This document is part of the Big Data Value contractual Public-Private Partnership (BDV cPPP) Monitoring report 2018 and complements the information provided in the main report and Annex 1 to the main report.

In particular this Includes detailed information on the implementation of the Call for proposals 2018.

IMPLEMENTATION OF THE CALL FOR PROPOSALS EVALUATED IN 2018

The Work Programme 2018-2020 published on 27th October 2017, called in 2018 for 3 topics dedicated to the Big Data Value cPPP: ICT-11 (subtopic b), ICT-12 and ICT-13.

The calls evaluated in 2018 included 2 topics (ICT-12, ICT-13) with the deadline for submission of proposals of 17th April 2018. In particular:

• ICT-12-2018 - Big Data technologies and extreme-scale analytics: Subtopic a) (RIA) and subtopic b) (CSA). Total indicative budget for 2018 was 31 MEuros.

• ICT-13-2018 - Supporting the emergence of data markets and the data economy: Subtopic a) (RIA) and subtopic c) (CSA). Total indicative budget for 2018 was 13 MEuros.

Additionally topic ICT-11 subtopic a) evaluated also in 2018, establishes links to the BDV cPPP but it is not part of its portfolio and therefore not included as part of the BDV cPPP Monitoring Report.

ICT-11 subtopic b), part of the BDV cPPP portfolio, opened in July 26th 2018 and closed in November 14th 2018. This subtopic has been evaluated during 2019 and therefore will be included as part of the Monitoring report 2019.

Table 1 provides quantitative information related to the duration of the evaluation period, the number of Grant Agreements signed, the outcome of the call in terms of requested budget and funding from the EC. The total EC contribution to the 10 funded projects is 42,5 Million euros.

Table 2 provides information about the number of submitted and eligible proposals and the evaluation results, including the overall success rate of the call. Table 3 provides additional information in results per type of organisation (public bodies, Research organisations, High and Secondary institutions, Private for profit organisations and others) including the success rate per organisation type, and Table 4 shows EU contribution per organisation type.

For the evaluation the European Commission worked with 51 experts (of which 22 were women). The evaluation criteria were standard (no specific criteria applied) and they are described in the Chapter H of the general annexes to the H2020 WP2018-201.

The average time-to-grant (TTG) was 202.5 days for proposals submitted to the topics ICT-12 and ICT-13 that were evaluated and contracted in 2018.

From the total contribution of the EC to the calls 2018 (42,48 Million Euros), 45,7 % goes to private for profit organisations, 29,0 % to High Education Institutions, 20,5 % to research institutions, 1,1 % to Public bodies, and 3,7% to others. 23,5 % of the original EU allocated budget total goes to SMEs (9,97 Million Euros).

The ratio of BDVA member’s participation for the calls funded in 2018 was of about 30% in the number of organisations and 36% in the funding.
