Mr. Bailey was responsible for the Microsoft Windows desktop and server standard operating system baseline team. He was responsible for building and leading all aspects of the 16 member team to include team hiring, training, scheduling, and budget. He developed and maintained a 30 month project plan in Microsoft Project using the Earned Value Method (EVM). He analyzed customer requests, created tasks and provided guidance, as the team developed solutions. He provided recommendations to management and the customer in reports and presentations. He coordinated the team’s integration efforts with other stakeholders working closely with management, peers, the customer and vendors to insure timely product delivery.

The team grew to be responsible for the development, integration, deployment method and life cycle support of the customer’s standard desktop and server baseline. They were responsible for testing all new hardware and software involved in the standard desktop and server baseline as well as testing the developed baselines against legacy equipment. Mr. Bailey’s team supported the deployment and service delivery teams with documentation, onsite training and tier III support.

Mr. Bailey was responsible for developing the Microsoft Windows Desktop Load (WDL 5.0). Mr. Bailey worked closely with the customer, deployment teams and other stakeholders to gather requirements and develop sound technical solutions for the WDL 5.0. Mr. Bailey was involved in developing the team’s budget, setting milestones for the development schedule, training and supporting the deployment teams and meeting with customers to discuss and define requirements.

U.S. Army, August 1996 - June 1999.

SSG Bailey proposed a complete system upgrade to a standalone network on the site. His responsibilities included gathering requirements, costing the equipment, coordinating the installation of the new system and user migration, with no disruption in service.

U.S. Army Recruiting Command August 1992 - August 1996.

SGT Bailey was responsible for the design, implementation and maintenance of the USAREC nationwide e-mail systems. The email system supported 6 Brigades, 42 Battalions, 210 Companies and over 1700 Recruiting Stations worldwide and saved USAREC 1.1 Million dollars in the first year of implementation. In addition to technical aspect of the system, Mr. Bailey’s responsibilities’ included developing a 5 year budget with a sole source justification, authoring a USAREC regulation governing the use of the system, developing training material and “training the trainers” in the use of the system.

PFC Bailey completed the U.S. Army Basic Training (Feb 1992 – May 1992) and Advanced Individual Training as a 74D Mainframe Operator (May 1992 – August 1992).
