Preface

The Bureau o f Labor Statistics program o f annual occupational wage surveys in m etropolitan areas is de­signed to provide data on occupational earnings, and estab­lishment practices and supplementary wage provisions. It yields detailed data by selected industry divisions fo r each of the areas studied, fo r economic regions, and fo r the United States. A m ajor consideration in the program is the need fo r grea ter insight into (1) the movement o f wages by occupational category and sk ill le ve l, and (2) the struc­ture and le v e l o f wages among areas and industry d ivisions.

At the end o f each survey, an individual area bul­letin presents survey results for each area studied. A fter completion o f a ll o f the individual area bulletins fo r a round o f surveys, a tw o-part summary bulletin is issued. The firs t part brings data for each o f the m etropolitan areas studied into one bulletin. The second part presents inform ation which has been pro jected from individual m et­ropolitan area data to relate to economic regions and the United States.

E ighty-two areas currently are included in the program . Information on occupational earnings is co llected annually in each area. Information on establishment p ra c ­tices and supplementary wage provisions is obtained b ien­n ia lly in most o f the areas.

Occupational Wage Survey—Waterbury, Conn.

IntroductionThis area is 1 o f 82 in which the U. S. Department o f L ab o rls

Bureau o f Labor Statistics conducts surveys o f occupational earnings and related wage benefits on an areaw ide basis.

This bulletin presents current occupational employment and earnings inform ation obtained la rg e ly by m ail from the establishments v is ited by Bureau fie ld econom ists in the last previous survey fo r occupations reported in that ea r lie r study. Persona l v is its w ere made to nonrespondents and to those respondents reporting unusual changes since the previous survey.

In each area, data are obtained from representative estab­lishments within six broad industry d ivisions: Manufacturing; trans­portation, communication, and other public u tilities ; wholesale trade; re ta il trade; finance, insurance, and rea l estate; and serv ices . M ajor industry groups excluded from these studies are governm ent opera­tions and the construction and extractive industries. Establishments having few er than a prescribed number of w orkers are om itted because they tend to furnish insufficient employment in the occupations studied to warrant inclusion. Separate tabulations are provided fo r each of the broad industry divisions which m eet publication c r ite r ia .

These surveys are conducted on a sample basis because of the unnecessary cost involved in surveying a ll establishments. To obtain optimum accuracy at minimum cost, a grea ter proportion of la rge than o f sm all establishments is studied. In combining the data, however, a ll establishments are given their appropriate weight. E s­tim ates based on the establishments studied are presented, th ere fo re , as relating to a ll establishments in the industry grouping and area, except fo r those below the minimum s ize studied.

Occupations and Earnings

The occupations selected fo r study are common to a varie ty o f manufacturing and nonmanufacturing industries, and are of the follow ing types: ( l ) O ffice c le r ica l; (2) pro fessiona l and technical;(3) maintenance and power plant; and (4) custodial and m ateria l m ove­ment. Occupational classification is based on a uniform set o f job descriptions designed to take account of in ter establishment variation in duties within the same job. The occupations selected fo r study are lis ted and described in appendix B. Earnings data fo r some of the occupations lis ted and described are not presented in the A -s e r ie s tables because either (1) employment in the occupation is too sm all to provide enough data to m erit presentation, or (2) there is poss i­b ility of d isclosure o f individual establishment data.

Occupational employment and earnings data are shown fo r fu ll-tim e w orkers , i . e . , those h ired to w ork a regu lar weekly schedule in the given occupational c lassifica tion . Earnings data exclude p re ­mium pay fo r overtim e and fo r w ork on weekends, holidays, and late shifts. Nonproduction bonuses are excluded, but cost-o f- liv in g bonuses and incentive earnings are included. Where weekly hours are reported , as fo r o ffice c le r ica l occupations, re ference is to the work schedules (rounded to the nearest half hour) fo r which straight-tim e sa laries a re paid; average w eek ly earnings fo r these occupations have been rounded to the nearest half do llar.

The averages presented re fle c t com posite, areaw ide estim ates. Industries and establishments d iffe r in pay le v e l and job staffing and, thus, contribute d ifferen tly to the estim ates fo r each job. The pay relationship obtainable from the averages may fa il to re flec t accurately the wage spread or d ifferen tia l maintained among jobs in individual establishments. S im ilarly , d ifferences in average pay leve ls fo r men and women in any o f the selected occupations should not be assumed to re flec t d ifferences in pay treatment o f the sexes within individual es ­tablishments. Other possible factors which may contribute to d iffe r ­ences in pay fo r men and women include: D ifferences in progression within established rate ranges, since only the actual rates paid in ­cumbents are co llected ; and d ifferences in specific duties perform ed, although the w orkers a re appropriately c lass ified within the same survey job description . Job descriptions used in classify ing employees in these surveys are usually m ore genera lized than those used in individual establishments and allow fo r m inor d ifferences among es ­tablishments in the specific duties perform ed.

Occupational employment estim ates represent the total in all establishments within the scope of the study and not the number actually surveyed. Because o f d ifferences in occupational structure among es ­tablishments, the estim ates of occupational employment obtained from the sample of establishments studied serve only to indicate the re la tive im portance o f the jobs studied. These d ifferences in occupational structure do not m ateria lly a ffect the accuracy o f the earnings data.

Establishment P ra c tic es and Supplementary Wage Provis ions

Tabulations on selected establishment practices and supple­mentary wage provisions (B -s e r ie s tables) are not presented in this bulletin. Inform ation fo r these tabulations is co llected biennially in this area. These tabulations on minimum entrance salaries fo r inexperienced women o ffice w orkers; shift d ifferen tia ls ; scheduled w eekly hours; paid holidays; paid vacations; and health, insurance, and pension plans; are presented (in the B -se r ie s tables) in previous bulletins fo r this area.

Presen ted in table 2 are indexes and percentages of change in average sa laries of o ffice c le r ica l w orkers and industrial nurses, and in average earnings of selected plant w orker groups.

For o ffice c le r ica l w orkers and industrial nurses, the p e r ­centages of change re la te to average w eekly sa laries fo r norm al hours o f work, that is , the standard work schedule fo r which straight-tim e sa laries are paid. For plant w orker groups, they measure changes in average straight-tim e hourly earn ings, excluding prem ium pay for overtim e and for work on weekends, holidays, and late shifts. The percentages are based on data for selected key occupations and in­clude most o f the num erically important jobs within each group. The o ffice c le r ica l data are based on men and women in the follow ing 19 jobs: Bookkeeping-machine operators, class B; c lerks , accounting, class A and B; c lerks , f ile , class A , B, and C; c lerk s , order; c lerks , payroll; Comptometer operators; keypunch operators, class A and B; o ffice boys and g ir ls ; secreta ries ; stenographers, general; stenogra­phers, senior; switchboard operators; tabulating-machine operators, class B; and typists, class A and B. The industrial nurse data are based on men and women industrial nurses. Men in the follow ing 8 skilled maintenance jobs and 2 unskilled jobs are included in the plant w orker data: Skilled— carpenters; e lectric ians; machinists; m e­chanics; mechanics, automotive; painters; p ipefitters; and tool and die makers; unskilled— jan itors, porters , and cleaners; and laborers, m ateria l handling.

A verage weekly salaries or average hourly earnings w ere computed for each o f the selected occupations. The average salaries or hourly earnings w ere then m ultiplied by employment in each of the jobs during the period surveyed in 1961. These weighted earnings

for individual occupations w ere then totaled to obtain an aggregate for each occupational group. F ina lly , the ratio (expressed as a percentage) of the group aggregate for the one year to the aggregate for the other year was computed and the d ifference between the result and 100 is the percentage of change from the one period to the other. The indexes w ere computed by multiplying the ratios for each group aggregate for each period after the base year (1961).

The indexes and percentages o f change m easure, principally, the effects o f (1) genera l salary and wage changes; (2) m erit or other increases in pay rece ived by individual w orkers while in the same job; and (3) changes in average wages due to changes in the labor force resulting from labor turnover, fo rce expansions, fo rce reductions, and changes in the proportions of w orkers employed by establishments with d ifferen t pay leve ls . Changes in the labor force can cause increases or decreases in the occupational averages without actual wage changes. For example, a fo rce expansion might increase the proportion o f lower paid w orkers in a specific occupation and lower the average, whereas a reduction in the proportion of lower paid w orkers would have the opposite effect. S im ila rly , the movement of a high-paying establishment out of an area could cause the average earnings to drop, even though no change in rates occurred in other establishments in the area.

The use of constant employment weights elim inates the effect of changes in the proportion of w orkers represented in each job in­cluded in the data. The percentages of change re flec t only changes in average pay for straight-tim e hours. They are not influenced by changes in standard work schedules, as such, or by premium pay for overtim e.

Appendix A. Changes in Occupational Descriptions

Since the Bureau’ s last survey, occupational descriptions for draftsman and switchboard operator were revised in order to obtain salary information for more specific categories.

Switchboard operator. The revised description for switchboard operator arranges these workers into two defined classes (A and B) instead of a single category, clarifying the criteria of types of calls handled and types of information provided. The combination of class A and class B data, where both are published, is comparable to the single designation, if previously published.

Draftsman. The revised descriptions for draftsman (class A, B, and C; and draftsman-tracer) replace the previous designations for drafts­man (leader, senior, and junior; and tracer) and emphasize the distinction between drafting and design skills. Therefore, if data are presented for any of these occupations, such data are not comparable to data previously published. In areas where current employment and earnings information was collected largely by m ail this year and will be collected by a personal visit by Bureau field economists next year, data for these occupations will be presented next year.

The revised occupational descriptions are included in appendix B.

Appendix B. Occupational Descriptions

The primary purpose of preparing job descriptions for the Bureau’ s wage surveys is to assist its field staff in classifying into appropriate occupations workers who are em ployed under a variety of payroll titles and different work arrangements from establishment to establishment and from area to area. This permits the grouping of occupational wage rates representing comparable job content. Because of this emphasis on interestablishment and interarea com parability of occupational content, the Bureau’s job descriptions may differ significantly from those in use in individual establishments or those prepared for other purposes. In applying these job descriptions, the Bureau’ s field economists are instructed to exclude working supervisors, apprentices, learners, beginners, trainees, handicapped, part-tim e, temporary, and probationary workers.

O F F I C E

BILLER, MACHINE

Prepares statements, bills, and invoices on a machine other than an ordinary or electrom atic typewriter. May also keep records as to billings or shipping charges or perform other clerical work incidental to billing operations. For wage study purposes, billers, m achine, are classified by type of m achine, as follows:

Biller, machine (billing m achine). Uses a special billing m a­chine (Moon Hopkins, Elliott Fisher, Burroughs, etc. , which are combination typing and adding machines) to prepare bills and invoices from customers' purchase orders, internally prepared orders, shipping memorandums, etc. Usually involves application of predetermined discounts and shinning charges and entrv of necessarv extensions

BOOKKEEPING-MACHINE OPERATOR

Operates a bookkeeping machine (Remington Rand, Elliott Fisher, Sundstrand, Burroughs, National Cash Register, with or without a type­writer keyboard) to keep a record of business transactions.

Class A . Keeps a set of records requiring a knowledge of and experience in basic bookkeeping principles and fam iliarity with the structure of the particular accounting system used. Determines proper records and distribution of debit and credit items to be used in each phase of the work. May prepare consolidated reports, balance sheets, and other records by hand.

which m ay or m ay not be computed on the billing m achine, and totals which are autom atically accum ulated by m achine. The oper­ation usually involves a large number of carbon copies of the bill being prepared and is often done on a fanfold m achine.

Biller, machine (bookkeeping m achine). Uses a bookkeeping machine (Sundstrand, Elliott Fisher, Remington Rand, e t c . , which m ay or m ay not have typewriter keyboard) to prepare customers' bills as part of the accounts receivable operation. Generally involves the simultaneous entry of figures on customers' ledger record. The m a­chine autom atically accum ulates figures on a number of vertical columns and computes and usually prints autom atically the debit or credit balances. Does not involve a knowledge of bookkeeping. Works from uniform and standard types of sales and credit slips.

Class B. Keeps a record of one or more phases or sections of a set of records usually requiring little knowledge of basic book­keeping. Phases or sections include accounts payable, payroll, cus­tomers’ accounts (not including a simple type of billing described under biller, m achine), cost distribution, expense distribution, in­ventory control, etc. May check or assist in preparation of trial balances and prepare control sheets for the accounting department.

CLERK, ACCOUNTING

Class A. Under general direction of a bookkeeper or accountant, has responsibility for keeping one or more sections of a complete set of books or records relating to one phase of an establishment’ s busi­ness transactions. Work involves posting and balancing subsidiary

ledger or ledgers such as accounts receivable or accounts payable; exam ining and coding invoices or vouchers with proper accounting distribution; and requires judgm ent and experience in m aking proper assignations and allocations. May assist in preparing, adjusting, and closing journal entries; and m ay direct class B accounting clerks.

C lass B. Under supervision, performs one or more routine ac ­counting operations such as posting simple journal vouchers or accounts payable vouchers, entering vouchers in voucher registers; reconciling bank accounts; and posting subsidiary ledgers controlled by general ledgers, or posting simple cost accounting data. This job does not require a knowledge of accounting and bookkeeping principles but is found in offices in which the more routine accounting work is subdivided on a functional basis among several woikers.

CLERK, FILE

Class A . In an established filing system containing a number of varied subject m atter files, classifies and indexes file m aterial such as correspondence, reports, technical documents, e tc . May also file this m aterial. May keep records of various types in con­junction with the files. May lead a sm all group of lower level file clerks.

C lass B. Sorts, codes, and files unclassified m aterial by simple (subject m atter) headings or partly classified m aterial by finer sub­headings. Prepares simple related index and cross-reference aids. As requested, locates clearly identified m aterial in files and forwards m aterial. May perform related clerical tasks required to m aintain and service files.

C lass C . Performs routine filing of m aterial that has already been classified or which is easily classified in a simple serial classi­fication system ( e . g . , alphabetical, chronological, or num erical). As requested, locates readily available m aterial in files and forwards m aterial; and m ay fill out withdrawal charge. Performs simple c lerical and manual tasks required to m aintain and service files.

CLERK, ORDER

R eceives customers' orders for m aterial or merchandise by m ail,phone, or personally. Duties involve any combination of the following;Quoting prices to customers; making out an order sheet listing the items

to make up the order; checking prices and quantities of item s on order sheet; and distributing order sheets to respective departments to be filled . May check with credit department to determine credit rating of customer, acknowledge receipt of orders from customers, followup orders to see that they have been filled , keep file of orders received, and check shipping invoices with original orders.

CLERK, PAYROLL

Computes wages of company em ployees and enters the necessary data on the payroll sheets. Duties involve: Calculating workers' earnings based on time or production records; and posting calculated data on payroll sheet, showing information such as worker's nam e, working days, tim e, rate, deductions for insurance, and total wages due. May make out pay- checks and assist paym aster in making up and distributing pay envelopes. May use a calculating m achine.

COMPTOMETER OPERATOR

Primary duty is to operate a Comptometer to perform m athe­m atical computations. This job is not to be confused with that of statis­tica l or other type of clerk, which m ay involve frequent use of a Com p­tom eter but, in which, use of this machine is incidental to performance of other duties.

DUPLICATING-MACHINE OPERATOR (MIMEOGRAPH OR DITTO)

Under general supervision and with no supervisory responsibilities, reproduces m ultiple copies of typewritten or handwritten m atter, using a Mimeograph or Ditto m achine. Makes necessary adjustment such as for ink and paper feed counter and cylinder speed. Is not required to prepare stencil or Ditto m aster. May keep file of used stencils or Ditto masters. May sort, co llate , and staple com pleted m aterial.

KEYPUNCH OPERATOR

Class A . Operates a numerical and/or alphabetical or com bina­tion keypunch machine to transcribe data from various source docu­ments to keypunch tabulating cards. Performs same tasks as lower level keypunch operator but, in addition, work requires application

of coding skills and the making of some determinations, for exam ple, locates on the source document the item s to be punched; extracts information from several documents; and searches for and interprets information on the document to determine information to be punched. May train inexperienced operators.

Class B. Under close supervision or following specific procedures or instructions, transcribes data from source documents to punched cards. Operates a numerical and/or alphabetical or combination keypunch machine to keypunch tabulating cards. May verify cards. Working from various standardized source documents, follows specified sequences which have been coded or prescribed in detail and require little or no selecting, coding, or interpreting of data to be punched. Problems arising from erroneous items or codes, missing information, e t c . , are referred to supervisor.

OFFICE BOY OR GIRL

Performs various routine duties such as running errands, operating minor office m achines such as sealers or m ailers, opening and distributing m ail, and other minor clerical wodc.

SECRETARY

Performs secretarial and clerical duties for a superior in an ad­m inistrative or executive position. Duties include m aking appointments for superior; receiving people coming into office; answering and making phone calls; handling personal and important or confidential m ail, and writing routine correspondence on own initiative; and taking dictation (where transcribing machine is not used) either in shorthand or by Stenotype or sim ilar m achine, and transcribing dictation or the recorded information reproduced on a transcribing m achine. May prepare special reports or memorandums for information of superior.

STENOGRAPHER, GENERAL

Primary duty is to take dictation involving a normal routine vocabulary from one or more persons either in shorthand or by Stenotype or sim ilar m achine; and transcribe dictation. May also type from written copy. May m aintain files, keep simple records, or perform other rela­tively routine clerical tasks. May operate from a stenographic pool. Does not include transcribing-machine work. (See transcribing-machine operator.)

STENOGRAPHER, SENIOR

Primary duty is to take dictation involving a varied technical or specialized vocabulary such as in lega l briefs or reports on scientific research from one or more persons either in shorthand or by Stenotype or sim ilar machine; and transcribe dictation. May also type from written copy. May also setup and m aintain files, keep records, e tc .

OR

Performs stenographic duties requiring significantly greater inde­pendence and responsibility than stenographers, general as evidenced by the following: Work requires high degree of stenographic speed and accu­racy; and a thorough working knowledge of general business and office procedures and of the specific business operations, organization, policies, procedures, file s, workflow, etc . Uses this knowledge in performing stenographic duties and responsible c lerical tasks such as, m aintaining followup files; assembling m aterial for reports, memorandums, letters, e t c . ; composing simple letters from general instructions; reading and routing incoming m ail; and answering routine questions, e tc . Does not include transcribing-machine wodc.

SWITCHBOARD OPERATOR

Class A . Operates a single- or m ultiple-position telephoneswitchboard handling incoming, outgoing, intraplant or office calls. Per­forms full telephone information service or handles com plex calls, such as conference, co llect, overseas, or sim ilar calls, either in addition to doing routine work as described for switchboard operator, class B, or as a full-tim e assignment. ( ,,Full,, telephone information service occurs when the establishment has varied functions that are not readily understandable for telephone information purposes, e . g . , because of overlapping or interrelated functions, and consequently present frequent problems as to which extensions are appropriate for c a l l s . )

Class B. Operates a single- or m ultiple-position telephoneswitchboard handling incoming, outgoing, intraplant or office calls. May handle routine long distance calls and record tolls. May perform lim ited telephone information service. ("L im ited” telephone information service occurs if the functions of the establishment serviced are readily under­standable for telephone information purposes, or if the requests are routine, e . g . , giving extension numbers when specific names are furnished, or if com plex calls are referred to another operator.)

SWITCHBOARD OPERATOR-RECEPTIONIST

In addition to performing duties of operator on a single position or monitor-type switchboard, acts as receptionist and m ay also type or perform routine clerical work as part of regular duties. This typing or clerical work m ay take the m ajor part of this worker's time while at switchboard.

TABULA TING-MACHINE OPERATOR

Class A . Operates a variety of tabulating or electrical account­ing m achines, typically including such m achines as the tabulator, calculator, interpreter, collator, and others. Performs complete reporting assignments without close supervision, and performs difficult wiring as required. The com plete reporting and tabulating assign­ments typically involve a variety of long and com plex reports which often are of irregular or nonrecurring type requiring some planning and sequencing of steps to be taken. As a more experienced oper­ator, is typically involved in training new operators in machine operations, or partially trained operators in wiring from diagrams and operating sequences of long and com plex reports. Does not include working supervisors performing tabulating-m achine operations and day-to-day supervision of the work and production of a group of tabulating-m achine operators.

Class B. Operates more difficult tabulating or e lectrical account­ing m achines such as the tabulator and calculator, in addition to the sorter, reproducer, and collator. This work is performed under specific instructions and m ay include the performance of some wiring from diagram s. The woik typically involves, for exam ple, tabulations involving a repetitive accounting exercise, a com plete but sm all tabulating study, or parts of a longer and more com plex report. Such reports and studies are usually of a recurring nature where the pro­cedures are well established. May also include the training of new em ployees in the basic operation of the m achine.

Class C . Operates simple tabulating or electrical accounting m achines such as the sorter, reproducing punch, collator, e t c . , with

specific instructions. May include simple wiring from diagrams and some filing work. The work typically involves portions of a work unit, for exam ple, individual sorting or collating runs or repetitive operations.

TRANSCRIBING-MACHINE OPERATOR, GENERAL

Primary duty is to transcribe dictation involving a normal routine vocabulary from transcribing-machine records. May also type from written copy and do simple clerical work. Workers transcribing dictation involving a varied technical or specialized vocabulary such as legal briefs or reports on scientific research are not included. A woiker who takes dictation in shorthand or by Stenotype or sim ilar machine is classified as a stenographer, general.

TYPIST

Uses a typewriter to make copies of various m aterial or to m ake out bills after calculations have been made by another person. May in­clude typing of stencils, m ats, or sim ilar m aterials for use in duplicating processes. May do clerical work involving little special training, such as keeping sim ple records, filing records and reports, or sorting and dis­tributing incoming m ail.

Class A . Performs one or more of the following: Typing m a­terial in final form when it involves combining m aterial from several sources or responsibility for correct spelling, syllabication, punctu­ation, e t c . , of technical or unusual words or foreign language m a­terial; and planning layout and typing of com plicated statistical tables to m aintain uniformity and balance in spacing. May type routine form letters varying details to suit circumstances.

Class B. Performs one or more of the following: Copy typing from rough or clear drafts; routine typing of forms, insurance policies, e t c . ; and setting up simple standard tabulations, or copying more com plex tables already set up and spaced properly.

DRAFTSMAN

Class A . Plans the graphic presentation of com plex items having distinctive design features that differ significantly from established drafting precedents. Works in close support with the design originator, and m ay recommend minor design changes. Analyzes the effect of each change on the details of form, function, and positional relation­ships of components and parts. Works with a minimum of supervisory assistance. Com pleted work is reviewed by design originator for con­sistency with prior engineering determinations. May either prepare drawings, or direct their preparation by lower level draftsmen.

Class B. Performs nonroutine and com plex drafting assignments that require the application of most of the standardized drawing tech­niques regularly used. Duties typically involve such work as: Prepares working drawings of subassemblies with irregular shapes, multiple functions , and precise positional relationships between components; prepares architectural drawings for construction of a building including detail drawings of foundations, w all sections, floor plans, and roof. Uses accepted formulas and manuals in making necessary computations to determine quantities of m aterials to be used, load capacities, strengths, stresses, etc. Receives in itial instructions, requirements, and advice from supervisor. Com pleted work is checked for technical adequacy.

Class C. Prepares detail drawings of single units or parts for engineering, construction, manufacturing, or repair purposes. Types of drawings prepared include isometric projections (depicting three dimensions in accurate scale) and sectional views to clarify positioning of components and convey needed information. Consolidates details from a number of sources and adjusts or transposes scale as required.

DRAFTSMAN Continued

Suggested methods of approach, applicable precedents, and advice on source m aterials are given with initial assignments. Instructions are less com plete when assignments recur. Work m ay be spot-checked during progress.

DRAFTSMAN-TRACER

Work involves most of the following: Installing or repairing any of a variety of e lectrical equipment such as generators, transformers, switchboards, con­trollers, circuit breakers, motors, heating units, conduit systems, or other transmission equipment; working from blueprints, drawings, layouts, or other specifications; locating and diagnosing trouble in the e lectrical system or equipment; working standard computations relating to load requirements of wiring or electrical equipment; and using a variety of electrician 's handtools and measuring and testing instruments. In general, the work of the maintenance electrician requires rounded training and experience usually acquired through a form al apprenticeship or equivalent training and experience.

ENGINEER, STATIONARY

Operates and maintains and may also supervise the operation of stationary engines and equipment (m echanical or e lectrical) to supply the establishment in which employed with power, heat, refrigeration, or air-conditioning. Work involves: Operating and m aintaining equipmentsuch as steam engines, air compressors, generators, motors, turbines, ventilating and refrigerating equipment, steam boilers and boiler-fed water pumps; m aking equipment repairs; and keeping a record of operation of m achinery, tem perature, and fuel consumption. May also supervise these operations. H ead or chief engineers in establishments employing more than one engineer are excluded.

FIREMAN, STATIONARY BOILER

Fires stationary boilers to furnish the establishment in which em ployed with heat, power, or steam . Feeds fuels to fire by hand or operates a m echanical stoker, or gas or oil burner; and checks water and safety valves. May clean , oil, or assist in repairing boilerroom equipment.

HELPER, MAINTENANCE TRADES

Assists one or more workers in the skilled maintenance trades, by performing specific or general duties of lesser sk ill, such as keeping

The kind of work the helper is permitted to perform varies from trade to trade: In some trades the helper is confined to supplying, lifting, and holding m a­terials and tools and cleaning working areas; and in others he is perm itted to perform specialized machine operations, or parts of a trade that are also performed by workers on a full-tim e basis.

MACHINE-TOOL OPERATOR, TOOLROOM

Specializes in the operation of one or more types of machine tools, such as jig borers, cylindrical or surface grinders, engine lathes, or m illing m achines, in the construction of machine-shop tools, gages, jig s, fixtures, or dies. Work involves most of the following: Planning and performing difficult machining operations; processing items requiring com plicated setups or a high degree of accuracy; using a variety of pre­cision measuring instruments; selecting feeds, speeds, tooling, and oper­ation sequence; and making necessary adjustments during operation to achieve requisite tolerances or dimensions. May be required to recognize when tools need dressing, to dress tools, and to select proper coolants and cutting and lubricating oils. For cross-industry wage study purposes, m achine-tool operators, toolroom, in tool and die jobbing shops are ex ­cluded from this classification.

MACHINIST, MAINTENANCE

Produces replacem ent parts and new parts in making repairs of m etal parts of m echanical equipment operated in an establishment. Work involves most of the following: Interpreting written instructions and speci­fications; planning and laying out of work; using a variety of m achinist's handtools and precision measuring instruments; setting up and operating standard machine tools; shaping of m etal parts to close tolerances; m aking standard shop computations relating to dimensions of work, tooling, feeds, and speeds of machining; knowledge of the working properties of the common m etals; selecting standard m aterials, parts, and equipment re­quired for Tiis work; and fitting and assembling parts into m echanical equipment. MECHANIC, MAINTENANCE

Repairs machinery or m echanical equipment of an establishment. Woik involves most of the following: Examining m achines and m echanical equipment to diagnose source of trouble; dismantling or partly dismantling m achines and performing repairs that m ainly involve the use of handtools in scraping and fitting parts; replacing broken or defective parts with items obtained from stock; ordering the production of a replacem ent part by a machine shop or sending of the machine to a machine shop for m ajor repairs; preparing written specifications for m ajor repairs or for the pro­duction of parts ordered from machine shop; reassembling machines; and making all necessary adjustments for operation. In general, the work of a maintenance m echanic requires rounded training and experience usually acquired through a form al apprenticeship or equivalent training and ex­perience. Excluded from this classification are workers whose primary duties involve setting up or adjusting machines.

MILLWRIGHT

Installs new machines or heavy equipment, and dismantles and installs machines or heavy equipment when changes in the plant layout are required. Work involves most of the following: Planning and laying out of the work; interpreting blueprints or other specifications; using a variety of handtools and rigging; making standard shop computations re­lating to stresses, strength of m aterials, and centers of gravity; alining and balancing of equipment; selecting standard tools, equipment, and parts to be used; and installing and m aintaining in good order power transmission equipment such as drives and speed reducers. In general, the m illwright’ s work normally requires a rounded training and experience in the trade acquired through a formal apprenticeship or equivalent train­ing and experience.

OILER

Lubricates, with oil or grease, the moving parts or wearing sur­faces of m echanical equipment of an establishment.

PAINTER, MAINTENANCE

Paints and redecorates w alls, woodwork, and fixtures of an es­tablishment. Work involves the followings Knowledge of surface peculi­arities and types of paint required for different applications; preparing surface for painting by removing old finish or by placing putty or filler in nail holes and interstices; and applying paint with spray gun or brush. May m ix colors, oils, white lead , and other paint ingredients to obtain proper color or consistency. In general, the work of the maintenance painter requires rounded training and experience usually acquired through a formal apprentice diip or equivalent training and experience.

PIPEFITTER, MAINTENANCE

Installs or repairs water, steam , gas, or other types of pipe and pipefittings in an establishment. Work involves most of the following: Laying out of work and measuring to locate position of pipe from drawings or other written specifications; cutting various sizes of pipe to correct lengths with chisel and ham mer or oxyacetylene torch or pipe-cutting machine; threading pipe with stocks and dies; bending pipe by hand-driven or power-driven machines; assembling pipe with couplings and fastening pipe to hangers; making standard shop computations relating to pressures, flow, and size of pipe required; and making standard tests to determine whether finished pipes m eet specifications. In general, the work of the maintenance pipefitter requires rounded training and experience usually acquired through a form al apprenticeship or equivalent training and ex­perience. Workers prim arily engaged in installing and repairing building sanitation or heating systems are excluded.

PLUMBER, MAINTENANCE

Keeps the plumbing system of an establishment in good order. Work involves: Knowledge of sanitary codes regarding installation of vents and traps in plumbing system; installing or repairing pipes and fixtures; and opening clogged drains with a plunger or plumber's snake. In general, the work of the maintenance plumber requires rounded training and ex­perience usually acquired through a formal apprenticeship or equivalent training and experience.

Work involves most of the following: Planning and laying out all types of sheet-m etal maintenance work from blueprints, m odels, or other specifications; setting up and operating all available types of sheet-m etal­working m achines; using a variety of handtools in cutting, bending, form­ing, shaping, fitting, and assembling; and installing sheet-m etal articles as required. In general, the work of the maintenance sheet-m etal worker requires rounded training and experience usually acquired through a formal apprenticeship or equivalent training and experience.

F ills shipping or transfer orders for finished goods from stored merchandise in accordance with specifications on sales slips, customers’ orders, or other instructions. M ay, in addition to filling orders and in­dicating item s filled or om itted, keep records of outgoing orders, requi­sition additional stock or report short supplies to supervisor, and perform other related duties.

PACKER, SHIPPING

Prepares finished products for shipment or storage by placing them in shipping containers, the specific operations performed being dependent upon the type, size, and number of units to be packed, the type of con­tainer em ployed, and method of shipment. Woik requires the placing of items in shipping containers and m ay involve one or more of the following; Knowledge of various items of stock in order to verify content; selection of appropriate type and size of container; inserting enclosures in container; using excelsior or other m aterial to prevent breakage or dam age; closing and sealing container; and applying labels or entering identifying data on container. Packers who also make wooden boxes or crates are excluded.

SHIPPING AND RECEIVING CLERK

Prepares merchandise for shipment, or receives and is responsible for incoming shipments of merchandise or other m aterials. Shipping work involves: A knowledge of shipping procedures, practices, routes, available m eans of transportation, and rates; and preparing records of the goods shipped, m aking up bills of lading, posting weight and shipping charges, and keeping a file of shipping records. May direct or assist in preparing the merchandise for shipment. Receiving work involves: Verifying or directing others in verifying the correctness of shipments against bills of lading, invoices, or other records; checking for shortages and rejecting dam aged goods; routing merchandise or m aterials to proper departments; and m aintaining necessary records and files.

May also load or unload truck with or without helpers, make minor m echanical repairs, and keep truck in good working order. Driver-salesm en and over-the-road drivers are excluded.
