BE IT REMEMBERED, that a regular meeting of the Board of Supervisors
of Harrison county, Mississippi was begun and held in the meeting room of
the Board of Supervisors of Harrison County, located in the Second Judicial
District Courthouse, at Biloxi, Mississippi, on the SECOND MONDAY OF OCTOBER
1999, being the 11TH DAY OF OCTOBER 1999, the same being the time fixed
by law and the place fixed by the Order Of the Board of Supervisors of
Harrison county at a former meeting thereof for holding said meeting of said
Board.
THERE WERE PRESENT and in attendance on said Board, Honorable Larry
Benefield, President of said Board, preSiding; BObby EleuteriUs, David V.I LaRosa, sr., William W. Martin, and C. T. switzer, Jr., members of said Board ofSupervisors; Maudie cuevas, Tax Assessor for Harrison County, Mississippi;
Joseph price, Sheriff of Harrison county, Mississippi; and John MCAdams,

The museum opened its doors in March 1986, and also at the same time started theBiloxi Schooner Project. The Board of Directors feel that the Museum has come a longway in offering educational programs, such as our Sea-n-SaiJ Adventure Camp. theElderhostel Program. and participation in the J. L. Scott Marine Education Center'sSeacamp Program. Since our opening the number of museum exhibits have almostdoubled. Through research and donations. the museum has assemhled perhaps the finestcollection ur seafood industry related artifacts and historic photographs in the South. Wenow have two "White Winged Queens" sailing our Gulf Coast waters. The Maritime andSeafood Industry Museum is the only maritime museum in tbe United States to operate twoCoast Guard certified. accurately replicated, indigenous historic vessels. Both vessels havebeen featured on educational television and in a variety of tourism productions.
The museum's exhibits, its replicated sailing schooners, its educational programs,and its research collections have proven invaluable to tbe citizenry of Mississippi as well asnational and international clientele. Expansion of the facility will allow the more focuseduse of specific space instead of present double uses which often see educational programs,·agency meetings, and special events carried out in exhibit spaces, and administrative areasbeing used for artifact and archival storage, exhibit preparation. and preservationapplications. The entire spectrum of Visiting public will therefore benefit from this project.
To further continue all of our museum activities wbich comprise an educational andpreservation package without equal among historical museums in the State of Mississippi,we need additional funding to expand our museum building by 8,000 sq. ft. at a cost ofapproximately $1.4 million.

We have already received $150,000 from the Mississippi Tidelands Trust FundProgram with another $200,000 approved and will receive in October 1999. Wehave applied for $600,000 in FY2001, which will be acted upon by the Legislaturein January 2000. The City of Biloxi City Council has agreed to fund $500,000 inOctober 1999.
In addition to areas for classrooms, administrative and storage, the Museumaddition will include a display area for educationai, interpretive exhibits and asmall theatre. Exhibits in the display area will continue the museum's mission ofinterpreting the importance of Mississippi's marine resources and the myriadcommercial and recreational uses of its coastal waters. The mini-theatre will beutilized to show not only the popular tape on Hurricane Camille, but educationalslide and tape presentations on Mississippi's marine resources.
Our project goals are: I1.

To enlarge our Sea-n-Sail Adventure Camp for children ages 6-13from 400 children per summer to over 600 per summer.To start an Elderhostel Program for seniors ages S5 and older for sixone week programs with up to 40 in each class. Last yearapproximately 1/4 million people enrolled in elderhostel programsfrom every American state and Canadian province as well as 45foreign countries.

3. The new display area, in addition to containing relocated andenhanced Hurricane Room exhibits and the Biloxi Schooner exhibit,will contain major interpretin/educational exhibits on Mississippi'sCoastal Wetlands, Managing Marine Resources, Mississippi's BarrierIslands, Recreational Fishing, and the Charter Boat Industry.Already nationally recognized for its interpretation of the history ofthe Mississippi Gulf Coast and its historic fishing industry, it is feltthese exhibits will provide a more complete picture of the uses andimportance of the State's coastal region.
The following are brief overviews of each exhibit and theireducational/interpretive content:
HURRICANE EXHIBIT (enhanced)This already exhibiting three hundred square foot exhibit will be enhancedwith the addition on numerous photographs of the 1947 hurricane andHurricane Camille. In addition to photographs, the exhibit will include anew section on preparations by the Coast for receiving a hurricane.
MISSISSIPPI'S COASTAL WETLANDSEmploying a variety of illustrations, cut-outs, and texts on an approximate20 ft. x 6 f1. wide multi-level model of the Mississippi coastline, this exhibitwill show the location, explain the flora and fauna, and stress theimportance of wetlands in a manner understandable by the general public,and the large number students K-12 who annually visit the museum.
MANAGING MARINE RESOURCESThis exhibit comprised of three free-standing kiosks, will emphasize thehistory of Mississippi's marine resource management beginning with earlyefforts during the post-WWII period. It will stress the importance andvariety of conservation and management techniques used to assuremaximum annual harvests for commercial fisheries and maintain varietiesof species for recreational fishermen.
MISSISSIPPI'S BARRIER ISLANDSThe geologic creation and recent three hundred-year history of the severalbarrier islands bordering the Mississippi Sound will be interpreted throughboth wall mounted historic maps, photographs, graphic representations,and a model of a cross-section of the Sound. The exhibit will occupy anarea of approximately 100 sq. ft.

RECREATIONAL FISIDNG ON THE MISSISSIPPI GULF COASTUsing antique fishing tackle, historic photographs and newspaper clippings,and a variety of illustrations and graphics, the history of recreationalfishing by residents and tourists will be interpreted in this exhibit. TheCoast's numerous and popular fishing rodeos, popular fishing areas, fishingregulations, recreational species, and recreational fishing methodologies,and fishing vessels, will be described. Wall and floor space ofapproximately 100 sq. ft. will be utilized.
CHARTER BOAT INDUSTRY ON THE MISSISSIPPI GULF COASTThe long history of the charter boat industry will be effected by recreatingthe aft section, approximately fourteen feet wide, of a charter boat completewith fighting chairs and tackle. Included in the exhibit will be historicphotographs of numerous classic vessels, their parties and catches,enumerations of record catches, and graphics illustrating favorite offshorefishing locations.

AN ORDER OF THE HARRISON COUNTY BOARDOF SUPERVISORS RECINDING THE ORDERPREVIOUSLY ADOPTED BY THE BOARD ONOCTOBER 4, 1999, DIRECTING CONRADYELVINGTON DISTRIBUTORS, INC. TO CEASEAND DESIST OPERATION OF ITS FACILITYIN THE LONG BEACH INDUSTRIAL PARKUNTIL DECEMBER 1, 1999, AND FOR RELATEDPURPOSES.
WHEREAS, the Harrison County Board of Supervisors (hereafter II"the Board") adopted an Order on October 4, 1999, directing
Conrad Yelvington Distributors, Inc. to cease and desist
operation of its facility in the Long Beach Industrial Park after
delivery of material scheduled for the week of October 4, 1999,
until December I, 1999; and
WHEREAS, during the week of October 4, 1999, the Board had
an opportunity to visit the plant site and several areas in and
around the facility to observe noise and dust pollution as well
as trucKs going to and from the plant; and
WHEREAS, the Board has authorized an independent study of
the operation of Conrad Yelvington Distributors, Inc. and it has
been determined that the plant must be in operation to have a
meaningful study; and

WHEREAS, the Board has now determined that the cease and
desist order entered on October 4, 1999, should be withdrawn
pending completion of the study and the Board's decision as to
what action, if any, should be taken with regard to the continued
operation of Conrad Yelvington Distributors, Inc. in the Long
Beach Industrial Park.
NOW THEREFORE BE IT ORDERED BY THE BOARD OF SUPERVISORS OF
HARRISON COUNTY, MISSISSIPPI, AS FOLLOWS:
SECTION I. The cease and desist order heretofore adopted by
the Harrison County Board of Supervisors on October 4, 1999, is
hereby rescinded.
SECTION II. The Board will revisit and further consider the
operation of the Conrad Yelvington Distributors, Inc. plant in
the Long Beach Industrial Park after it has had an opportunity to
review the independent study heretofore commissioned with regard
to the operation of this plant.

AN ORDER OF THE HARRISON COUNTY BOARDOF SUPERVISORS AUTHORIZING AN INDEPENDENTSTUDY TO BE MADE OF THE OPERATION OF THECONRAD YELVINGTON DISTRIBUTORS, INC.'SPLANT LOCATED IN THE LONG BEACH INDUSTRIALPARK, AND FOR RELATED PURPOSES.
WHEREAS, certain citizens of Harrison County living near the
Long Beach Industrial Park, where Conrad Yelvington Distributors,
Inc. (hereafter "Yelvington") is located, have requested the
Board of Supervisors (hereafter "the Board") to intervene in this
matter and to determine whether or not this plant should be
allowed to operate in the Industrial Park; and
WHEREAS, the concerns of the referenced citizens of Harrison
County have to do with noise, pollution, dust, truck traffic and
other matters relating to the environment and the general effect
on the community; and
WHEREAS, the Board has determined that it would be prudent
to have an independent study made to assist the Board in making a
determination as to what action, if any, it should take with
regard to the continued operation of Conrad Yelvington
Distributors, Inc. 's plant in the Long Beach Industrial Park.

Yelvington's operation in the Long Beach Industrial Park as it
relates to noise and air pollution, truck traffic and other areas
of concern raised by citizens living in this area.
SECTION II. That the request made by the citizens of
Harrison County, as well as Yelvington, with regard to the
continued operation of this plant in the Long Beach Industrial
Park shall be held in abeyance until this study can be completed
and delivered to the Board.

THERE came on this day for consideration by the Board of Supervisors of
Harrison county, Mississippi, Final Approval and Acceptance of the Plat of
Benesheewah Estates SUbdivision located in Section 19, Township 7 south,
Range 13 west in Supervisors Voting District 3, in the FirstJudicial District of
Harrison County, Mississippi, and the Board having considered said matter,
finds as follows, to-wit:
1. That said Plat conforms to the Order of the Board dated the 31st
day of January, 1974, as appears in Minute book 90, at Pages 114-163, inCluSive,
as amended, concerning the platting and subdividing of real property.
2. That Benesheewah Estates Subdivision borders on county owned
and maintained road.
3. That Robert J. Knesal, County Engineer, as recommended that said
subdivision be accepted.

I have examined the above-referenced drainage easement through Lot 39-B of DeerwoodSubdivision, Phase 2. The easement is in the middle of the lot and is obstructing construction ofa proposed residence. The owner has diverted drainage to his side lot line to accommodate theexisting roadway runoff.
I hereby recommend this drainage easement be abandoned.

The following items came on for consideration by the Board:
1. The Tricentennial Commission presented the Board with the Barq's
Root Beer Tricentennial Commemorative bottles and a framed print from Mr.
Frank Janca.
2. The Board President reported that all the improvements the Road
Department needed to make at the Fairgrounds have been completed.
3. The Board President suggested that one spokesperson be assigned
to represent the citizens that have complained about the aggregate plant.
The Board Attorney was requested to write Dr. Jeff Taylor, President of
C.A.R.D. (Citizens Association for Responsible Development) to be the
spOkesperson.
4. The Board Attorney reported that his office has tried for the third
time to obtain permission from the General Service Administration to
approve transfer of the Jam Lane property from Harrison County to tIle Biloxi
SChool System.
5. The Board President reported that the Board may meet on october
25,1999, if needed.
6. The county Administrator reported that she had contacted Mr.
Hunter at the skate park. He has not received any complaints about the price
of admission from the children attending tile park. The city of Mobile charges
a membership fee Of $25.00 per year plUS an entry fee of $5.00.
