East-West Link Road:A Phoenix from the Ashes

The East-West Link Road in its various forms has been an idea since 1916.

The most recent serious attempt to build a road bridge across Leicester’s green lungs of Aylestone Meadows was in the early ninetieswhen Bede Island was being regenerated.

Fortunately, fierce local opposition and ever increasing costs caused councillors at County Hall who were then responsible for buildingnew roads, to abandon the idea.

However, Leicester City Council has been consulting about including it in the next Local Plan. The Local Plan is an attempt by the CityCouncil to meet the needs of its citizens for homes, jobs and leisure for the next 15 years.Another round of consultation on the next stage of the Local Plan will take place later this year.

The current proposed route is from Narborough Road along Evesham Road and through Aylestone Meadows to Aylestone Road. It willthen cross St. Mary’s to join with Saffron Lane.

A local campaign group called “End of the Road LE3” wants the City Council to remove it from any future Local Plan.They believe that the road will worsen air quality and put local residents at greater risk from it, especially asthma sufferers. It couldhave a detrimental effect on the green jewel of Aylestone Meadows on local residents, wildlife and the environment. The road couldgenerate more traffic which could create a less safe environment for local children.

There is a lot of evidence which shows that building new roads to relieve congestion only results in temporary relief and causesincreased car use. The old congestion levels return.

Ye Old Leicester CompanyAs a boy I remember seeing a Currys store in BelgraveGate where you could hire/rent washing machines andthe like.Research has given me this bit of potted history.

Currys was founded in 1884 by Henry Curry (born inLeicester in 1850), when he started to build bicycles fulltime at 40 Painter Street, Leicester, England.[2] Heopened his first shop in 1888, at 271 Belgrave Gate,Leicester.[3] In 1890, he moved to larger premises at296 Belgrave Gate, then in 1900 to 285–287 BelgraveGate.The company was put on a proper financial footing in1897, when Curry formed a partnership with his sons,calling the company H. Curry & Sons. The businesscontinued to grow and floated on the stock exchange in1927. By this time the shops sold a wide variety ofgoods including bicycles, toys, radios andgramophones. Currys pulled out of cycle manufacturingin 1932, when they closed their Leicester factory, butcontinued to retail bikes (badged as Currys) until the1960s. Currys was taken over by Dixons (now DixonsCarphone, owners of the Dixons electrical productsretail chain) in 1984, but maintained its separate brandidentity.


Built by local builder Bert Cole in 1926 to serve thesouthern spread of Leicester, the Aylestone Cinema wasamongst the first suburban cinemas to open. Bert Colewas in fact one of the business partners in this newventure. It had no competition on that side of the townand must have been very popular with the residents ofthe rows of terraced houses in that area. The slumclearance of the Wharf Street area and the rehousing ofthe residents on the newly built Saffron Lane Estate alsobenefited the Aylestone’s business. In the 1930s manynew private houses were also built in that area.

Although built facing onto Milligan Road, the businessaddress was actually Grace Road. The Aylestone firstappears in Kelly’s Directory in 1928, the proprietor waslisted as Mr Walter H. B. Emson, who also owned theBelgrave Cinema. In fact, if you compare the two

cinemas they do look very similar. From 1928 andthrough to 1957 Mr Fred Stafford was the manager. Theinterior was well decorated in blue and gold withmatching seats and curtains. It seated 1,206. The silentfilms were accompanied by an eight-piece orchestra. ToKalee projectors provided the picture to the 16’ x 12’screen. With the introduction of sound films in 1930 theBTH sound system was installed and also a largerscreen fitted. In the late 1940s the sound system waschanged to the WE system. In 1950, the Aylestone wasowned by The Park Kinema (Leic.) Ltd, which I believewas part of the George Scarborough chain of cinemas.When Cinemascope arrived in 1955 the screen sizeincreased again to 30’ x 16’.

Like most suburban cinemas, the Aylestone suffered adrop in patrons in the 1960s and finally closed in 1968,last film being Planet of the Apes. As with many othersuburban cinemas, the Aylestone found an extension toits life as a bingo club. This proved to be very popularand survived until the new, much larger bingo hallopened on the redeveloped cattle market site in 1997.

After standing empty for some time looking for a buyer(at £118,500pounds) the building was accidentally seton fire by a maintenance contractor and was so badlydamaged that the charred remains had demolished.The site is now occupied by Grace Court, a block offlats.

News from LCCCThere is lots of action at the Fischer County Ground in 2018 with lots of opportunities to get involved as neighboursof Leicestershire County Cricket Club.Our Royal London One-Day Cup fixture against Yorkshire Vikings on Sunday, May 27 is a family Fun Day with alltickets costing £1 each. The game starts at 11am with gates opening at 9:30am.We will ensure that there is entertainment for the whole family! The Foxes Den will be open for children as well asthe Red Monkey Play Area. There will be inflatables as well as cricket themed activities running throughout the day.There will be a treasure hunt around the ground and face painting and, to finish off the day of fun, a signing sessionon the pitch with the players will be held after the match.We will be hosting a mini beer festival throughout the day too with a number of specialist Yorkshire ales. It’s an exciting summer packed full of cricket with a combination of Leicestershire CCC games as well as visits frominternational sides, including the England Women’s team. England are taking on New Zealand under the floodlightsin a Women’s One Day International on Friday, July 13.There are also six Vitality Blast fixtures which will be using the floodlights in 2018 and one Royal London One-DayCup where they will be turned on.

‘Simple Pleasures’

The Church of the Nativity is hosting a Flower Festival andArts and Crafts Exhibition on Saturday and Sunday 9 and 10June 2018.

We all need a hobby to relax and de-stress in this busy anddemanding world; so, Nativity has chosen to create floralarrangements and displays based on the theme of ‘SimplePleasures’.

They include gardening, fishing, walking, knitting, singing,scouting, art, to name but a few. The local Resident’sAssociation will also be contributing to the exhibition.The event will conclude with a special service on Sunday 10

at 10.30 am to celebrate ‘Simple Pleasures’, although thechurch and hall will remain open until 2 pm on that day.Everyone is welcome to attend this event, which we hope you

will enjoy and it will inspire you. Free entrance, althoughdonations in aid of church funds will be welcome.

We do try to cover all the activities in the area and we thank everyonewho has supplied articles on things that people can do in theimmdediate area.Coming up in June there is the ‘Simple Pleasures’ display by onechurch which includes hobbies and interests.The ‘Con’ club welcomes all visitors and has Bingo on a regular basison a Tuesday pm and a special ‘Fur n’ Feathers’ on 29th March.If exercise is your thing then Leicester Health Walks or the Strollers atthe Nativity Church are there for you to participate.

Our front page is devoted to the proposed East-West Link Road (otherarticles are also included later in the newsletter) if you have strongfeelings about this, for or against it, then let your Councillors know andalso contact the LCC Consultation team to express your views (by 29thApril).

We are experimenting with different layouts for the newsletter. Beavers meet on Friday evenings 4:45pm to 6pm and isaimed at the 6 to 8 year olds.

The working life of a City WardenNoel Cazley

The City Wardens department is working with you to improve the City’s environment. Our main objectives are toEducate and prevent environmental crime to improve the local environmental quality and to enforce againstenvironmental crime by being a visible presence within the Ward. We deal with complaints which we receive frommembers of the public about issues and concerns that they have within the Ward.In the Aylestone Ward my number one complaint is Dog Fouling by irresponsible dog walkers who do not pick up theirdogs faeces. To tackle this we do regular patrols and will also put on plain clothes targeted enforcement days. On ourlast enforcement project which covered two weeks, we issued 11 x £100.00 Fixed Penalty Notices to irresponsibledog walkers. We need your continued support in catching these individuals by giving us a brief description of themand their dog, the location and most importantly, the approximate time. Untidy properties, that have rubbish and overgrowth in their gardens, is another regular complaint that I receive.Whether the property is privately owned or not, we can usually do something. It could mean that if they do not complywith legal notices served on them, it will result in me going to the magistrate court to obtain a warrant to clear theseproperties. I am currently dealing with three properties in the Aylestone Ward.Traders selling vehicles on the highway is another common complaint that I receive which carries a £100 FixedPenalty Notice. These vehicles are untaxed and some are SORN which means that they also carry the risk of beingclamped; we work closely with other agencies including the DVLA. This behaviour has a massive impact across theWard. This illegal practice takes up valuable parking space and in some cases obstructs pavements. Since January2018 I have issued 14 x £100.00 Fixed Penalty Notices.I also enforce against, Littering, Bins left on the street (domestic and commercial), Fly posting, Small scale fly tipping,Graffiti, Repairing vehicles on the road, Business waste not disposed of correctly, and Unlicensed Skips andScaffolding.Create an account which is very easy at www.Leicester.gov.uk/myaccount you'll be able to let us know about anyenvironmental problems and also access a wealth of council information from your smartphone or tablet. If you havenot got a smartphone or tablet you can visit the Pork Pie Library and Community Centre on Southfields Drive and thestaff there will be happy to log the complaint for you.

Cycling as a road to fitnessGail Stacey.

Now that the malaise of winter is lifting and thoughtsturn to starting our New Year’s resolutions, in March!losing weight and getting fit inevitably comes to mind.

My favourite way to improve my own fitness is to cycle.I love to sit when I exercise. Having lived in Aylestonefor many years I have made it my mission to find goodand safe cycle routes for me and my children. TheAylestone Road cycle lane can be a bit of a mine fieldfor pot holes, but its ok and there are alternatives. Forconvenience I pop into town along the Saffron cycleroute and this is a mere 10 minutes. For alternativedestinations I can visit Blaby or Fosse Park in 20minutes or thereabouts. Once a year the children’sschool, Granby Primary have a cycle BBQ going fromthe school to either Bede Island or Glen Parva park –there is also a cycle trial park there that I onlydiscovered last year. I love nothing more on a sunnySunday afternoon then popping over the meadows fora ride along the Great Central Way. It’s a great way tospend the day alone or with the children and enjoy theMeadow’s, take a picnic and that’s all bases covered.Finally for people like me who like cycling but cannotdo any repairs, not even asimple puncture – I find it sohelpful to have the FMB Cycleshop close to hand on SaffronLane.

Former Gas Works Site - Aylestone Road

A planning application by National Grid has been submittedto Leicester City Council to remove contaminants from theformer gasworks site on Aylestone Road. The area will beavailable for “Open Air Storage”. This could include a giantcarpark for either the football or rugby fans

Putney Road

Leicester City Council is proposing to change Putney Roadinto a two lane road from its present one-way. The blockedentrance at the junction of Saffron Lane and Aylestone Roadwill be re-opened. It is hoped that this development will‘ease’ congestion especially during match days

PUTNEY ROAD and EVESHAM ROAD LINKSLeicester Civic Society View

The City Council has entered a consultation period on theproposal to reopen Putney Road at the Aylestone Roadend. This will immediately create a rat run on Victoria ParkRoad and therefore put renewed pressure on the LondonRoad traffic island - which is presumably why Putney Roadwas closed off in the first place. But in addition, theconsultation says:

Please note that this is a stand-alone project and is notconnected with any other road improvement scheme -either currently being considered, or potential futuredevelopments that may, or may not, ever take place.

This has clearly been inserted in an effort to distance theCouncil from widespread public alarm about a future linkwestward to Narborough Road across Aylestone Meadows,thereby creating an unofficial southern ring fromNarborough Road to London Road. (A speculative map hasalready appeared courtesy of the Leicester Mercury andthat shows a fanciful connexion across British Gas, throughthe railway embankment and across the Roman ScheduledMonument at Rawdykes!) However, Cllr. Patrick Kitterick has already blown thewhistle, quoting from the Council bid for the Putney Roadlink (£3.4M) submitted to the Department for Transport:

“The Putney Road scheme would greatly improve theviability of the Evesham Road Link.”

Everyone should now write expressing their concerns by 29April. It is of little use only objecting to the Putney Road linkif you live in say Clarendon Park. And it is of little use onlyobjecting to the link across the meadows if you live on sayEvesham Road. This would be exactly what the Councilwant you to do. (“Divide and rule”) Everyone must beprepared to object to both schemes, even though theconsultation is currently on the Putney Road link only.

December 2017 finished with the successful preparation andseeding of 10 flagship buzzing hotspots across the city,working closely with community groups and Leicester CityCouncil, enhancing an area of over 7 hectares- roughly thesize of 12 football pitches!2018 started in much the same fashion as 2017 finished, witha number planting work days and habitat creation events atsites including Bennion Pools, Western Park and theUniversity of Leicester, with activities including wildflower plugplanting and seeding, herb bed planting and woodland bulbplanting. Urban Buzz has also progressed with plans for awildflower planting project around Leicester Ring Road, andhas begun working with schools to enhance their knowledgeand grounds for pollinators.

VolunteeringUrban Buzz will have a number of volunteering opportunitiesfor people to get stuck into creating habitat for pollinators witha number of activities ranging from plug planting, variousground preparation tasks, building bee banks, tree planting,sowing wildflower seeds and many more!NEWSUrban Buzz Leicester has teamed up with the University of

Leicester’s ‘Social Impact Team’, grounds maintenance teamand student society ’Hungry For Change’ to help plant moreplants for bees & Co. across the campus. Work commencedin early January planting up high profile planters in thepopular FJB Square, planting herbs as part of an ediblecampus project with species that also benefit bees. Herbsplanted included Thyme, Rosemary, Mint and Basil.

Additional habitat creation activities have included plantingwoodland bulbs such as Primrose and Bluebell underneathan area dominated by semi-mature trees, adjacent to theBennett University building on University Road. Planting wascompleted by the Social Impact Team and Hungry forChange, and again supported by the grounds maintenanceteam.

Future projects will include the wildflower seeding of theBrookfield Campus orchard space, and enhancing areas ofthe Attenborough Arboretum for pollinators.

Other Headlines Urban Buzz will be working in collaboration with LeicesterCity Council to create 8 wildflower buzzing strips aroundLeicester’s Ring Road verges. Seeding of both native andnon-native species will commence in March.

Neighbourhood Link is a com

munity messaging service from

Leicestershire Police that provides news and

information about policing activity or initiatives, crim

e prevention advice as well as major incidents affecting

your area.

Through this service you can receive messages from your local Neighbourhood Policing Team

or, in the event of a major incident or event affecting the whole of Leicestershire, from a partnership of

agencies known as the Local Resilience Forum

(LRF).
