of Music in Music

Education. Taking this action will allow the University to maximize its efforts and its resources in the

delivery of its undergraduate degrees in music and to meet the needs of larger numbers of students.

The recommended plan of action is to suspend all new admissions into the degree program and to

implement the teach-out plan that has been developed to assure that all currently admitted and enrolled

students have a reasonable opportunity to complete the degree at Shepherd University.

The following resolution is recommended for adoption by the Board:

RESOLVED, that the Shepherd University Board of Governors approves the closing of the

degree Master of Music in Music Education. Resolved further, that the Board of Governors

directs that no further students shall be admitted into the program effective immediately and the

University shall provide the courses, consistent with the teach-out plan specified in the agenda

book, for currently admitted and enrolled students to complete the program by December 2016;

provided however, that the President may, upon a finding by the President of exigent

circumstances, extend the conclusion of the teach-out period not later than summer 2017.

This graph dramatically illustrates the salary compression issue. Recent hiring has led to our assistant professors being very close to on par with COPLAC. The gap is larger at the associate level and more pronounced at the full professor level.

Addition of four full-time lecturers and reduction of overall number of adjunct sections has increased the percentage of courses taught by full-time faculty to close to the 2011 levels.

REVIEW OF THE INSTITUTIONAL COMPACT

The Shepherd University Institutional Compact addresses core quantitative and qualitative metrics that

were approved by the Shepherd Board of Governors in October 2013, reviewed with the West Virginia

Higher Education Commission (HEPC) in February 2014, and received final approval by the Board of

Governors in March 2014. The document presents five-year goals aligned with the HEPC Master Plan

for Higher Education, Leading the Way: Access. Success. Impact.

Dr. Chris Ames, Vice President for Academic Affairs, and Dr. Scott Beard, Associate Vice President for

Academic Affairs and Dean of Graduate and Continuing Studies, will present the first year of data results,

which will be submitted to the Commission.

UPDATE ON INSTITUTIONAL ACCREDITATIONS

Institutional Accreditation: Higher Learning Commission (HLC)

Progress Report: Shepherd’s progress report on graduate culture and assessment of its new core

curriculum was enthusiastically received, with no areas for follow-up. The report commended Shepherd

for a “convincing and well organized report.” The report notes the development of policies and

procedures in the graduate area, growth in enrollment, full-time equivalent (FTE) and assistantships, as

well as the development of policy regarding faculty workload and scholarship. The reviewer was

particularly impressed with the assessment reports generated through WEAVE online, a web-based

assessment management system developed by Virginia Commonwealth University. The assessment

reports demonstrated a closed loop on assessment from course to program to institutional expected

learning outcomes, as well as demonstrating how the graduate programs build on the outcomes of the

corresponding undergraduate programs.

Work will begin this fall in designing the framework for the 2016 Assurance argument under the new

HLC Pathways accreditation. In the new ten-year cycle, there is a visit in year four (2016 for Shepherd)

and in year ten. All submissions are electronic through the HLC portal for Shepherd, with a word limit of

35,000 in the Standard Pathway.

Dr. Beard is now certified as a peer reviewer for HLC in both the Open and Standard pathways criteria.

Dr. Colleen Nolan, Dean of the School of Natural Sciences and Mathematics, has been accepted in the

peer review corps and will undergo training in October. President Shipley is also an experienced HLC

peer reviewer.

National Association of Schools of Art and Design (NASAD) In response to the deferral from NASAD, in April the department responded to items surrounding

curriculum in the Art Education degree, the library holdings in the area of contemporary art, and sculpture

and exhibition space. Action from NASAD is expected later in the fall semester.

International Assembly of Collegiate Business Education (IACBE) In April, Dr. Beard and Dr. Ann Marie Legreid, Dean of the School of Business and Social Sciences,

attended the IACBE annual conference, where the business programs were presented with the re-

affirmation of accreditation certificate. The programs will submit a follow-up report on assessment that is

due in December, along with the IACBE annual report that is due at the end of October.

National Association of Schools of Music (NASM) NASM approved the music program to offer the professional baccalaureate degree in performance. An

immediate impact on enrollment has been seen with this fall’s class being the second largest in the history

of the department.

The department will submit their self-study document at the end of the fall semester, with a site visit

taking place in spring 2015. This is part of their regular ten-year cycle for continuing accreditation.

Council on Accreditation on Parks, Recreation, Tourism and Related Professions (COAPRT) In pursuit of initial accreditation, the department of Recreation and Leisure Studies underwent a site visit

in March. In general, the site visit report was very favorable. The program chair in conjunction with the

COAPRT liaison, school dean, vice president for academic affairs (VPAA) and associate VPAA

responded to the items in the report in early June. Some of the items deal with strategic planning, faculty

load, professional development funding, and computer lab and library resources. The program will have a

hearing with COAPRT in October, which is standard procedure and will be able to address any areas of

concern in greater detail.

American Society for Biochemistry and Molecular Biology (ASBMB) This new accreditation will be the first accreditation in the School of Natural Sciences and Mathematics.

ASBMB promotes excellence and innovation in undergraduate Science, Technology, Engineering and

Mathematics (STEM) education. With low cost to the institution, this accreditation is an excellent

credential for our exceptional biology and chemistry programs. The standards report for initial

accreditation with ASBMB will be submitted in October.
