• Reconnect the City Street Grid to Waterfront Parks

National Historic Preservation Act (NHPA)
• Section 106 of the NHPA requires consultation with the State Historic Preservation Office and other interested parties – Historic properties will be defined – Identified historic properties include:
• The L’Enfant Plan of the City of Washington • Capitol Hill Historic District • Proposed Barney Circle Historic District
• An Assessment of Effects on historic properties from the Transportation Improvements will be prepared and summarized in the Environmental Assessment
• Interested parties are invited to participate

Issues and Opportunities
• Where is the best connection from the neighborhood to the Southeast Boulevard? - 13th St. SE, 14th St., SE, and/or 15th St. SE?
• How does the project incorporate L St. SE into the great urban boulevard concept?
• The Middle Anacostia Crossings study introduced the potential to use the space under the boulevard as a municipal parking facility. Should the District look to this opportunity as a multi-modal transfer facility?
• Should the project attempt to provide vehicle connection across the boulevard to M St. SE in addition to pedestrian and bicycle connections?
