I. BACKGROUND INFORMATION

This project would result in the purchase and deployment of a tactical intervention vehicle(TIVI for the joint use of three poll.u agencies in the north end of the Alameda County

0perational Area: Albany Police, Berkeley Police and UC Berkeley Police. Due to the unique

relationship between the Universify and these two cities, these three agencies have a historyof mutual response to critical incidents. This proposal fills an identified gap in resources for

this portion of the Operational Area. While other agencies in the Operational Area have TIVs

as well as neighboring Operational Areas. Having this resource in this portion of the region

will allow a ripid rurponr. to events involving on-going gun-fire andf or the potential for

coming under fire during the response.

The cities of Albany and Berkeley, along with the University of California-Berkeley are all

jurisdictions withinthe northern part of our Operational Area (county). They are separate

Lgenci"s, both local and state, but have jurisdictions that overlap and are very integrated. All

tliree jurisdictions are adjacent to the Contra Costa Operational Area, and are within 12 miles to

fwo others.

All three agencies respond together on many calls, monitor each other's radios and reiy on each

other in emergency siiuations. Example: It is not uncommon for events to begin in the

University Village in the City of Albany and resolve on the city stieets in the City of Albany or

the City of nerteley. Theselncidents have been documented in police incident reports and

after action reports. Mutual Aid has been sent to the other neighboring 0perational Areas as

well.

The three agencies have formed together to create a working group. The goal of this group is to

enhance multi-agency coordination through joint training and shared mutual aid equipment. The

working group has identified a gap in its capabilities when responding to atactical event: there is

no imm"Jiate protective (armored; first responder vehicle available in this portion of the

Operational Area.

Other jurisdictions in the Operational Area have armored vehicles, and they can be requested via

mutual aid. But the equipment is not always available, or may be in use already. Aslime goes

on, requests become more frequent, putting a strain on the providing agency' Not only do they

have to provide the equipment, but the personnel to operate it.

Having an armored tactical intervention vehicle funded for the north county Operationai

Area will result in an outcome that enhances options available to first responders. An

armored tactical intervention vehicle will result in a greater capability to protect first

responders and increase the abiliry to disrupt and apprehend suspect offenders' It will also

be able to deliver security teams into affect areas to provide force protection during SAR

operations, while protecting responders from secondary trauma.

This proposal, if funded, will directly benefit the Alameda County Operational Area. It may

also benefit the Contra Costa Counry San Francisco and Marin Operational Areas.

This project is part of an on-going initiative to improve the coordinated response andcapabilities of the agencies in the North Alameda Countyregion. AIong with the coordinatedMACTAC training recently approved for all three agencies, this vehicle will increase andenhance this partnership.

IV. Proiect Impacts and Outcomes

This project will funcl an armored rescue vehicle that will provide and greatly enhanced

capabilities for the agencies in the northern portion of the Alameda County 0perational

Area. Having this resource iir this portion of the operational area will allow the three .

agencies in that area to respond quickly to events involving on-going gun-fire and/or the

potential for coming under fire during the response.

The cities of Albany and Berkelel-, along rvith the Universit-v of California-Berkelel'- are alljurisclictions within the northem part of our operational area (count,v). The-v are separate agencies,

both local and state, but have jurisdictions that overlap and are very integrated. All three agencies

respond together on manv calls, monitor each other's radios and rely on each other in emergenc,v

situations. Example: It is not uncommon for events to begin ir-r the University Village in the'

City of Albany and resolve on the city streets in the City of Albany or the City of Berkeley.

These inciclents have been clocumented in police incident reports and after action reports'

The three agencies have formed together to create a working grt)up. The goal of this group is to

enhance multi-agency coordination through joint training and shared mutual aid equipment. 'Ihe

r,vorking group has identihed a gap in its capabilities rvhen responding to a tactical event: there is

no immediate protective (armored) first responder vehicle available in this portion of the operation

area.

-. r t IOther jurisdictions in the operatit-rnal area have armored vehicles, and they can be recluested via

mutual aid. But the equipment is not alu,a-vs available, or ma)= be in use already'. As time goes

on, requests become more frequent, putting a strain on the proi.'iding agenc-Y. Not only do they

have to pror,'ide the equipment, but the personnel.to operate it.

Having an armored vehicle funded for the north county operational area will result in an

outcome that enhances options available to first responders. An armored rescue vehicle

will result in a greater capability to protect first responders and increase the ability to

disrupt and apprehencl suspect offenders. An armored first responder vehicle will benefitthe area by allowing the safe deployment of bomb squads and detection robots intounsecured areas. It will also be able to deliver security teams into affect areas to provicle

force protection cluring SAR operations, while protection responders from secondary

trauma.

This proposal, if funded, will directly benefit the Alarneda County Operational Area' It may

indirectly benefit the Contra Costa County Op. Area.

All three agencies will commit local funds for the on-going maintenance and support of the

Armored Vehicle and the building for housing the vehicle. Electricity, fuel, mechanical

maintenance and training are all items that will be paid for through local funds going

forward.
