Klli TOOMET-BJRCK Ms. Toomet-Bjrck is an Adviser of the Top Civil Service Excellence Centre of the Government Office of Estonia. She has coordinated competency based assessment and organised development activities for top executives of Estonian Civil Service (Secretary Generals and Deputy Secretary Generals of Ministries, Director Generals of Agencies and Inspectorates) since 2008. She holds an MA in Organizational Behaviour from the Institute of Psychology, Tallinn University.
