Led by PAM, this was the culmination of more than a year of collaboration between PAM and ACEM members and consultation with BIPC members and other stakeholders. This is an important initial step for Malaysia as buildings consume to 50% of the electricity generated, 12% of the water and as a by-product 40% of the solid waste. Together with the launching of the tools, a program was set up to educate Architects, Engineers and construction industry professionals about how to design and build their projects to be green. Four years later, as at July 2013, 50 million square feet of Malaysian buildings have received Green Building Index certification and more than 2,000 building professionals have gone through the Green Building Index Facilitator courses. These are concrete steps by Architects towards making our future environment a more sustainable. With these landmark achievements, we should celebrate the 5th year anniversary in 2014. Moving forward, GBI is also making more progress. In addition to collaborating with other industry stakeholders to initiate more GBI tools, GBI is going paperless next year. The e-submission portal is targeted to be launched early next year and will greatly eliminate the volumes of paper consumed by the GBI reports and also speed up the processing time. Expanding on the education program, the GBI Professionals module is also set to be started in the first quarter of 2014. This will consist of speciality modules for each of the core areas for professionals to be more competent in several areas of speciality such as energy efficiency, water conservation, re-cycling and innovations, among others. In time to come, only the GBI Professionals would be ones capable of submitting the GBI Gold and Platinum projects. To encourage more Architects to design green and to showcase our talents, Architects in MGBC have initiated the Green Awards to be launched in 2014. On 21st May 2009, the first versions of the Green Building Index Residential and Non-Residential tools were simultaneously launched. Led by PAM, this was the culmination of more than a year of collaboration between PAM and ACEM members and consultation with BIPC members and other stakeholders. This is an important initial step for Malaysia as buildings consume to 50% of the electricity generated, 12% of the water and as a by-product 40% of the solid waste. Together with the launching of the tools, a program was set up to educate Architects, Engineers and construction industry professionals about how to design and build their projects to be green.

Four years later, as at July 2013, 50 million square feet of Malaysian buildings have received Green Building Index certification and more than 2,000 building professionals have gone through the Green Building Index Facilitator courses. GREEN HOMES: Architects, Engineers and Professional of construction industry going one step further towards Malaysia Vision 2020 for Greener Homes and Sustainable Cities

GREEN BUILDING INDEX (GBI) has launched the Residential New Construction (RNC) Tool Version 3 on 11 July 2013 at the Sime Darby Convention Centre by Y.B. Datuk Seri Panglima Dr. Maximus Johnity Ongkili, Minister of Energy, Green Technology and Water.

As of 15th June 2013, GBI has received over four hundred and fifty (450) applications for registrations and has certified one hundred thirty seven (137) projects, approximately 30% of the total submissions, which is equivalent to in excess of 60 million square feet of green buildings. The certified gross floor area translates to a total CO2 Emission Reduction of 224,435 tons per year.

The launch of RNC Version 3 tool is the third edition in four years since GBI’s inception. The launch of the third version of this tool is an endeavour to bring it up to date with recent development in green technology and among sustainability fraternity is an update that has taken nine (9) months to develop with the participation of stakeholders of the industry in many sessions of consultations and workshops. This effort is made to address industry’s need, by meticulously analysing current data of all projects submitted for GBI certification.

This edition of the tool is now embedded with various improvements over the previous one.

LAUNCHING OF GBI RESIDENTIAL NEWCONSTRUCTION TOOL VERSION 3 GREEN HOME (continued)The new version of the tool caters to different building types to include: landed single building, strata low rise and strata highrise. The accession of building typologies increase the effectiveness of the tool via specialisation in respective classification.

The new tool has been updated in accordance to amendments of Uniform Building By Laws (UBBL) of Malaysia, reflected in the; Wall and roof insulation as well as OTTV and Roof U-value criteria. As the result of wider understanding and awareness of Passive Design and Building Envelope. The Minimum Energy Efficiency Performance (EE1) assessment criteria is now made a mandatory compliance.

A new addition to these will be site measurement of OTTV and Roof U-value at the Completion and Verification Assessment stage (CVA).

The Advanced EE of this version has been adjusted for more total points as well as an introduction of new sliding scale for; single landed (3:9), strata lowrise (6:6) and strata highrise (9:3).

Revision are made in the Indoor Environmental Quality (EQ) assessment criteria with additional points for Natural Ventialation and Daylighting while points are reduced for Sound insulation and Post Occupancy Evaluation.

The Sustainable Site Planning & Management (SM) criteria has been revised to award points for QLASSIC compliance, while decrease in points for criteria’s such as; Transportation, Brownfield and Community Connectivity. The scoring for Transportation has been reduced and adjusted for emphasis on multi modes of transport instead of focusing on just distance and new points for Dedicated Cycle Paths.

The updated RNC tool awards additional points in SM: Urban Heat Island for increased landscaped area for; Greenscape & Water Bodies, Hardscape and Roof.

Additional points are also being awarded in Materials & Resouces (MR) criteria for Regional Materails, Recycled Content Materials and use of Sustanable Timber with MTCS or FCS compliance.

In the Innovation (IN) criteria, two additional points are made available to encourage performance. Examples of new Innovation are “over and above” stated criteria, which will be assessed on a case-by-case basis, and the use of 5-star EE appliances.

As a result of various revision, the scoring ruberic in the new RNC version 3 tool has been adjusted with points redistribution in;1. Sustainable site planning & management is now 33 points instead of the previous 37.2. Materials & resources has been increased to 12 points from the previous 10.3. Innovation carries 8 points compared to only 6 in the previous version.

YDP Dato’ Patahiyah binti Ismail suggested a representative from PAM Northern Chapter to sit-in for future OSC meetings since PAM Northern Chapter members encounter many issues of plan submission. Ar Abu Zarim expressed his view that this adds another layer to the OSC process. Ar Parama stated that the Northern Chapter views that this is a good move as this had been beneficial in the past but it was stopped. The Northern Chapter lauded the YDP to have this practised again.

The Membership, Youth and Constitution Committee (MYC) will be organising Open House KL during the World Day of Architecture 2013 (WDA2013) month. Architects’ offices will be opened to the public for one day to let the public see how an architect’s office operates and to create awareness to the public on the role of the architect. The Committee is in discussions with DBKL on this project. In addition, the Housing Forum will be held on 19 October 2013, as part of the WDA2013 celebration. PAM will also organise an exhibition of PAM Awards 2013 at Dataran Merdeka to commemorate WDA2013.

The PAM Sabah Chapter is planning to celebrate the WDA2013 tentatively on 3rd – 6th October 2013 at Suria KK Shopping Mall. The following events were proposed for the celebration:-

The 38th Sabah Chapter Annual Dinner was successfully held on 28 June 2013. It was the first time in the history of the Chapter that the Chief Minister of Sabah attended PAM Sabah Annual Dinner. It was also attended by PAM Council.

Council endorsed the Committee’s proposal for the categories to be offered for the next PAM Awards 2014, as follows:

1. Single Residential2. Multiple Residential Low Rise3. Multiple Residential High Rise4. Overseas5. Interior Design6. Special Category

Building of the Year Award is given to acknowledge and publicise excellence in architecture for a completed project in Malaysia. The award will be selected from the Gold Winners of category Single Residential, Multiple Residential (Low Rise and High Rise), Overseas, Industrial, Adaptive Re-use, and Commercial (Low Rise, High Rise, and Mixed Development and Hospitality).

PAM Golf 2013 will be held on 15 September 2013. The Deputy Prime Minister of Malaysia agreed to join the event as the Guest of Honour.

The Education Committee has circulated a survey to all members to get the number of graduates from unrecognised programmes To date, the results of the survey suggest that 45% of graduates are from unrecognised programmes. The statistics on the percentage of graduates of some of the unrecognised programmes are as follows:- Taiwan universities/institutes: 5%- Twinning programmes: 3.5%- United States universities/institutes: 19%

The Committee has also written to JPA to get the statistics, however, it will take some time to get a reply from JPA.

The Housing Forum 2013 will be held on 19 October 2013 at Plenary Hall, Kuala Lumpur Convention Centre. The Minister of Urban Wellbeing, Housing and Local Government (UWHLG) would officiate and deliver a keynote speech during the forum. The forum would cover topics on housing issues particularly on affordable housing.

The Urban Wellbeing, Housing and Community Liaison Committee will continue to organise courtesy visits to local authorities where the focus would be on local authorities in Selangor. The Committee has also written a letter to all twelve local authorities in Selangor. The next confirmed courtesy visit is to MPAJ on 1 August 2013.

Further to the courtesy visit to the Minister of Urban Well-being, Housing and Local Government on 13 June 2013, the Minister agreed with and supported PAM’s proposal to organise an open design competition for housing especially for “Projek Perumahan Rakyat (PPR)” as well as on modular housing (for ‘three-generation-home’).

The Heritage Conservation Committee will meet the Director of Textile Museum on 10 July 2013 to discuss the proposed venue for the exhibition on A.B. Hubback’s works. The proposed date of the exhibition is mid December 2013 or early January 2014.

PAM was invited to join the Ministry of Tourism’s Advisory Panel for the refurbishment of Sultan Abdul Samad Building to house the office of the Ministry of Tourism. Ar Steven Thang, Chairman of Heritage Conservation Committee, will represent PAM on this Advisory Panel.

NAPSEC expressed concern that perhaps PAM has not looked seriously into export of services. MATRADE is concerned that there is not enough architects in their trade and services promotion activities. NAPSEC plans to form sub-committees for the various sectors to take on export of services.

The Minister of Urban Wellbeing, Housing and Local Government, his Deputy Minister and the KSU are interested to join and co-organise with PAM the Putrajaya Bike Ride. The event is expected to be held in November/ December 2013.

PAM is having meetings with ArchiCAD and Revit to pepare the programme for the BIM Training. The programme would commence in late August or early September 2013.

The Professional Practice Forum (PPF) is scheduled to be held on 7 December 2013.

Council endorsed the proposal to form a “Panel of PAM Past Presidents”. The main reasons of having the PAM Panel of Past Presidents are to activate Past Presidents for positions of PAM and for further services to PAM; to tap the long standing experiences of Past Presidents; to provide the continuity in understanding of background to the past policies and actions in running the institute and to capitalise on the established contacts of Past Presidents.

Architect Centre Sdn Bhd (ACSB) went to Penang on 24 and 25 July 2013 to participate in a workshop organised by MBPP. Due to the UMNO building collapse and other recent structural collapse incidents in Penang, MPPP re-enacts the UBBL clause 85(a) which makes provisions that buildings completed for more than 10 years are required to be inspected. As such MBPP issued notices to all building owners that buildings that fall under this category need to be inspected for its safety and health conditions. MBPP invited ACSB to give a talk on how to carry out a building inspection.

The 5th WCSC conference theme is “Liveable Cities are Creative and Competitive Cities”. The theme aims to provide constructive topics to address the challenges and concerns of the following issues:i. Provision of housing for all income groups;ii. Providing clean, healthy, and safe cities;iii. Liveable green cities as smart cities; andiv. Economic gains of Liveable Cities

The ‘International Conference on World ClassSustainable Cities’ (WCSC) series has been conceived to provide a constructive platform to enlighten, educate and change the mindsets of city stakeholders, industry players, Government agencies and general public on the key challenges faced in the planning and development of a ‘World Class City’ due to rapid urbanisation and globalisation. WCSC is aimed at supporting andcollaborating with Local Councils towards promoting and achieving a ‘World Class City’ status by the year 2020 as has been detailed out in the Kuala Lumpur Structure Plan 2020 and the Draft Kuala Lumpur City Plan 2020.

The objectives of the conference are as follows:

To further enlighten, educate and change themindsets of city stakeholders, industry players,Government agencies and general public on the key challenges and issues faced in promoting and achieving a ‘World Class City’ status;To learn and review available solutions, international best practices and experiences in the overallplanning and development for the successfulimplementation of World Class Sustainable Cities; andTo study the latest developments, innovations and ideas that have been implemented or practiced by other World Class Sustainable Cities and its possible applicability to Malaysia’s situation.To offer a master class session in which world class experts will provide a hands on session for selected participants in seeking solutions for city issues.
