JOINING INSTRUCTION NATIONAL INVESTIGATION OFFICER (NIO)-1 COURSE (GPOI)
General 1. Bangladesh Army with the direct assistance of the Office of Defense Cooperation (ODC), US Embassy in Dhaka will organize NIO course under GPOI program for the Bangladesh Armed Forces personnel, Bangladesh Police and foreign participants. 10 x Bangladeshi officers including Bangladesh Army, Bangladesh Navy, Bangladesh Air Force & Bangladesh Police and required number of overseas (as per GPOI vacancies) officers will participate in the course. The course will be conducted at BIPSOT by GPOI instructors with effect from 14-25 July 2019. Location and Weather of BIPSOT 2. BIPSOT is located at Rajendrapur Cantonment, Gazipur (approximately 32 kilometers North of Hazrat Shahjalal International Airport). The cantonment is situated adjacent to the Bhawal National Park with a beautiful panorama of wilderness.
Figure-1: Location of BIPSOT 3. Rajendrapur (Gazipur) has a tropical wet and dry climate. The city has a distinct monsoonal season, with an annual average temperature of 25°C (77°F) and monthly means varying between 18°C (64°F) in January and 29°C (84°F) in August. Course Information 4. Aim of the Course. To establish an uniform method for investigating possible misconduct by personnel serving in the United Nations. 5. Object of the Course. To support efforts to improve accountability for sexual exploitation and abuse (SEA) and other conduct and discipline violations committed by UN peacekeepers.

7. Pre Course Study. Participants are expected to carry out some pre course study on UN and Peace Support Operations (PSO) for better assimilation during the course. They may browse www.un.org for necessary information on United Nations Peacekeeping Operations (Capstone Doctrine) & Core Pre-Deployment Training Materials (CPTM).
8. Course Coordinator. BA-6213 Lieutenant Colonel Md Kamrul Haq, Infantry will perform as the Course Coordinator for NIO-1.
9. Training Timings. Working days are from Sunday to Thursday. Training period starts at 0800 hours and terminates at 1650 hours.
10. Arrival/ Reporting Dates. Participants have to arrive at BIPSOT by 13 July 2019. A coaster will be placed at Army Headquarters New Officers’ Mess on 13 July 2019 at 1700 hours for the participants’ movement to BIPSOT. Overseas officers are requested to inform arrival schedule 7 days prior to allow BIPSOT arranging necessary reception at the airport.
11. Dress. Appropriate service uniforms shall be worn at indoor classes and outdoor events. Appropriate civvies to be worn in evening meal.
12. Participants' Personal Data/ Photo. Blank personal data formats for the purpose of registration are attached as Annex A (for local participants) and Annex B (for overseas participants) to this instruction. The formats are also available at BIPSOT’s website. Participants shall submit one copy of passport size color photograph in uniform and without headgear along with his/ her personal data form.
Administration
12. Accommodation & Lodging. Subject Matter Experts (SMEs) and participants will be accommodated at the BIPSOT Mess. Rooms are full furnished with Wi-Fi internet facility. Participants shall dine in BIPSOT Mess. Individual’s bill for catering and lodging will be served at the end of the course. Participants shall follow the Mess Rules. 13. Guest. Guests may be entertained in the mess. Lady guests are not allowed in the living accommodation. They may be entertained in the Ladies Room at the ground floor of BIPSOT Mess. 14. Passport. All overseas SMEs and participants shall submit one set photocopy of their passport/ MRPs to BIPSOT authority for necessary documentation. 15. Recreational Facilities. All the rooms in the mess are equipped with Cable TV. BIPSOT Mess also has facilities like Billiard, Gymnasium and Badminton court.

16. Medical. Combined Military Hospital (CHM), Rajendrapur will provide necessary medical support. Participants will be referred to CMH, Dhaka in cases of emergency. Overseas participants are requested to bring a Medical Certificate duly signed by a competent medical authority. A copy of blank Medical Certificate is attached as Annex C to this instruction. 17. 18. Library Facilities. BIPSOT Library has a good number of books and publications on UN peacekeeping operations. 19. Identity Card/ Passport/Visas. Participants will be issued with a temporary identity card by the BIPSOT to carry it at all times. Overseas participants must possess visa for at least one month.
