‘Wings’ CCMFOA NEWSLETTER JANUARY 2016 WINTER EDITION Brrr! Anyone besides me not a fan of cold weather? By this time of year, I’m counting the weeks until summer! Spring Conference is just around the corner, March 16-18, and I hope you’re all making plans to attend. For the first time in many years, our events will be held at the DoubleTree by Hilton Hotel Wichita Airport. We are very excited for this change in venue! It should really improve on our Vendor Fair as well, as all the vendors will be staged in the hallway so you’ll be able to visit them on your way to all the sessions. Remember that our vendors and sponsors are integral in the success of our spring conference. The sponsorship we receive from them helps pay for things you might not otherwise be able to enjoy – conference bags and pins, the breakfasts, break food, and special events. PLEASE make sure to thank them for their support, and visit their booths. Until you actually help plan the Vendor Fair, you don’t really appreciate all they do for us. So I’m telling you now! With support from Varney’s CPAs, we are excited to announce we will be having an AWESOME St. Patrick’s Day celebration on March 17! Their sponsorship is bringing in a local Celtic band, dance troupe, drinks, cash bar, photo booth, and wonderful prizes for the costume competition! Sponsorship from Ranson Financial and Midwest Public Risk is allowing us to offer a meal at the event so you don’t even have to leave the hotel. In honor of the Irish, we’ll be having a potato bar with all the fixings, and includes soup, salad, and dessert. It promises to be a “sracadh roaring am” (that’s what my translation app shows as “rip roaring time” in Irish). Check upcoming reminders of this event on the Listserv. DON’T MISS IT!! I hope those of you who have never attended a Spring Conference will apply for a scholarship. The board graciously approved offering a total of 13 scholarships for 2016! We’d like to see record attendance. This might be accomplished if our Year 1 Institute class all attend! For those of you who don’t know, we had 41 in that class. I’m still amazed. We will be having an Athenian Dialogue on the Tuesday before the conference starts. The book is “The Girls of Atomic City: The Untold Story of the Women Who Helped Win World War II”. If you are able to come in a day early, please plan to attend. Speaking of scholarships, the board also approved an additional 10 scholarships for the IIMC conference in Omaha next May. This is in addition to the 12 that were already awarded before Academy! So we should be taking Omaha by storm in a few months! Even if you didn’t receive a scholarship, I hope you are still making plans to attend. There is a lot of discussion about sharing rooms and carpooling to make the conference more affordable. Brrr! Anyone besides me not a fan of cold weather? By this time of year, I’m counting the weeks until summer! We had a highly successful Institute and Master Academy in November. As I mentioned earlier, we had a huge Year 1 class. And besides that, they were engaged and eager. We’re very excited for the achievements of this class. I enjoyed meeting some of you. I deeply apologize that I didn’t get to meet you all. I intended to, but board duties call at times. Hopefully I’ll get the chance at Spring Conference! It was really enjoyable having the privilege to be in the receiving line for the graduates. I also loved contacting all the past presidents and clerks of the year that I could find. What a great turnout! So fun to meet those whose names we have heard over the years but never had a chance to work with. The sessions were excellent. I’m sure many of you don’t realize how many hours Gayle puts in, getting our events in order. Others who helped with the success of the week were Melanie and the hospitality committee, and Tabitha and the silent auction committee. I really appreciate both of those committees, and I’m sure they don’t hear that enough. They put in a lot of hard work, and it showed. This is my last president’s message. It has been a rare privilege to serve as your president. It’s a very humbling experience. I am grateful for those who came before me, who paved the way for us to be inspired to do this job. The friendships I’ve found with my peers is something I can’t put a price on. I’m thankful for the board and especially the officers – Martha Sumrall, Debbie Price, Amy Burton, and Bobby Busch. If I’d known how amazing it would be working with all of you, I would have never second-guessed my decision to be an officer back in 2012. What a great group of clerks – I think they are the best! Thanks for your daily support and faith in me. I hope you all had a great Christmas and New Years, and are ready to attack 2016! Conference features experts on fun at work, personal safety, cyber security:

Walt Stasinski, president, Potential Unlimited in Michigan will be among keynote speakers at the 66th annual CCMFOA Spring Conference, March 16-18, 2016 at the DoubleTree by Hilton Hotel Wichita Airport. Stasinski’s presentation, “The Power of Fun at Work”, follows Randy Johnston’s class on “Cyber Security and Identity Theft” on Friday, March 18. Johnston is CEO of the Network Management Group, Hutchinson. Dr. Marche Fleming-Randle, Wichita State University, will open the conference on Wednesday, March 16 with “It’s All about You! Transformed, Reformed and Informed.” Thursday morning’s keynote session focuses on emergency response training conducted by representatives of the Garden City police department.

Nineteen breakout sessions are on tap with

topics ranging from liability insurance to food trucks to drafting resolutions. Some sessions will feature city clerk panels, a popular format at the 2015 conference.

Thursday evening’s social event will feature a

meal, a live Celtic band, St. Patrick’s Day costume contest and a photo booth!

The Nebraska IIMC Institute director will lead an IIMC-approved Athenian Leadership Dialogue on Tuesday, March 15, 2016, in Wichita. Ellen Freeman-Wakefield, MPA, University of Nebraska at Omaha, is the facilitator. She is on the professional staff at the university’s School of Public Administration. The assigned book is “The Girls of Atomic City: The Untold Story of the Women who Helped Win World War II” by Denise Kiernan. Kansas Clerks Complete Four-Year Institute: Seven municipal clerks graduated from the Kansas/IIMC Municipal Clerks Certification Institute November 5, 2015, in Wichita. Graduates are Amy Burton, City of Ellis; Tonya Delgado, City of Deerfield; April Giles, City of Turon; Julia Loving, City of Burden; Christy Pyatt, CMC, City of Greensburg; Pat Redding, CMC, City of North Newton, and Julie Stutzman, City of Lyndon. Forty-one clerks, deputy clerks and utility clerks participated in the first year Institute class, a record number in recent history. A total of 83 clerks attended the four-year Institute November 2-6, 2015, at the Wichita Marriott Hotel. Graduation banquet speaker was Dr. John Bardo, president, Wichita State University. Congratulating the graduates were Dr. Bardo, Dr. Marche-Fleming Randle also of Wichita State University, Dr. Nancy McCarthy Snyder, director, Hugo Wall School of Public Affairs, WSU; CCMFOA President Stacey Crum; CCMFOA Education Director Gayle Martin, and a crowd of 175 banquet guests including several city council members and past CCMFOA presidents and past Clerks of the Year honorees. The 2016 Certification Institute is scheduled November 14-18 at a new location, DoubleTree by Hilton Hotel Wichita Airport. Master Academy Attracts Nearly 60: The IIMC Director of Professional Development shared her expertise on high stakes communication at the November 5-6, 2015, Kansas/IIMC Master Municipal Clerks Academy in Wichita. Jane Long presented “Crucial Conversations – High Stakes Communication” and “Blending Workstyles for Successful Teamwork” as the opening keynote speaker. Fifty-seven clerks from across Kansas attended. Other topics and presenters were Ethics in the Workplace, Brian Silcott, city administrator, City of Goddard; The State Budget: Effects of Tax Policy Changes, J. G. Scott, Kansas Legislative Research Department; Survival Skills for Workplace Audits, Scott Thompson and Diana Ashwill, Kansas Department of Labor; Statehouse Legislative Update, Nicole Proulx Aiken, League of Kansas Municipalities; Vital Records: Working with Your County Register of Deeds, Tonya Buckingham, Sedgwick County Register of Deeds office, and Change is Mandatory, Stress is Optional, Dr. Fleming-Randle. The graduation banquet of November 5, 2015, took on an unforgettable note with a special tribute to our past presidents and clerks of the year. How much fun and what an honor it was to track down and invite all our past presidents and clerks of the year to attend our banquet! I greatly enjoyed getting phone calls from all over the country, from clerks who served as far back as 1971, wishing so badly they could attend but were unable. My only regret was there were several I just couldn’t find. And unfortunately, so many of them have passed away. But I’m grateful for those who did attend. Sherry Strecker, former city clerk, Pittsburg, KS; 1971: "I would love to be there but I am in my 80s and not able to travel." Sherry received her CMC at the same time as Mildred Vance. Mildred was her mentor, and she just loved her. They shared a city manager, who left Parsons and went to Pittsburg. Sherry said she was young for the job at the time. She greatly appreciated the invitation (to the banquet), and wanted to convey to everyone how special the clerk's association is and was to her. She said “you could feel safe traveling anywhere in the state, because there was always a clerk you could call on in a town you were near if you had trouble!” Nancy Hodges, former city clerk, Shawnee, KS; 1995: “I took great pride in the years I served as a City Clerk for the City of Shawnee, and I thoroughly enjoyed my experiences as a member of CCMFOA. Being recognized as a City Clerk of the Year for such a great organization was one of the highlights of my career. ‘ Gus Collins, former city clerk, El Dorado, KS; 1998: “This is a great gesture from the Association. I still have my Plaque proudly displayed in my office." Rod Barnes, former city clerk, Junction City, KS, 2002: “My passion for local government came from my City Clerk/Finance Director experience in Kansas. I developed many friendships that resulted from my involvement with CCMFOA that will always be special to me. It was a wonderful experience when I was CCMFOA President to travel to the regions in Kansas and get to know clerks from all different size communities. The trips to IIMC and the Spring and Fall conferences were highlights each year. I attended my first two years of Institute at Kansas University and graduated from Institute at Wichita State. I was so pleased with the experience at Wichita State. They truly designed a program that gave the City Clerks the fundamentals needed to be successful. I am glad to see the relationship continues today. I hope many of my former colleagues attend your special event. I send my greetings and well wishes. Treasurer’s Summary Report

Spring Conference is still a few months away, but it is not too early to consider applying for a conference scholarship. The application period is December 1, 2015, through February 1, 2016. Applicants must be an Association member in good standing with their dues paid for the current year with CCMFOA at the time of application. The applicant must be a City Clerk, Assistant City Clerk, Deputy City Clerk, or Finance Director; and must submit a written statement of why you want to receive the scholarship. There will be no restriction on the size of the city; cities of the 1st, 2nd, and 3rd class are eligible. Only one scholarship will be awarded per city for the same year, and preference will be given to a first time attendee.

At our June board meeting, we had to replace a board member, Johnna Stanford of St. John, who resigned her position with her city. The current by-laws offered no way to do that. This change would allow the executive board to fill those positions immediately. According to our by-laws, any change must be approved by a two-thirds majority at the Spring business meeting, and be published in the Wings newsletter at least 30 days before the meeting. ARTICLE IV – OFFICERS

The officers of this Association shall be an Executive Committee and a Board of Directors. All officers shall be active members.

The Board of Directors shall consist of the Executive Committee and six elected Directors. The Executive Committee shall be the President, Vice President, Secretary, Treasurer and Past President. The president shall be the chairperson of the Executive Committee and the Board of Directors. The terms of the office of the President, Vice President, Secretary and Treasurer shall be one year. Two Directors shall be elected each year, for three-year terms.

At the annual Spring business meeting, the Association members present shall elect the Executive Committee and two Directors. Nominations shall be made by the Nominating Committee comprised of two Past Presidents and a member-at-large, with the Immediate Past President serving as chairperson. Additional nominations may be made from the floor. Where more than one person is nominated for an office, the election for that position shall be made by ballot. No elected officer shall succeed himself or herself to the same office and no elected officer may hold office for more than 90 days after they cease to be an active member.

Should a vacancy occur in the office of the President, the Vice President would assume the duties of the President, and the Secretary would assume the duties of Vice President. If the vacancy occurs leaving more than 120 days left in the unexpired term, the Executive Committee shall appoint by a majority vote someone to fill the vacant position. The person must be a full time member of CCMFOA in good standing. Should the vacancy occur leaving less than 120 days in the unexpired term, the Secretary will assume both the position of Vice President and Secretary for the remainder of the term. A vacancy in the office of Secretary or Treasurer would be filled for the remainder of the term by a majority vote of the Executive Committee. In the event that the Immediate Past President should retire and maintain status as an associate member, he/she will be allowed to serve in that capacity if so willing. Should the Immediate Past President be unable or unwilling to assume the duties of this position, the President may fill the position with the Past Immediate Past President. Should that person be unable or unwilling to fill the position, the position will remain vacant. Should a vacancy occur on the Board of Directors, with more than 120 days left in the term, the Executive Committee shall appoint by a majority vote someone to fill the vacant position. Should the vacancy occur on the board with less than 120 days left of the term, the position will remain vacant.

Except as otherwise provided, the powers and duties of the officers of the Association shall be such, as by the general usage, are indicated by the title of their office. The President shall have such other powers and duties as may be delegated by the Board of Directors.

The CCMFOA Board Wants You! March will be the beginning of a new CCMFOA year and we are looking for volunteers to serve on the many committees that help to make CCMFOA such a great organization. This is your opportunity to get involved and to learn more about CCMFOA. No matter your interests, we have a committee for you. Below is a listing of CCMFOA committees and their duties. Please take a look at each and consider volunteering – we need your expertise and ideas! If you see a committee that you might like to serve on, but don’t know much about it, don’t hesitate to ask any of the Board Members, or send me an e-mail or give me a phone call. I can speak from personal experience that you will look at our organization, and even your job, in a different way by serving. Now is the time – don’t put it off! This is your organization so please complete the volunteer form – you can help us to make CCMFOA even better! Applications will also be available at Spring Conference in March. CCMFOA COMMITTEE POSITIONS & DUTIES

Please consider serving on a CCMFOA Committee. You are needed! Communications Committee – chaired by the editor of the Wings newsletter, this committee is responsible for coordinating, preparing, and distributing the Association’s quarterly Wings newsletter, keeping the website current, and submitting newsworthy releases to IIMC and appropriate local newspapers. Education/Certification Committee – chaired by the CCMFOA Vice-President, this committees’ membership includes three members of the Board of Directors and five members-at-large who are CMCs or MMCs. This committee assists fellow clerks by answering questions regarding the CMC & MMC application process during a scheduled session at both Academy and Spring Conference. The Chair also sends letters of congratulations to new CMCs and MMCs, including recognition of the governing bodies and city administrators for supporting the education programs of CCMFOA and for their continued support of continuing education. Education/Program Planning Committee – chaired by the CCMFOA Vice-President, this committees’ membership includes the Board of Directors and three members–at-large. This committee meets in March, June, and November of each year in Wichita to plan the education programs for CCMFOA – Certification Institute/Academy, Spring Conference, and hosting of IIMC Region VII meetings. The Institute Director is an ex-officio member. Hospitality Committee – this committee is responsible for providing entertainment, beverages, and/or food for social hours and/or receptions, unless these items are to be provided as part of a program activity. The committee oversees the staffing of the hospitality room when it is open during Spring Conference and Certification Institute/Academy. Legislative Committee – this committee is responsible for monitoring state and federal legislation that affects Municipal Clerks and Finance Officers, and proposing legislation and/or coordinating efforts for/or against such legislation consistent with the legislative goals and policies of the League of Kansas Municipalities, IIMC, and CCMFOA. Manual & By-laws Committee – this committee is responsible for reviewing the Association’s By-laws and Handbook, submitting recommendations to the Board of Directors, and publishing changes. Membership/Mentoring/Regional Committee – chaired by the CCMFOA Treasurer, this committees’ membership includes one or two representatives from each region. This committee encourages CCMFOA membership and involvement. The regional committee members also coordinate gatherings to bring City Clerks and Municipal Finance Officers together on a regional basis for local networking and sharing of information. Nominating Committee – chaired by the Immediate Past President, this committee is comprised of two past presidents and a member-at-large. The committee is responsible for selecting a slate of officers and directors from the Association membership for election during Spring Conference. Silent Auction/Promotional Sales Committee – this committee is responsible for overseeing the sale of CCMFOA promotional items, preparing and staffing the organization’s booth at the LKM Annual Conference, and coordinating the annual Silent Auction in conjunction with CCMFOA’s Spring Conference.
