MENU OF BEST PRACTICES AND STRATEGIES

The legislature directed OSPI to convene three expert panels to develop menus of best practices and strategies. The menus are to help low-achieving students in grades K–12 improve their performance in ELA, Math, and Behavior.

1. ELA Menu – available July 1, 2014 and updated annually; implementation beginning 2015-16.

2. Math Menu – available July 1, 2015 and updated annually; implementation beginning 2016-17.

3. Reducing Disruptive Behaviors Menu– available July 1, 2015 and updated annually; implementation beginning 2016-17.

DEMONSTRATE IMPROVED OUTCOMES

School districts may use an alternative practice or strategy that is not on a state menu for two school years initially.

If the district is able to demonstrate improved outcomes for participating students over the previous two school years, OSPI will approve use of the alternative practice or strategy for one additional school year.

Subsequent annual approval by OSPI to use the alternative practice or strategy is dependent on the district continuing to demonstrate an increase in improved outcomes for participating students.

EVIDENCE AND RESEARCH

Each best practice is identifi ed as either “evidence-based” or “research-based” following the defi nitions below.

Evidence-based Multiple randomized and/or statistically controlled

evaluations, or one large multiple-site randomized and/or statistically controlled evaluation.

Where the weight of the evidence from a systematic review demonstrates sustained improvements in outcomes

When possible, has been determined to be cost-benefi cial.

Research-based Tested with a single randomized and/or statistically-

controlled evaluation demonstrating sustained desirable outcomes.

Promising practices are defined as those practices that do not have research or evidence to show they are best practices and strategies, but still show potential for improving student outcomes. These practices are considered part of the menu and can be used by districts. They are described based upon the professional opinions of the expert panel members.

STRENGTHENING STUDENT EDUCATIONAL OUTCOMES FOR

ELA

The ELA menu is designed to support districts as they:

Help students who struggle with reading to reach grade level by the end of fourth grade.

Improve the reading and literacy of English language learners.

Strengthen systems to improve

reading instruction for all students.
