BATAS AT LIPUNAN

Panahon ng pagtatapos sa mga paaralan ngayonmga huling buwan ng Marso. Taun-taon ay hinihintayito ng mga mag-aaral at mga magulang, na tila ba hudyatna pansamantalang makakapahinga sila sa gastos.

Subalit ang pagtatapos ay simula lamang ng isangmas matinding hamon sa buhay ang paghahanap ngtrabaho.

Sa mga magtatapos halos wala pa sa kalahati angagad na nagkakaroon ng mapapasukan at nananatilingstandby o kung hindi man ay pa extra-extra lang kunganuman ang puwedeng pagkakitaan.

Subalit bago ang pagtatapos, malaking hirap ngmga magulang sa pag-papaaral sa kanilang mga anak.Mahal ang lahat ng bilihin, mahal ang araw-araw napamasahe dahil sa walang humpay na pagtaas nggasolina at krudo.

Mahal ang tuition fees at mga bayarin sa paaralan,at mga school projects na ginagastusan bago pa dumatingang araw ng pagtatapos.

Ilang taon sa elementarya, ilang taon sa high schoolat ilang taon din sa kolehiyo. May nadagdag pang K-12na ibig sabihin dalawang taong gastos at dagdag napasakit sa mga mag-aaral at nagpapaaral ang ipinatongng pamahalaan.

Sana kung pagkatapos ay magkakaroon ka na ngpermanenteng trabaho na ipinagkakaloob ng gobyerno,eh! sa totoo lang wala naman.

Para kang namamana sa diin matapos ang gradu-ation. Magdasal na lamang kayo na sana ay magingmaamo sa inyo ang trabaho.

Huwag nating asahan ang gobyerno dahil, walatalaga tayong maaasahan.

Amen.

Mayroon na tayong sapat na batas ukol sa pangaabusongsekswal sa lahat ng sektor ng lipunan. Subalit hindi epektibo angpagpapatupad nito lalo na sa mga probinsiya o kanayunan.

Nananatili pa rin ang impluwensiya ng salapi at antas salipunan ng mga gumawa ng pang­aabuso. Kung ang biktima ngsekswal na pang­aabuso ay isang mahina at mababa ang libelsalipunan mananatili na lamang na tikom ang kanyang bibig atpatuloy siyang sinasamantala ng suspek.

Karaniwan na biktima ng sekswal na pang­aabuso ay mgakabataan at kababaihan na walang kalaban­laban, lalo na yaong mgamahihirap.

Ang mga otoridad naman na siyang dapat umalalay sa mgabiktima tulad ng DSWD at PNP Women and Children’s Desk aytila matamlay sa pagtulong sa mga biktimang inilalapit sa kanilangtanggapan.

Dapat muling magkaroon ng re­oryentasyon ang mga tao samga tanggapang ito. Muling sumailalim sa seminar workshops atilagay ang tamang tao na may malasakit sa mga kabataan at mgakababaihan.

Sa ngayon nananatiling tamad o basta na lamang maka­raossa kanilang walong oras na pag­upo sa kanilang tanggapan angDSWD at Kapulisan.

Dapat na ilagay sa mga tanggapang ito ay ang may bisyon atlayuning ipatupad at ipairal ang batas kontra sa pang­aabuso sa mgakabataan at kababaihan.

Sa mga pulis at DSWD na siyang nakatoka sa gawain kontrasa karahasan sa kabataan at kababaihan magtrabaho naman kayo!

Isipin n’yo na lang kung anak o kamag­anak n’yo. ooo000oooDati rati kung ikaw ay nagkasala sa batas ay malaking black­

eye sa iyong pamilya ang mangyayari. Lalo nakung ikaw aynahatulan at nakulong dahil sa pagnanakaw, pangmomolestiya, oanumang medyo mabigat na pagkakasala.

Ngayon kung ikaw ay nagnanakaw, nagtulak ng droga, nangrape o pumatay di na masyadong pinapansin ng lipunan basta ikaway may pera.

Subalit kung wala kang pera kawawa ka dahil mahihirapankang makahanap ng trabaho.

Kung may pera ka okay lang, pag tumakbo ka pa nga mananaloka pa sa eleksiyon basta may pera ka!

Ang batas ay napapaikutan din kung ikaw ay may pera, dahiluna walang abogadong magtitiyagang probono o libre na humawakng kaso.

Pag bumaba ang desisyon, kailangan mong magpiyansa, perana naman ang gagana. At habang naglilitis ay puro pera angumaandar dahil pag nawalan ka mawawalan ka na rinng abogadongmagtatanggol sa iyo.

Malaki ang ginagampanang papel ng salapi sa ating lipunandahil ito ang nagpapaikot sa mundong ibabaw.

Bakit ba ang mga pulitiko ay una­unahang tumatakbo sahalalan, dahil ba sa pera?

Siguro itanong natin ‘yan sa kanilang, sa mga senador,kongresista at mga lokal na lider natin.

Ang ating batas at lipunan ay tumatakbo dahil sa pera.Kung wala kang pera di ka puwedeng mag­abogado, di ba?

Camp Melchor F dela Cruz, Upi, Gamu, Isabela – Troops belonging to 41st Infantry Battalion, PNP, barangay officials and thecivilian populace of Sitio Sucao, Barangay Dominglay, Licuan­Baay, Abra discovered a suspected mass grave between Barangay Mugaoand Dominglay both of Licuan­Baay, Abra at about 4:30 pm on March 7. The said mass grave is believed to be the mass grave of thealleged missing persons namely: Freddie Z Giliw, 30 years old, Rogelio M Giliw, 68 years old and Eddie Z Giliw, 35 years old, allresidents of said Sitio.

TARLAC CITY (CIO) – The city government of Tarlac is set to regulate all kinds of entertainment and amusement facilities inthe metropolis including Internet gaming centers to protect the welfare of children who are mostly exposed into these newdevelopments in a two-page resolution passed by the Sangguniang Panlungsod (SP).

Suspected Mass Grave Found in Abra

According to a belated report of a local resident, at around 4pm, 15 NPA remnants were sighted at Sitio Sucao. Likewise, PunongBarangay Josephine Cariño of Dominglay noticed that the three (3)went missing on the same day. She then it reported last March 6 tothe local PNP that the three (3) of her constituents were missing. Itcan be noted that Freddie Giliw is a former NPA rebel whosurrendered last 23 March 2011. The other 2 missing persons werehis father and brother.

Afterwhich, troops of 41st Infantry Battalion, PNP, barangayofficials and residents of Sitio Sucao conducted search in the areaand they found the mass grave. The missing persons were suspectedto be liquidated by the CNN for betraying the communist movement.

This is what the CNN­NPA is all about – to deny freedom tothose who chooses to get out of their movement and join themainstream of the society.

As of this time, 41st Infantry Battalion coordinated with theLicuan­Baay MPS, Abra PPO and barangay officials for thepreservation of the crime scene and proper disposition of the victims.The team is still waiting for the PNP SOCO in order to recover theremains of the three (3) persons and for proper identification of thereal cause of death.

According to LTC DANILO R DOMINGO (INF) PA, 41st IBCommanding Officer, they are currently tracing the whereabouts ofthe victims’ family for proper disposition and for a decent burial forthe victims.

The discovery of the mass grave was brought about by the trustand confidence of the populace to the Army and the PNP. This is aclear manifestation of Internal Peace and Security Plan (IPSP)Bayanihan that all people are responsible in achieving peace. Thisonly shows that the Army and the PNP are the true protector of thepeople in Licuan­Baay, Abra.

City government sets strict regulation of Entertainmentand Amusement facilities for youth’s welfare

The resolution reiterated the implementation of some importantprovisions of an ordinance covering Video Games Machine Centers,Fun Centers, Computer Internet Game Centers, Amusement Housesor Video Game Parlors or places of amusement using game machinesand other related devices which should not be allowed on 150 linearmeters distance from any educational institution.

In the resolution, the SP requested Mayor Gelacio Manalang toorder all concerned agencies particularly the offices of the CityAdministrator, Business Permit and Licensing Division and PublicOrder and Safety Office with assistance from the Tarlac City Policeto strictly implement City Ordinance 03­007.

The city ordinance, which is also known as the “ordinanceregulating business establishments engaged in the operation ofamusement centers, rental of video game machines, computerinternet games and other similar devices, was passed to superviseover these establishments and uplift the welfare of children who aremostly affected physically, socially, and psychologically and theirstudies as well by too much limitless and customary use of computergames as well as the internet.

The existence and spread of this computer and internet gamingestablishments in the city which is evident even in the remotebarangays is found by the city government that should be regulatedas it is affecting children adversely in most ways.

In addition, students below 16 years old should be prevented inentering these establishments or use of their video, computer andinternet gaming machines during school days, and all these kinds ofestablishments should not be given license to operate withoutprovision of proper ventilation, cleanliness and sanitation.

The city government has been continuously reminding

applicants of new or existing establishments engaged in these kindsof businesses to strictly follow the requirements and regulations setby local laws so that their operations will not be interfered.

It is also continuously reminding schools in the territorialjurisdiction of the city and especially the parents to discipline andwatch closely on children.

TARLAC CITY (CIO) - The Tarlac City Fire Station headedby City Fire Marshall, SInsp. Jimmy C. Suba, conductedfire and earthquake drills in different barangays, schools,businesses and organizations to increase public awarenessand their readiness during man-made disasters and naturalcalamities.

In their January 2014 accomplishment report, a total of22 fire/earthquake drills and seminars have been conducted invarious areas in the city with a total of 1,554 participants.

In February, a total of 17 seminars and fire/earthquakedrill were conducted and about 2,107 participants benefitedincluding employees, faculty, students, company department

TARLAC CITY (CIO) – The City Government of Tarlacthrough the Office of the City Engineer implementedP6,812,292.8 worth of projects in January and February of thisyear for community development and to improve infrastructurefacilities in the city especially in the barangays and to furtherpromote the city’s economic development through properspending.

TARLAC CITY(CIO) - In line with 1st Quarter National Simultaneous Earthquake and Fire Drill held in the different areas inthe country and as part of the observance of March as the Fire Prevention Month, a fire and earthquake drill was conducted andparticipated in by the different government agencies in the city last March 19, 2014 at the Tarlac City Hall Building to enhancerescue capabilities and readiness for future related situations.

City governmentexecutes P6M worth of

projects in 2 months

In January, four projectsworth P1, 184, 862 wereimplemented while in February,35 projects were implementedamounting to P5,627,430.80.

The projects were funded byvarious sources such asBarangay Fund, S.K. Fund,Mayor’s Fund, G.S.O fund, andothers.

The projects implementedcomprised of communitydevelopment projects such asimprovement of covered courts,rehabilitation of streetlights,construction of drainage canals,rehabilitation of barangay roads,upgrading of barangay plazuela,

installation of shallow wellpumps, improvement of day carecenters and multi­purpose hall.

Mayor Gelacio Manalangsaid in an interview that hisadministration is consistent withits “Tuloy Sigla” program to spurdevelopment in the barangaysthrough vital and appropriateinfrastructure developmentwhich he said is part of his strongcommitment to Tarlaqueños.

Meanwhile, 134 truckloadsof sand were delivered in thedifferent barangays by CEO inJanuary and 114 truckloads inFebruary for various purposes.

Govt. agencies conduct fire and earthquake drill

The event was organized and conducted by the City DisasterRisk Reduction and Management Office headed by Atty. GodofredoM. Sabado Jr. with other government agencies and theirrepresentatives such as PCINSP Romel Santos of theTarlac CityPolice Station, MAJ. Erich Nazario of the AFP ­Northern LuzonCommand, Cpt. LoydTondo of the 3rd Infantry MechanizedCompany, City Fire Marshall FSINSP. Jimmy Suba, POSOSupervisor Ramiro Soborboro, City Health Officer Dra. Ma. CarmelaGo, City Engineer Jose Dungca, Mr. Renato Policarpio of the CityGeneral Services Office, Department of Interior and LocalGovernment City Director Danny Rilleraand CityAdministratorNecito Ng Chua.

At exactly 9:40am, the siren located inside the city hall lobbyechoed signifying the start of the drill.

The said activity was participated in by the city hall employeesand other clienteles at the city hall who quickly went out from theirrespective offices through emergency and possible safe exits, duckedand covered their heads and positioned in a safe place at the TarlacCity Plazuela.

The members of the POSOquickly secured the area and

facilitated the traffic flow. The City Administrator’s Office calledfor help in the hotlines of TCPS, TCFS and the Philippine Armywho, in turn, immediately took action.

TCFS responded to stop the fire set up inside the city hall usingtheir fire trucks including the new ‘Rosen Bauer’ fire truck whichshowed its power and capabilities.

TCFS, PNP and Philippine Army maintained the order andsecured the place to assist evacuees and to prevent onlookers instaying or going near the area.

The rescue teams were composed of the CDRRMO, CHO andother participating groups who immediately responded in the areafor possible victims.

The City Engineer’s Office was tasked to do the area damageassessment.

The organizers hired four on­the­job trainees of the Tarlac CityFire Station to act as victims in the simulated drill and emergencysituation.

Before the drill was initiated, an orientation and briefing washeld on March 14, 2014 at the City Mayor’s Office.

TARLAC CITY (CIO) – At least 34 farmers here got advancecourses in corn production as the City Agriculture Office recentlyheld a Field Day & Graduation Ceremony on Field School/CornProduction at barangay Balibago II.

The training, with a theme “Masaganang Kabuhayan, Malusogna Katawan nasa Maisan”, was conducted in a four­month periodwhich started on November 7, 2013 and ended on March 5, 2014.

The farmers, both men and women from the said barangay,participated in the four­month seminar to enhance their farmingmethod and also to acquire new knowledge applicable to their actualdoings in corn production.

The training was facilitated by Ronald Allan Reyes, anAgricultural Technician from the Department of Agriculture (DA).

Training sessions were done once in a week, covering lessonson best practices in managing corn production which includes:Distance of Planting (70cms. x 20cms), Application of Earwig duringearly Whorl Stage, Application of Fertilizer with and without Nuriateof Potash, Application of Fertilizer based on GeneralRecommendation, and Farmers Practice.

The trainees were monitored at the training duration on howthey have applied their acquired knowledge on the program andevaluated in their actual performance assigned to them.

The program was made possible by the city government thruMayor Gelacio “Ace” Manalang and the SangguniangPanlungsodheaded by Vice Mayor Miguel “Mike’ Tanedo, in collaboration withthe Department of Agriculture’s regional office.

The personnel of the Command composed ofofficers and men will also register themselves in thesaid Organ Donor Registration activity which willcontribute to the objectives of this undertaking for thebenefit of the people.

According to Dr Allan Sibal, PIO of theDepartment of Health Region 2, “Requirements forthe organ donors are: Male or Female, 18 years oldand above, no limitation and no testing. Registrants

will be given donor card after taking their pictures byDOH for documentary collection”.

He pointed out that the organ donor is effectivewhen a doctor declared him or her as brain dead. Hefurther said that the family of the registrant will bethe first beneficiary of this endeavor should anymember of his or her family needs an organreplacement such as heart, kidney and other humanorgans.

DOH has set the indicatorsto find the barangays which hasthe best programs and projectson sanitation such as coverageof households with sanitarytoilets, coverage of householdswith access on safe water supply,improvement in Sanitary ToiletCoverage during the finalevaluation and validation,Approved Barangay Budget forWater and Sanitation Projects intwo years and other localsanitation initiatives.

Care achieved theseindicators through the provisionof the barangay of sanitary toiletsin homes and the availability ofclean and sufficient water supplythrough the provision of deepwell pumps for every household,program on solid wastemanagement, series of clean updrives, the installation of Care“Botika Binhi” and inclusion ofsanitation projects and programsin the barangay budget.

TARLAC CITY (CIO) – The Tarlac City Police Station showed in their records a total of 436 persons arrested all over the cityfrom June 11, 2013 to February 5, 2014 in different offenses during the stint of then Tarlac City Police chief PSupt. BayaniRazalan.

such as in robbery, hold up, theft, homicide, estafa, direct assault,murder, abortion, swindling, rape, acts of lasciviousness, maliciousmischief, falsification of public documents, physical injury, arsonand others which on the said period, or equivalent to nine months.

10 crimes which were committed against women were recordedin violation of RA 9262 or the Anti­Violence against Women andChildren Act of 2004 while 12 crimes against children. Both havebeen documented for the period starting from December 20, 2013to January 20, 2014.

The Tarlac City PNP assures the public of its readiness and

response to prevent and address criminality in the city.It also continues information drives to communities to promote

FILIPINO EGGPLANT SALSA (Ensaladang Talong)KUSINANG PINOY

INGREDIENTS:5 medium Lebanese eggplants1 large tomato1/2 medium red or white onion4 tspn fish sauce1 tspn calamansi or lemon juice

ASSEMBLING:1. Rinse the eggplants in cold water and with a fork or

small knife, make small pricks around the eggplants.2. Grill the eggplants till the skin are slightly singed

and blistered in medium­high heat. Turn the eggplantsoccasionally for even cooking. Do not cook in high heat asit will just quickly burns the skin and you will end up withraw eggplant flesh inside.

3. Let it cool till you can handle them with your bare hands. Remove skin and detach the flesh fromthe stem part and roughly tear the flesh into chunky shreds. If any flesh is still clinging to the skins,scrape with a spoon and include with the rest of the eggplant.

4. Wash the tomato and slightly deseed it when you cut it in half. Chop them up into medium cubes,do the same with the onion.

5. Place all the ingredients in a medium bowl and stir it lightly till all the ingredients are evenlydistributed. Serve this dish freshly prepared.

NOTES:· You can use either bagoong, fish sauce (patis), soy sauce or vinegar. Bird’s eye chilli and

calamansi or lemon juice are optional additions.· You can prep the eggplants the day before but do not mix this side dish well in advanced as the

diced tomato becomes watery if stored too long.
