This project would result in the purchase and deployment of a tactical intervention vehicle(TIVI for the joint use of three poll.u agencies in the north end of the Alameda County

0perational Area: Albany Police, Berkeley Police and UC Berkeley Police. Due to the unique

relationship between the Universify and these two cities, these three agencies have a historyof mutual response to critical incidents. This proposal fills an identified gap in resources for

this portion of the Operational Area. While other agencies in the Operational Area have TIVs

as well as neighboring Operational Areas. Having this resource in this portion of the region

will allow a ripid rurponr. to events involving on-going gun-fire andf or the potential for

coming under fire during the response.

The cities of Albany and Berkeley, along with the University of California-Berkeley are all

jurisdictions withinthe northern part of our Operational Area (county). They are separate

Lgenci"s, both local and state, but have jurisdictions that overlap and are very integrated. All

tliree jurisdictions are adjacent to the Contra Costa Operational Area, and are within 12 miles to

fwo others.

All three agencies respond together on many calls, monitor each other's radios and reiy on each

other in emergency siiuations. Example: It is not uncommon for events to begin in the

University Village in the City of Albany and resolve on the city stieets in the City of Albany or

the City of nerteley. Theselncidents have been documented in police incident reports and

after action reports. Mutual Aid has been sent to the other neighboring 0perational Areas as

well.

The three agencies have formed together to create a working group. The goal of this group is to

enhance multi-agency coordination through joint training and shared mutual aid equipment. The

working group has identified a gap in its capabilities when responding to atactical event: there is

no imm"Jiate protective (armored; first responder vehicle available in this portion of the

Operational Area.

Other jurisdictions in the Operational Area have armored vehicles, and they can be requested via

mutual aid. But the equipment is not always available, or may be in use already. Aslime goes

on, requests become more frequent, putting a strain on the providing agency' Not only do they

have to provide the equipment, but the personnel to operate it.

Having an armored tactical intervention vehicle funded for the north county Operationai

Area will result in an outcome that enhances options available to first responders. An

armored tactical intervention vehicle will result in a greater capability to protect first

responders and increase the abiliry to disrupt and apprehend suspect offenders' It will also

be able to deliver security teams into affect areas to provide force protection during SAR

operations, while protecting responders from secondary trauma.

This proposal, if funded, will directly benefit the Alameda County Operational Area. It may

also benefit the Contra Costa Counry San Francisco and Marin Operational Areas.
