Debate still continues within PAM about this award. Do we award architects with excellent service to the profession or those with award winning designs? Or is it that they have to have both? Perhaps that’s why we have so few recipients. The start of the year also saw the launch of the first of our CSR campaigns with the launch of the blood donation drive in February. The second was our coral rehabilitation programme in Septem- ber and the donation drive for Typhoon Haiyan in the Philippines in December. Our first attempt at separating the EcoB forum and exhibition from our mid-year architectural festival events to be in conjunction with CIDB’s International Construction Week was a disjointed program that did not give the expected response and we are therefore bringing this back into the architectural festival in 2014. EcoB on 27 March at KLCC saw several young speakers coming to KL, among them being Elor Hardy, Vo Trong Nghia, BC Ang and Yip Yuen Hong. March also saw the passing of Ar Tan Eng Keong past president of PAM, who will be sadly missed. 27th April was the 47th PAM AGM during which I took over the chain of the PAM Presidency. This was followed by the Annual Dinner in May where the Sultan of Selangor was the guest of honour. The PAM annual architectural awards were given out at the dinner. Immediately following that was the 10th edition of our DATUM conference and the week long architectural festival. This major annual event continues to grow but has reached its limits because the KLCC venue can no longer meet our growing demands for space. 2014 will see this serious limitation as we will be hosting the ACA 16 or Asian Congress of Architects conference in conjunction with DATUM 2014, where we projected an extra 1200 foreign Archi- tects and architecture students to visit KL.

PAM 2013THE YEAR IN REVIEWThe beginning of the year 2013 saw the award of the PAM Gold Medal to Dato’ Ar Hj Hajeedar Abdul Majid, the 7th recipient of the award. Debate still continues within PAM about this award. Do we award architects with excellent service to the profession or those with award winning designs? Or is it that they have to have both? Perhaps that’s why we have so few recipients. The start of the year also saw the launch of the first of our CSR campaigns with the launch of the blood donation drive in February. The second was our coral rehabilitation programme in Septem-ber and the donation drive for Typhoon Haiyan in the Philippines in December.

Our first attempt at separating the EcoB forum and exhibition from our mid-year architectural festival events to be in conjunction with CIDB’s International Construction Week was a disjointed program that did not give the expected response and we are therefore bringing this back into the architectural festival in 2014. Around July, affordable housing became a hot national issue with almost weekly newspaper articles about the rapidly rising cost of housing and over-heating of the housing market. PAM responded by organising a PAM Housing Forum in KLCC in October with about 220 architects discussing about what architects can do. September also saw the launch of the PAM-Lafarge Student Ideas Competition on Affordable Housing. This is an important issue to architects and we will be doing a lot more about it in the coming years

The third quarter of 2013 also saw the launch of the GBI New Construction Residential tool version 3, an adaptation to the changing needs of the country. GBI continues to grow and it is targeted to achieve three major initiatives in the coming year. First is the GBI Foundation for promotion of green architecture and funding of research and education. Second is the launch of the e-submission portal. Third is the commencement of the GBI Professional training programs to bring GBI facilitators to the next level of expertise.

The 5th WCSC Planning Conference jointly organised by DBKL, REHDA, MIP and PAM was successfully held in September. This is another growing event and we will continue to support its growth. The PAM - Tan Sri Ar Chan Sau Lai Architecture Awards are also held around this time of the year. This is its second cycle and there were 10 deserving winners. The award seeks to give recognition to final year Malaysian architecture students

In October, the ARCASIA Forum in Nepal saw the admission of Bhutan as the 19th member of ARCASIA. PAM Past President Ar Tan Pei Ing was President of ARCASIA at this forum. The ARCASIA sustainable architecture roundtable was held in Islam-abad, Pakistan a few days before that. When we participate in these international events, we are reminded of the opening of ASEAN market 2015 and more countries following that. PAM will continue to hold programmes to get our members ready for this opening of the services market. This is also the month of Architecture as we held events to commemorate WDA or World Day of Architecture in all of PAM’s branches with exhibitions and activities to celebrate architecture. October also saw Univer-sity of Malaya honour our past president Dato’ Ar Dr Ken Yeang with an honorary award. We congratulate him as he continues to be Malaysia’s most renowned architect with his multiple international awards.

ICOMOS, the International Council on Monument and Sites, is the only global international non-governmental organization of its kind and is associated with UNESCO. Its mission is to promote the conservation, protection, use and enhancement of monuments, building complexes and sites. ICOMOS Malaysia was founded by PAM members with Dato’ Ar Hj Hajeedar Abdul Majid as its first president. ICOMOS was officially launched on 17th December at the One World Hotel. PAM will host the secretariat of ICOMOS and continue to support its activities.

As we end the year 2013 on a good note, PAM signed agreements with its supporting organisations on sponsorship of events worth more than two million ringgit. For this we must congratulate our COO and her staff for this great effort as it would help PAM do more for its members in the coming year. The East Coast forum that supports members in Kelantan, Terengganu and Pahang was held in Kuala Terengganu on 24th November and we will continue with this programme in the coming years. PAM also co-organised the GlassTech Asia Seminar in conjunction with the 11th GlassTech Asia exhibition held on 25-27th November 2013 at KLCC. 2013 has been a very successful year for PAM and we look forward to do even better in 2014.

The first session involved only two speakers and one moderator. This session started at 8.00am.

The first speaker was Ar. Chong Lee Siong. He is currently a member of PAM, MMIArbs, and MIFireE. He was graduated from Deakin University, Geelong in 1990. He has a vast experience and interest in the study of safety in buildings.

For this forum, Ar. Chong Lee Siong presented on the topic of “Uniform Building By-Laws, 1984 (Amendments) 2012”, in which he highlighted and elaborated on the major amendments to the UBBL with emphasis on the revisions to Fire Safety provisions in Parts VII and VIII.

The second speaker was Ar Chan Seong Aun. He is currently the President of PAM 2013-2014 and has been a PAM Council member since 2004. He graduated with a B Arch (Hons) and M Arch (Distinction) from Victoria University of Wellington, New Zealand. He is a senior practising architect and director of Arkitek Daya Seni Sdn Bhd, an architectural firm established since 1985. Ar Chan represented PAM on various committees in KPKT, KeTTHA and SIRIM.

Ar. Chan Seong Aun presented on a topic “LAM as Stakeholder for Architect’s Professional Fees”. This topic focussed on the background, moral and ethical issues, legal and contractual provisions, statutory requirements, and ways forward pertaining to the Architect’s Professional Fees.

The Q&A for this session has been conducted by Ar Alvin Lim Hai Seah as the moderator. This session ended at 12.45pm. The second session involved two speakers, one moderator and one panellist. This session started with the presentation of the sponsor’s corporate video at 1.50pm. After that, the 3rd Lecture began.

The third speaker was Pn. Aminah Abd Rahman. She is the Director of Research and Technical Legislation Division, Depart-ment of Local Government, Ministry of Urban Wellbeing, Housing and Local Government (MHLG). She is an architect by profession who joined JKR Headquarters in 1990, shifted to JKR Selangor 1998 and then, joined MHLG in 2004. Currently, she leads a team in drafting, monitoring, and improving OSC, CCC and OSC Online System.

Pn. Aminah presented on the topic of the New Model of OSC. This New Model of OSC focused on five main stages in any development cycle, which can be improved and expedited through leaner procedures without amending nor contradicting the existing construction laws.

The fourth speaker was Ar Ezumi Harzani Ismail. He is the Director of Arkitek MAA Sdn Bhd, a past PAM Council Member, a member of PAM Professional Practice Committee, and a past Chairman of PAM Government, Industry and Community Liaison Committee. He represents PAM in various government working groups and committees.

He graduated with a Bachelor of Science degree in Housing, Building, and Planning and Bachelor of Architecture from Univer-siti Sains Malaysia. For this forum, he presented on the topic “Architects Self Regulation in Malaysia, Is It Possible? This topic focused on the introduction of self-regulation, legislation, present situation, regulation, efficiency, integrity, self-regulation methods, its implementations and international practice.

The panel discussion and Q&A session were moderated by Ar S. Thirilogachandran as the moderator and the panellist for this session was Tuan Haji Mahadi bin Che Ngah, the Director of Jabatan Perancangan Bandar, DBKL. The forum ended at 5.30pm.

The number of participants who turned up on that day was over 200 people. The average response from the participants through the evaluation form was satisfied about the delivery of the lecture, the presentation notes, the venue, and the forum of discussion. This forum will be an introduction of the MyCeb application in which the participants can download the tentative programme, presentation notes, and will be updated with any upcoming events, etc. In conclusion, we can say that this forum has achieved its objectives.

Pertubuhan Akitek Malaysia (PAM) recently launched the ACA16 Kuala Lumpur 2014 from 23 – 29 June 2014, ICOMOS Malaysia and PAM Sponsorship Signing Ceremony on 17 December 2013 at One World Hotel Petaling Jaya.

ARCASIA is a regional institution which combines architects from 19 countries in ASIA. The ARCASIA Congress is organized bi-annually and the theme of the Congress is ‘Rejuvenation’.

The International Council on Monuments & Sites (ICOMOS) is a professional association that works for the conservation and protection of cultural heritage places around the world. ICOMOS Malaysia was formally approved on 27 August 2013 and is headed by its Chairman, Dato’ Ar Haji Hajeedar Abdul Majid.

Following the launching of ACA16 Kuala Lumpur 2014 and ICOMOS Malaysia is the PAM Sponsorship Signing Ceremony. The sponsorship is in support of PAM’s various activities.

PETALING JAYA: Asian Congress of Architects Malaysia (ACA16) is expected to bring in 5,000 regional delegates to Kuala Lumpur and generate RM34.8 million for the economy.

ACA16 is hosted by the Malaysian Institute of Architects (PAM) and will be held from June 23 to 29, 2014.

“The event is expected to welcome 5000 delegates to our shores with 40% international attendees,” said Ho Yoke Ping of the Malaysian Convention and Exhibition Bureau (MyCEB) at the launch of ACA16 on Tuesday.

“This in turn will yield more than RM21.7 million in economic impact on the country and RM13.1 million from visitors’ expen-diture. We hope that the congress next year will successfully stimulate ideas from the architects through intellectual exchange of knowledge and experience, which will translate into a collective contribution of the progress of the architecture and real estate industry both locally and regionally,” she said.

According to Ho, PAM’s hosting of this conference will contribute to the growth of Malaysia’s business tourism industry as the country aspires to be Asia’s business events hub. This is to position the country among the top five meeting and confer-ence destinations in the Asia-Pacific under Prime Minister Datuk Seri Najib Razak’s Economic Transformation Programme.

PAM announced that it had won the bid to host ACA16 in Kuala Lumpur at the launch ceremony. Events that will take place during the one-week conference include the International Architectural Design Conference (DATUM:KL), the 35th general meeting of the Architects Regional Council of Asia (ARCASIA) and a whole variety of exhibitions, talks, dialogues and work-shops.

“With that volume of people and the event’s large scale, we hope that the industry stakeholders in Malaysia that attend will learn from it. With the interaction of so many architects and people in the real estate industry, I’m sure there will be some cross-over events and networking that will benefit not only the architectural industry but the entire real estate industry in Malaysia,” said PAM president Chan Seong Aun.

“We have renowned international speakers coming. We also invited famous award-winning architects and of course the up-and-coming architects to speak at our events,” he said.

PAM is hosting the conference as a member of the ARCASIA, which is a regional institution combining architects from 18 countries in Asia, including Japan, China and India. ARCASIA’s congress is organized biannually and this will be the 16th to date and the third hosted by Malaysia.

The Malaysian National Committee for the International Council on Monuments and Sites (ICOMOS Malaysia) was also launched at the ceremony. ICOMOS Malaysia was recognized as the 101st national committee by ICOMOS International in early March this year and was formally recognized by the Malaysian Registrar of Societies on Aug 27.

ICOMOS works closely with Unesco and has a role in advising on world heritage sites. The most recent one was the inscrip-tion of Lenggong Valley in Perak in 2012. ICOMOS Malaysia will assist Jabatan Warisan Negara in the development of a Leng-gong Visitors Centre next year.

DEC 20 — “Unfortunately, in a society obsessed with ‘development and progress’, we have to be vigilant or we may easily lose the intrinsic values and evidence of the wealth of our culture and heritage in spite of the existence of various legal provisions.”

So said architect Datuk Hajeedar Abdul Majid at the launch of the Malaysian (and 101st) committee of the International Council of Monuments and Sites (Icomos) — of which he is the first chairman — on Tuesday.

Icomos is a global non-government organisation that works for the conservation and protection of cultural heritage places, founded as a result of the 1964 Venice Charter that provided a code of professional standards for the preservation and restoration of ancient buildings.

Since 1972, it has been one of the formal advisory bodies to the World Heritage Committee under the United Nations Educational, Scientific and Cultural Organisation (Unesco).

It is a timely development given recent agitation about the fate of our historical sites, in particular candi number 11 in the Bujang Valley in Kedah.

Its “accidental” destruction sparked commentary with the usual diversity of opinion that we are now used to when events of national significance occur.

On the low side of the intellectual spectrum were those who saw the possible gazetting of sites only in terms of its potential electoral impact. On the academic side were erudite scholars who contextualised the incident as just another symptom of a society where history and heritage are not sufficiently valued.

Weaving through the two extremes was an ethnic dimension (obviously), and what this means for us as Malaysians today. Of course, there were those who would only be interested in such sites if they were made by their own kind, but there were interesting disagreements about how to define “their own kind”.

Thus, while some were bogged down by questions about whether the candi builders were ethnic Malays, or merely pre-Islamic forebears, more inclusive Malaysians understood a fundamental point that unfortunately is alien to ethnic exclusivists today: that there is a history that belongs to all of us.

No doubt, as individuals we may feel a particularly strong emotional connection to those civilisations with which we have a blood connection; and no doubt, some families may have stories that are meant only to be passed on within the family.

But that does not contradict the fact that every indigenous civilisation, and indeed every migrant community, has contributed to making Malaysia what it is today.

If we were honest, we would also acknowledge the influence of Anglo-Saxon political history within our institutions. And so, to some extent, even if we have no biological connection to anyone who ever lived in Kedah, we are nonetheless descendants and custodians of the civilisation that once existed in the Bujang Valley. It may be more difficult to trace the lineage, since it was so much longer ago, and no one today practises an adat that explicitly claims continuity from that civilisation, but that does not mean it is not important.

“100 ARCHITECTS OF THE YEAR 2013 EXHIBITION" BY KOREAN INSTITUTE OF ARCHITECTS (KIA) AND CERTIFIED BY UIAThe Korean Institute of Architects (KIA) held its second international exhibition for invited architects from all over the world succeeding its 32-year tradition of its national architectural festival. KIA’s invited architect exhibition has been success in boosting general public’s interest in the architectural culture and introducing new paradigms and architectural philosophies of many emerging architects. Through this new opportunity, KIA intends to bring out more cultural fusion and understanding of global architecture. Ar Razin Mahmood has been chosen as one of 100 architects of the year 2013 by KIA during the 32nd Korean Architecture Festival 100 Architects of the year 2013 International Exhibition.

Indeed, it is meaningful that Hajeedar put “development and progress” in quote marks, because a truly developed and progressive society would understand the value of its tangible and intangible history. In such a society, there would be tremendous public pressure applied to government and developers to preserve our heritage buildings.

Thankfully, there have always been champions in our universities and some government institutions to make this a reality.

It is to these scientists and historians that we should thank for the progress made so far, in particular the recognition by Unesco of our four world heritage sites: the Archaeological Heritage of the Lenggong Valley in Perak, Malacca and George Town as Historic Cities of the Straits of Malacca, Gunung Mulu National Park in Sarawak and Kinabalu Park in Sabah.

Unfortunately, these same academics are not in control over what young Malaysians are taught in schools. It is a truly regrettable case of disjointed policy that while much effort is made to fight for our heritage sites internationally, Malaysian schoolchildren living near the sites might never be told about profound local histories. (It’s for this reason that I’m so supportive of including schoolchildren at on-site commemorations of major battles: not only can they witness the emotions of veterans but they can get a history lesson as well.)

As a result of the “candi crush” there is also confusion about the separation of responsibilities between federal and state governments. Apparently, while gazetting is done by a federal authority, subsequent responsibility to protect sites lies with states.

Obviously, this can have cost implications and I wonder whether it would be easier to decentralise the whole process, especially given that land is primarily a state matter.

EXECUTIVE SUMMARY OF THE MINUTES OF THE 8TH MEETING OF THE PAM COUNCIL 2013 – 2014 HELD ON 20 DECEMBER 2013Council approved the new membership applications of 2 Graduate Members, 43 Student Members and 15 Corporate-Ordinary 65.

PAM Northern Chapter reported that the Proposed Additional 3% Levy on Foreigners Buying Properties in Penang will be made mandatory to discourage too many foreign buyers and provide opportunity for the local people to purchase property.

PAM Southern Chapter planned to get experienced and qualified speakers involved in the Part 3 exam marking to give tutorials to PAM Southern Chapter’s (PAMSC) Graduate Members in order to improve the passing rate of PAMSC Graduate Member.

The Professional Practice Forum (PPF) was held on 7 December 2013 at the Kuala Lumpur Convention Centre and was attended by 261 participants. Further to this, the new OCS model (OCS 2) workshop will be organized together with DBKL in March 2014. The OSC 2 will be implemented by all local authorities in Peninsular Malaysia from 1 June 2014.

PAM-Lafarge Architecture Student Competition award presentation ceremony will be on 20 February 2014 and the Guest of Honour is the Minister of Urban Wellbeing, Housing and Local Government.

MRM National Design Festival (MaDE) Festival will be held on 22 June 2014. The institutions involved would be PAM, MIID, ILAM, MIP and PEREKA. The launch ceremony will be on 22 June 2014 and MRM invited Tun Dr. Mahathir Mohamad to give the Keynote Speech. The pioneer designers of each institution to give a talk end on that day. The venue is tentatively at Merdeka Square.

The UIA 2014 Congress will be held on 3 to 7 August 2014 in Durban, South Africa.

Dato’ Seri Ar. Haji Esa has been appointed as a permanent member of Malaysia Services Development Council (MSDC) since November 2013. The MSDC is under the chairmanship of the Minister of International Trade and Industry (MITI).

Ar Haji Abdul Halim Suhor represented PAM at the meeting on the ‘LAB Khas Perkasaan Senibina Melayu dan Islam dalam Pembangunan Semula Kampong Bharu, anjuran Perbandanan Pembangunan Kampong Bharu (PKB)’. The outcome of the session is expected to be ready in June 2014. Kampong Bharu Development body would aggressively go ahead with the development. The lab session was to get ideas from the Architects and Academicians on the architectural characteristic of Kampung Bharu.

Adalah dimaklumkan bahawa Garis Panduan Perancangan dan Pembangunan Tapak Incinerator (10/1997) yang telah diterbitkan oleh Jabatan Perancangan Bandar dan Desa Semenanjung Malaysia pada tahun 1997 adalah tidak lagi terpakai bagi tujuan panduan dan rujukan dalam merancang dan membangunkan tapak-tapak incinerator. Sehubungan dengan itu sebarang perkara berhubung dengan perancangan dan pembangunan tapak incinerator perlu merujuk kepada dokumen dan keperluan-keperluan yang ditetapkan oleh Jabatan Pengurusan Sisa Pepejal Negara (JPSPN).
