    1. Call to Order

    Roundtable Staff called the March 20, 2012, Roundtable meeting to order at 12:04 p.m.,at the MPO Office Burnham Room, 420 Watson Powell, Des Moines, IA.

    2. Introduction

    Participants introduced themselves.

    3. Approval of Agenda

    Participants approved the March 20, 2012, Roundtable meeting agenda.

    5. Central Iowa Trail Signage Agreement

    The Roundtable staff provided a brief update on progress toward updating the Central Iowa Trail

    Signage Agreement and turned it over to Mike Lanning with Shive-Hattery to provide more details on

    the updated designs.

    Mr. Lanning presented the alternative designs for the directional signage and opened the floor up for

    questions.

    Marco Alvarez asked if the blue background is a standard or if there is room to alter the background

    color. Mr. Lanning noted that the color was set in the Communication Master Plan as the standard

    color for the background.

    Discussion ensued concerning background color, text size, and sign dimensions.

    Mr. Lanning also provided an update on the alternative design for the informational hubs. Mr.Lanning noted that from Shive-Hatterys perspective the most important issue is that the hubs retain

    their structural integrity.

    Dennis Parker noted that the cost of the medallion could potentially be lowered by determining how

    many hubs would be constructed in the region and ordering the medallions in bulk. Discussion ensued

    concerning the how a bulk order would be beneficial from a cost perspective.

    Mr. Lanning noted that the Roundtable needs to consider whether the Communication Master Plan

    needs to be revised.

    Carol Williams asked Polk County if the design revisions satisfied their concerns. Mr. Parker

    confirmed that Polk County was happy with the new revisions. Ms. Williams expressed some

    concerns about how the trial logos would be used with the alternative designs. Mr. Lanning reassuredthe Roundtable that the alternative designs provide a number of options to local jurisdictions who

    want to use trail logos on their signs.

    Discussion ensued concerning the flexibility of the new design options.

    Staff noted that they would bring the modifications back to the next Roundtable meeting for review.

    6. Unified Bicycle Ordinance

    Ruth Randleman provided an update on the Unified Bicycle Ordinance (UBO). Ms.

    Randleman noted that the majority of communities have adopted the UBO with the exception

    of Grimes, Pleasant Hill, Indianola, Mitchellville, Van Meter, and Waukee. Ms. Randleman

    noted that she has spoken with Grimes and Pleasant Hill and their intention is to address the

    UBO in the next few months.

    7. Iowa in Motion

    Staff provided an update on the Iowa Department of Transportations Iowa in Motion plan.

    Staff noted that the public comment period ends on March 30, 2012.

    8. Update on the City of Des Moines On-Street Bicycle Projects

    Mindy Moore provided an update on the status of the Iowa Clean Air Attainment Program

    grant project that will fund a number of on-street bicycle facilities that are scheduled to be

    striped in the spring of 2013. Ms. Moore also noted that the City of Des Moines is formingan advisory committee to discuss the Hubbell Avenue bicycle lane project with local

    stakeholders. Ms. Moore noted that there is some concern from the local business owners

    regarding the high levels of truck traffic on Hubbell Avenue.

    9. Trail Counters

    Staff reminded the Roundtable that trail counters are available if any of the jurisdictions are

    interested in placing the counters in the field.

    10. Bike and Ride Data

    Members briefly looked over the Bike and Ride Data for the month. Staff noted that the

    numbers are considerably higher compared to same time last year.

    Gay Lea Wilson noted that it would be helpful to have average temperature listed along withthe count numbers. Staff noted that it would also be interesting to include gas prices as well.

    11. Other Non-Action Items of Interest to the Commit tee

    Mr. Parker noted that a meeting will be held to discuss parks and trails data. The purpose of

    this meeting is to ensure that data going into The Tomorrow Plan is accurate.

    12. Future Agenda Items

    Trails signage needs to be back on for April.

    13. Next Roundtable Meeting Date

    The next meeting will be held at 12:00 p.m. on Tuesday, April 17, 2012, at the MPO

    Office.

    14. Adjournment

    ISSUE:

    REPORT: Brief report and discussion on alternative designs for the Central Iowa TrailsSignage Agreement.

    BACKGROUND:

    On October 2, 2010, the City of Des Moines passed a resolution concerning the CentralIowa Trial logo and signage design. Since the passing of the resolution, severalcommunities have yet to sign the agreement due to concerns over the cost of theproposed signage design. These communities feel that the agreement should providealternative designs that are more affordable.

    The Roundtable discussed this issue at the February 28, 2012 meeting where it wasdecided to convene a special meeting to further discuss alternative designs for the CentralIowa Trail signage. This meeting was held on March 6, 2012 and a consensus was

    reached that more affordable design alternatives should be provided to the communities.

    Shive-Hattery presented alternative designs at the March 20, 2012 Roundtable meeting.At the conclusion of the March meeting, Shive-Hattery agreed to bring final modificationsbefore the Roundtable at the April 17, 2012 meeting.

    RECOMMENDATION:

    ISSUE:

    REPORT: Brief report and update on the 2012 10th Annual Central Iowa Bike Month

    BACKGROUND:

    The purpose of Bike Month is to encourage people to ride their bicycle for transportation,increase-cycling awareness, and promote a healthy alternative to driving a car. This yearmarks Iowas 10-year anniversary of participating in this nationally recognized event.

    This year participants will have the opportunity to sign up for the Bike CommuteChallenge. This new software and reporting system will allow employers to track howmany of their employees are participating in Bike Month. If you are interested inparticipating in the challenge or would like more information on Bike Month activities andevents visit the Bike Month website at www.bikemonth.com/events.

    The Roundtable staff has invited Tina Hadden to give a brief report on Bike Monthactivities and events at the April 17, 2012 meeting.

    REPORT: Brief report on the Surface Transportation Program (STP) Funding

    Subcommittees recommendation for STP Transportation Enhancement fundingallocations

    BACKGROUND:

    The MPO Surface Transportation Program (STP) Funding Subcommittee annuallyrecommends a funding recommendation from the STP and STP TransportationEnhancement (TE) project applications based upon guidelines set forth in the Guidelinesfor Surface Transportation Program and Surface Transportation Program TransportationEnhancement Funding.

    The STP Funding Subcommittee recommended utilizing 100 percent STP TE funds for

    allocation to Federal Fiscal Year (FFY) 2016 projects.

    The programming recommendations made by the STP Funding Subcommittee areincluded on the following page.

    ISSUE:

    INFORMATION: The Mayors 2012 Annual Ride for Trails

    BACKGROUND:

    The annual Mayors Ride for Trails is scheduled for Saturday, April 21, 2012, at 10:00 a.m.The 25-mile ride will start at the Des Moines City Hall and will end at the Simon EstesRiverfront Amphitheater. Event registration is $25 for adults over the age of eighteen and$5 for those between the ages of five and eighteen years old. Children under the age offour participate free of charge.

    Registration can be completed online at the City of Des Moines Parks and Recreationwebsite http://www.dmgov.org/departments/parks/Pages/default.aspx. Registration canalso be completed the City Hall from 8:30 a.m. to 9:45 a.m. on the morning of the ride.

    ISSUE:

    INFORMATION: Brief report concerning the checkout of trail counters

    BACKGROUND:

    In September 2011, the MPO approved the purchase of trail counting equipment fromTRAFx Research Ltd. Staff placed the order for trial counters in late September and thecounters arrived on October 26, 2011. Since then, staff has been working to prepare thetrail counters and lock boxes for placement in the field.

    The Roundtable staff is pleased to announce that the trail counters are officially ready forcheck out by member governments that are interested in counting users on their trails.Interested member governments should contact the Roundtable staff and request acheckout form.
