Totoong ang Octubre ay panahon ng tag-ulan,subalit sa ilang mga lugar sa ating bansa ay nakakakitapa rin ng malaking kakapusan sa tubig.

Ilang dam nga sa bansa ang bumababa na angwater level kaysa sa dapat nitong sukat sa mgaganitong panahon.

Sa ngayon ay may kakapusan sa tubig natinatayang ng mga otoridad na sa susunod na tag-araway makakaranas ng el niño ang mga pananim

Nakakabahala ito sa ating mga magsasaka.Malaking gastos kung makina ang magpapatubig saating mga sakahan at mga taniman, kaya naman hindimaiiwasan ang pag-mahal ng mga produktongpananim.

May kasabihan nga na “tubig ay mahalaga huwagmag-aksaya,” siguro panahon na para gawin natingang pagtitipid sa tubig.

Sa mga bayan o siyudad, ang tubig ay halos kapresyo na rin ng softdrinks. Ang isang maliit na botong mineral water ay sampung piso na halos ka presyong isang maliit na bote ng mga kilalang produkto ngsoftdrink.

Marahil, ang mga dahilan nito ay ang sobrang pag-abuso ng tao sa kalikasan. Isipin natin na noong unangmga panahon ay libre ang halos lahat ng produktongkalikasan kung may bayad man ang ilan ay hindikasintindi ng presyo ngayon.

Sa panahon ito ay wala ng libre, lahat binibili. Kayapara hindi tayo kapusin sa tubig, tipirin natin, mag-recycle tayo.

Noon hindi pa naiilawan lahat ang mga lugar, ngayon samuli naming pagbabalik ay mayroon ng pantalan, koryentesa bawat kalye, mga commercial beaches na dari-rati aykubo lamang ang nakalagay, ngayon ay mayroon ng mgamamahaling kuwartong paupahan.

Ito ay tulad din ng Baler, noong unang punta namin ayrural ang dating, subalit ngayon ay masyadongkomersiyalismo na at mahal ng lahat ang mga paupahangkuwarto sa mga beach resorts, at may mga hotel pa.

Sa pag sulong ng isang lugar, may advantages at dis-advantages. Una kung umaasenso ay maramingmagkakaroon ng hanap-buhay sa turismo. Kung noong unaang halos karamihan ng tao ang hanap-buhay ay mangingisdangayon ay tour guide na.

Magaganda na ang mga kalsada upang makaakit ng mgaturistang mamamasyal sa lugar. Kikita ng salapi angpamahalaan at ang mga residente at mga negosyante.

Subalit ang nakakatakot sa pag-asensong ito aynapapabayaan natin ang kalikasan na siyang dapat lagingalalahanin. Darami rin ang maninirahan, at lalago ang mgasettlers at darami ang mga squatters.

Tatambak ang basura na magiging problemang malakingng lokal napamahalaan.

Darami ang krimen sa ibat-ibang dako na problema nang kapulisan. Dati kasi halos magkakakilala ang mga tao,subalit sa pag-unlad ng isang lugar maraming nandadayuhankabilang na riyan ang mga may masasamang balakin sakapwa.

Dapat ito ay paghandaan ng isang komunidad, ang pag-asenso ng isang lugar. Dapat lagi silang may kaakibat nasolusyon sa bawat dumarating na suliranin.

Dahil kung hindi agad masosolusyunan ito ay lalaki angproblema ay ito ay malaking kasalanan pa ng mgananunungkulan dahil sa katwirang bakit sila hindi agad nag-isip ng solusyon bago maganap ang lahat.

Ito ang nangyayari sa ibat-ibang dako ng bansa at ilangpanig ng mundo. Una dapat lagi tayong handa sa solusyonng mga problema kakaharapin.

BALER, Aurora, Oktubre 16 (PIA) -- Inilunsad kamakailan ng Baler Municipal Disaster Risk Reduction andManagement Office (MDRRMO) ang kampanyang “colors of life” na gagamitin tuwing may bagyo o matindingpag-ulan upang maiwasan ang mga pagkakasawi.

BACOLOR, Pampanga (PIA) -- Over 15,000 youngsters in Central Luzon have taken part so far in the ongoingseries of forums on climate change adaptation and mitigation and nation building which is co-organized bythe Department of Environment and Natural Resources (DENR), Philippine Information Agency (PIA), andPilipinas Natin (PN).

The landmark was highlighted Saturday during a stop atDon Honorio Ventura Technological State University(DHVTSU) which was graced by PIA Director-General JoseMari Oquinena.

A total of 4,000 students attended, 2,000 in the morningand another 2,000 in the afternoon.

Apart from the forum, a Memorandum of Understandingwas inked by DHVTSU and PIA for partnership indevelopment communication, leadership formation, andsocial mobilization.

The main campus in Bacolor town was likewise taggedas environment-friendly for advocating waste segregation andminimizing the use of plastics and Styrofoam.

“This activity is still part of the standing nationwideadvocacy agreement on Climate Change between DENRand PIA. In this phase, we are holding forums and weekendformation camps with the end goal of creating a movementthat would sustain the green crusade sans governmentfunding,” PIA Regional Director William Beltran said.

PN, the volunteer arm of the PresidentialCommunications Operations Office, was tapped to help inthis social mobilization undertaking.

“Our forums are not centered on the science of climatechange as the youth have adequate knowledge on it as it isbeing taught in the school. What lacks is having the heart toinitiate or do something for the environment. All of our forumsconclude with an invitation to a weekend formation camp,”

Beltran emphasized.The weekend formation camps are focused on the values

of love for God and country, bayanihan, and leaving no onebehind.

Its highlight is the selection of a core group who wouldlead the PN chapter in their school and guide those whohave attended the camp that are still willing to do their share.

These PN chapters shall initiate volunteerism activitiesranging from tree planting to coastal cleanup to transformingtrashes into reusable items.

“Eventually, from the PN chapters, we are selecting achosen few to be MensaHeroes in their school otherwiseknown as PIA and DENR’s development communicationpartners. They will be aided with information, education,and communication materials and trainings on publicspeaking, creative writing, and news writing,” Beltran added.

Apart from DHVTSU, other schools visited thus farinclude Bataan Heroes Memorial College, Bataan PeninsulaState University, Colegio de San Juan de Letran-Abucay,Bulacan Polytechnic College, Araullo University, CentralLuzon State University, Pampanga High School, Tarlac StateUniversity, and Ramon Magsaysay Technological University.

It shall make a stop soon in Aurora State College ofTechnology, Nueva Ecija University of Science andTechnology, Holy Angel University, Pampanga StateAgricultural University, and Tarlac College of Agriculture.(CLJD-PIA 3)

Bawat poste ay pinipintahan ng may taas na anim napiyeng EWS mula sa lupa.

Kapag umabot sa dilaw ay kailangang maghanda na sapaglikas habang ang berde ay nangangahulugang ng paglikas

at pagtungo sa evacuation center.Ang pula naman ay nangangahulugang dapat nasa mga

evacuation center na ang mga residente dahil aasahan naang matinding pagbaha.

Sinabi pa ni Director Dizon na mas mura at mabilis na umanona nilang naibyabyahe ngayon ang kanilang mga produkto

The new training centerwill enhance the technicalskills and proficiency ofnewly hired and regularsubstation and Maintenanceand Testing Divisionengineers and technicians indoing their daily workeffectively, efficiently, andsafely.

In line with NGCP’svision to be a world classtransmission serviceprovider, the training centeris a complete replica of atypical substation.

The 438-square meter-training center has a controlroom containing a completeprotection panel with AC/DC System and SecondaryProtection System, lectureroom, and the districtcommand center, which isbeing used for disastermonitoring.

The training center isconstructed in a buildingvacated by Central LuzonArea Control Center(CLACC) and the oldMexico Substation controlroom. Completing thetraining facility is the 2,232square meter mini-substation, equipped with230-kiloVolt (kV) and 69-Kv switchyard basiccomponents and othersubstation equipment.
