A.1 ProjectJustification:Arundel PK-8 #164 currently has a poor Facility Conditions Index (FCI) and Educational Adequacy Score (EAS) based on the previously completed 2010 Jacobs building assessment report. Arundel PK-8 #164 has a Facility Condition Index (FCI) of 69.5 and an Education Adequacy Score (EAS) of 55.6. Arundel PK-8 #164 currently serves students in grades PK-8. In addition, with the closure of Patapsco PK-8 #163, Dr. Carter G. Woodson #160, and the consolidation of adjacent schools, the enrollment of the school will be affected. As a result of an extensive community engagement and academic planning process, this school is recommended to become an early learning center for the Cherry Hill community, containing grades PK-2. A separate building in the Cherry Hill community will serve grades 3-8. The project is planned to be complete by year 2017. In SY 2022-23, the anticipated state rated capacity of the building will be 636, and with the additional students from Dr. Carter G. Woodson #160 and Patapsco #163, its projected utilization rate will be 90%
A.2 ProjectDescription:The Arundel PK-8 #164 building was built in 1958 at 62,909 square feet. In 2008 there was a 2,163 square foot renovation on the Library/Media Center with state approved QZAB funds. The new gross square footage of the building to meet the program requirements will be approximately 112,259 square feet total. Arundel’s projected enrollment will be 575 in 2022-23. For the development of the site specific educational specification a modified PK - 5 prototype for an elementary school was used for the standard.

B.2 SchoolDescriptionandHistory:From its construction in 1958 until approximately 2007, Arundel PK-8 #164 operated as an elementary school. In 2007 grades 6-8 were added to the Arundel program, and it became a PK-8 school.
B.1 CommunityDescriptionandHistory:Arundel PK-8 #164 is located in the Cherry Hill Community, which is located in the Southern geographic area of Baltimore City. Cherry Hill is a unique, geographically isolated area of the city, surrounded by industry and water, with limited access points. As a result of this geographic isolation, there is a strong sense of community identity.
Arundel PK-8 #164 is located in Community Statistical Area (CSA) 21, which includes the neighborhoods of Westport, Cherry Hill, Brooklyn, and Curtis Bay. The CSA Group which consists of mostly of mid-density housing and industrial zoning: M-1, M-2, M-3, R-4, R-5, R-6, R-7, and some commercial. This CSA Group experienced a 2.2% increase in total population and a .5% increase in households with children under 18 between 2000 and 2010. The CSA Group has large areas of non-residential land that physically separates communities. Much of the housing market in the Group is Middle Market Stressed based on the Baltimore City Housing Market Typology, and consisted of approximately 60% of owner occupied housing properties in 2010, which was a decrease from 68% in 2001. The total number of residential units increased from 2000 to 2010 by .8% to 10,582, and the number of vacant units increased slightly, from 3.3% to 4%. The median sale price increased 35%, from $53,967 to $73,064. Cherry Hill also has the largest public housing development in the city.
Saint Agnes Hospital has a Master Plan for expansion-related improvements to include new medical office buildings and a parking garage. The Wilhelm Park area is being considered for a new CSX Intermodal Container Facility with heavy truck traffic. Cherry Hill is implementing its 2008 master plan, which can be found on the Department of Planning website. Based on this plan, there are a number of recommendations related to education, youth, and recreation.

B.4 SummaryofRecentFeasibilityStudiesorAssessments:The 10-Year Plan’s recommendation for Arundel PK-8 #164, based on the 2010 Jacobs building assessment report, is for the building to either be renovated or replaced. The feasibility study will consider and analyze the various options and provide a determination of the best recommendation. The rationale behind this recommendation is as follows: • The FCI suggests that both renovation and replacement be considered.• The Arundel PK-8 Building falls below the targeted EAS of 80 for buildings used for instruction in the district, and therefore, does not meet the standard for supporting excellent teaching and learning.• The closure of Patapsco PK-8 #163 and Dr. Carter G. Woodson PK-8 #160 and the consolidation of its students into Arundel #164 will eliminate excess capacity and reduce maintenance and renovation costs area wide. • Extensive community engagement and academic planning have resulted in a recommendation of the creation of an early learning center for grades PK-2 for the Arundel Building.

C.1 SchoolGradeOrganization:Arundel PK-8 #164 is proposed to be a grade PK-2 early learning center. Arundel will send students in grades 3-8 to the school in the Cherry Hill Building.
C.2 ProposedCurriculum:The Arundel #164 program will be an Early Learning Center for grades Pre-kindergarten through second grade. In addition the school will contain an Early Childhood Development Center (Judy Center).
Specific space requirements for the special curriculum spaces will be discussed in Sections I and J of this educational specification.

C.5 FutureProgramsandServices:
AcademicProgramPartnersThe Cherry Hill community is working with a local University to create a teacher learning center in both of the new Cherry Hill schools. Arundel will contain a teacher learning unit space for this purpose. The school will be working on partnerships with local businesses and nearby institutions for additional academic program opportunities.
CommunityPartnersThe Arundel school not only provides resources for its students, but for their families as well. The new facility will build upon the idea that the school is a community landmark that provides an instructional center for students as well as a user-friendly center for the community. The facility will provide programs and access to a variety of resources for the community, in a dedicated and controlled space. The joint use of the school will reinforce the community engagement, instilling a sense of participation, ownership and pride.
RecreationandParksPartnersBaltimore City Parks and Recreation plans to build a new facility to serve the Cherry Hill Community. The new facility will be on a site directly adjacent to the Cherry Hill school and will be accessible for the community needs.

D.8 PhasingRequirements
Development of the Arundel school will involve either a renovation project or replacement school. In either case, the existing school program will need to remain in operation. A swing site may or may not be available, and if one is not available the school will remain in operation on site during construction. This will require careful planning and sequencing of construction operations to ensure that delivery of the educational program is not impacted and that students, faculty and administrators are safe. In the case of a renovation project, the goal will be to separate sections of the existing building in sequence to allow renovation work to occur in phases.

Arundel occupies a 6.5 acre parcel in the Cherry Hill Community. The parcel is rectangular and is bordered by Round Road to the East, Veronica Avenue to the South, Joseph Avenue to the North, and Giles Avenue to the West. The existing 1958 structure is situated on the east side of the lot, close to Round Road.
E.1 Parking-bus,car,delivery,service,staff,visitor:The primary school entrance is on the façade facing Round Road. The front entrance is located above grade, accessible by stairs and an exterior ramp.
E.2 Serviceaccess:The existing service access to the building is off of Joseph Avenue along the north side of the building. This service access connects to the existing loading dock and food service area. Some staff members also park in this area.
E.3 Vehicleandpedestrianaccess:Unobstructed pedestrian access is provided to the building from all sides of the site. ADA accessibility to the existing facility occurs at the Round Road entrance, where a short ramp provides access from the sidewalk.
E.4 Playingfields/courts/yards:The existing play area is on the West side of the existing building on a paved court.
E.5 Naturalenvironmentalareas: There is minimal vegetation on the property. There is a small amount of grassy area on the south and west sides of the property. The west side of the property is bordered by trees. Some trees also exist in the “front yard” of the school, along Round Road.

REMARKS The exact requirements for this space will be established during the concept design phase to suit the programmatic needs of the Early Childhood Development Center. This space will consist of an early childhood house and a head start house. The early childhood house will contain 4 classrooms (infant, toddler 1, toddler 2, 3 year-olds) and ancillary spaces with toilet area, storage, food prep, staff area, and laundry.
